Low Country area of Sri Lanka lay in Galle, Matara and Hambanthota Districts of Southern Province with various Geographical, Economic and Social diversities It’s Western point is Plantation area close to National heritage; Singhara Rain Forest and Deniyaya is the nearest town. The population is Sinhalese, India Originated Tamils and Moors and it is a remote area of 200 km far away from Colombo-
the Capital of Sri Lanka. In the year 2000, the Community Based Organizations (CBOs) of Low Country area engaged in community initiatives in the isolated way. At that moment, Mr: Tim Steel; a British Volunteer from VSO was engaging in community development activities with a similar CBO; Mugunumulla Hydro Power Federation who harnessing power with a village stream for domestic lighting in this grid-off area. He looked into the matter of CBO networking and its advantages with Mr:K.S.Lankathilaka; The initiator of this Micro Hydro Power Project. At the end of several discussions with 30 Sinhala and Tamil women, Youth and Community Organizations, Low Country CBO Consortium was initiated with the following vision & mission and registered as a Non-Governmental Organization in 2002 under NGO management Act of Sri Lanka.
