၁။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်းသည် ယနေ့ ၂၀၂၆ ခုနှစ်၊ မတ်လ ၂၈ ရက်နေ့တွင် လွန်ခဲ့သောနှစ် ၂၀၂၅ ၊ မတ်လ၊ ၂၈ ရက်နေ့တွင် ပြင်းထန်သော ငလျင်ဘေးဒဏ် ကျရောက်ခဲ့မှုနှင့်ပတ်သတ်၍ အသင်းသူ/အသင်းသားများ ငလျင်ဘေးဒဏ်ခံစားခဲ့ကြရသော မသန်စွမ်းသူများနှင့် ပြည်တွင်းပြည်ပ အခြေစိုက် အလှူရှင်များနှင့် အဖွဲ့အစည်းများအားလုံးသိရှိစေရန် အောက်ဖော်ပြပါအတိုင်းသတင်းထုတ်ပြန်ကြေညာပါသည်။
၂။ မြန်မာနိုင်ငံတွင် လွန်ခဲ့သောနှစ် ၂၀၂၅ ခုနှစ်၊မတ်လ၊ ၂၈ ရက်နေ့ မွန်းလွဲ ၁၂ နာရီ မိနစ် ၅၀ ခန့်အချိန်တွင် စစ်ကိုင်းမြို့နှင့် မန္တလေးမြို့အနီး ကို ဗဟိုပြု၍ မိုးမင့်စကေး၇.၇-၇.၉ စကေး (ပြင်းထန်မှုလွန်ကဲ) သည့် ငလျင်ကြီးလှုပ်ခတ်ခဲ့ကြောင်းကို ကောင်းစွာ သိရှိထားကြပြီးဖြစ်ပါသည်။ အဆိုပါ ငလျင်ဘေးဒဏ်ကို ခံစားခဲ့ကြသော ပြည်သူများအတွင်းတွင် အမြင်အာရုံမသန်စွမ်းသူများ အပါအဝင် ကိုယ်အင်္ဂါမသန်စွမ်းသူများ၊ အပြောအကြားအာရုံ မသန်စွမ်းသူများနှင့် ဉာဏ်ရည်မသန်စွမ်းသူ အစရှိသည့် မသန်စွမ်းမှုအမျိုးမျိုး ရှိကြသော မသန်စွမ်းသူ နိုင်ငံသားများလည်း အပါအဝင်ဖြစ်ပါသည်။
၃။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ ပဲ့ကိုင်အဖွဲ့နှင့် ဗဟိုအမှုဆောင်အဖွဲ့တို့သည် အပိုဒ် (၂) ပါ ငလျင်ဘေးဒဏ်သင့် မသန်စွမ်းသူများအား အချိန်မီထောက်ပံ့ကူညီနိုင်ရန် ရည်ရွယ်၍ ၂၀၂၅ ခုနှစ်၊ ဧပြီလ (၂)ရက်နေ့တွင် အစည်းအဝေးတစ်ရပ်ခေါ်ယူကာ လူ (၉) ဉီးပါ မြန်မာနိုင်ငံမျက်မမြင်များအသင်း သဘာဝဘေးအရေးပေါ် တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီ တစ်ရပ်အား စတင်ဖွဲ့စည်းဆောင်ရွက်ခဲ့ပါသည်။
၄။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်း သဘာဝဘေး အရေးပေါ်တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီ ၏ ဦးစီးဆောင်ရွက်မှုနှင့် ပြည်တွင်း/ပြည်ပရှိ တစ်ဦးချင်း အလှူရှင်များနှင့် အလှူရှင် အဖွဲ့အစည်းများ၏ ထောက်ပံ့လှူဒါန်းမှုတို့ကို ရယူကာ ၂၀၂၅ခုနှစ်၊ ဧပြီလ၊ (၄) နေ့မှစတင်၍ ငလျင်ဘေးဒဏ်သင့် အမြင်အာရုံမသန်စွမ်းသူများ အခြားမသန်စွမ်းမှု တစ်ခုခုရှိသူများနှင့် မသန်စွမ်းမှုမရှိသူများ အားလုံးကို စတင်ထောက်ပံ့လှူဒါန်းနိုင်ခဲ့ပါသည်။
၅။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ သဘာဝဘေးအရေးပေါ် တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီသည် ငလျင်ဘေးဒဏ်သင့် မသန်စွမ်းသူများ၏ လိုအပ်ချက်များကို ပြည့်မီ စေရန်အောက်ဖော်ပြပါကဏ္ဍများတွင် လှူဒါန်းထောက်ပံ့ခဲ့ပြီးဖြစ်ပါကြောင်း ဝမ်းမြောက်စွာဖြင့် သတင်းအချက်အလက်ပြန်လည်မျှဝေအပ်ပါသည်။
(က) ဘေးအန္တရယ်ကင်းရှင်းသည့် နေရာများသို့ ယာယီပြောင်းရွေ့နေထိုင်နိုင်ရေး အတွက်ခရီးစရိတ်နှင့် အိမ်ငှားခ ထောက်ပံ့လှူဒါန်းခြင်း ။
(ခ) တစ်လတာအခြေခံစားသောက်စရိတ်များထောက်ပံ့လှူဒါန်းခြင်း။
(ဂ) ပြိုပျက်သွားသော လူနေအိမ် အဆောက်အဦးများအား ပြန်လည်ပြုပြင်နိုင်ရန်ထောက်ပံ့လှူဒါန်းခြင်း။
(ဃ) ဆရာဝန်ညွှန်ကြားချက်မလိုသည့် ဆေးဝါးများအား ထောက်ပံ့လှူဒါန်းခြင်း။
(င) မျက်မမြင်ကျောင်းရှိ ကျောင်းသားအဆောင် ပြုပြင်မွမ်းမံခြင်းအတွက် ထောက်ပံ့လှူဒါန်းခြင်း။
(စ) အာဟာရဖြစ်စေမည့် စားသောက်ဖွယ်ရာများ ထောက်ပံ့လှူဒါန်းခြင်း။
(ဆ) အမျိုးသမီး အသုံးအဆောင်များ ထောက်ပံ့လှူဒါန်းခြင်း။
