في إطار برنامج كتابة أوراق السياسات والمواكبة، يقدّم المعهد المغربي لتحليل السياسات (MIPA) مجموعة من الباحثين والفاعلين المدنيين الذين يعملون على تطوير أوراق سياسات تعالج قضايا محورية تمس التعليم، الحماية الاجتماعية، التشغيل، البيئة، الديمقراطية، والحكامة.

من خلال التكوين والمواكبة الفردية، يسعى البرنامج إلى تحويل الخبرة الميدانية والمعرفة الأكاديمية إلى مقترحات سياسات عملية تسهم في النقاش العمومي وصنع القرار.

خلال الفترة المقبلة، سيتم تسليط الضوء على المشاركين ومساراتهم البحثية ضمن برنامج كتابة أوراق السياسات.

As part of MIPA’s Policy Paper Writing and Mentorship Program, we introduce a cohort of researchers and civil society actors developing policy papers on key public issues, including education, social protection, employability, environment, democracy, and governance.

Through training and individualized mentorship, the program supports participants in translating research and field experience into policy-relevant analysis and actionable recommendations.

In the coming period, we will highlight the participants and their research trajectories within the Policy Paper Writing Program.

📢 دعوة للمشاركة - منتدى الرباط للسياسات 2026

يُعلن المعهد المغربي لتحليل السياسات (MIPA) عن فتح باب المشاركة في النسخة الثانية من منتدى الرباط للسياسات تحت عنوان:

"العقد الاجتماعي الهشّ: المجتمع والدولة والثقة في المؤسسات في منطقة الشرق الأوسط وشمال إفريقيا"

📅 17–18 دجنبر 2026
📍 الرباط، المغرب

يهدف المنتدى إلى فتح نقاش علمي ونقدي رفيع المستوى حول تآكل الثقة بين المواطن والدولة، واستكشاف سبل تجديد العقد الاجتماعي على أسس المشاركة، والمساءلة، والعدالة الاجتماعية.

صيغ التقديم:
🔹ملخص موسّع (500–1,000 كلمة) أو ورقة بحثية كاملة (5,000–7,000 كلمة)
🔹 لغات التقديم: العربية أو الإنجليزية

📢 Call for Participation - Rabat Policy Forum 2026

The Moroccan Institute for Policy Analysis (MIPA) invites academics, researchers, policy analysts, and advanced graduate students to submit papers for the 2nd Edition of the Rabat Policy Forum:
Fractured Social Contract: Citizens, State, and Trust in Institutions in MENA

📅 December 17–18, 2026
📍 Rabat, Morocco

The Forum will provide a high-level platform to critically examine institutional mistrust in the MENA region and explore pathways toward a renewed social contract grounded in participation, protection, and accountability.

Submission formats:
🔹Extended abstracts (500–1,000 words) or full papers (5,000–7,000 words)
🔹 Languages: English or Arabic
🔹 Deadline: August 15, 2026

Selected papers will be peer-reviewed, presented during the Forum, and published in bilingual (Arabic/English) proceedings.

يُصدر "المعهد المغربي لتحليل السياسات" تقريره الجديد بعنوان «آفاق الطاقة المستدامة: دور المجتمع المدني في منطقة الشرق الأوسط وشمال إفريقيا». أعدَّ التقرير من طرف الدكتور كريم شوكري، و يتناول استراتيجيات الانتقال الطاقي، ودور المجتمع المدني في المساهمة ببناء أنظمة طاقة شاملة وقادرة على الصمود في جميع أنحاء المنطقة.

وقد أُنجز هذا التقرير في إطار مشروع «الجسر الأخضر للانتقال البيئي العادل»، وهو مشروع يمتد على ثلاث سنوات (2025-2023)، تنفذه شبكة إقليمية تحت قيادة "مبادرة الإصلاح العربي"، وبشراكة مع "حلول السياسات البديلة" في الجامعة الأمريكية بالقاهرة، و"المعهد المغربي لتحليل السياسات". ويحظى المشروع بدعم من الاتحاد الأوروبي، في إطار "مرفق المجتمع المدني لمنطقة المتوسط"، ومن الوكالة السويدية للتعاون الدولي من أجل التنمية.

خلال سنة 2025، عزّز المعهد المغربي لتحليل السياسات دوره كمركز بحث مستقل في مجال السياسات العمومية، من خلال إنتاج أبحاث معمّقة، والانخراط في العمل الميداني، وإرساء حوار مستمر مع فاعلي المجتمع المدني وصنّاع القرار.

وانصبت أعمال المعهد على قضايا السياسات العمومية ذات الأولوية، مع الجمع بين إنتاج المعرفة، وبناء القدرات البحثية، والمساهمة في النقاش العمومي.

ومع التوجّه نحو سنة 2026، تظل أولوياتنا واضحة: تعميق البحث، وتعزيز الصلة بالسياسات العمومية، وتوطيد التعاون.

In 2025, the Moroccan Institute for Policy Analysis strengthened its role as an independent policy think tank through in-depth research, field-based engagement, and sustained dialogue with civil society actors and policy stakeholders.

