De la strategie la implementare: a doua zi a evenimentului Official Launch of the AI Hub in Partnership with the AI & BIG Data Conference este dedicată aplicării inteligenței artificiale în practică.

🟢 Moldova AI Hub Officially Launched!

Moldova takes an important step toward building its national artificial intelligence capabilities with the official launch of Moldova AI Hub, bringing together public institutions, the technology industry, academia, development partners, and the business community around a shared AI agenda.

Moldova AI Hub is a public-private-academic cooperation platform designed to accelerate the development of Moldova’s AI ecosystem, connecting public policy, applied research, talent, data, infrastructure, investment, and innovation.

Its mission is to move beyond fragmented initiatives and create a coordinated framework for developing, governing, and deploying AI responsibly and at scale.

By aligning institutional priorities with industry expertise and international partnerships, the Hub aims to turn strategic commitments into concrete projects that strengthen Moldova’s economic competitiveness, modernize public services, and support technological innovation.

The initiative brings together partners from across the ecosystem:

🟢 Government institutions and public agencies: Ministry of Economic Development and Digitalization | e-Governance Agency of Moldova | Moldova Investment Agency | Organization for Entrepreneurship Development (ODA) | Moldova Innovation Technology Park (MITP)

🟢 Business associations and industry partners: Moldovan Association of ICT Companies (ATIC) | American Chamber of Commerce in Moldova (AmCham Moldova) | Orange Moldova | Moldcell | AC Tech | DAAC digital | Fortinet | Tilde | NetSafe | ZIPPER

🟢 Academic institutions: Technical University of Moldova | Nicolae Testemițanu State University of Medicine and Pharmacy

🟢 International development and investment partners: United Nations Population Fund (UNFPA Moldova) | Ukraine-Moldova American Enterprise Fund (UMAEF)

The official launch marks the transition from a shared commitment to a structured mechanism for cooperation, creating the foundations for coordinated investment, responsible AI governance, and the development of national AI capabilities.

As Moldova advances its AI ambitions, a strategic question comes into focus: Which capabilities should be developed nationally, which can be accessed through European infrastructure, and where are international partnerships essential?

The session “From AI Adoption to National AI Capability” brought together government representatives, technology leaders, and international experts to explore these choices, with a focus on data governance, infrastructure, talent, institutional expertise, and responsible AI deployment.

Michelle Iliev, State Secretary at the Ministry of Economic Development and Digitalization, drew on lessons from Moldova’s digital transformation journey:

“Fifteen, twenty years ago, digital transformation started the same way. Every institution built its own system, in its own yard. It took us ten years to understand that we needed common standards. That governance is where you start. It is the foundation for everything else. And once you’re on the wrong course, correcting it is slow and expensive.

With AI, we have the chance to get it right from the beginning.”

Building on this approach, the Ministry of Economic Development and Digitalization is developing draft AI legislation aligned with the EU AI Act, alongside a legal framework for regulatory sandboxes that would enable companies to test and validate innovative solutions in a controlled environment, in cooperation with public authorities.

Moderated by Irina Buzu, Digital Integration Analyst at UNDP, the discussion featured:

Michelle Iliev, State Secretary, Ministry of Economic Development and Digitalization
Nicoleta Colomeeț, Director, e-Governance Agency Moldova
John Piletich, Global Senior Manager, Government Affairs & Public Policy, ServiceNow
Olga Surugiu, CEO, Orange Moldova
Kevin Barnard, VP, Deputy Chief Innovation Officer, ServiceNow
Valentin Vancea, CEO, Patria Bank

The official launch of Moldova AI Hub, in partnership with AI & Big Data Conference 2026, is underway!

The event brings together leaders from government, technology, business, finance, academia, and international organizations to shape the next chapter of Moldova’s AI development.

Officially opened by Prime Minister Vasile Tofan, the event marks an important milestone in Moldova’s ambition to build national AI capabilities and accelerate the responsible adoption of artificial intelligence.

Moldova AI Hub is a public-private-academic cooperation platform designed to connect government institutions, industry, universities, and international partners around a shared national AI agenda.
The ambition goes beyond adopting AI technologies. It is about building Moldova’s capacity to develop, govern, and deploy AI at scale.

Moldova AI Hub aims to bring together public policy, applied research, talent, data, infrastructure, and investment to turn AI opportunities into real projects that strengthen businesses, improve public services, and drive economic competitiveness.

Over the next two days, discussions will focus on the decisions that matter: where Moldova should invest, what capabilities it needs to develop locally, how to ensure responsible AI governance, and how to move from experimentation to implementation.

What happens when a critical public service depends on an external AI model, and the organisations involved disagree on who has the authority to make decisions about it?

In “The Turf War,” this hypothetical scenario sets the stage for a discussion on AI sovereignty, from data and intellectual property ownership to vendor dependency, procurement decisions and service continuity. The session examines what happens when external technology providers change the terms, pricing or availability of the systems public services rely on, raising questions about control, accountability and institutional responsibility.

Moderated by Stella Jemna, Country Representative at UMAEF, the session brings together:

🟢 Irina Buzu, Digital Integration Analyst, UNDP
🟢 Eduard Balamatiuc, CEO, Sigmoid
🟢 Denis Cheptine, VP, Moldindconbank
🟢 Nicolae Buhnevici, Head of Development, e-Governance Agency Moldova
🟢 Oleg Malinovschi, Technical Consultant, StarNet

The key question: Who holds decision-making power and responsibility when critical public services depend on AI systems controlled by external providers?

The Breach: When an AI Incident Becomes a Cyber Incident | Powered by Fortinet

What happens when an AI system starts behaving unexpectedly, and the cause turns out to be a cyberattack rather than a technical error?

In “The Breach,” this scenario sets the stage for a discussion on incident response, from identifying the source of a compromise to establishing responsibility, managing disclosure and maintaining operational continuity. The session examines how AI governance and cybersecurity protocols intersect when organisations face an incident involving AI systems.

Moderated by Dan Gavojdea, Regional Manager at Fortinet, the session brings together:

🟢 Carolina Novac, State Secretary, Ministry of Energy
🟢 Marcel Teleuca, Vice Chairman of the Management Board
🟢 Carolina Bugaian, CEO, Moldcell

The key question: Are organisations prepared to manage an AI-related security incident when technical, operational and governance responsibilities overlap?
