Meet Benetta Gweh, a visually impaired young woman who refused to let others define her limits. While many offered her β€œalternative” paths, Benetta chose a journey few believed she could take, plumbing. Today, she is not just learning; she is excelling, proving that determination can outshine doubt. Currently enrolled at the TVET Department of Nimba University, Benetta continues to challenge perceptions every day, showing that skill and passion, not disability, define potential.

At AIFO, we understand that accessibility goes beyond physical structures; it’s about unlocking opportunities and believing in people. Through the CAD-L project funded by Swedish International Development Cooperation Agency (2021–2025), stories like Benetta’s are transforming what once seemed impossible into everyday reality.

So far, 30 students with disabilities have been enrolled in TVET programs, five centers have been made more accessible, and harmful myths about disability are being broken every day. Because when we choose to see ability first, everything changes.

Local leadership is driving real change.

One of the biggest lessons from the Coordinated Action on Disability in Liberia (CAD-L) project, funded by SIDA (2021-2025), is that meaningful change often happens fastest at the local level. Across several counties, local governments and community actors did not just shift their attitudes toward disability inclusion; some went even further by voluntarily improving accessibility in public spaces and services beyond the original project requirements.
This demonstrates a powerful truth: when Organizations of Persons with Disabilities (OPDs) are empowered to engage directly with duty bearers, inclusion moves beyond policy commitments. It becomes shared responsibility and community ownership.
Through social accountability, dialogue, and collaboration, local actors are showing that inclusive development is possible when communities lead the change.

AIFO Liberia has officially handed over the final project vehicle under the SIDA-funded Coordinated Action on Disability in Liberia (CAD-L) Project to the National Commission on Disabilities, represented by Acting Executive Director J. Aaron Wright Sr.

The Toyota Land Cruiser, delivered as-is, responds to critical logistical constraints and brings to two the total number of Land Cruisers provided to NCD under the CAD-L Project, strengthening mobility, coordination, and effective national program delivery.

Funded by the Swedish International Development Cooperation Agency (SIDA), the CAD-L Project concluded in October 2025 after advancing disability awareness, inclusive TVET and skills development, economic empowerment, accessibility, SRHR, institutional strengthening, social dialogue, accountability, and overall systems strengthening for disability governance in Liberia.

This handover reflects sustainability, strong partnership, and continued commitment to disability-inclusive development in Liberia.

Last week, we handed over the KIA and Toyota Land Cruiser, used throughout CAD-L field operations, as is, to the National Commission on Disabilities (NCD) and the Liberia Labour Congress (LLC). This action strengthens the sustainability of the Coordinated Action on Disability in Liberia (CAD-L) Project, which ended in October 2025 after a no-cost extension.

CAD-L was a national disability-inclusive initiative supporting awareness, SRHR, Social Dialogue, TVET accessibility, economic empowerment, and institutional coordination, funded by SIDA.

This handover builds on earlier support, where AIFO provided motorbikes, furniture, and essential equipment to the National Union of Organizations for the Disabled, NUOD, Group of 77, Inclusive Development Initiatives(IDI), and other Organizations of Persons with Disabilities to enhance mobility and service delivery.

Receiving the vehicles, Marcus Blamah(LLC) and Samuel Dean (NCD) appreciated the continued partnership, while Laura Todescato (AIFO) reaffirmed AIFO’s confidence in national institutions to sustain CAD-L’s impact.

AIFO-Liberia is proud to have joined the National Commission on Disabilities, organisations of persons with disabilities, government ministries, and development partners in commemorating the 2025 International Day of Persons with Disabilities. Over the past three days, Liberia witnessed powerful demonstrations of inclusion, from an inspiring sports festival, to policy dialogues, to today’s national parade and cultural celebration. This year’s observance amplified the message that disability inclusion is essential to Liberia’s development.

The engagements produced several promising opportunities for the disability community. The NCD was invited to participate on the EPA National Climate Change Steering Committee, and the National Climate Change Secretariat encouraged the submission of a proposal for an Inclusive Climate Action Fund to support disability-responsive climate solutions. Additionally, during the panel on economic empowerment and employability, NCD was encouraged to formally request representation on the Executive Council Board of the Liberia Chamber of Commerce, an important step toward creating more inclusive private-sector spaces.

As a long-standing partner and sponsor of the IDPD celebrations, AIFO-Liberia reaffirms its commitment to advancing inclusion, accessibility, and equal opportunity for all persons with disabilities. Together with OPDs, government actors, and fellow partners, we will continue supporting initiatives that promote rights, strengthen livelihoods, and ensure that persons with disabilities remain at the center of Liberia’s progress.

Breaking Barriers for SRHR!

From Oct 8–10, we joined the 2nd National SRHR Conference at the Ellen Johnson Sirleaf Ministerial Complex in Monrovia! Organized by Amplifying Rights Network , RFSU, with support from AIFO and partners, this year’s conference saw remarkable participation of persons with disabilities (PwDs). Our SRHR peer educators, all PwDs, shared their challenges and solutions for inclusive SRHR.

