To effectively address technology-facilitated sexual and gender-based violence (TFSGBV), CEJ is conducting a series of capacity-building workshops for police officers around Sri Lanka. With support from the United Nations Trust Fund to End Violence Against Women and the Muslim Women Development Trust (MWDT), the 5th workshop was conducted for 27 police officers in Puttalama on the 7th and 8th May 2026.

ශ්‍රී ලංකාවේ තාක්ෂණය සමඟ බැඳි ලිංගිකත්වය හා සමාජභාවය මත පදනම් වූ ප්‍රචණ්ඩත්වය (TFSGBV) පිළිබඳ වර්ධනය වන සහ බරපතල ගැටලුව විසඳීම සඳහා, CEJ, රට පුරා ධාරිතා ගොඩනැගීමේ වැඩමුළු මාලාවක් පවත්වන ලදී. කාන්තාවන්ට එරෙහි ප්‍රචණ්ඩත්වය අවසන් කිරීම සඳහා වූ එක්සත් ජාතීන්ගේ භාර අරමුදලේ (UNTF) සහ මුස්ලිම් කාන්තා සංවර්ධනය භාරය (MWDT) සහාය ඇතිව, පස්වෙනි වැඩමුළුව මැයි 7 සහ 8 යන දිනවල පුත්තලමහිදී පොලිස් නිලධාරීන් 27 දෙනෙකු සඳහා පවත්වන ලදී.

தொழில்நுட்பம் சார்ந்த பாலியல் மற்றும் பால்நிலை அடிப்படையிலான வன்முறைகள் தொடர்பான விழிப்புணர்வூட்டல் பயிற்சித்தொடரை சமத்துவம் மற்றும் நீதிக்கான நிலையம் இலங்கை முழுவதும் முன்னெடுத்து வருகின்றது. வன்முறைகளை முடிவுக்கு கொண்டுவரும் ஐக்கிய நாடுகளின் நிதியம் மற்றும் 'முஸ்லிம் பெண்கள் அபிவிருத்தி நம்பிக்கையகம்' நிறுவனத்தின் உதவியுடன் ஐந்தாவது பயிற்சிப்பட்டறை 27 பொலிஸ் உத்தியோகத்தர்களுக்காக, புத்தளம் மாவட்டத்தில், மே மாதம் 7 ஆம் மற்றும் 8 ஆம் திகதிகளில் நடைபெற்றது.

To effectively address technology-facilitated sexual and gender-based violence (TFSGBV), CEJ is conducting a series of capacity-building workshops for police officers around Sri Lanka. With support from the United Nations Trust Fund to End Violence Against Women and the Rajarata Praja Kendraya (RPK), the 4th workshop was conducted for 32 police officers in Anuradhapura on the 23rd and 24th of April.

2026ஆம் ஆண்டின் 9ஆம் இலக்க, நுண்நிதி மற்றும் கடன் ஒழுங்குபடுத்தும் அதிகாரசபைச் சட்டத்தை முறையான சமூகக் கலந்தாலோசனையின்றி, அவசரமாக நிறைவேற்றுவதனை எதிர்த்து, இலங்கையின் பல்வேறு சமூகங்களில் இருந்து 4,000க்கும் மேற்பட்ட பெண்கள் தங்களைத் தாங்களே ஒருங்கிணைத்து ஒரு மனுவை தயாரித்து கையொப்பமிட்டனர்.
சுய உதவிக் குழுக்களைச் சேர்ந்த பெண்கள், பல்வேறு வகையான நுண்நிதிக் கடன்கள் குறித்த தங்கள் வாழ்க்கை அனுபவங்களைப் பகிர்ந்துகொள்ள நாடாளுமன்ற உறுப்பினர்களைச் சந்திக்கக் கோரிய போதிலும், அவர்களுக்கு அந்த வாய்ப்பு வழங்கப்படவில்லை.
பெண்களின், குறிப்பாக ஒதுக்கப்பட்ட மற்றும் பாதிக்கப்படக்கூடிய பெண்களின் கண்ணோட்டங்களைப் புரிந்துகொண்டு உள்ளடக்கத் தவறினால், இந்தச் சட்டத்தினால் சூறையாடும் கடன் வழங்கல் மற்றும் வசூல் நடைமுறைகளை அர்த்தமுள்ள வகையில் கையாள வாய்ப்பில்லை.
பெரும்பாலும் சுரண்டல் நிறைந்த நுண்கடன் துறையை ஒழுங்குபடுத்துவதற்கான நடவடிக்கைகளை எடுக்கும் அதே வேளையில், இந்தச் சட்டம் அதீத விதிமுறையின் மூலம் முக்கியமான, திறமையான, சமூக அடிப்படையிலான மற்றும் சமூகத்தால் நிர்வகிக்கப்படும் கடன் வழங்குநர்களை பாதிக்கவோ அல்லது அவர்களைச் சட்டவிரோதமாக்கவோ கூடாது என்பதில் கவனமாக இருக்க வேண்டும்.

