City Diagnostics
The City Diagnostics Lab is a division of the Libyan Center for Public Management (LCPM) and draws inspiration from various international organizations. The Lab conducts the Urban Indicators and Performance Measurement Program (UIPM) across Libya and undertakes performance measurement of programs and projects. LCPM also assists organizations in the North African region to initiate
the UIPM program. The Center collaborates with state based City Managers’ Associations and also in some cases with urban local bodies directly to gather and analyze data. City Innovations
City governments across the world are faced with similar challenges of growing slums, water shortage, environmental degradation, lack of financial management and inadequate infrastructure. Some City Managers venture to take innovative steps to find solutions to meet the challenges. Some of their initiatives achieve good results others do not. It is necessary to identify and document such initiatives and analyze how some of these succeeded and others did not. Successful innovations are termed as ‘Best Practices’ or ‘Leading Practices’. As a matter of collaboration, LPCM is putting forth a program that allows cities to learn and work together, and we will be documenting these and cataloging them in a database across various sectors. This will then allow LCPM to maintain an archive of best practices in urban management across various sectors of service delivery, governance, and reform efforts within Libya, the U.S., and the international community. City Network
City governments lack any inter-action among themselves when dealing with urban and public management issues. To support professional development of city councils, we are developing a forum where they can successful experiences and information can be easily exchanged, while also enhancing peer-to-peer learning and collaboration. City-City Partnerships
The City-City Partnership Program, will allow various Libyan cities to exchange, share, and learn about mew innovations by partnering with cities and regions in North America and across the world. This partnership will allow the sharing and exchange of knowledge, expertise and experience have always been effective means of learning. And the world is seeing its results. The partnerships – with/between local, regional and international cities – are based on city governments worldwide face similar challenges in providing services to their citizens. By facilitating City-City Link exchanges, city government professionals can share their experiences and learn from one another to develop solutions to urban management problems. LCPM will facilitate the exchange of information regarding Best Practices or what innovations may be implemented between cities. LPCM will assist the partner and implementing cities in adapting new innovations within a context and framework that best works in Libya. LCPM works hand in hand with implementing cities to overcome learning blocks by using tools like organizing study tours, holding seminars, making presentations, facilitating internships etc. By having Libyan cities partner with current cities that have implemented innovations it allows for less of a learning curve, and for another city to guide them in establishing that particular innovation or service line. The advantages of networking, partnerships, and decentralized forms of cooperation and the use of information and communication technology have been recognized as complimentary means for fostering the sharing of new ideas and solutions as well as the strategies for their adaptation and implementation. Communication Strategies
The LCPM firmly believes that communication is a viable method of learning, and listening to the needs of the citizenry. Successful projects can only be implemented with strong communication taking fold, and our goal is to work with the local community to ensure information on public management innovations and programs is disseminated adequately. This allows decision makers, those implementing the projects, and the local citizenry to interact and to ensure program success. International Study Tours
Our aim is to develop a local and international network of experts, consultants, advisers, training firms, and donors for the programs that LCPM undertakes in order to assist city councils across Libya. By establishing the International Study Tours we will allow for Libyan city councils to improve their public management skills by allowing them to compare the framework in which they work with the international community, through national and international study tours and training programs. LCPM’s strong point is in establishing custom made tours and courses and within the culutural norms of Libyans, and tailored to the appropriate audiences. Monitoring & Evaluation
One of the most critical stages in any public management or development program is the monitoring and evaluation (M&E) stage. All stakeholders such as the city council, partners, contractors, NGOs, and others benefit by having continuous measuring and evaluating data to determine what has worked well, what are the deficiencies, and how the programs can be improved. LCPM will ensure that continued measurement of performance through M&E assurance of programs will keep stakeholder needs intact, and that results are achieved in an effective and efficient manner.
