Today our organization attended the World AIDS Day Commemoration at Manthabiseng Convention Centre. The event was honored by His Majesty King Letsie III, Her Majesty the Queen, the Honorable Prime Minister, the Minister of Health, and other key leaders.
Throughout the programme, powerful speeches were delivered, reminding us of the progress Lesotho has made through expanded access to testing, treatment, and community support.
One of the key messages of the day was that World AIDS Day is not just a commemoration—it
is a call to renew our commitment to saving lives and protecting future generations. The stories shared, the testimonies given, and the data presented encouraged everyone to know their status, get treatment early, and support others without judgment.

Paballong Day was a vibrant celebration at the Paballong HIV/AIDS Centre in Mokoallong Ha Senekane! Bringing together partners, stakeholders, and community members for a day of connection, learning, and collective reflection. The event, which
was held to strengthen community engagement beyond the patients served at the
Centre, succeeded in creating an open and inclusive environment where everyone felt
welcome.
The programme began with warm welcoming remarks from the Centre’s leadership, who expressed gratitude to all attendees and emphasized the importance of
strengthening relationships between the health Centre and the wider community. They
highlighted the vision of ensuring that Paballong remains not only a treatment site but also a community hub that promotes wellness, education, and support for all.
Special guests honored the occasion, including members of the Board of Trustees,
Lesotho Network of People Living with HIV and AIDS (LENEPWHA), Development for Peace Education (DPE), Transformation Resource Centre (TRC), the District Health Management Team from Berea, Peace Corps representatives, Good Shepherd, and many others who continue to support the Centre’s mission. Their presence reflected the broad network of partners committed to improving health outcomes and community welfare.
Cultural performances from local groups added colour and vibrancy to the day, reminding everyone of the strength and unity found in community culture. These
performances were met with applause and contributed to the lively spirit of the event.
The day concluded with a heartfelt vote of thanks, acknowledging partners, guests, community members, and the dedicated team at Paballong. Many attendees expressed their appreciation for the initiative and highlighted how the event brought people together in a powerful and meaningful way.
Paballong Day was a resounding success—fulfilling its mission to engage with everyone, not only patients, and reaffirming the Centre's commitment to building a supportive, informed, and united community.

Lesotho Network of People Living with HIV&AIDS
(LENEPWHA) SCOPE OF WORK (SOW)

Background:
The Lesotho Network of People Living with HIV and AIDS (LENEPWHA) is an umbrella body of
Community based organisations of People living with HIV in Lesotho. LENEPWHA’s focus areas are
HIV prevention, advocacy and impact mitigation targeting People living with HIV both as beneficiaries
and service providers to Peers in need of HIV related services. LENEPWHA is sub granted by the AIDS
Health Care Foundation (AHF), BAYLOR Lesotho and EGPAF through funding from (USAID and
CDC).
LENEPWHA attaches great importance on effective utilisation of its resources and as such conducts
annual financial audit to give guidance to the overall management of resources.
LENEPWHA therefore invites proposals from External Auditors and Auditing firms listed in the
register of Lesotho Institutes of Accountants (LIA) to undertake financial audit for FY2024 (January –
December).
Grant funds to LENEPWHA to be audited for all projects amount to (Fifty-two million, two hundred
twenty-seven thousand and thirty maloti) LSL 52,227,030

