(၆) လကျော်ကြာသည်အထိ တရားမျှတမှုကင်းမဲ့နေသော ယင်းမာပင်ခရိုင် တပ်ရင်း (၂၀) အတွင်း မုဒိန်းမှုနှင့် စပ်လျဉ်း၍ အင်အားစု (၁၇၂) စု စုပေါင်း ထုတ်ပြန်ကြေညာချက်

(၁) နောက်ခံအကျဉ်း
၂၀၂၅၊ ဒီဇင်ဘာလ ၂၆ ရက်နေ့တွင် ယင်းမာပင်ခရိုင် တပ်ရင်း (၂၀) အတွင်း တာဝန်ထမ်းဆောင်နေသော အမျိုးသမီးရဲဘော်တဦး ကျူးလွန်ခံခဲ့ရသည့် လိင်ပိုင်းဆိုင်ရာအကြမ်းဖက်မှုနှင့် လူ့အခွင့်အရေးချိုးဖောက်မှုများအပေါ် ထိထိရောက်ရောက် အရေးယူရန် အဖွဲ့အစည်း (၁၅၈) ဖွဲ့ ပူးတွဲသဘောထား ထုတ်ပြန်ခဲ့သည်။
မတ်လ ၁၁ ရက်နေ့တွင် တပ်ရင်းမှူးအပါအဝင် သံသယရှိသူများကို ဖမ်းဆီးစစ်ဆေးနေကြောင်း ကာကွယ်ရေးဝန်ကြီးဌာနမှ ထုတ်ပြန်ကြေညာခဲ့သည်။ မတ်လ ၁၃ ရက်နေ့တွင် နစ်နာသူအား စုံစမ်းစစ်ဆေးရေးခုံရုံးသို့ တပတ်အတွင်း လူကိုယ်တိုင်လာရောက်ရန် ဆင့်ခေါ်စာကို "စုံစမ်းစစ်ဆေးရေးခုံရုံး၊ စစ်ရေးဌာန ပြည်သူ့ကာကွယ်ရေးတပ်မတော် စစ်ရုံးချုပ်" က တိုက်ရိုက်မဟုတ်ဘဲ နစ်နာသူ၏ ဖခင်နှင့် ပုဂ္ဂိုလ်ရေးအရ ရင်းနှီးသူ အင်းတော်စစ်ဒေသ တာဝန်ရှိသူတဦးမှ ပေးပို့ခဲ့ကြောင်း ကြားသိရသည်။
နစ်နာသူရဲဘော်သည် “ပထမအကြိမ်စုံစမ်းစစ်ဆေးရန်ဆိုပြီး တပ်ရင်းမှူးအပါအဝင် တပ်သားများ၏ ဝိုင်းဝန်းနှိပ်စက်မှုကို ခံခဲ့ရသည့် အတွေ့အကြုံကြောင့်” ရရှိသော စိတ်မလုံခြုံမှု အပါအဝင် အခြား လုံခြုံရေး၊ ကိုယ်/စိတ်ကျန်းမာရေး အခြေအနေများအရ ကိုယ်တိုင်တက်ရောက်ရန် အဆင်မပြေသဖြင့် Zoom မှတစ်ဆင့် အစစ်ဆေးခံမည်ဟု ဆင့်ခေါ်စာပေးပို့သူမှတစ်ဆင့် ပြန်လည်အကြောင်းကြားစာ ပေးပို့ခဲ့သည်။ သို့ရာတွင် ဆင့်ခေါ်စာပေးပို့သူမှာ "ခုံရုံးသို့ ပြန်လည်အကြောင်းပြန်ပေးရန် တာဝန်မရှိ" ဟု ဆိုကာ အကြောင်းပြန်စာကို လက်မခံခဲ့ပေ။