၆။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ သဘာဝဘေးအရေးပေါ် တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီသည် စစ်ကိုင်းတိုင်းဒေသကြီး၊ မန္တလေးတိုင်းဒေသကြီး၊ နေပြည်တော် ပြည်ထောင်စုနယ်မြေနှင့် ပဲခူးတိုင်းဒေသကြီး အတွင်းတွင် နေထိုင်ကြသော ငလျင်ဘေးဒဏ်သင့် မသန်စွမ်းသူနိုင်ငံသားများဖြစ်သော အမြင်အာရုံမသန်စွမ်းသူ ၊ကိုယ်အင်္ဂါမသန်စွမ်းသူ ၊ အပြော/အကြားအာရုံမသန်စွမ်းသူ နှင့် ဉာဏ်ရည်မသန်စွမ်းသူ၊ စုစုပေါင်း အမျိုးသား (၁၉၇)ဦး အမျိုးသမီး(၁၄၄) ဦး တို့အား တိုက်ရိုက် ကူညီထောက်ပံ့မှုများ ပြုနိုင်ခဲ့ပြီးဖြစ်သလို မျက်မမြင်ကျောင်းနှင့် အဖွဲ့အစည်းသုံးခု တို့အား သောက်သုံးရေ လွယ်ကူစွာရရှိနိုင်ရန်လည်းကောင်း၊ ပျက်စီးသွားသော အဆောက်အဉီးများပြင်ဆင်ရန်သော်လည်းကောင်း၊ ဆိုလာ မီးပေးစနစ် များ တပ်ဆင်နိုင်ရန်လည်းကောင်း ထောက်ပံ့လှူဒါန်းပေးနိုင်ခဲ့ပြီး ဖြစ်ကြောင်း သတင်းအချက်အလက်မျှဝေအပ်ပါသည်။မြန်မာနိုင်ငံမျက်မမြင်များအသင်း အနေဖြင့် ငလျင်ဘေးဒဏ်ကြောင့် ကွယ်လွန်သွားခဲ့ကြရသော အမြင်အာရုံမသန်စွမ်းသူများ၊ အခြားသောမသန်စွမ်သူများနှင့် ပြည်သူလူထုများအားလုံးအတွက် ၎င်းတို့၏ မိသားစုများနှင့် အတူ ထပ်တူထပ်မျှ ဝမ်းနည်းရပါကြောင်း ဖော်ပြအပ်ပါသည်။
၇။ မြန်မာနိုင်ငံမျက်မမြင်များအသင်းနှင့် မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ သဘာဝဘေးအရေးပေါ် တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီ တို့၏ ငလျင်ဘေးဒဏ်သင့်ထောက်ပံ့ကူညီလုပ်ငန်းစဉ်များအတွက် ပူပေါင်းပါဝင် ထောက်ပံ့ပေးခဲ့ကြသော ပြည်တွင်း/ပြည်ပရှိ တစ်ဉီးချင်းအလှူရှင်များကို လည်းကောင်း၊ အလှူရှင် အဖွဲ့အစည်းများကိုလည်းကောင်း၊မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ သဘာဝဘေးအရေးပေါ် တုံ့ပြန်ဆောင်ရွက်ရေးကော်မတီ၊ မြန်မာနိုင်ငံမျက်မမြင်များအသင်းနှင့် ငလျင်ဘေးဒဏ်သင့်မသန်စွမ်းသူများက လှိုက်လှဲစွာ ကျေးဇူးဉပကာယ တင်ရှိပါကြောင်း မှတ်တမ်းတင်ဖော်ပြအပ်ပါသည်။လူကြီးမင်းတို့၏ ထောက်ပံ့ကူညီမှုများသည် ငလျင်ဘေးဒဏ် ထိခိုက်ခံစားခဲ့ကြရသော မသန်စွမ်းသောပြည်သူများ၏ လိုအပ်ချက်အချို့ကို ကောင်းမွန်စွားဖြည့်ဆည်းဆောင်ရွက်ပေးနိုင်ခဲ့သလို မြန်မာနိုင်ငံမျက်မမြင်များအသင်း၏ ကူညီကယ်ဆယ်ရေးလုပ်ငန်းနှင့် ပြန်လည်ထူထောင်ရေးလုပ်ငန်းတို့အတွက် များစွာအထောက်အပံ့ဖြစ်ခဲ့ပါသည်။

1. The Myanmar National Association of the Blind hereby issues this statement on 28 March 2026 to inform all members, persons with disabilities affected by the devastating earthquake that occurred on 28 March 2025, as well as all donors and organizations—both local and international—of the following:
2. It is widely known that on 28 March 2025, at approximately 12:50 PM, a powerful earthquake measuring between 7.7 and 7.9 on the Richter scale struck Myanmar, with its epicenter near Sagaing and Mandalay. This disaster severely affected communities across multiple regions, including persons with disabilities—such as individuals with visual impairments, physical disabilities, hearing and speech impairments, and intellectual disabilities—who faced heightened vulnerability during and after the crisis.
3. In response to the earthquake referenced in paragraph (2), the Steering Committee and the Central Executive Committee of the Myanmar National Association of the Blind convened an urgent meeting on 2 April 2025. The purpose of this meeting was to ensure a timely, coordinated, and inclusive response to support persons with disabilities affected by the disaster. As a result, a nine-member Emergency Response Committee was formally established to lead and implement relief and response initiatives.
