For achieving this, the project will work closely with DVV International country offices in the region and its core partners on the meso- and macro-levels.

The main objective of the Regional project is to improve policy frameworks for ALE and to strengthen ALE centres' contribution to the implementation of SDGs based on best national and regional practices, experience as well international expertise. The Regional project of DVV International is covering six countries in Europe: Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Republic of Moldova, and Ukraine and will be implemented from 2022 to 2024. Its main objective is to improve policy frameworks for Adult Learning and Education (ALE) and to strengthen ALE centres' contribution to the implementation of SDGs based on best national and regional practices, experience as well international expertise. This will include cooperation with national networks, associations and platforms of like-minded organisations and experts on Adult Learning and Education in the region engaged in establishment of enabling environment for ALE and ALE-Centres offering needs-oriented training for their communities. Building awareness of key actors in ALE from civil society and governments on global and regional policy documents and processes such as Sustainable Development Goals, CONFINTEA VII (Marrakech Framework for Action), European Agenda for Adult Learning 2021-2030 (NEAAL 2030), European Skills Agenda and others is one of the core components of the project. Enhancing regional exchange of best practices in establishing and developing ALE Centres in cooperation with local authorities will consolidate existing expertise among partners of DVV International in the countries and create opportunities for further development within the region. Formats of exchange will include international conferences, working group meetings, documentation of best practices, study trips and others. Capacities of key actors from civil society in the region in establishing and developing ALE-Centres will be developed further by adapting the Curriculum managerALE programme and organisation of annual Advocacy Academies for joint learning and professional exchange facilitated by the leading European and international experts in the field. These activities will include needs assessments, creation video lessons, training and workshops, working group meetings and others.

🌐 2 July 2026 | Webinar on Financing Adult Learning – Which are the Missing Links?

On 2 July 2026, the ETF - European Training Foundation, in collaboration with DVV International, organised a regional webinar within the framework of the Governance Learning, Action and Dialogues (GLAD) network.

👥The webinar brought together 71 policymakers, representatives of public institutions, social partners, civil society organisations, practitioners and international experts to exchange experiences on one of the key challenges for adult learning and education (ALE) - sustainable financing.

📍 The discussions highlighted that financing is closely linked to broader governance issues, including strategic planning, legislation, institutional cooperation, data collection and partnerships. Participants explored different financing models and reflected on how countries can strengthen adult learning systems through more coordinated and sustainable investment.

📍 A special focus was dedicated to the Croatian experience. Dr. Mario Vučić, Deputy Director for the Development of Adult Learning and Education at the Agency for Vocational Education and Training and Adult Education, presented Croatia's approach to financing adult education and shared lessons learned from ongoing reforms.

🎤 The webinar also featured an interactive discussion moderated by Siria Taurelli (ETF), with contributions from Nicolas Jonas (ETF), Levan Kvatchadze (DVV International) and Dr. Mario Vučić. Participants exchanged experiences and identified common priorities for strengthening financing mechanisms across the region.

📆 During the event, ETF also presented its new Adult Learning Factsheets and announced a follow-up webinar dedicated to the latest ETF and DVV International publications on adult learning and education.

Local authorities play a pivotal role in making adult learning and education accessible, inclusive, and responsive to community needs.
📝Our new Expert Paper – "Adult Learning and Education as a Responsibility of Local Authorities" explores how municipalities can strengthen lifelong learning through strategic governance, sustainable investment, and strong local partnerships.
💡Drawing on the experience of DVV International and the German Adult Education Centres (Volkshochschulen), the paper highlights practical approaches to strengthening local governance, partnerships, and sustainable investment in ALE.
🌎The publication showcases inspiring examples from Germany, Moldova, Uganda, Ecuador, and Cambodia, demonstrating how local authorities can expand learning opportunities, foster social inclusion, and contribute to community development.

📍 Podgorica, Montenegro | 16–18 June 2026

🌎The Eastern European Professional Forum on Adult Learning and Education (ALE) brought together 34 experts, researchers, and representatives of think tanks and academia from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine.

📝Over three intensive days, participants explored national ALE systems, exchanged experiences, discussed innovative approaches to ALE financing, and learned from leading international experts.

👉 The Forum combined keynote speeches, country presentations, expert panel discussions, workshops, and a visit to the Science and Technology Park of Montenegro, where participants learned about recent developments in Montenegro's adult learning and education system.

📒Most importantly, the Forum marked the beginning of a broader analytical process. Country teams are now preparing expert papers that will support evidence-based advocacy and contribute to strengthening Adult Learning and Education systems across the region.

📢 Tender open: External Regional Evaluation of the Project

📈 DVV International understands itself as a learning organisation. To improve further project development, DVV International would like to find out if its interventions were successful and how they are interrelated on macro, meso and micro levels.

🎯 The goal is to assess project interventions by analysing achievements at three project implementation sites: two in Ukraine (in Mykolaiv and Poltava) and one in Moldova (in Chișinău) over the last five years (2022–2026).

📑 Tasks:
🔹Desk study of relevant project documentation;
🔹Design of data collection instruments for the field phase;
🔹Preparation of the inception report;
🔹Conduction the field phase with participation and involvement of all relevant stakeholders in the Republic Moldova and Ukraine;
🔹De-briefing sessions with project teams in Moldova and Ukraine;
🔹Presentation of key findings after the field phase;
🔹Compilation of the preliminary evaluation report, integration of comments and finalisation of the report.

