DVV International, Continental Exchange Project Europe For achieving this, the project will work closely with DVV International country offices in the region and its core partners on the meso- and macro-levels.

The main objective of the Regional project is to improve policy frameworks for ALE and to strengthen ALE centres' contribution to the implementation of SDGs based on best national and regional practices, experience as well international expertise. The Regional project of DVV International is covering six countries in Europe: Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Republic of Moldova, an

d Ukraine and will be implemented from 2022 to 2024. Its main objective is to improve policy frameworks for Adult Learning and Education (ALE) and to strengthen ALE centres' contribution to the implementation of SDGs based on best national and regional practices, experience as well international expertise. This will include cooperation with national networks, associations and platforms of like-minded organisations and experts on Adult Learning and Education in the region engaged in establishment of enabling environment for ALE and ALE-Centres offering needs-oriented training for their communities. Building awareness of key actors in ALE from civil society and governments on global and regional policy documents and processes such as Sustainable Development Goals, CONFINTEA VII (Marrakech Framework for Action), European Agenda for Adult Learning 2021-2030 (NEAAL 2030), European Skills Agenda and others is one of the core components of the project. Enhancing regional exchange of best practices in establishing and developing ALE Centres in cooperation with local authorities will consolidate existing expertise among partners of DVV International in the countries and create opportunities for further development within the region. Formats of exchange will include international conferences, working group meetings, documentation of best practices, study trips and others. Capacities of key actors from civil society in the region in establishing and developing ALE-Centres will be developed further by adapting the Curriculum managerALE programme and organisation of annual Advocacy Academies for joint learning and professional exchange facilitated by the leading European and international experts in the field. These activities will include needs assessments, creation video lessons, training and workshops, working group meetings and others.

📢 Call for expressions of interest – Adult Learning and Education (ALE) System Analysis

DVV International is looking for a qualified Lead Expert to support a regional analytical process on ALE systems.
The assignment is part of the Continental Exchange project, bringing together experts from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine to strengthen policy dialogue and advocacy for adult learning and education and lifelong learning.

🎯 The goal: Support national working groups in conducting a system analysis of Adult Learning and Education, helping identify key challenges, national priorities, and policy-relevant solutions for strengthening ALE systems.

We are looking for an expert who will:
✅ Develop an analytical framework for ALE system analysis
✅ Facilitate a capacity-building session during the Regional Meeting of ALE Experts
✅ Provide consultations and guidance to national working groups throughout the analysis process
✅ Contribute to the final dissemination event

👤 The candidates should have:
Strong expertise in Adult Learning and Education (ALE) and education policy analysis
Experience in research, system analysis, or policy development
Ability to facilitate expert discussions and support collaborative analytical work in an international context

🌐17 December 2025 | Webinar on Reforming ALE Systems

On 17 December 2025, the ETF - European Training Foundation hosted a regional webinar titled 'Adult Learning and Education Systems: Moving from Fragmentation to Coherence' in collaboration with DVV International.

👥The event brought together 74 policymakers from the field of adult learning and education (ALE) representing EU candidate and neighbouring countries (including Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova and Ukraine).

📍The webinar aimed to disseminate the results of the recent High-Level Round Table on ALE (18–19 November 2025, Turin, Italy), and to continue the professional exchange and discussions among policymakers and experts from the region's countries.

The webinar's key contributions came from Ms. Araksia Svajyan, Deputy Minister of Education, Science, Culture and Sport in Armenia, and Ms. Felicia Bechtoldt, State Secretary at the Ministry of Labour and Social Policies in the Republic of Moldova. They shared with participants the latest achievements of their respective governments in reforming and developing ALE sectors.

🎤The event's moderators, Siria Taurelli (ETF) and Levan Kvatchadze (DVV International), opened the floor to the audience for discussion. The main speakers addressed further aspects of their governments' reforms.

💡 Driving System-Wide Reforms: Turin hosts the High-Level Round Table on Adult Learning and Education (ALE) for EU candidate and neighbouring Countries

🗓️ On 18–19 November 2025, around 90 high-level decision makers and experts from the education sector representing Albania, Armenia, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, Ukraine, Germany, Italy, Poland and Slovenia gathered in Turin, Italy, for a pivotal two-day roundtable event with the topic 'A Framework to Drive Adult Learning and Education Reforms: Advancing Lifelong Learning in the Context of EU Accession and Neighbourhood'.

📍 Organised by the European Training Foundation (ETF) and DVV International in collaboration with the City of Turin, the event aimed to address one of the most pressing yet often overlooked challenges in the EU accession and neighbourhood context: establishing robust and accessible systems for adult learning and education (ALE).

The discussions were led by high-level representatives, including deputy ministers and state secretaries from the participating counties, as well officials from the European Commission.

The agenda focused on action, centring on key thematic pillars:
🔹 Legal, financing and governance frameworks for ALE;
🔹Quality and inclusiveness for all in times of technological breakthrough;
🔹Facing individual, institutional and ecosystem challenges in ALE;
🔹Institutional arrangements and reform implementation.

🎓 Alongside with vivid discussions, the particiants visited two local ALE-providers in Turin - Provincial Centre for Adult Education (CPIA) “Paulo Freire“ and the Camerana Learning Hub. These visits highlighted the event's commitment to "putting learners at the centre" and exploring innovative, partnership-driven learning environments.

👥 The high-level roundtable concluded with shared messages on future priorities and on cooperation to strengthen adult learning and education within the framework of the EU's enlargement and neighbourhood policies.

The event was co-organised with financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ).

