OfERR's long term perspective is to empower and uplift vulnerable and disadvantaged people in Sri Lanka by finding cutting-edge solutions with emphasis on equity, justice, peace and harmony. OfERR Ceylon was established in Sri Lanka in May 2004. It began its work with a mandate to prepare for the eventual return of refugees from India to Sri Lanka and to work with internally displaced persons affected by the civil war. When the Asian Tsunami struck Sri Lanka at the end of 2004, OfERR Ceylon expanded its work to include humanitarian aid to the eastern part of the country.
