ග්‍රාමීය සංවර්ධනය, ප්‍රජා සවිබලගැන්වීම සහ සිවිල් සමාජ ක්ෂේත්‍රය වෙනුවෙන් දශක ගණනාවක් කැප කළ එතුමා, ශ්‍රී ලංකාවේ සංවර්ධන ක්ෂේත්‍රයට වැදගත් දායකත්වයක් ලබාදුන් ගෞරවනීය සංවර්ධන ක්‍රියාකාරිකයෙකු සහ සමාජ සේවකයෙකු විය. It is with deep sadness that we learn of the passing of Mr. Upali Magedaragamage, a respected development practitioner, rural development activist, and former member of the PALTRA Board of Directors.
He dedicated decades of his life to community empowerment, rural development, civil society, and social transformation in Sri Lanka. As a former PALTRA Board member, he contributed his experience and commitment to the organisation’s values and principles.
On behalf of the PALTRA Board of Directors and team, we extend our deepest condolences to his family, friends, colleagues, and everyone touched by his long years of service.
Rest in peace, Mr. Upali Magedaragamage. Your contribution and legacy will be remembered.
The funeral will be held at Godigamuwa Cemetery at 6.00 p.m. on 6 September 2026. The remains will lie for public viewing at Rohini Farewell Home, opposite the cemetery, in Hall 01 on the ground floor, from the evening of 5 September 2026.

Following our northern and eastern provincial visits, PALTRA expanded its assessment on 20 August 2026 by conducting a targeted Focus Group Discussion (FGD) with key representatives from Polonnaruwa, Puttalam, and Kurunegala.

This session brought together regional partners to evaluate the Praja Abhilasha Network(PA) Network's operational coherence, governing structures, and communication systems across different agricultural and coastal districts. Navigating these diverse regional contexts is crucial to understanding the network’s overall capacity to collaborate on persistent challenges such as climate change and food insecurity.

The insights gathered from these representatives provide a critical baseline for evaluating organizational readiness and identifying systemic gaps across the network's 20 member organizations.

On 18 August 2026, the PALTRA team continued its intensive field consultations, heading to the southern borders of the Praja Abhilasha Network(PA) Network’s operational areas.

The day commenced with a highly interactive Focus Group Discussion (FGD) with the Ragamvila community in Panama. This was followed by a field visit to Janawasa 03 to engage with local rights-holders on the ground.

These community-level dialogues are vital for evaluating how the network's structural initiatives translate into real-world advocacy, land rights protection, and sustainable livelihoods for marginalized groups. Capturing these local realities allows us to assess the network’s institutional effectiveness through a genuine systems-change lens.

We are pleased to share that the PALTRA Guarantee Ltd. consultant team has successfully completed the first phase of field visits for the Praja Abhilasha Network (PA) Network Organizational Assessment (2010–2025). Between 15 and 17 August 2026, our team engaged directly with regional coordinators, animators, and community members in the Northern and Eastern provinces.

🔘 15 August: The field assessment began in the Northern Province with on-site community visits to Vallepadu/Kiranchi and Kankesanthurai (KKS).
🔘 16 August: We facilitated the Northern Province Focus Group Discussion (FGD) at the Rural Labour Organization Office in Jaffna, drawing active participation from district animators and coordinators representing the northern districts.
🔘 17 August: Moving to the Eastern Province, the team conducted a regional FGD in Batticaloa and carried out an afternoon field visit to Asraf Nagar.

By using PALTRA's participatory, trilingual methodology, we are ensuring that the voices of grassroots rights-holders directly inform our evaluation of the network's 15-year impact on human rights and social justice.
