်ကိုင်ပဋိပက္ခနှင့် အခြားသောအကြမ်းဖက်မှုကြောင့် ထိခိုက်ခံစားရသူများကို လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အထောက်အပံ့များပေးရန်နှင့် စစ်ပွဲကြောင့်ထိခိုက်ခံစားရသည့် သူများကို အကာအကွယ်ပေးသည့် ဥပဒေများကို အများသိရှိလာစေရေး ဆောင်ရွက်သွားရန် ဖြစ်ပါသည်။

ကျွန်ုပ်တို့ အိုင်စီအာရ်စီ၏ အွန်လိုင်းအသိုက်အဝန်းဆိုင်ရာ လမ်းညွှန်ချက်များ။

ကြက်ခြေနီ နှင့်လခြမ်းနီလှုပ်ရှားမှု (RCRC) ၏ အစိတ်အပိုင်းဖြစ်သည့် အပြည်ပြည်ဆိုင်ရာ ကြက်ခြေနီ ကော်မတီ ( အိုင်စီအာရ်စီ) သည် ပွင့်လင်းမြင်သာရှိမှု၊ တာဝန်သိမှု၊ အပြန်အလှန်သင်ယူမှု ရှိကြောင်း တတ်နိုင်သမျှသေချာစေရန် အပြုသဘောဆောင်ပြီး လေးစားမှုရှိသည့် ဖလှယ်မှုများကို ကျွန်ုပ်တို့၏ ဒစ်ဂျစ်တယ်စာမျက်နှာများတွင် အများပြည်သူဝင်ရောက်ကြည့်ရှုအသုံးပြုနိုင်ရန် ဆောင်ရွက်သွားပါမည်။ မတူကွဲပြားသည့်အမြင်များကို ကျွန်ုပ်တို့ ကြိုဆိုလက်ခံပြီး အသုံးပြုသူများအားလုံးကိုလည်း မိမိတို့ အမြင်များကို လေးစားသမှုရှိရှိ မျှဝေမှုပြုပါရန် တောင်းဆိုပါသည်။ အိုင်စီအာရ်စီသည် ဒစ်ဂျစ်တယ်စာမျက်နှာများပေါ်တွင် အသုံးပြုသူများက ရေးသားဖော်ပြထားသည့်အကြောင်းအရာများကို မှန်ကန်ကြောင်းစစ်ဆေးအတည်ပြုခြင်း သို့မဟုတ် တိကျမှန်ကန်ကြောင်း အာမခံခြင်းတို့ကို ပြုလုပ်မည်မဟုတ်သည့် အပြင် တစ်ဦးတစ်ယောက်ခြင်း သို့မဟုတ် အိုင်စီအာရ်စီအား ကိုယ်စားပြုသည် သို့မဟုတ်နှီးနွှယ်မှုရှိသည်ဟု ထင်ရသည့် ကိုယ်ရေးရာဇဝင်ရှိသူများ (profiles) အပါအဝင် ရေးသားဖော်ပြထားသော အကြောင်းအရာများကို အတည်ပြုထောက်ခံမည်မဟုတ်ပါ။