အဆိုပါ စာတစောင် ပေးပို့ပြီးသည်မှစ၍ ဇွန်လ ၂၀၊ ၂၀၂၆ ထိလည်း စုံစမ်းစစ်ဆေးရေးခုံရုံးဘက်မှ နစ်နာသူအား ဆက်သွယ်ခြင်း လုံးဝမရှိသလို သံသယတရားခံများနှင့် ပတ်သက်သည့် နောက်ဆက်တွဲ ထုတ်ပြန်ချက် တစုံတရာ ထုတ်ပြန်ခြင်းလည်း မရှိသေးပါ။ နစ်နာသူအား ကူညီနေသည့် တော်လှန်ရေးရဲဘော်များမှ အဆင့်ဆင့် ဆက်သွယ်မှသာ "စုံစမ်းစစ်ဆေးရေးခုံရုံးနှင့် တိုက်ရိုက်ချိတ်ဆက် ဆောင်ရွက်ပေးနိုင်ရန် လမ်းကြောင်းအား" ပြန်လည်ရရှိထားသည်ဟု ကြားသိရပါသည်။

(၂) အားနည်းချက်များ
အမှုဖြစ်စဉ်အား လေ့လာရာတွင် သိသာထင်ရှားသည့် ကျူးလွန်သူဟု သံသယရှိသူများသည် ပြည်သူ့ကာကွယ်ရေးတပ်မတော်၏ ကွပ်ကဲမှုအောက်ရှိသော တပ်ရင်းမှ ဖြစ်သည်။ သို့သော်လည်း ထိရောက်သည့် တိကျသည့် စုံစမ်းမှုထုတ်ပြန်ခြင်းများ၊ အရေးယူမှုများအား လုပ်ဆောင်ထားခြင်း မတွေ့ရပါ။ ထို့ပြင် အမျိုးသားညီညွတ်ရေးအစိုးရ၏ ထုတ်ပြန်ချက်တွင် မိမိတို့ အဖွဲ့ (၁၅၀) ကျော်နှင့် အများပြည်သူ၏ တောင်းဆိုချက်များအနက်မှ တစ်ခုဖြစ်သည့် "လူမျိုးဘာသာအခြေခံ ခွဲခြားမှု" အား လုံးဝ ထည့်သွင်း ပြောကြားခြင်းမရှိသည်ကို အံ့ဩ ဝမ်းနည်းဖွယ်ရာ တွေ့ရသည်။
အဆိုပါကိစ္စသည် ပြည်သူ့ကာကွယ်ရေးတပ်မတော်တွင် တာဝန်ထမ်းဆောင်နေသူတစ်ဦး၏ နစ်နာမှုအား မကာကွယ်ပေးခြင်းဖြစ်သည်။ ထို့ပြင် ယခုကဲ့သို့ ဒီမိုကရေစီအရေး၊ ဖက်ဒရယ်အရေးများတွင် အရေးကြီးသောကိစ္စအား လျစ်လျူရှုခြင်းမှာ လူထုအသံကို ဗြောင်ဗြောင်တင်းတင်းပင် မျက်ကွယ်ပြုလိုက်ခြင်း ဖြစ်သည်။
မိမိတို့၏ ကနဦးတောင်းဆိုချက် (၃) ချက်ရှိသည်။ အဆိုပါ (၃) ချက်လုံးအား အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ပြည်သူ့ကာကွယ်ရေးတပ်မတော်နှင့် ယင်းမာပင်ခရိုင် တပ်ရင်း (၂၀) အပါအဝင် သက်ဆိုင်ရာ အစုအဖွဲ့များအနေဖြင့် လုံးဝ (လုံးဝ) တာဝန်ယူဖြေရှင်းထားခြင်းမရှိပါ။
အဆိုပါ အချက်များအနက် "နံပါတ် (ခ) နစ်နာသူ အမျိုးသမီး၊ ၎င်း၏ အမျိုးသားနှင့် သမီးငယ်လေးတို့အား တပ်ရင်း၏ ဖိအားပေးမှုများမှ ကင်းလွတ်သော ဘေးကင်းရာနေရာသို့ အမြန်ဆုံး ရွှေ့ပြောင်းစောင့်ရှောက်ပေးရန်" ဆိုသည့် တောင်းဆိုချက်အား အမျိုးသမီးအဖွဲ့အစည်းအချို့၊ တော်လှန်ရေးအင်အားစုအချို့နှင့် တသီးပုဂ္ဂလ ကူညီသူများက စုပေါင်းဖြေရှင်းပြီးဖြစ်သည်။
