EuroChamber Mongolia is proud to share a significant development demonstrating the impact of our Sustainability & Energy Working Group and its continued engagement with the Government of Mongolia.

In July 2026, EuroChamber Mongolia submitted a comprehensive recommendation paper to the Government of Mongolia, developed to address some of the key structural and regulatory challenges facing businesses in Mongolia’s energy sector. The paper put forward concrete recommendations to strengthen private-sector participation, improve the Public-Private Partnership framework, reduce administrative barriers, and create the conditions necessary for greater long-term energy independence.

We are pleased to announce that the Office of Government Affairs has informed EuroChamber Mongolia that the paper was thoroughly reviewed by the Prime Minister. Following the review, the recommendations were forwarded to the Minister of Energy and the Minister of Economy and Development, with instructions to review the relevant legislation and take action to improve the operating environment for the private sector.

From Recommendations to Concrete Government Measures

The Government’s response goes beyond acknowledging the concerns raised by the business community.

Government Resolution No. 310, subsequently adopted, contains measures that directly address several of the recommendations raised by EuroChamber Mongolia.

Among these measures, the Government has called for:

⚡ Improved renewable energy contracting mechanisms
Regulations governing electricity supply to distribution networks and electricity sales and purchase agreements are to be improved, alongside measures to mitigate potential foreign-exchange risks associated with Mongolia’s “single buyer” model.

🌱 Faster and more predictable project approvals
The Government has instructed relevant authorities to expedite procedures necessary for renewable energy projects, including environmental impact assessments, licensing, issuance of technical conditions, design reviews, and connection to the electricity distribution network.

The Government’s review of our recommendations and the subsequent measures reflected in Resolution No. 310 represent an important step in demonstrating that constructive private-sector advocacy can translate into concrete policy action.

EuroChamber Mongolia will continue to work with the Government, our members and relevant stakeholders to ensure that the business community’s concerns remain at the center of Mongolia’s energy-sector reform agenda.

Our objective is clear: a more predictable, competitive and investment-friendly energy sector - one where the private sector can invest with greater confidence, businesses can operate with fewer administrative barriers, and Mongolia can move closer to long-term energy independence.

EuroChamber Mongolia, together with the British Association of Trade and Commerce in Mongolia (BritCham Mongolia), the German-Mongolian Business Association (Deutsch-Mongolischer Unternehmensverband), and the Mongolian Automobile Distributors Association (MADA), are issuing a joint statement expressing concerns over the amendments to the Excise Tax Law.

We highlight the potential operational, legal, and economic impacts on businesses, emphasizes the need for regulatory clarity and compliance with Mongolia's legal and international obligations, and respectfully call on the Government and Parliament of Mongolia to defer the implementation of the amendments until 2028 to ensure a predictable and stable business environment.

EuroChamber Mongolia held a meeting with the Deputy Director of the Customs Agency of Mongolia, Mr. G. Enkhtaivan, and his colleagues to discuss challenges faced by businesses in relation to customs procedures and regulations.

Over the past year, the Chamber has collected concerns and feedback from its member companies regarding various customs-related issues, including regulatory uncertainty, procedural challenges, and difficulties in compliance. During the meeting, EuroChamber Mongolia and the Customs Agency exchanged views and discussed potential solutions, with both sides agreeing to cooperate towards establishing customs procedures that are more transparent, rules-based, predictable, and business-friendly.

In response to the challenges raised by member companies, the Customs Agency agreed to provide advisory guidance outlining the key areas of concern, including specific compliance requirements, identified shortcomings, and recommendations on how businesses can address and rectify these issues.

EuroChamber Mongolia welcomes this constructive engagement and looks forward to continued cooperation with the Customs Agency of Mongolia to improve the business environment and facilitate smoother trade operations.

Position:

The Administrative and Events Officer plays a vital role in ensuring the smooth operation of EuroChamber Mongolia administrative functions while also supporting the planning and ex*****on of events. This role involves office administration, event coordination along with planning, stakeholder engagement, and communication support. The incumbent will assist in managing EuroChamber platforms, support working groups, and contribute to research and policy-related activities.

Key Responsibilities:

📌Office Administration & Coordination:

Provide administrative support to the EuroChamber team, including internal communication, IT solutions, and data storage management.

Coordinate and support various EuroChamber activities, including policy advocacy, international relations, and stakeholder engagement.

Assist in conducting research relevant to EuroChamber initiatives.

Manage and update EuroChamber website and other channels of communication.
Support and document key EuroChamber meetings and the Board.

📌Working Group & Research Support:

Assist EuroChamber Working Groups and members by organizing meetings, taking notes, conducting relevant research, and managing follow-ups.

Provide logistical and administrative support for Working Group activities and member engagement.

📌Event Organization & Management:

Strong knowledge of the Mongolian business and public sector, including their structures and collaboration opportunities with EuroChamber.

Familiarity with the Mongolian media landscape and how EuroChamber can effectively engage with media stakeholders.

Excellent command of both English and Mongolian, with strong oral and written communication skills, including the ability to draft high-quality documents and reports.

Knowledge of EU institutions and policies relevant to Mongolia.

Proficiency in Microsoft Office 365, web-based platforms (WIX), social media management, and basic graphic design (Canva).