👤 Candidates should have:
✔ At least 5 years of experience in the field of evaluating development projects;
✔ Sound knowledge of evaluation methods and instruments;
✔ Experience of assessments in education sector, preferably – in the field of adult learning and education and/or non-formal learning;
✔ Analytical and writing skills;
✔ Possibly previous working experience in the Republic of Moldova and Ukraine;
✔ Fluency in English.

🌍 28–30 April 2026 | Regional Youth Academy on Adult Learning and Education

On 28–30 April 2026, the Regional Youth Academy on Adult Learning and Education (ALE) was organised by DVV International in Istanbul. This event offered a unique educational and professional exchange opportunity for young ALE specialists from across the region.

The academy brought together twenty young professionals from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova and Ukraine who represent civil society organisations, including associations, networks, platforms and adult learning centres. The event's key trainer was Professor Katarina Popovic, an international expert in andragogy and adult education.

🎯The event aimed to strengthen the capacities of young professionals from six countries in the region by exploring key topics in Adult Learning and Education (ALE) and thus contributing to the professionalisation of a new generation of ALE practitioners.

The participants explored and discussed the following topics together:
🔹Foundations of ALE - key definitions and main theories in the field;
🔹The history of ALE;
🔹 Existing ALE policies and the broader European context;
🔹 The distinctions and interconnections between ALE and lifelong learning;
🔹 The relevance of ALE in contemporary society;
🔹 The critical pedagogy of Paulo Freire and its implications for practice.

💡During the sessions, participants actively shared personal and professional experiences related to ALE in their countries and organisations. This contributed to in-depth professional exchange and a broader understanding of regional specifics.

🤝The new knowledge and informal connections established during the Academy have great potential to foster future collaboration and support a new generation of ALE practitioners.

📢 Call for expressions of interest – Adult Learning and Education (ALE) System Analysis

DVV International is looking for a qualified Lead Expert to support a regional analytical process on ALE systems.
The assignment is part of the Continental Exchange project, bringing together experts from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine to strengthen policy dialogue and advocacy for adult learning and education and lifelong learning.

🎯 The goal: Support national working groups in conducting a system analysis of Adult Learning and Education, helping identify key challenges, national priorities, and policy-relevant solutions for strengthening ALE systems.

We are looking for an expert who will:
✅ Develop an analytical framework for ALE system analysis
✅ Facilitate a capacity-building session during the Regional Meeting of ALE Experts
✅ Provide consultations and guidance to national working groups throughout the analysis process
✅ Contribute to the final dissemination event

👤 The candidates should have:
Strong expertise in Adult Learning and Education (ALE) and education policy analysis
Experience in research, system analysis, or policy development

🌐17 December 2025 | Webinar on Reforming ALE Systems

On 17 December 2025, the ETF - European Training Foundation hosted a regional webinar titled 'Adult Learning and Education Systems: Moving from Fragmentation to Coherence' in collaboration with DVV International.

👥The event brought together 74 policymakers from the field of adult learning and education (ALE) representing EU candidate and neighbouring countries (including Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova and Ukraine).

📍The webinar aimed to disseminate the results of the recent High-Level Round Table on ALE (18–19 November 2025, Turin, Italy), and to continue the professional exchange and discussions among policymakers and experts from the region's countries.

The webinar's key contributions came from Ms. Araksia Svajyan, Deputy Minister of Education, Science, Culture and Sport in Armenia, and Ms. Felicia Bechtoldt, State Secretary at the Ministry of Labour and Social Policies in the Republic of Moldova. They shared with participants the latest achievements of their respective governments in reforming and developing ALE sectors.

🎤The event's moderators, Siria Taurelli (ETF) and Levan Kvatchadze (DVV International), opened the floor to the audience for discussion. The main speakers addressed further aspects of their governments' reforms.

💡 Driving System-Wide Reforms: Turin hosts the High-Level Round Table on Adult Learning and Education (ALE) for EU candidate and neighbouring Countries

🗓️ On 18–19 November 2025, around 90 high-level decision makers and experts from the education sector representing Albania, Armenia, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, Ukraine, Germany, Italy, Poland and Slovenia gathered in Turin, Italy, for a pivotal two-day roundtable event with the topic 'A Framework to Drive Adult Learning and Education Reforms: Advancing Lifelong Learning in the Context of EU Accession and Neighbourhood'.

📍 Organised by the European Training Foundation (ETF) and DVV International in collaboration with the City of Turin, the event aimed to address one of the most pressing yet often overlooked challenges in the EU accession and neighbourhood context: establishing robust and accessible systems for adult learning and education (ALE).

The discussions were led by high-level representatives, including deputy ministers and state secretaries from the participating counties, as well officials from the European Commission.

The agenda focused on action, centring on key thematic pillars:
🔹 Legal, financing and governance frameworks for ALE;
🔹Quality and inclusiveness for all in times of technological breakthrough;
🔹Facing individual, institutional and ecosystem challenges in ALE;
🔹Institutional arrangements and reform implementation.

🎓 Alongside with vivid discussions, the particiants visited two local ALE-providers in Turin - Provincial Centre for Adult Education (CPIA) “Paulo Freire“ and the Camerana Learning Hub. These visits highlighted the event's commitment to "putting learners at the centre" and exploring innovative, partnership-driven learning environments.

👥 The high-level roundtable concluded with shared messages on future priorities and on cooperation to strengthen adult learning and education within the framework of the EU's enlargement and neighbourhood policies.
