OHCHR strengthens the leadership of women’s rights organizations and networks to advance stronger peacebuilding and transitional justice processes in Liberia. On 19–20 August, OHCHR trained 25 representatives of women’s rights organizations and networks from Grand Cape Mount, Bomi and Gbarpolu Counties. The training enhanced participants’ capacity to engage meaningfully in transitional justice and conflict prevention efforts and advocate for women’s inclusion in peacebuilding and governance. Sessions focused on women, peace and security, women’s leadership, community mediation, and gender-responsive and victim-centered approaches. On 18 August, OHCHR held a one-day awareness-raising activity in Grand Cape Mount County on human rights and the protection of workers in the informal economy. The activity brought together 47 participants, including 17 women and 30 men, representing informal sector workers, local authorities, civil society organizations, development partners, and government institutions. Participants included the Secretary-General of the Federation of Informal Workers of Liberia (FISWoL), a representative of the Ministry of Labour, leaders of informal workers' groups, and representatives of the local administration. The activity provided a platform for dialogue and learning on human rights and labour rights, strengthening participants' understanding of the challenges faced by workers in the informal economy and the mechanisms available to protect their rights. On 29 July 2026, OHCHR supported the Liberia Initiative for Empowerment (LIFE) in delivering a one-day safeguarding and empowerment training focused on strengthening the capacity of project staff, coaches, and mentors to deliver safe, inclusive, and rights-based programming for girls. 25 camp personnel (15 women and 10 men) supporting the proposed Girls’ Empowerment & Sports Camp were in attendance. The LIFE Executive Director thanked OHCHR for the timely initiative, while the OHCHR Country Representative emphasized the importance of creating a safe, inclusive, and rights-based environment for girls and reaffirmed OHCHR’s commitment to the program. During a brief stopover, the UN Resident Coordinator commended the initiative, highlighted the importance of protecting women and girls in sports, and praised the camp organizers. The training facilitated by OHCHR, UNICEF, UN Women, employed interactive presentations, case studies, role plays, and practical exercises to strengthened participants’ knowledge of human rights, child protection, PSEA, gender equality, inclusion, conflict resolution, and youth leadership, helping to ensure a safe and empowering experience for the 66 girls expected to participate in the camp. OHCHR trained 80 youth leaders and civil society representatives in Voinjama, Lofa County, on human rights, advocacy, leadership, public speaking, and digital rights. Conducted in partnership with national institutions and civil society organizations, the training strengthened participants’ capacity to promote and protect human rights, including in the digital space. A key outcome was the advancement of the Digital Human Rights Guidance and Monitoring Tool, both of which will support youth-led monitoring and advocacy across Liberia. From 13–14 July 2026, 40 young human rights defenders and representatives of women-led CSOs and networks, including 14 women and 3 persons with disabilities, received training on human rights, facilitation, and public speaking. While, from 16–17 July 2026, in collaboration with INCHR, the Ministry of Justice (MoJ), and the Ministry of Posts and Telecommunications (MoPT), 40 youth-led CSO representatives, including 15 women and 6 persons with disabilities, received training on digital human rights. On 16 July 2026, the Inter-Agency Programming Team (IAPT) concluded its annual retreat to review current priorities of the United Nations Country Team (UNCT) within the context of the 2026-2030 UN Cooperation Framework (UNCF), and including in light of the current changing financing environment of the level of implementation of the national development agenda (AAID). The participating UN Agencies and members of the Government of Liberia, including the Deputy Minister for Agriculture, the Deputy Minister for Education, Deputy Minister for Decentralization, and Deputy Minister for Posts and Telecommunications, for 3 days (14-16 July) discussed avenues to strengthen cooperation and coordination, develop new approaches to secure new financing sources, decentralization, and the operationalization of the four flagship programs of the UNCF: EduSkills; Adolescent Girls First; Digital Liberia; and SheFeeds Liberia. OHCHR especially contributed to the review of the Digital Liberia flagship program, advocating for a human rights-based approach to design the program to promote rights-holders participation in public affairs through digital transformation, access to information, accountability, privacy, and the protection of fundamental freedoms in digital spaces. OHCHR will keep supporting the