လက်နက်ကိုင်ပဋိပက္ခကြောင့်ထိခိုက်ခံစားခဲ့ရတဲ့ တောင်သူတွေအပါအဝင် မန္တလေးနဲ့ စစ်ကိုင်းမှာရှိတဲ့ တောင်သူတွေက မိုးစပါးစိုက်ဖို့အတွက် သူတို့ရဲ့ လယ်မြေတွေကို ပြင်ဆင်နေကြပါတယ်။ ဒါပေမယ့် သွားလာရေးအခက်အခဲတွေကြောင့် ပဋိပက္ခဒဏ်ခံခဲ့ရတဲ့ ဒေသတချို့က တောင်သူတွေအတွက် စပါးမျိုးသန့်ရရှိမှု နည်းပါးနေပါတယ်။
လယ်စိုက်တောင်သူတွေက ဒီအခက်အခဲတွေကျော်လွှားနိုင်ဖို့ ကြိုးပမ်းရာမှာ အထောက်အကူဖြစ်စေဖို့ အိုင်စီအာရ်စီက စစ်ကိုင်းနဲ့ မန္တလေးတိုင်းဒေသကြီးတို့မှာနေထိုင်နေကြတဲ့ လက်နက်ကိုင်ပဋိပက္ခနဲ့ သဘာဝဘေးကြောင့်ထိခိုက်ခံစားခဲ့ရတဲ့ လယ်စိုက်တောင်သူ မိသားစု ၂,၀၀၀ ကို စပါးမျိုးစေ့တွေ၊ သဘာဝမြေသြဇာနဲ့ တာပေါ်လင်တွေ ပေးအပ်ခဲ့ပါတယ်။
“ဒီလိုအကူအညီကြောင့် ကျွန်မမှာ ပိနေတဲ့ဝန်တွေ တဝက်လောက် လျော့သွားပါတယ်။ ကျွန်မတို့ လယ်စိုက်တာ ရပ်ထားရတာ ၃ နှစ်ရှိပါပြီ။ အခုမှ လုပ်ငန်းကို ပြန်စနိုင်တာပါ။ လက်ရှိအခြေအနေနဲ့က ဒီလို အရည်အသွေးကောင်းတဲ့ မျိုးစပါးကို ကိုယ့်ဘာသာဝယ်ဖို့ဆိုတာက ဘယ်တတ်နိုင်ပါ့မလဲ” လို့ မိခင်အိုကြီးနဲ့ မိသားစုကို ပံ့ပိုးနေရတဲ့ တောင်သူ ဒေါ်မြင့်မြင့်ချိုက ပြောပါတယ်။
“ဘေးဖြစ်လွယ်တဲ့ တောင်သူမိသားစုတွေအတွက် ဒီအကူအညီက အရေးကြီးတဲ့ လိုအပ်ချက်တွေကို ဖြည့်ပေးနိုင်ပြီး၊ သူတို့ရဲ့ အစားအစာထုတ်လုပ်မှုတွေ တိုးလာတဲ့အပြင် စိုက်ပျိုးရေးစရိတ်ကို လျှော့ချနိုင်စေမယ်လို့ မျှော်လင့်ပါတယ်။ မရှိမဖြစ်အရေးကြီးတဲ့ အရာတွေကို ဖြည့်ဆည်းပေးခဲ့တဲ့အတွက် တောင်သူတွေအနေနဲ့ သူတို့မှာရှိတဲ့ အရင်းအမြစ်တွေကို အခြားအရေးကြီးတဲ့ လုပ်ငန်းတွေဖြစ်တဲ့ လယ်မြေပြုပြင်တာတွေနဲ့ အလုပ်သမားငှားရမ်းတာတွေကို အဓိကထားဆောင်ရွက်နိုင်မယ်လို့ မျှော်လင့်ပါတယ်” လို့ အိုင်စီအာရ်စီဝန်ထမ်း ကိုမျိုးမင်းသိန်းက ပြောပါတယ်။

Farmers in Mandalay and Sagaing, including those affected by armed conflict, are preparing their fields for the monsoon paddy planting season. However, transportation challenges continue to limit access to quality seeds in some conflict-affected areas.
To help farming communities overcome these challenges, the ICRC provided paddy seeds, organic fertilizer, and tarpaulin sheets to 2,000 farming families affected by armed conflict and natural disasters across the Sagaing and Mandalay regions.
“This support has eased half of my burden. We had to stop farming for three years, and now we can finally resume our work. In the current situation, we would not have been able to afford these quality seeds on our own,” said Daw Myint Myint Cho, a farmer who supports her family and her elderly mother.
“We hope this support helps vulnerable farming households fill critical gaps, increase their food production, and reduce their farming costs. By covering these essential inputs, we hope farmers can focus their resources on other important activities, such as land preparation and hiring labor,”said Ko Myo Min Thein, an ICRC staff member.

“ကျွန်တော်တို့ အိုင်စီအာရ်စီကနေ နေ့တိုင်း ၂၀လီတာဆံ့ရေဘူး ၂ဘူးစီ ရပါတယ်။ ရတဲ့ရေကို ချက်ပြုတ်ဖို့ရော၊ သောက်ရေအတွက်ရော သုံးပါတယ်။ ဒီမတိုင်ခင်ကဆိုရင် ကျွန်တော်တို့မှာ အနီးနားက ဘုန်းကြီးကျောင်းတွေမှာ ရေသွားခပ်ရတယ်။ အဲ့ဒီနေရာတွေမှာလည်း နေရပ်စွန့်ခွာလာတဲ့ မိသားစုတွေ ကလည်းများ၊ ရေကလည်းရှားနဲ့ရယ်” လို့ မရမာကြီး ရပ်ကွက်မှာနေထိုင်တဲ့ သူတစ်ဦးက ပြောပါတယ်။
မေလကတည်းကစပြီး စစ်တွေမှာရှိတဲ့ အိုင်စီအာရ်စီက မရမာကြီးရပ်ကွက်မှာ နေထိုင်နေကြတဲ့ မိသားစု ၉၃ စုက လူပေါင်း ၅၂၃ ဦးအတွက် မရှိမဖြစ်အရေးကြီး ရေအထောက်အပံ့ကို ပေးဝေနေပါတယ်။
“ကျွန်တော်တို့က ရပ်ကွက်ရေကန်ကို ပြန်ပြီး ပြုပြင်ပေးနေတာဆိုတော့ နောင်ကျရင် မိုးရေကို ပိုပြီး စုဆောင်းနိုင်မှာဖြစ်တဲ့အတွက် ရေရှည်အတွက် အဆင်ပြေစေမယ့် ရေအရင်းမြစ်တစ်ခုအဖြစ် ပံ့ပိုးပေးပါလိမ့်မယ်။ တချိန်တည်းမှာပဲ မိသားစုတွေကို ချက်ခြင်းလက်ငင်း ရေလိုအပ်နေတာ ဖြစ်တဲ့အတွက် ရေသယ်ကားနဲ့ ဖြန့်ဖြူးပေးတဲ့ ဝန်ဆောင်မှုကိုလည်း ယာယီဖြေရှင်းမှုတစ်ခုအနေနဲ့ ပေးအပ်နေတာဖြစ်ပါတယ်” လို့ အိုင်စီအာရ်စီ ဝန်ထမ်းဖြစ်တဲ့ ကိုစိုးမိုးကျော်က ပြောြပပါတယ်။

