A Memorandum of Understanding has been signed between the Strait of Gibraltar Association and the Citizens Advice Gibraltar, formalising a collaborative framework aimed at strengthening support, guidance and advocacy for citizens connected to Gibraltar and Morocco.

The agreement will establish closer cooperation between the two organisations, with the support of the Government, in recognition of the growing need for accessible advice and practical support for individuals and families navigating cross-border issues affecting residency, employment, education, healthcare and wider concerns on both sides of the Strait.

The partners have recognised the importance of ensuring that individuals affected by future administrative and legal arrangements are able to access reliable information, culturally informed guidance and coordinated support services.

The Memorandum of Understanding reflects a shared commitment to protecting the longstanding community links between Gibraltar and Morocco, while acknowledging the increasingly interconnected social and economic realities of the region. It will also reinforce the value of collaborative working between civil society organisations and government institutions in responding proactively to the evolving needs of citizens.

Representatives from both parties and the Government have described the agreement as an important step towards creating a more structured and responsive framework of assistance, helping to ensure that those with connections to Gibraltar and Morocco feel supported, informed and represented during a period of considerable change and opportunity.

The Minister for Education, the Hon Professor John Cortes, recently visited Houmar Primary School in the village of Tanakoub, in the Rif mountains of Morocco, as part of his ongoing work to develop and strengthen relations with the Kingdom of Morocco.

During his visit, Minister Cortes saw first-hand the work carried out by the Gibraltar-based charity Rifcom, whose volunteers and supporters have helped repair and improve the school building. The school had previously faced difficulties with damp, poor conditions and limited equipment, and has since been substantially improved through funds raised by Rifcom and the efforts of its volunteers.

The Minister also witnessed the serious access difficulties now faced by teachers and pupils following storm damage earlier this year. The road from Chefchaouen to the village has been badly affected by landslides, with sections cracked, displaced or reduced to muddy tracks. Teachers and some pupils now have to travel from Chefchaouen, leave their vehicles, cross the damaged area on foot, and then continue walking to reach the school.

Work on developing relations with Morocco continues apace, with further meetings held in Rabat during the visit there earlier this month by Minister John Cortes.

The Minister called upon the Moroccan Ministry of Energy Transition and Sustainable Development and held discussions with its Secretary General Bouzekri Razi and the Director of Cooperation, Partnership and Communication Rachid Firadi. Matters discussed included compliance with international environmental conventions and energy transition, and possible ways of future cooperation.

Another meeting was held at the offices of the British Council in Rabat, hosted by Country Director for Morocco, Alexandra Balafrej. A wide range of areas of cooperation was covered, including educational, cultural and sporting links, and Gibraltar as a destination for Moroccans taking part in programmes supported by the British Council.

⭕️ جبل طارق 🇬🇮 | غرفة سريّة تُعيد رسم خريطة انقراض «النياندرتال».

في أعماق مجمع كهف غورام بجبل طارق، لا تزال الأرض تخبئ أسرارًا قادرة على إعادة كتابة فصول من تاريخ الإنسان. ومن بين أبرز هذه الاكتشافات، ما أُعلن عنه في يناير الماضي، عندما كشف فريق من الباحثين عن غرفة خفية داخل كهف فانغارد، ظلت معزولة تمامًا لما يقارب 40 ألف سنة.

هذا الاكتشاف، الذي جاء نتيجة سنوات من العمل الميداني منذ 2012، بدأ بملاحظة بسيطة: رواسب رملية غير مألوفة في جدار الكهف. ومع توسيع الفجوة، ظهرت مساحة لم تطأها قدم منذ عصور ما قبل التاريخ، ما جعلها أشبه بـ"كبسولة زمنية" محفوظة بعناية الطبيعة.

داخل هذه الغرفة، عثر الباحثون على بقايا حيوانات مفترسة مثل الضباع والنسور، إلى جانب أدلة مثيرة على نشاط بشري قديم. ومن أبرز هذه الدلائل قوقعة حلزون بحري كبيرة، نُقلت من الساحل إلى عمق الكهف، وهو ما يشير إلى سلوك واعٍ وقدرة على استغلال الموارد البعيدة، وهي صفات ترتبط بـ إنسان النياندرتال.

تشير الدراسات إلى أن الرمال التي أغلقت مدخل الغرفة يعود تاريخها إلى نحو 40 ألف عام، ما يعزز الفرضية بأن النياندرتال هم آخر من استخدم هذا المكان. وهذا ينسجم مع أهمية جبل طارق كموقع فريد في تاريخ البشرية، حيث يُعد من آخر المناطق التي عاش فيها هذا النوع البشري قبل اختفائه.

ويكتسب مجمع كهف غورام أهمية خاصة كونه مُدرجًا ضمن قائمة التراث العالمي لليونسكو منذ عام 2016، ويُعتبر شاهدًا حيًا على المراحل الأخيرة من وجود النياندرتال. فالأدلة المتراكمة من أدوات حجرية ونقوش صخرية وآثار استخدام النار، كلها تشير إلى أن هذه المنطقة كانت ملاذًا متأخرًا لهم، ربما حتى قبل نحو 24 ألف سنة فقط.

هذا النوع من الاكتشافات لا يضيف مجرد معلومة جديدة، بل يدفع العلماء إلى إعادة التفكير في قصة انقراض النياندرتال: هل اختفوا فجأة، أم استمروا في جيوب معزولة لفترة أطول مما كنا نعتقد؟
في النهاية، يبدو أن جبل طارق لا يزال يحمل مفاتيح لفهم أعمق لأصولنا البشرية، وأن كل طبقة من ترابه قد تخفي قصة لم تُروَ بعد.