📍 Chișinău hosted an international conference on Adult Learning and Education
❓How can participation of adults in learning increase with support of local authorities?
❓Is adult learning and education a public good or a private good?
These were the main questions around which decision-makers and practitioners from 5 non-EU-member-countries together with experts from 3 EU-countries had an intensive reflection and exchange in Chișinău.
🗓️ On 16-17 September 2025, the international conference "Adult Learning and Education (ALE) as a Responsibility of Local Authorities" took place in Moldova’s capital city. The event was organized by DVV International in cooperation with Chișinău City Hall and the UNESCO Institute for Lifelong Learning (UIL) from Hamburg.
👥 The two-day event brought together a wide range of stakeholders: representatives from partner municipalities , senior-level staff of ALE-Centres and ALE-networks from Armenia, Bosnia and Herzegovina, Georgia, Moldova and Ukraine, alongside European experts, representatives of intergovernmental institutions (UNESCO, ETF, OECD), academia and the European Association for the Education of Adults (EAEA).
🎯 The aim was to provide a platform for the exchange of experiences and best practices, and to reflect on the role of local authorities in promoting ALE, learning from German, European, and international approaches.
📑 The programme included plenary sessions, presentations of good practices, a panel discussion, and an interactive moderated session that fostered dialogue among participants.
On the second day, participants were hosted by Chișinău City Hall – a member of the UNESCO Global Network of Learning Cities (GNLC) – at the Municipal ALE-Centre (CMIEA). This offered valuable insights into how local governments, despite limited resources, can develop effective approaches to promoting non-formal and lifelong learning within the community.
💡 The international conference highlighted the importance of municipalities as key actors in the development and sustainability of ALE, ensuring access, quality, and relevance for all adults.

Young people are not merely beneficiaries of development – they are active agents of change, innovation, and leadership, contributing to the Sustainable Development Goals (SDGs) with their time, skills, and passion for transformation.

🌱 This year’s theme, "Local Youth Actions for the SDGs and Beyond", highlights the important role of youth in shaping a better world.

🙌 DVV International in Moldova celebrates this day together with local young people, recognizing their potential and significance for society.

📢 At the same time, we join the UN call to action: Invest in youth capacity-building and infrastructure to facilitate their participation through the creation of life-long learning and education centers, where young people can gain the skills and knowledge to build a better future for their communities.

💡Lifelong Learning is a human right that is capitalized on through continuous learning opportunities for personal and professional development throughout life. Therefore Continental exchange project organizes regularly capacity-building activities for young leaders interested in fostering Adult Learning and Education (ALE) in their communities. In 2025, a Regional Youth Academy on ALE took place in May in Istanbul, Turkey, bringing together 20 participants from six countries.

“Good governance means lowering the barriers in adult learning to ensure that the human right to education is fulfilled at every stage of life.”

Yesterday, DVV International Moldova, in partnership with the European Training Foundation (ETF), hosted a regional webinar titled:
“Adult Learning Progress and Development in Candidate and Neighbouring Countries: A Governance Perspective.”

🎯 The webinar aimed to promote mutual learning and ongoing exchange in the field of Adult Learning and Education (ALE), bringing together around 90 participants from government bodies, civil society, and academia across Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Ukraine, and other neighbouring countries.

🔍 Key discussion highlights:
🔹 The EU strategy “The Union of Skills” for adult learning;
🔹 Municipality’s initiatives in Chisinau (Moldova) to boost employment through ALE centres;
🔹 Mykolaiv (Ukraine): NGO–municipality partnerships for economic and social recovery via ALE;
🔹Lessons learned and challenges of local governance institutions’ in the field of ALE;
🔹Next steps to strengthen support and raise awareness for ALE.

🎓 From 5 to 7 June 2025, DVV International Moldova and VHS Frankfurt brought together 39 participants including experts in adult learning and education (ALE), researchers, and representatives of think tanks and universities from 6 countries for the Eastern European Professional Forum on Adult Learning and Education in Frankfurt, Germany.

🌍 Participants from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine explored how to better promote adult learning in their countries. Together with international experts, they discussed about ALE policies, funding models, legal frameworks, and EU initiatives.

🤝 The Forum helped strengthen regional cooperation, share best practices, and shape national priorities for adult learning.

From 19 to 21 May 2025, the Regional Youth Academy on Adult Learning and Education (ALE) gathered 20 young professionals in Istanbul for a dynamic three-day training. The event was jointly organized by DVV International’s Continental Exchange project ‘Europe’ and the European Association for the Education of Adults (EAEA), with the shared goal of strengthening youth engagement in shaping inclusive ALE systems across Eastern and South-Eastern Europe.

Participants came from six countries – Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine – and represented a wide spectrum of civil society organizations such as ALE centers, networks, associations, and platforms. Carefully selected based on their commitment to civil society and their professional roles in non-formal education, advocacy, communication, or policymaking, participants ranged in age from 20 to 30 and embodied the growing momentum behind youth involvement in lifelong learning.

With this letter we would like to cordially invite you to participate in the Webinar jointly organised by DVV International (Continental Exchange project ‘Europe’) and the European Association for the Education of Adults (EAEA).

This event is the first in a series of webinars aimed at fostering mutual learning and exchange between policymakers, civil society representatives, and ALE professionals from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Ukraine and beyond.

The webinar will be organised on 26 March 2025 from 11:00 to 13:00 (Central European Time) and will be showcasing and discussing the implication of the report on EU competitiveness: Looking ahead, composed by Mario Draghi, former Italian Premier Minister and former President of the European Central Bank and published by the European Commission in 2024. Please find the Concept note on the Webinar attached.

The official language of the Webinar will be English. Simultaneous translation will be provided into Bosnian/Croatian/Serbian and Russian languages. Option for asking questions in Ukrainian language will be provided.
