Ministry of Environment Marks World Ozone Day 2026
The Ministry of Environment marked World Ozone Day 2026 on Monday at the Ministry’s headquarters in Janzour, under the theme: “Global Action for a Cooler Planet – Celebrating 10 Years of Sustainable Cooling under the Kigali Amendment to the Montreal Protocol.”
The event was attended by the Minister of Environment, the Undersecretary of the Ministry, directors of departments and offices, a number of directors of environmental affairs offices and municipal monitoring offices, as well as technical specialists and Ministry staff.
In his address, the Minister of Environment reaffirmed Libya’s commitment to environmental protection and to fulfilling its international obligations under the Vienna Convention and the Montreal Protocol. He highlighted the measures undertaken by Libya to strengthen its national framework, including the implementation of import and export licensing and quota systems, enhanced control over regulated substances and equipment, strengthened coordination with the Customs Authority and other relevant entities, the development of legislation, and the building of national technical capacities.
The Minister noted that Libya’s return to compliance with the Montreal Protocol marks the beginning of a new phase of national action. He stressed that maintaining compliance will require further development of legislation and regulatory oversight, improvements to data and information systems, expansion of training and capacity-building programmes, and stronger partnerships with the private sector.
The Coordinator of the National Ozone Unit also presented an overview of Libya’s national efforts to fulfil its obligations under the Vienna Convention and the Montreal Protocol, highlighting the progress made in the phase-out of ozone-depleting substances, the development of national capacities, and the strengthening of controls over substances and equipment regulated under the Protocol.
The event concluded with a set of recommendations, most notably strengthening the licensing and quota system; improving data exchange between the Ministry of Environment, the Customs Authority, and other relevant entities; continuing the training and certification of refrigeration and air-conditioning technicians and regulatory personnel; developing a national system for the recovery, recycling, and reclamation of refrigerants; and establishing a national database.
