Our vision is to build a Liberia where communities are functional and responsive to the citizens’ needs. Targeted Groups The organization targets women and adolescents, mainly girls. Areas of intervention
Job skills training (i.e., hospitality, professional driving, professional cleaning / waste management, security guard services, • Food preservation i.e. fish/meat) Adult literacy; sexual & reproductive health services including STIs/HIV/AIDS/GBV prevention, treatment, and care; Family planning promotion; and Computer literacy. The training offered to CEP’s targeted groups focuses on technical skills, as well as the integration of life skills training aimed at addressing some of the crucial barriers to the development of young women in Liberia. These include, for example, prevention of early pregnancy, social restriction from family and community members, and forms of GBV, including sexual exploitation and abuse. Implementation Strategy The organization works in collaboration with Government line ministries, local and international NGOs, and other relevant stakeholders to carry out its programs. JOB VACANCY: DATA MANAGER

Background:
CEP, Inc. is a community-based organization with sponsorship from DHAPP dedicated to providing comprehensive HIV prevention, care and treatment services to members of the Armed Forces of Liberia, their families and other affected populations. Our organization works closely with AFL’s health facilities, community groups, and other stakeholders to ensure access to quality healthcare services, including Antiretroviral Therapy (ART), HIV counseling and testing and other HIV supportive services.
The Data Manager will be responsible for monitoring, evaluating, and reporting on the progress and impact of services provided. This role will involve data collection, analysis, and reporting to ensure the program meets its goals and objectives. The Data Manager will work closely with program staff, health facilities, and partners to ensure accurate and timely data is available for decision-making and reporting.

Key Responsibilities:
Monitoring & Evaluation:
o Develop and implement the M&E framework for the HIV program in line with NACP-MoH data collection tools and methodologies.
o Conduct regular site monitoring visits to assess program implementation and data quality in line with PEPFAR’s M&E reporting indicators
o Ensure data collection processes are standardized and adhere to ethical guidelines, especially concerning patient confidentiality.
Data Management & Analysis:
o Collect, validate, and manage program data, ensuring accuracy and completeness.
o Analyze data to identify trends, challenges, and areas for improvement within the program.
o Utilize data analysis software to generate reports, dashboards, and presentations for internal and external stakeholders.
Reporting:
o Prepare and submit regular M&E reports to the Program Manager and donors, ensuring compliance with reporting requirements.
o Contribute to the preparation of annual reports, case studies, and success stories that highlight the impact of the program.
o Provide feedback to program teams based on data analysis to improve program implementation and outcomes.
Capacity Building:
o Train program staff and partners on data collection, management, and analysis techniques.
o Provide ongoing technical support to ensure the sustainability of M&E activities within the organization.
Stakeholder Engagement:
o Collaborate with health facilities, community groups, and other stakeholders to ensure data is collected, shared, and used effectively.
o Participate in M&E-related meetings, workshops, and conferences to share experiences and learn best practices.
Compliance & Ethics:
o Ensure that all M&E activities comply with ethical standards and regulatory requirements.
o Maintain confidentiality and security of program data.

Qualifications & Experience:
• Education:
o Bachelor’s degree in Public Health, Social Sciences, Statistics, or a related field.
• Experience:
o At least 2 years or above of experience in monitoring and evaluation, preferably within an HIV treatment or public health program.
o Experience working with community-based organizations (CSOs) and knowledge of the local health system is highly desirable.
• Technical Skills:
o Proficiency in data analysis software, including:
 Microsoft Excel (advanced skills, including data manipulation, pivot tables, and charts)
 DHIS2 (District Health Information System 2) for health data management
 Other data analysis software is an advantage
o Knowledge of database management systems and data quality assurance techniques.

Other Skills:
o Strong analytical and problem-solving skills.
o Excellent communication and report-writing abilities.
o Ability to work independently and as part of a team.
o Strong organizational and time management skills.

A PROCLAMATION
BY THE PRESIDENT
2018 WORLD AIDS DAY

WHEREAS, since the diagnosis of AIDS in 1981, it has continued to pose a serious problem and threat to the health and wellbeing of the human race, of which the people of Liberia are no exception: and,

WHEREAS, the citizenry of Liberia constitute a vital resource of the Nation, and the Government is cognizant to improving the quality of life of its people by promulgating and promoting programs aimed at improving their health, wellbeing, and welfare, thereby preventing deaths and illnesses amongst the entire populace; and,

WHEREAS, the principles embodied in the policies of the Government, as adopted, are in accordance with those recommended by the World Health Organization (WHO) and the United Nations Joint Program on HIV and AIDS (UNAIDS), to educate and keep the Liberian people aware of the threat of AIDS; and,

WHEREAS, the United Nations Joint Program on HIV and AIDS (UNAIDS), has designated the FIRST DAY OF DECEMBER of each year as “WORLD AIDS DAY”, and urges all member countries to execute relevant and appropriate awareness programs in observance of the day; and,

WHEREAS, the first of December 2018 World AIDS Day will be commemorated under the global theme “Know Your Status” and the national theme “Do Your HIV Test”,

NOW, THEREFORE, I, GEORGE MANNEH WEAH, President of the Republic of Liberia by virtue of the authority in me vested, do hereby declare Saturday, December 1, 2018 as “WORLD AIDS DAY” to be observed throughout the Republic as a Working Holiday, in recognition of the immense contributions of the United Nations to combat HIV and AIDS.

Furthermore, I call upon all ministries, agencies, commissions, local and international organizations and the general public to join the National AIDS Commission, to organize and execute appropriate programs to make the day meaningful in the interest of our own national health and survival. In addition to this proclamation, we hereby appoint the First Lady of the Republic of Liberia, Madam Clar M. D. Weah as “Liberia’s HIV& AIDS Ambassador” as of this day forward.

The Community Empowerment Program (CEP), Inc. has been serving as the implementing partner in Liberia for the US Department of Defense (DoD) since 2008 working to strengthen HIV/AIDS preventive education messages dissemination among members of the Armed Forces of Liberia (AFL), their families and communities in proximity to AFL military barracks. The program is being implemented with advice, supervision and monitoring from the Office of Security Cooperation based in the US Embassy near Monrovia.

Below is a pictorial of sites visits (March 28-29, 2017) of Mr. Stan Ito, DHAPP Desk Officer along with the Office of Security Corporation, US Embassy-Liberia Team, including the Ministry of National Defense to the newly renovated Laboratory in EBK Barracks and the Liberian Coast Guard/Camp Ware.