အစိုးရတစ်ရပ်အနေဖြင့် အမှုဖြစ်စဉ်တစ်ခုကို မကိုင်တွယ်နိုင်ဘဲ ယခုကဲ့သို့ အားနည်းမှုများစွာ ပေါ်ပေါက်သည်မှာ တော်လှန်ရေးအား ယုံကြည်ပြီး၊ အမျိုးသားညီညွတ်ရေးအစိုးရအပေါ် ထောက်ခံသူ ပြည်သူများအား မလေးစားခြင်းဖြစ်သဖြင့် မိမိတို့ တာဝန်ယူရမည့် ကိစ္စရပ်များအား တာဝန်ယူရန် လိုအပ်ပါသည်။

(၃) ထပ်မံ တောင်းဆိုခြင်း
မိမိတို့ အဖွဲ့အစည်းအများအနေဖြင့် အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ပြည်သူ့ကာကွယ်ရေးတပ်မတော်နှင့် ယင်းမာပင်ခရိုင် တပ်ရင်း (၂၀) အပါအဝင် သက်ဆိုင်ရာ အစုအဖွဲ့များအား “ကျန်ရှိသော တောင်းဆိုချက် (၂) ချက် အပါအဝင်ဖြစ်သော အောက်ပါအချက်များ” အပြည့်အဝ တာဝန်ယူပေးရန် တောင်းဆိုပါသည်။
က) တပ်ရင်းမှူး ရန်ရှင်းအောင်၊ မုဒိန်းမှုကျူးလွန်သူ အပါအဝင် အခြားကျူးလွန်သူများ၊ ပါဝင်ပတ်သက်သူများအားလုံးကို တော်လှန်ရေး အဖွဲ့အစည်းများ၏ တရားစီရင်ရေးစနစ်အရ အမြန်ဆုံး စုံစမ်းစစ်ဆေးပြီး အရေးယူပေးရန်။ လိုအပ်ပါက လွတ်လပ်သည့် စုံစမ်းစစ်ဆေးရေးအဖွဲ့/ကော်မရှင်မှတစ်ဆင့် စုံစမ်းရန်။
ခ) အလားတူဖြစ်ရပ်များကို ထိရောက်စွာ အရေးမယူနိုင်ခဲ့သည့်အတွက် ယခုလို ဖြစ်စဉ်မျိုး ထပ်မံဖြစ်ပွားနေခြင်းဖြစ်ပြီး အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့် တော်လှန်ရေးကာလ (၅) နှစ် အတွင်း ကျူးလွန်ခံခဲ့ရသော အမျိုးသမီးနှင့် ကလေးငယ်များအတွက် တရားမျှတမှု၊ အရေးယူမှု အမြန်ဆုံးဖော်ဆောင်ပေးပြီး အမျိုးသမီးများအပေါ် အကြမ်းဖက်မှုတားဆီးရေးမူဝါဒများနှင့် တော်လှန်ရေးအဖွဲ့အစည်းများအတွင်း မည်သည့်ဘာသာဝင်၊ မည်သည့်လူမျိုးကိုမဆို ခွဲခြားဆက်ဆံခြင်းမပြုရေး မူဝါဒများကို လက်တွေ့ကျကျ အကောင်အထည်ဖော်ရန်။
ဂ) တော်လှန်ရေးအတွင်းမှ လူမျိုးရေး၊ ဘာသာရေးအခြေခံခွဲခြားမှု ဖြစ်စဉ်အား ထည့်သွင်းဖော်ပြရန်တို့အား တောင်းဆိုလိုက်သည်။