“We receive two 20-liter bottles of water from the ICRC every day. We use it for cooking and drinking. Before this, we had to collect water from nearby monasteries, where many displaced families are staying and water is already scarce,” said a resident from Maramagyi Ward.
Since May, the ICRC team in Sittwe has been distributing essential water supplies to 523 people from 93 families living in Maramagyi Ward.
“We are renovating the community pond so it can store more rainwater and provide a more sustainable source of water in the future. At the same time, families still need water now. That is why we are providing temporary water trucking services,” said Ko Soe Moe Kyaw, an ICRC team member.

ရှမ်းပြည်နယ်မှာရှိတဲ့ ရေကြီးရေလျှံမှုနဲ့ ပဋိပက္ခတွေကြောင့် ထိခိုက်ခံစားခဲ့ရတဲ့ လယ်စိုက်တောင်သူ မိသားစုအများအပြားက အစားအစာလုံလုံလောက်လောက်ထုတ်လုပ်နိုင်မှုတွင် သိသာထင်ရှားတဲ့ အခက်အခဲတွေနဲ့ ရင်ဆိုင်နေရပြီး သူတို့ရဲ့ အစားအစာဖူလုံမှုကို ထိခိုက်စေတဲ့အပြင် အသက်မွေးဝမ်းကျောင်းလုပ်ငန်းကိုလည်း ခြိမ်းခြောက်နေပါတယ်။

တောင်ကြီးမှာရှိတဲ့ ကျွန်ုပ်တို့အဖွဲ့က ဒေသခံမိတ်ဖက်တွေနဲ့အတူ လက်တွဲပြီး ပဋိပက္ခနဲ့ ရေကြီးရေလျှံမှုကြောင့် ထိခိုက်ခံစားခဲ့ရတဲ့ အိမ်ထောင်စု ၁,၂၀၀ ကို စပါးမျိုးစေ့၊ သဘာဝမြေသြဇာနဲ့အတူ တာပေါ်လင်တွေ ပံ့ပိုးခဲ့ပါတယ်။

ဒီပံ့ပိုးမှုတွေနဲ့အတူ တောင်သူတွေက စိုက်ပျိုးရေးကို ပြန်လည်စတင်နိုင်မှာဖြစ်တဲ့အပြင်၊ စိုက်ပျိုးထုတ်လုပ်စရိတ်ကိုလည်း လျှော့ချနိုင်မှာဖြစ်ပြီး၊ သူတို့မိသားစုတွေအတွက် အစားအစာထုတ်လုပ်မှုကို ရေရှည်ထိန်းသိမ်းထားနိုင်မှာဖြစ်ပါတယ်။ ဒီအကူအညီက တောင်သူတွေကို နောက်လာမယ့် စိုက်ပျိုးရာသီတွေအတွက် မျိုးစေ့ကိုလည်း စုဆောင်းထားနိုင်စေမယ့်အပြင် သူတို့ရဲ့ ရေရှည်ပြန်လည်ထူထောင်ရေးနဲ့ ကြံ့ကြံ့ခံနိုင်စွမ်းကိုလည်း ပိုမိုအားကောင်းစေမှာ ဖြစ်ပါတယ်။

In Shan State, many farming families affected by conflict and flooding face significant challenges in producing sufficient food, jeopardizing their food security and threatening their livelihoods.

Our team in Taunggyi, together with local partners, provided paddy seeds, organic fertilizer, and tarpaulin sheets to 1,200 conflict- and flood-affected households.

With these inputs, farmers can resume cultivation, reduce production costs, and sustain food production for their families. The support also enables them to save seeds for future planting seasons and strengthens their long-term recovery and resilience.

For families affected by armed conflict, farming is not only a source of food — it is a way to rebuild stability.
Recently, 1,000 farming families in Hlaingbwe and Hpa-an townships received agricultural support from the ICRC, including quality paddy seeds, organic fertilizer and tarpaulin sheets. The support reached more than 5,000 people.
“I am glad to receive these seeds. It is difficult to find this quality of seed in our village. We also learned how to use organic fertilizer and about the characteristics of different paddy seed varieties through the pamphlets provided with the seeds,” said Daw Myint Ohn, 71.
