PUBLIC ANNOUNCEMENT
GSA ROAD COMMUNITY ASSOCIATION

Good evening, distinguished residents of the GSA Road Community.

Based on the information recently posted regarding the “One Resident, One Chair” contribution for the GSA Road Community Association Town Hall, I, Saliho Sannie Nyeih, General Chairman of the GSA Road Community Association, hereby join the Development Council in kindly requesting all residents to support this important initiative.

As we prepare for our first general community meeting, scheduled for the last Sunday of each month, and our general executive committees meeting, scheduled for the last Saturday of each month, we are kindly appealing to every resident, elected official, and appointed official to contribute at least one plastic chair to help solve the seating challenges in our Town Hall.

It is disheartening to see attendees standing during meetings due to limited seating. Your contribution will go a long way in making our meetings comfortable and productive for everyone.

On behalf of the Chairperson, Madam Rebecca D. M. Jallah, the Development Committee members, and the entire leadership of our great community, we extend heartfelt thanks and appreciation to the following individuals for kick-starting this initiative:

TERMS OF REFERENCE (TOR)
FOR ALL APPOINTED OFFICIALS AND COMMITTEES
1. PREAMBLE
The GSA Road Community Association (GRCA) recognizes the importance of inclusive leadership, active participation, and community-driven development. In view of this, these Terms of Reference (TOR) set forth the functions, duties, and responsibilities of all appointed officers and committees, aimed at promoting unity, development, accountability, and effective service delivery within the GSA Road Communities.
2. OBJECTIVES OF THE TOR
• To define clear roles and responsibilities for all appointed community officials.
• To ensure effective coordination and transparency in community governance.
• To strengthen teamwork, discipline, and cooperation among committees.
• To promote peace, development, and citizen participation in all community affairs.
• To ensure proper accountability and effective implementation of community programs.
3. SCOPE OF APPLICATION
These Terms of Reference apply to all officers and committees appointed under the leadership of the GSA Road Community Association, covering appointments from the first to the second cycle, including chairpersons, co-chairpersons, coordinators, ministers, and committee members.
4. COMMITTEES AND POSITIONS
1. COMMUNITY LEADERSHIP
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Provide overall leadership, vision, and direction for the Association.
• Represent the community at all local and external functions.
• Supervise all committees and ensure the effective implementation of community decisions.
• Preside over all leadership meetings and promote teamwork.
• Foster peace, unity, and progress within the GSA Road Community.
• Ensure accountability, transparency, and compliance with community policies.
2. DEVELOPMENT COUNCIL
Duties and Responsibilities:
• Identify and prioritize development needs and initiatives within the community.
• Mobilize resources and partnerships to support community projects.
• Collaborate with government, NGOs, and private sector institutions to implement development programs.
• Monitor and evaluate ongoing projects to ensure quality outcomes.
• Submit quarterly development reports to the leadership.
3. ANTI-DRUG COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Develop and implement anti-drug awareness programs and campaigns.
• Work with schools, youth groups, and law enforcement to combat drug abuse.
• Provide counselling and rehabilitation referrals for affected individuals.
• Collaborate with security and health committees on preventive measures.
• Report monthly progress to the leadership and Youth & Sports Committee.
4. PUBLICITY COMMITTEE
Positions: Public Relations Officer (PRO), Chairman Press and Media, Co-Chair Press and Media, and Digital Media Coordinator
Duties and Responsibilities:
• Manage all community communications and public relations.
• Promote the activities and achievements of the Association.
• Coordinate media coverage for community programs and events.
• Manage official social media pages and digital publications.
• Disseminate accurate information to residents and the general public.
5. YOUTH & SPORTS COMMITTEE
Positions: Minister of Youth & Sports, Deputy Minister, Head Coach/Technical Director (GSA Road FC/Tournament), Deputy Head Coach, Youth Ambassador, Youth Program Coordinator, and Deputy Youth Program Coordinator.
Duties and Responsibilities:
• Promote youth participation and leadership in community development.
• Organize sports tournaments, recreational activities, and youth programs.
