A LARGE COMMERCIAL MEDICAL AND RADIOGRAPHY CLINIC is proposed at the corner of Triq il-Pjazzetta and Triq il-Kbira.
The village core is one of H'Attard's most cherished places. It is where we meet, walk to church, visit local shops, attend community activities and enjoy the unique community life that makes our village special.
Many residents are concerned about traffic, parking, pedestrian safety, residential amenity, and the character of our Urban Conservation Area.

I object to application PA/04371/26 (change of use of a town house to a Class 2A(c) medical clinic) for the following reasons: (1) This is not a small-scale clinic: the plans show DEXA scanning, cardiac stress/ECHO/CPET testing, a hyperbaric chamber, rehabilitation and exercise rooms and five consultation rooms. Policy CG07 of the Central Malta Local Plan permits clinics in residential areas only where they are small in scale, cause no harm to residential amenity and are easily accessible from the arterial road network — none of which applies here. (2) No parking whatsoever is provided, contrary to Policy P18 of DC15; the clinic's entire parking and drop-off demand, including patient transport (the plans include a paramedics room with no ambulance standing space), would fall on the residential streets around the village square, and a payment in lieu creates no parking on the ground. (3) The garden would be almost entirely built over, contrary to Guidance G21 of DC15, which requires the loss of gardens to be resisted, particularly within Urban Conservation Areas. (4) The proposal would commercialise the heart of the village — a square used year-round for religious celebrations including the Santa Marija festa, community activities and everyday social life — contrary to Guidance G1 of DC15 and the Strategic Plan for Environment and Development, and no information has been provided on opening hours, patient numbers, staffing or traffic generation, so its full impact cannot even be assessed.
