Beyond Borders. Beyond Limits...

The event may be behind us, but the learnings are just beginning to take shape.

From our latest Sentiment Index 2026 research, one of the most important signals stands out clearly:
💡 Human Capital remains a key area of concern — particularly in education, requalification, and healthcare.

According to the foreign investors’ assessment of progress over the past four years, improvements in these areas remain limited:
🏥 Healthcare system – 62% (low progress)
👥 Availability of labour – 48% (low progress)
💰 Low production costs – 37% (low progress)
🎓 Education and requalification – 38% (low progress)

🚀 Given low progress in improving the healthcare system...

Strengthening the healthcare system and enabling a healthier, longer-active population is not only a social priority, but also a key driver of productivity, workforce participation, and long-term economic growth.

🔎 Key message: Today’s challenges can become tomorrow’s strongest growth opportunities.

📣 Final reminder to register!

Foreign Investors’ Council in Latvia (FICIL) will host a public discussion on 9 June 2026 titled:“Reducing the Shadow Economy in Construction: How to Strengthen Transparency and Fair Competition?”

🎯 The aim of the discussion is to foster a practical and solution-oriented dialogue on reducing the shadow economy in the construction and building materials manufacturing sectors.

The event will begin with an introductory presentation by FICIL, outlining the key challenges faced by construction companies related to the shadow economy, as well as weaknesses in the current enforcement and control system.

This will be followed by a moderated panel discussion led by Evita Goša, leader of FICIL’s Shadow Economy Combatting work group, with the following panelists:

🔷Baiba Šmite-Roķe, Director General of the Valsts ieņēmumu dienests
🔷 Arvils Aseradens, Politician from Jaunā Vienotība
🔷 Ilze Beināre, Deputy State Secretary for Construction and Housing Policy at Ekonomikas ministrija
🔷 Edijs Kupčs, Chairman of the Board at Latvijas Būvuzņēmēju apvienība
🔷 Agnese Garda, Head of Legal Department at Swedbank Latvia

The discussion will focus on many key questions:
· Why does the shadow economy remain so persistent in construction and building materials manufacturing?
· What is not working sufficiently well in the current system, particularly in terms of implementation, coordination, and enforcement?
· What concrete improvements can be implemented within the next 1–2 years to strengthen transparency, compliance, and fair competition?
