Terms of Reference (ToR) for Data Collection Specialist
Objectives of the evaluation
To assess the success of the project “Empowering women, promoting peace” (P19) for nonviolent conflict transformation in Libya, project duration 01.05.2022-31.12.2023.
The evaluation shall review
whether and to what extent the project has been effectively implemented in terms of its
future vision and the desired changes
the role of Hope Charity in the conflict context and how this influences their work,
strategies and effectiveness
the relevance of the activities implemented to transform conflict.
The evaluation is done internally by Hope Charity and its partners. To assist with data
collection, a data collection expert is contracted. The data collection expert is responsible for
collecting data on select activities and for select evaluation questions. The present Terms of
Reference (ToR) detail the responsibilities of the data collection expert only.
The following guiding questions of the evaluation are relevant for the data collection
expert. More detailed sub-questions and specific data collection tools to answer these
questions will be provided for review by the contracting party.
1. To what extent did the project address the needs of women in Libya and contribute
to peace making and peace building?
2. To what extent have selected milestones and outcomes as defined in the project
planning table been achieved?
3. What influence did the key actors 1-3 of the project implementation have on the
central actors, as identified in the project proposal (feedback on impact)?
4. What has the project done to ensure that the results can be sustained in the medium
to long term?
a. What is the perception of the project activities by the local population?
5. What unintended positive or negative - e.g. conflict aggravating - side effects
occurred as a result of the project work? Why?
Tasks of the data collection expert
The data collection expert generates an inception report, outlining the methodology and
timeline. More detailed evaluation questions will be discussed in a meeting between the
contracting party and the expert in advance. Data collection tools will be provided by the
contracting party, and can be modified by the data collection expert if necessary. The
inception report is due one week before starting the field study.
The data collection expert collects and analyses data to answer the evaluation questions.
The field study (data collection) shall last 3-4 days.
The data collection expert delivers a data analysis report in which the data is analysed
and the results are presented. The report is presented to the contracting party in a call or
meeting. The data analysis report is due 5 days after the field study period, no later than
19th December 2023.
The data collection expert compiles both the inception and the data analysis report in
English.
