American Councils for International Education Latvia staff attended the second Nordic Resilience Summit 2026 on September 10 at the Latvijas Nacionālā bibliotēka / National Library of Latvia, organized by CIREN - Civilian Resilience Nordic. The event was also livestreamed through DELFI in Latvia, Estonia, and Lithuania.
Bringing together defense and civilian actors, public and private sector leaders, and independent experts from Latvia, Lithuania, Estonia, Norway, the United Kingdom, and beyond, the Summit focused on strengthening regional preparedness and security. Three panels examined military-civilian cooperation, whole-of-society resilience, and business preparedness, including emergency and continuity planning for major disruptions.
CIREN Board Member and 2025 Open World Program alumnus Jānis Vanags presented findings from a regional Norstat survey covering Latvia, Lithuania, Estonia, Finland, Norway, Sweden, and Poland. The findings addressed practical measures of crisis readiness, from emergency supplies and civil protection exercises to residents’ ability to withstand prolonged disruptions to electricity, water, and communications.
Among the featured speakers was Elisabeth Braw, Senior Fellow at the Washington, D.C.-based Atlantic Council and former Senior Fellow at the American Enterprise Institute, whose work focuses on geopolitics and defense against gray-zone and hybrid threats.
Agnese Trofimova, Open World Program Coordinator, extends special thanks to Janis Vanags for the invitation. His leadership illustrates the long-term strategic value of international exchange: equipping emerging leaders with experience and professional connections they can apply to strengthen security, preparedness, and resilience.