Scope of work:
1. Financial Statement Audit:
• Reviewing the organization's financial statements
• Ensuring that the financial statements are prepared in accordance with applicable
accounting standards and accurately reflect the financial position and performance of
the organization.
2. Audit Planning and Risk Assessment:
• Conducting risk assessment procedures to identify areas of potential material
misstatement in the financial statements.
• Developing an audit plan based on the assessed risks, including determining the nature,
timing, and extent of audit procedures.
3. Testing Internal Controls:
• Evaluating the design and effectiveness of the organization's internal controls over
financial reporting.
• Performing tests of controls to assess whether the controls are operating effectively to
prevent or detect material misstatements
5. Communication with Management and Governance Bodies:
• Communicating with management to obtain information and explanations regarding
financial transactions and accounting practices.
• Reporting any identified deficiencies in internal controls to management and to Board
Directors
6. Fraud Detection and Prevention:
• Assessing the risk of fraud within the organization and designing audit procedures to
detect and deter fraudulent activities.
• Investigating any indications of fraud or irregularities discovered during the audit
process.
7. Compliance Audit:
• Evaluating the organization's compliance with applicable laws, regulations, and
contractual agreements.
• Evaluate the timeliness of the organization in addressing previous audit findings.
• Reporting any instances of non-compliance to management and, to Board Directors.
8. Audit Reporting:
• Issuing an audit report that provides an opinion on the fairness of the financial
statements and compliance with relevant accounting standards.
• Disclosing any significant audit findings, including material weaknesses in internal
controls and instances of non-compliance.
9. Follow-Up Procedures:
• Addressing any outstanding matters or unresolved issues identified during the audit
process.
• Providing recommendations for improvements in internal controls and financial
reporting processes.
Deliverables
• Final Audit Report with management letter.
• Summary of key findings and recommendations.
• Presentation of audit results to the Board of Directors.
Timeline
• The audit is expected to commence on/before January 2026
• The final report will be submitted no later than (Mid- March 2026)

Auditor Requirements
The selected audit firm must:
• Registered and licensed to practice in Lesotho – minimum of 10 years.
• Minimum of 10 years’ experience in auditing non-profit organizations and donor-funded projects.
• Demonstrate knowledge of international accounting and auditing standards.

2) Profile including list of previous related assignments done with reputable companies.
3) Tax clearance
4) Technical proposal detailing the company’s background, scope and methodology, review approach,
experience and qualifications of lead auditors, action plans etc.

Position Overview:
Program data reviews continue to show increasing attrition among children, females and males aged 18-24 years.
Key barriers leading to treatment interruptions include career advancements in new locations, migration for work in south Africa, data triangulation challenges including tracking aging-out among children and adolescents.
LENEPWHA aim to close the gaps identified across the cascade and aims to reach the 95-95-95 targets by age, s*x, and district, hence the addition of YA to improve prevention, treatment coverage and retention among adolescents and young people (AYP).
Under the guidance, support, and supervision of the Professional Counsellor the YA will Plan, deliver, and coordinate peer education training and facilitate peer education activities in Adolescent Corners to support the MOH in strengthening adolescents ’s targeted health services.
Responsibilities and Accountabilities includes but are not Limited to:
 Provide Health Education to AYP on HIV/AID, and TB issues.
 Make weekly plans to reach out to AYP, offer advice and support for starting and continuing treatment.
 Facilitate tailored linkage strategies that lead to successful start and engagement of treatment for AYP.
 Scale-up AYP friendly DSD models for different age bands: Teen clubs, Peer Support Groups, including for
men newly initiated on ART
 Support treatment literacy initiatives among AYP with emphasis on U=U messaging.
 Implement client feedback from Community Led Monitoring that ensure friendly clinics that provide services for AYP including extended-hours, fast-tracking for those working, or in school, including after-hours, weekends, and convenient community services and referral for decentralized drug delivery.
 Support integrated community outreaches to reach the hard-to-reach AYP in their communities and schools with HIV testing services, PrEP and TB services.
 Support implementation of approaches and differentiated service delivery that meets the specific needs and addresses barriers that AYP encounter across the entire HIV cascade such as red carpet and 04Z modalities in all supported sites.
 Advocate implementation of strategies to minimize the burden of treatment on clients by coordinating timing of clinical appointments, drug pick-ups, and viral load monitoring, when possible, at facility or community levels for AYP.
 Offer psychosocial Support to AYP enrolled in AHD program as well as those with high viral load.
 Advocate Support CAD for AYP who are otherwise unable to honor drug pick-up appointment.
 Prepare and deliver the education sessions at clinic to promote behavior change and reduce HIV/TB related stigma.
 Use the ADH training manuals, multimedia visual aid and other educational materials for peer education
 Prepare and submit the monthly reports to the supervisor.
Perform other duties as required by the District Technical Officer, Hospital Management Team and Professional Counselor.

