The OHCHR Liberia Office, in collaboration with the OHCHR ESCR Unit, conducted a two‑day capacity‑building training on 22–23 April 2026 to strengthen access to justice and workers’ rights, with a focus on the informal economy. The training brought together 30 participants (19 women and 11 men) from informal workers’ organizations, labor authorities, the Liberia Bar Association, INCHR, legal aid providers, and civil society. It enhanced participants’ understanding of national, regional, and international human rights standards and accountability mechanisms, strengthened coordination among key actors, and clarified institutional roles and referral pathways. Participants established a platform for ongoing collaboration and committed to integrating the training outcomes into advocacy and outreach efforts to support labor rights, decent work, and the inclusion of informal workers in national legal and policy frameworks.

On 23 April, OHCHR and the Ministry of Justice held a High-Level Dialogue on Corruption & Accountability – A Human Rights Perspective, organized with the support of the European Union. This high-level policy discussion brought together the Minister of Justice, the Minister of Labor, the President Pro Tempore of the Senate, the Chief of Staff of the Office of the Speaker of the House of Representatives, the LACC, heads of national integrity institutions, the diplomatic corps, CSO representatives, and academia. 47 participants, including 11 women, exchanged ideas and formulated recommendations to implement a human rights-based approach to address corruption-related crimes in Liberia, including in light of the future establishment of the National Anti-Corruption Court (NACC). On 21 April 2026, the Office of the High Commissioner for Human Rights (OHCHR), with European Union support, launched a two day training in Monrovia focused on investigating and prosecuting corruption through a human rights based approach. The training convenes 34 participants from key Liberian institutions including the Ministry of Justice, the Liberian Anti Corruption Commission, oversight bodies, the legal profession, and civil society, and combines expert led interactive sessions and practical exercises facilitated by OHCHR, LACC, UNODC, and international practitioners. The training aimed to strengthen Liberia’s capacity to tackle corruption by integrating human rights principles into investigation and prosecution, promote cross institutional collaboration among justice actors, oversight bodies, and civil society, and through practical, expert led sessions translate international standards into effective, real world anti corruption action.

OHCHR strengthens its support to Liberian integrity institutions. On 16 April 2026, OHCHR participated in the first meeting of 2026 of the Steering Committee of the National Integrity Forum (NIF), the only coordination mechanism bringing together national integrity institutions, civil society organizations, and partners to coordinate actions to strengthen governance and accountability in Liberia. Discussions covered the development of a new strategic plan of the NIF, the newly launched national integrity index, and avenues to strengthen the NIF's support to the national transitional justice process, especially regarding the establishment of the future National Anti-Corruption Court (NACC). On 7–8 April 2026, with support from OHCHR and the EU, Sawabenu held a two-day training in Zwedru, Grand Gedeh, to strengthen CSOs’ and victims’ groups’ engagement in Liberia’s transitional justice process. The training brought together 27 participants, including 10 women, from Grand Gedeh, Maryland, River Gee, and Grand Kru counties. Sessions covered transitional justice, the Liberian process, gender and human rights, HRD protection, advocacy, and human rights monitoring and reporting. Participants also took part in roleplay and developed practical initiatives to support the national process.

On 6 April, with OHCHR and Swedish Embassy support, the Transitional Justice Working Group (TJWG) hosted a sensitization session and a live radio show talk show on the Liberian transitional justice process for communities in River Gee County. 50 people, including 22 women, took part in the awareness raising session held in Fish Town's City Hall. The exchanges covered notably the implementation of the recommendations of the Truth and Reconciliation Commission (TRC), the establishment of the War and Economic Crimes Court (WECC), as well as victims' and witnesses' safe participation in judicial proceedings.
Sensitizations will be held by the TJWG on 7 April in Harper, Maryland County, and on 9 April in Barclayville, Grand Keru County.

On 31 March 2026, the National Steering Committee for the Implementation of the National Action Plan on Business and Human Rights (NAPBHR) held its first quarterly meeting of BHR technical focal persons for the year. Supported by the OHCHR under the BHR Africa Project, the meeting brought together key government and civil society stakeholders to review progress and challenges in the implementation of the NAPBHR.
The Minister of Labor (MoL) attended the session and reaffirmed the Steering Committee’s commitment to guiding and monitoring the Plan’s implementation. The Minister also outlined recent actions taken by the Ministry to address business and human rights concerns.
A total of 30 focal persons (10 women and 20 men) participated, representing major government institutions such as the Ministries of Justice, Labor, Gender, Commerce, and the Environmental Protection Agency. Senior officials including the Assistant Minister of Justice for Administration and the Assistant Minister and Chief of Office Staff at the MoL were also present. Representatives from the Independent National Commission on Human Rights, CEOs working on BHR-related issues, and human rights defenders from affected concession communities further enriched the discussions.
Participants shared updates on progress and identified several challenges, including the lack of dedicated government budgetary support, which was highlighted as a major barrier to effective implementation. The meeting strengthened collaboration among government entities, civil society organizations, and county-level stakeholders. Participants agreed to hold regular coordination meetings and improve information-sharing on business and human rights issues to enhance the overall implementation of the National Action Plan. From 18-20 March OHCHR, in collaboration with the Bureau of Corrections and Rehabilitation (BCR) of the Ministry of Justice, supported a three-day training on conditions of detention and human rights in Gbarnga, B**g County, to strengthen the capacity of correctional officers to apply a human rights-based approach to prison management, in line with human rights standards. The training brought together 23 participants (4 women and 19 men) including senior corrections officers from Liberia’s 16 correction facilities. Facilitators were drawn from the United Nations Country Team, Justice and Corrections Standing Capacity, the Independent National Commission on Human Rights (INCHR), the Ministry of Justice, and civil society organizations.

OHCHR on 11 March 2026 ended day 2 of joint field assessment on status of Bukinabee migrants with French Ambassador, LIS, LRRRC, UNFPA, and IOM finally joins the team. On day 2 the joint team held meetings with the RiverGee County Superintendent along with the County Joint Security leadership, and other Key Stakeholders including a Traditional Chief in the County.
