ဇွန်လ ၂၀၂၆ အတွင်း ကချင်ပြည်နယ်တွင် လက်နက်ကိုင်ပဋိပက္ခနှင့် ဆက်စပ်၍ အရပ်သား ၄၁ ဦး ထိခိုက်နစ်နာခဲ့ပြီး၊ ၎င်းတို့တွင် သေဆုံးသူ၊ ထိခိုက်ဒဏ်ရာရသူနှင့် ဖမ်းဆီးခံရသူများ ပါဝင်သည်။
အဆိုပါအချက်အလက်များသည် ပဋိပက္ခကြောင့် အရပ်သားများအပေါ် လူ့အခွင့်အရေးချိုးဖောက်မှု များနှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကျိုးသက်ရောက်မှု များဆက်လက် မြင့်တက်နေ ဆဲကိုတွေ့နိုင်သည်။
Kachin Human Rights Insights မှတ်တမ်းတင်ထားသော အချက် အလက်များအရ ဖြစ်စဉ် ၃၃ ခု (၈၀.၅%) သည် မြန်မာစစ်တပ်မှကျိုးလွန်သောအမှုများဖြစ်သည်တွေ့နိုင် သည်။ ကျူးလွန်သည့် အဖွဲ့အစည်းအတည်မပြုနိုင်သည့်အမှုများ မှာ ၈ ခု (၁၉.၅%) အမှုရှိသည်တွေ့ရပြီး။ အရပ်သား ထိခိုက်ဒဏ်ရာရသူများအနက် လေကြောင်းတိုက်ခိုက်မှုကြောင့် ထိခိုက်ဒဏ်ရာရရှိသူ ၂၁ ဦး ရှိပြီး၊ အမြောက်ပစ်ခတ်မှု၊ ဒရုန်းတိုက်ခိုက်မှုနှင့် မြေမြှုပ်မိုင်းများကြောင့်အရပ်သားများ ထိခိုက် ဒဏ်ရာရခဲသည်။
ထို့အပြင် ၎င်းကဲ့သို့တိုက်ခိုက်များအတွင်း အရပ်သားသေဆုံးမှုမှာ ၁၀ ဦး ရှိခဲ့ပြီး အရပ်သားဖမ်း ဆီးခံရမှု ၃ ဦး ထိရှိခဲ့သည်ကိုတွေ့ရသည်။
ထိခိုက်နစ်နာသူအများစုဖြစ်သော ၄၁ ဦးအနက် ၃၈ ဦး သည် ရွှေကူမြို့နယ် တွင် ဖြစ်ပွားခဲ့ပြီး၊ ယင်းဒေသရှိ အရပ်သားများသည် ပဋိပက္ခ၏ ပြင်းထန်သော သက်ရောက်မှုကို အထူးခံစားခဲ့ရကြောင်း ဖော်ပြနေသည်။
လေကြောင်းတိုက်ခိုက်မှုများနှင့် အခြားပေါက်ကွဲစေသော လက်နက်များကို အရပ်သားနေထိုင်ရာဒေသ များ အနီး အသုံးပြုနေခြင်းသည် နိုင်ငံတကာ လူသားချင်းစာနာထောက် ထားမှု ဥပဒေ (International Humanitarian Law) အရ အရပ်သားများကို ကာကွယ်ရန်ရှိသည့် တာဝန်ဝတ္တရားများနှင့် ပတ်သက်၍အထူးစိုးရိမ်ဖွယ်ရှိနေသေးသည်ကိုတွေ့မြင်နိုင်သည်။
အရပ်သားတစ်ဦးချင်းစီ၏ သေဆုံးမှု၊ ထိခိုက်ဒဏ်ရာရမှုနှင့် မတရားဖမ်းဆီးခံရမှုတို့သည် အရပ်သားများကို ကာကွယ်ပေးရန်နှင့် နိုင်ငံတကာ လူ့အခွင့်အရေး ဥပဒေများနှင့် လူသားချင်းစာနာထောက်ထားမှုဥပဒေများကို လက်တွေ့ကျ အကောင်အထည် ဖော်လေးစား လိုက်နာရန်အတွက်တွန်အားပေးစောင့်ကြည့်ရန်နှင့် ဖိအားပေးအရေး ယူမှုများကို လုပ် ဆောင်ရန်လိုအပ်လျက်ရှိသည်ကိုပို၍တွေ့ရသည်။
အရပ်သားများကို ကာကွယ်စောင့်ရှောက်ခြင်းသည် ရွေးချယ်နိုင်သည့်ကိစ္စမဟုတ်ဘဲ နိုင်ငံတကာဥပဒေ အရ လိုက်နာရမည့် တာဝန်ဖြစ်သည်။ မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးရရှိရန် လူ့အခွင့်အရေးကို လေးစားလိုက်နာခြင်း၊ အရပ်သားများကို ကာကွယ်ခြင်းနှင့် ကျူးလွန်မှုများအတွက် တာဝန်ခံမှုရှိစေခြင်းတို့သည် မရှိမဖြစ်လိုအပ်ပါသည်။
During June 2026, a total of 41 civilians in Kachin State were affected by the armed conflict. These casualties included those who were killed, injured, and arbitrarily arrested. The documented incidents indicate that human rights violations against civilians and the humanitarian impact of the conflict continue to persist and escalate.
According to data documented by Kachin Human Rights Insights, 33 incidents (80.5%) were attributed to the Myanmar military, while 8 incidents (19.5%) could not be attributed to any confirmed perpetrator. Among the civilian casualties, 21 people were injured in airstrikes. Additional civilian injuries resulted from artillery shelling, drone attacks, and landmines. Furthermore, these attacks resulted in the deaths of 10 civilians, while 3 civilians were arbitrarily arrested. Of the 41 civilians affected, 38 were from Shwegu Township, indicating that civilians in this area experienced the most severe impact of the conflict.
The continued use of airstrikes and other explosive weapons in or near civilian-populated areas remains a matter of serious concern under International Humanitarian Law, particularly regarding the obligation to protect civilians. Every civilian death, injury, and arbitrary arrest underscores the urgent need to strengthen civilian protection, ensure respect for international human rights law and international humanitarian law, and reinforce monitoring, advocacy, and accountability efforts to promote compliance and address violations.