integration of human rights principles into the other flagship programs. The conclusions of the IAPT retreat will inform the upcoming UNCT annual retreat. On 7 July 2026, the Ministry of Labour officially recognized and registered the Federation of Informal Sector Workers of Liberia (FISWOL) as a trade union organization, pursuant to Section 34.2(A) of the Executive Law and Chapter 36.1(III B(II) of the Decent Work Act of 2015. The registration represents a significant milestone in strengthening the collective representation and protection of workers in Liberia’s informal economy. OHCHR supported this process through technical assistance, capacity-building engagements, and a legal assessment of Liberia’s labour laws and policies to examine their alignment with international human rights and labour standards. These efforts contributed to strengthening the organization of informal economy workers, the development of an advocacy brief, and enhancing their capacity to advocate for improved working conditions, labour protections, and respect for their rights. FISWOL expressed appreciation for OHCHR’s support and outlined its commitment to consolidating its organizational structures, expanding representation among informal economy workers across Liberia, and advocating for greater access to social protection, decent work opportunities, and effective labour rights protections. OHCHR will continue to provide technical support, capacity-building, and advocacy assistance to FISWOL and relevant stakeholders to strengthen institutional capacity, promote constructive engagement with duty bearers, and advance rights-based dialogue on the protection of workers in the informal economy.

On 17 June 2026, OHCHR facilitated a session on fundamental human rights during the 5th Edition of the Agents of Change Training, organized by the civil society organization Sisters for Sisters in Montserrado County. The two-day training, held from 17–18 June 2026, brought together 20 participants (9 women and 11 men), including community chairpersons, youth leaders, women leaders, religious leaders, and other key stakeholders from the West Point community. The session focused on fundamental human rights, with particular emphasis on diversity and human rights mechanisms, including the Universal Periodic Review (UPR). It concluded with a clarification of key terminologies related to diversity. The OHCHR Country Representative, Christian Mukosa, attended the event and addressed participants, encouraging them to actively engage with the training and become agents of positive change. He also emphasized OHCHR’s commitment to providing technical and advisory support to individuals and institutions working to promote and protect human rights in Liberia and globally. On 10 June 2026, OHCHR attended a reception hosted by the French Ambassador in Monrovia to present the findings of a joint assessment on Burkinabé migrants in Liberia and acknowledge partners following the report’s submission to President Boakai on 27 May 2026.
The report highlights a growing influx of migrants into southeastern Liberia and its strain on resources, security, and social services. The issue has been elevated to Cabinet level as a national priority.
Attendees included government officials, UN agencies, diplomatic missions, and NGOs. The LRRRC presented key findings, while stakeholders emphasized coordinated implementation. The OHCHR Country Representative stressed the need for immediate action on priority areas such as child labour, trafficking, and migrant documentation, an approach widely supported by participants. The UN Human Rights Office (OHCHR) launched two reports and an advocacy brief examining conditions for workers in Liberia’s informal economy, developed in collaboration with government agencies, civil society, and workers themselves. The reports analyze labour laws, working conditions, and awareness levels, highlighting the realities faced by informal workers and supporting Liberia’s National Action Plan on Business and Human Rights.
Liberia’s informal economy employs about 68% of the workforce and plays a major role in the economy, but workers face serious challenges such as unsafe conditions, low income security, weak legal protections, and limited access to social protection and justice. Women, youth, and children are particularly vulnerable.
While Liberia has made progress through laws like the Decent Work Act (2015) and international commitments, there is a significant gap between legal frameworks and their implementation, especially for informal workers. Many lack awareness of their rights—over 72% know little about labour laws—and institutions struggle with weak enforcement capacity.
The reports call for urgent reforms, including stronger legal recognition of informal workers, expanded social protection, improved working conditions, better labour inspections, and gender-responsive policies. OHCHR reaffirmed its commitment to supporting Liberia in building a fair and inclusive labour system where all workers are protected.