Our Country Coordinator and Chief of Party, Laura Todescato, also spoke as a panelist on SRHR for PwDs and minority groups. The conference concluded with commitments to reduce maternal mortality, break access barriers, promote reproductive justice, and push for the Public Health Bill, ensuring SRHR for everyone.

Our Story

AIFO Organizational Profile INTRODUCTION The Italian Association Amici di Raoul Follereau(AIFO) is a non governmental organization(NGO) for international cooperation which operates mainl in the social health sector. The asociation was founded in 1961 thanks to the action of volunteers groups who, inspired by the thought of the French journalist Raoul Follereau, mobilized themselves in the fight against leprosy and against all leprosies, namely against the etreme forms of injustice and marginalization. The organization has been approved by the Directorate General for Cooperation to Development of the Italian Ministry of Foreign Affaris(DGCS-MAE) as an authorized organization for the implementation of emergency and development projects financed by the Government of Italy under the Law 49/87. At present, AIFO promotes and supports the following initatives: 1) Cooperation programs in developing countries(DCs); 2) Education to development in Italy (education, training, awareness campaigns, advocacy, conferences, and exhibitions); 3) Supporting activities(scientific research, publications, and international workshops). The areas of AIFO’s cooperation programs in developing countries are: a) leprosy prevention, care, physical and social rehabilitation(leprosy control); b) rehabilitation (physical, mental, social and economic) with particular attention to vulnerable groups, through the strategies of Community Based Rehabilitation(CBR). http://www.who.int/disabilities/cbr/guidelines/en/ In this line, activities developed are: a) preventive and curative medicine, through the organization of basic services; b) physical rehabilitation of services, mental, social and economic; c) professional training of health personnel; d) vocational training associated with revolving funds and micro-credits schemes; e) community development with promotion of women, through participative approach; f) emergency in response to war or natural disasters that exacerbate health, economic and social status of the population. AIFO is at present in 14 countries in Africa, Asia and South America, with 55 projects. GLOBAL PARTNERSHIPS AIFO has a well structred globla position resulting in a number of partnerships with different international organizations such as ; WHO, International Federation of Anti-leprosy Associations (ILEP), International Disability and Development Consortium (IDDC), Disabled Peoples’ International(DPI), People’s Health Movement(PHM), Italian Global Health Watch(OISG), Disability Research Resource Centre (FIRAH), Italian Network on Disability & Development (RIDS), Italian Society of Leprologits(SIHAN). AIFO IN LIBERIA In Liberia, AIFO started with a local NGO SSBI as back as 1997 with relief items to be distrubuted to the comunities including the most civil-war affected vulnerable groups. Since then it has maintained the presence in the country through the implementation of different initiatives among those the EU project titled: β€œFrom Exclusion to Equality. Promoting Community Based Rehabilitation in Liberia” through which the CBR program was institutionalized. The disability issue in Liberia has since then much developed and AIFO has gradually gained importance in this area and is now at the heart of all the dynamics of the sector. At national level AIFO act as TA for institutions and organizations such as: National Commission on Disabilities(NCD), MoH, MoE, National Union of Organizations of the Disabled(NUOD), UNMIL Human Rights Session and the Liberia National Alliance on Disabilities. AIFO has also played a distinctive role in lobbying with the GoL for the ratification of the Convention on the Rights of People with Disabilities. AIFO has also partnered with Handicap International(HI) in the implementation of an EU Project titled: β€œMaking it Work”, which sought to develop Liberian DPOs capacities to advocate and become acknowledged counterparts of authorities and stakeholders in the development and implementation of policies targeting people with disabilities. AIFO is therefore actively involved in the capacity building of self help groups,, civil society organizations, community based organizations and Disabled People Organizations to especially strengthen their management capacities. Another important partnership has been established with The Carter Center(for Mental Health). In 2011, AIFO launched a three year project on Mental Health, funded by EU titled: β€œMulti-Country Pilot Initiative for Improving Care for Persons with Mental Health Problems”, which was managed from Liberia, targeting 4 countries: Brazil, Indonesia, Liberia and Mongolia. In Liberia AIFO’s action was carried out in partnership with the MoHSW and with whom AIFO established a model for communities linking CBR program to local mental health services which resulted in a unique communityb mental health model. AIFO’s work in the mental health area benefitted from the TA of WHO, Franco Basaglia Mental Health Permanent Conference and DPI. It shouldn’t be forgotten that AIFO is one of the few INGOs in Liberia that actively supports the Ganta Leprosy Hospital, in Nimba County, the only leprosy treatment center in the whole country. This is done in partnership with GLRA(German Leprosy Relief Association and the American Leprosy Missions(ALM). The three INGOs support the implementation of the National Leprosy Strategic Plan(2014-2018).