4. Under the leadership of the Emergency Response Committee, and with the generous support of individual donors and partner organizations from both within Myanmar and the international community, relief efforts commenced on 4 April 2025. These interventions reached individuals affected by the earthquake, including persons with visual impairments, persons with other types of disabilities, and members of the broader community.
5. The Emergency Response Committee of the Myanmar National Association of the Blind is pleased to report that comprehensive support has been delivered across the following key areas to address the urgent and diverse needs of persons with disabilities affected by the earthquake:
(a) Provision of transportation support and rental assistance to enable temporary relocation to safer areas.
(b) Provision of basic food support for one month.
(c) Assistance for the repair and reconstruction of damaged homes.
(d) Distribution of essential over-the-counter medicines.
(e) Support for the renovation of student dormitories at schools for the blind.
(f) Provision of nutritious food supplies.
(g) Distribution of essential items for women and girls. 6. The Emergency Response Committee is proud to share that assistance has been successfully delivered across Sagaing Region, Mandalay Region, Nay Pyi Taw Union Territory, and Bago Region. The beneficiaries include persons with visual impairments, physical disabilities, hearing and speech impairments, and intellectual disabilities. In total, 341 persons with disabilities were supported, including 197 males and 144 females.
In addition, targeted institutional support was provided to three special schools and organizations, including assistance for renovation and the installation of solar-powered water systems to ensure sustainable access to safe water for drinking and daily use.
At the same time, the Myanmar National Association of the Blind expresses its deepest sorrow and heartfelt condolences for the loss of lives caused by the earthquake, including persons with visual impairments, hearing impairments, and all affected citizens. We stand in solidarity with the bereaved families, sharing their grief as one community during this difficult time.
7. The Myanmar National Association of the Blind, together with its Emergency Response Committee, extends its deepest and most sincere appreciation to all individual donors and donor organizations—both local and international—who have generously contributed to these emergency response efforts. This expression of gratitude is also conveyed on behalf of all persons with disabilities affected by the disaster.
Your invaluable support has played a critical role in addressing the immediate needs of persons with disabilities impacted by the earthquake and has significantly strengthened the relief and recovery efforts led by the Myanmar National Association of the Blind.