• Supervise the GSA Road Football Club and related sports projects.
• Plan youth empowerment initiatives and mentorship programs.
• Work to reduce youth unemployment, violence, and drug abuse.
• Submit quarterly activity reports to the leadership.
6. INFRASTRUCTURE COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Oversee construction, rehabilitation, and maintenance of community infrastructure.
• Conduct assessments on road, drainage, and building projects.
• Ensure all projects meet safety and environmental standards.
• Work with government and private contractors on infrastructural needs.
• Report project status regularly to the Development Council and leadership.
7. PLANNING COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Coordinate all community planning and event organization.
• Develop annual and long-term strategic plans for the Association.
• Work with other committees to align goals and implementation timelines.
• Manage budgetary planning and ensure cost efficiency in all programs.
• Submit periodic planning reports to the Chairman.
8. SECURITY COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Maintain peace and security throughout the community.
• Coordinate with local police, community watch teams, and residents.
• Organize security patrols, especially during night hours.
• Educate residents on safety, crime prevention, and conflict resolution.
• Report all security incidents to the leadership immediately.
9. EDUCATION COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Promote access to education and literacy among all residents.
• Liaise with schools to monitor student performance and attendance.
• Facilitate scholarships and vocational training opportunities.
• Organize educational programs, seminars, and competitions.
• Report on educational progress and challenges quarterly.
10. LEGAL COMMITTEE
Positions: Community Lawyer and Co-Community Lawyer
Duties and Responsibilities:
• Provide legal advice and services to the Association.
• Review and draft community policies, agreements, and contracts.
• Represent the community in legal or arbitration matters.
• Ensure compliance with national laws and community bylaws.
• Support dispute resolution and uphold justice within the community.
11. SANITATION COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Promote hygiene and cleanliness throughout the community.
• Organize regular community clean-up exercises.
• Liaise with Paynesville City Corporation and establish sanitation agencies.
• Promote awareness on proper waste disposal and environmental care.
• Submit bi-monthly sanitation activity reports.
12. NUMERATION COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Conduct household and population data collection within the community.
• Maintain updated community registers and demographic records.
• Support planning and decision-making through accurate data.
• Digitize and manage community information systems.
• Submit semi-annual enumeration reports to the leadership.
13. GRIEVANCE AND ETHICS COMMITTEE
Positions: Chairman and Co-Chairman
Duties and Responsibilities:
• Receive, review, and resolve all grievances and complaints from community members.
• Uphold ethical standards and promote fairness within the Association.
• Investigate cases of misconduct, abuse of power, or corruption among members.
• Mediate internal conflicts between committees, officers, or residents.
• Recommend disciplinary actions or corrective measures when necessary.
• Ensure all processes follow due process, impartiality, and confidentiality.
• Promote awareness of ethical values, accountability, and moral conduct.
• Submit quarterly reports on grievance handling and ethics compliance.
• Work closely with the Legal Committee to ensure justice and fair hearing.
14. REPORTING AND ACCOUNTABILITY
• Each committee shall report directly to the community leadership through the Secretary General or designated official.
• All committees must maintain proper documentation of activities, budgets, and reports.
• Committees are accountable for transparency, performance, and community trust.
15. TENURE AND REVIEW
• Each committee and officer shall serve for a period of this Administration, renewable based on performance and community decision.
• These TORs may be reviewed or amended upon recommendation by the leadership and approval of the general body.
16. CODE OF CONDUCT
• Uphold honesty, transparency, unity, and respect for all members.
• Avoid corruption, discrimination, and abuse of authority.
• Maintain confidentiality on sensitive community matters.
• Serve diligently and represent the community with integrity.
17. EFFECTIVE DATE
These Terms of Reference take effect immediately upon issuance and shall remain binding on all appointed officials until amended or replaced.
