“How can we bring justice to every victim and survivor in Myanmar? Is it even possible to achieve such justice?” — Questions like these remain unanswered for diverse and multi-ethnic Myanmar.

In 2017, the terrorist military’s clearance operations resulted in the deaths of over 30,000 Rohingya people, the burning and destruction of more than 392 villages, and forced over 700,000 to flee for safety to Bangladesh. While ethnic minority communities have endured such inhumane acts by the terrorist military for decades, following the illegal coup in 2021, the military junta began committing widespread and systematic atrocities—including airstrikes, arson, and sexual violence—against civilians across the entire country.

It has been 9 years since 2017, when the terrorist military used clearance operations as a pretext to commit genocide against the Rohingya. Yet, justice remains out of reach for the Rohingya as well as the entire populace of Myanmar. Building upon the progress of justice efforts for the Rohingya people in international courts and UN bodies, a comprehensive justice effort that covers all Myanmar people suffering from the junta's nationwide atrocities is still desperately needed.

In this panel discussion organized by the Women’s Peace Network's The Peace Lab program, activists from various communities will discuss and seek answers on how to heal the diverse grievances of different communities and deliver inclusive justice for all in building an inclusive future federal democratic state.

During the week of Rohingya Genocide Remembrance Day, we cannot turn a blind eye to the reality that the persecution of the Rohingya did not end in 2017.

Today, Rohingya communities continue to face grave abuses amid the conflict in Rakhine State, including killings, forced displacement, arbitrary detention, forced recruitment, destruction of villages, and other serious violations committed by both the Arakan Army and the Myanmar military junta.

Remembrance must go beyond looking back. It must also mean recognizing the violence that continues today, standing with Rohingya communities, and demanding justice, protection, accountability, and the right to return home safely and with dignity.

The Rohingya genocide is not only a chapter of the past. Its consequences and the conditions enabling further atrocities remain present.

The 2017 genocide did not begin overnight.

For decades, Rohingya were systematically stripped of citizenship, identity, freedom of movement, and belonging through discriminatory laws, military operations, forced displacement, and persecution.

From the 1978 mass exodus to the 1982 Citizenship Law, the violence of 2012 and 2016, and ultimately the 2017 genocidal operations—these events reveal a long pattern of exclusion that continues to demand justice and accountability.

August 25 marks Rohingya Genocide Remembrance Day and the start of the Rohingya people’s
tenth year in exile from Myanmar. Today, nearly 1.3 million Rohingya continue to live in the largest
refugee settlement in the world in Bangladesh, facing ongoing restrictions on access to
education and livelihoods – even as international aid has dropped precipitously. Tens of
thousands have taken dangerous journeys by sea to reach other destinations. Thousands more
have faced arbitrary detention and the risk of forced return to Myanmar. An estimated 500,000
Rohingya remain in Myanmar amid an ongoing civil war and atrocities at the hands of the Arakan
Army.

The year ahead risks further deterioration and entrenchment – but also holds the hope for
improved policies and accountability in the Rohingya genocide case before the International
Court of Justice (ICJ).