Qualifications and Requirements:
 Must be a young person aged 18–24 years.
 Minimum of a high school certificate (COSC/Grade 12); further training in community health, peer education,
or social work will be an added advantage.
 Prior experience in offering HTS in youth programs, peer education, or community mobilization is desirable.
 Strong communication, facilitation, and leadership skills.
 Passionate about youth empowerment and health promotion.
 Ability to work well with diverse groups and under minimal supervision.
Competencies:
 Strong interpersonal and advocacy skills.
 Responsible, motivated, and proactive.
 Commitment to confidentiality and ethical conduct.
 Ability to plan and report on activities accurately.

Under the EpiC Project in partnership with FHI 360, LENEPWHA seeks to accelerate HIV epidemic control, optimize HIV testing, support treatment continuity, and strengthen TB screening and linkage to care.

DISTRICT TECHNICAL LEAD X4
(Maseru X1; Mafeteng X1; Mohales’ Hoek X1; Thaba-Tseka X1)
District Technical Lead Position Overview:
District Technical Leads will provide strategic and technical leadership for HIV Testing Services (HTS), TB, and HIV care. Reporting to the Project Manager, they will oversee program design, rollout, and daily management, ensuring adherence to national protocols and achievement of epidemic control targets.

Key Responsibilities:
 Lead district-level HIV/TB services, including HTS, index testing, social network strategies, HIV self-testing, and men-focused initiatives.
 Link newly diagnosed individuals, TB presumptive cases, and defaulters to care, ensuring follow-up and retention.
 Design and strengthen referral and linkage systems with partners and community services.
 Supervise and mentor HTS, TB, and Retention teams; support Retention Case Managers to minimize treatment interruptions.
 Conduct data quality assurance, monitor performance indicators, and support continuous improvement.
 Collaborate with DHMTs, Ministry of Health, and stakeholders to improve service delivery and outcomes.

Qualifications & Experience:
 Bachelor’s degree in nursing and Midwifery; MPH or Master’s in health-related field preferred.
 Current valid professional registration.
 Minimum 5 years’ HIV program experience, including 2 years in supervisory roles within PEPFAR-supported
programs in Lesotho.
 Strong knowledge of HIV/TB care guidelines and policies.
 Proficiency in Microsoft Office; strong analytical, problem-solving, and time-management skills.
 Ability to work independently and collaboratively in dynamic environments.

INFORMATION AND COMMUNICATION TECHONOLOGY (ICT) Officer X1
Are you a skilled professional with expertise in information technology and communications? We are seeking a proactive, service-oriented Communications and IT Officer to support the smooth running of our ICT infrastructure and lead our internal and external communications.

Key Responsibilities:
 IT Support & Systems Administration
 Install, configure, and maintain computer hardware, operating systems, and applications.
 Set up, monitor, and maintain the organization’s IT systems and networks (LAN/WAN/Wi-Fi).
Provide efficient technical support to staff and clients face-to-face and remotely for system setup, troubleshooting, and
incident resolution.
 Prioritize, track, and resolve multiple open support cases using a helpdesk/ticketing system.
 Provide support across Windows, Linux, macOS, iOS, and Android platforms.

 Design and produce newsletters, fact sheets, press releases, and other promotional materials in line with branding guidelines.
 Support staff in creating presentations, reports, and success stories for donors, partners, and stakeholders.
 Coordinate media engagements and act as a liaison with journalists and communications partners.
 Provide training to staff on effective use of digital tools, branding, and messaging.

Qualifications & Experience:
 Bachelor’s degree in Information Technology, Computer Science.
 Cybersecurity and/or communications certifications are highly desirable
 At least 2 years’ experience in IT support or systems administration, plus experience in corporate, NGO, or media communications.
 Advanced knowledge of Microsoft operating systems, Office 365, and collaboration tools (Teams, SharePoint, OneDrive).
 Proficiency in graphic design or publishing tools.
 Understanding of social-media analytics, email marketing platforms, and basic photography/videography.
 Experience supporting hardware (laptops, printers, projectors, UPS), networking devices, and VOIP systems.
 Strong interpersonal, written, and verbal communication skills with attention to detail.