MIPA’s work addressed priority public policy issues, combining knowledge production, capacity building, and contribution to public debate.

As we move toward 2026, our priorities remain clear: deeper research, stronger policy relevance, and enhanced collaboration.

The Moroccan Institute for Policy Analysis releases "Sustainable Energy Futures: The Role of Civil Society in the MENA Region", a report authored by Dr. Karim Choukri, examining energy transition strategies and the role of civil society in shaping inclusive and resilient energy systems across the region.

This report has been conducted within the Just Transition Green Bridge project, a three-year action (2023-2025) implemented by a regional consortium led by the Arab Reform Initiative, in collaboration with Alternative Policy Solutions-American University in Cairo, and the Moroccan Institute for Policy Analysis. The initiative is funded by the European Union in the framework of the Civil Society Facility for the Mediterranean, and the Swedish International Development Cooperation Agency.

خُصصت الجلسة الثانية من حفل اختتام مشروع «الجسر الأخضر للانتقال البيئي العادل» لتقييم تشاركي للمشروع من قبل منظمات المجتمع المدني، من خلال نقاشات جماعية تناولت مفهوم الانتقال البيئي العادل، سبل دمجه في العمل الميداني، وتحديد الخطوات المشتركة المقبلة.

ركز النقاش على آفاق العمل المشترك ومجالات التحسين، مع التأكيد على الدور المحوري للمجتمع المدني في الترافع وصياغة سياسات بيئية عادلة ومستدامة.

The second session of the “Just Transition Green Bridge” project closing event was dedicated to a participatory evaluation of the project by civil society organizations, through group discussions on the concept of just environmental transition, its integration into fieldwork, and defining future joint steps.

Discussions focused on prospects for collaborative action and areas for improvement, highlighting the central role of civil society in advocacy and shaping fair and sustainable environmental policies.

اختتم المعهد المغربي لتحليل السياسات، يوم 18 دجنبر بالرباط، مشروع «الجسر الأخضر للانتقال البيئي العادل»، بعد ثلاث سنوات من العمل المشترك مع منظمات المجتمع المدني عبر عدة جهات.

وقد عرفت الفعالية مشاركة ممثلي المجتمع المدني، وباحثين، وخبراء في قضايا البيئة والطاقة. وافتُتحت بكلمات لكل من الدكتور محمد مصباح، رئيس المعهد المغربي لتحليل السياسات، والسيدة ربيعة بوجة، نائبة برلمانية.

خصصت الجلسة الأولى لعرض حصيلة ثلاث سنوات من العمل مع المجتمع المدني، بما في ذلك التغطية الجغرافية للمشروع، محاوره الموضوعاتية، ومخرجاته البحثية.

كما أبرز النقاش حجم التحديات المرتبطة بالسيادة الغذائية، والانتقال الطاقي، والحق في الماء، مع الوقوف عند حدود السياسات الحالية وآفاق تطويرها.

The Moroccan Institute for Policy Analysis concluded, on December 18 in Rabat, the “Just Transition Green Bridge” project, following three years of joint work with civil society organizations across several regions.

The event brought together civil society representatives, researchers, and experts in environmental and energy issues. It opened with remarks by Dr. Mohammed Masbah, President of the Moroccan Institute for Policy Analysis, and Ms. Rabia Bouja, Member of Parliament.

The first session was dedicated to presenting the outcomes of three years of collaboration with civil society, including the project’s geographic coverage, thematic focus areas, and research outputs.

Discussions highlighted the scale of challenges related to food sovereignty, energy transition, and the right to water, while also addressing the limits of current policies and prospects for their development.

New Release: Policy Brief on Food Sovereignty in Morocco

We are pleased to announce the release of our latest policy brief: "Food Sovereignty in Morocco: Current Situation and Proposed Interventions”, authored by Professor Mohamed Taher Sraïri.

Developed under the Just Transition Green Bridge Project, this analysis proposes a fundamental rethinking of Morocco's food systems. It advocates for a transition from food security to food sovereignty, prioritizing sustainable systems, public health, and national sovereignty as pillars of future policy.

The brief examines structural challenges such as water scarcity, import dependency, and ecological concerns, while identifying strategic opportunities rooted in national heritage and modern development goals. It concludes with concrete recommendations for building a resilient and sovereign food future.

إصدار جديد: موجز سياسات حول السيادة الغذائية في المغرب

يسرنا أن نعلن عن إصدار موجز السياسات بعنوان: «السيادة الغذائية في المغرب: الوضع الراهن والتدخلات المقترحة»، من إعداد الأستاذ محمد الطاهر سرايري.

تم صياغة هذا الموجز في إطار مشروع الجسر الأخضر للانتقال البيئي العادل؛ ويقترح إعادة تفكير جوهرية في منظومات الغذاء بالمغرب. يدعو إلى الانتقال من مفهوم الأمن الغذائي إلى السيادة الغذائية، مع إعطاء الأولوية للأنظمة المستدامة، الصحة العامة، والسيادة الوطنية كركائز للسياسات المستقبلية.