ශ්‍රී ලංකාව පුරා විවිධ ප්‍රජාවන් නියෝජනය කරන කාන්තාවන් 4,000කට අධික පිරිසක්, නිසි ප්‍රජා උපදේශනයකින් තොරව 2026 අංක 9 දරන ක්ෂුද්‍ර මූල්‍ය සහ ණය නියාමන අධිකාරී පනත කඩිනමින් සම්මත කිරීමට එරෙහිව පෙත්සමක් කෙටුම්පත් කර අත්සන් තැබීමට ස්වේච්ඡාවෙන් සංවිධානය වූහ. විවිධ ක්ෂුද්‍ර මූල්‍ය ණය දීමේ ක්‍රම පිළිබඳ තමන් ලැබූ සැබෑ අත්දැකීම් බෙදා ගැනීමට ස්වයං උපකාරක කණ්ඩායම්වල කාන්තාවන් පාර්ලිමේන්තු මන්ත්‍රීවරුන් හමුවීමට අවස්ථාව ඉල්ලා සිටියද, ඔවුන්ට ඒ සඳහා අවස්ථාවක් හිමි නොවීය. විශේෂයෙන්ම සමාජයේ කොන් වූ සහ අවදානමට ලක්විය හැකි කාන්තාවන්ගේ දෘෂ්ටිකෝණයන් තේරුම් ගැනීමට සහ ඒවා පනතට ඇතුළත් කිරීමට අපොහොසත් වීම යනු, මෙම පනත මගින් අයථා ණය දීමේ සහ ණය අයකර ගැනීමේ ක්‍රමවේදයන් සඳහා අර්ථවත් විසඳුම් ලැබීමට ඇති ඉඩකඩ ඉතා අඩු බවයි. බොහෝ විට සූරාකෑමේ ස්වභාවයක් ගන්නා ක්ෂුද්‍ර මූල්‍ය අංශය නියාමනය කිරීමට පියවර ගන්නා අතරතුර, අධික ලෙස නියාමනය කිරීම හරහා ඉතා වැදගත් වූත්, ඵලදායී වූත්, ප්‍රජාව විසින්ම කළමනාකරණය කරනු ලබන ණය දීමේ ක්‍රමවේදයන්ට හානි නොකිරීමට හෝ ඒවා තහනම් නොකිරීමට මෙම පනත සැලකිලිමත් විය යුතුය.

Over 4,000 women from communities across Sri Lanka self-organised to draft and sign a petition opposing the expedited passing of the Microfinance and Credit Regulatory Authority Act, No. 9, 2026, without proper community consultation. Women from Self Help Groups asked to meet with parliamentarians to share their lived experience with different forms of microfinance lending; however, they were not given the opportunity. Failing to understand and incorporate the perspectives of women, especially marginalised and vulnerable women, means that the Act is unlikely to meaningfully address predatory lending and recovery practices. While taking steps to regulate the often exploitative microfinance sector, the Act must be careful not to harm or outlaw crucial, effective community-based and managed lenders through over-regulation.

2026ஆம் ஆண்டின் 9ஆம் இலக்க, நுண்நிதி மற்றும் கடன் ஒழுங்குபடுத்தும் அதிகாரசபைச் சட்டத்தை நிறைவேற்றுவதற்கு முன், அரசாங்கம் சிவில் சமூக அமைப்புகள், நிபுணர்கள் மற்றும் பெண்களை உள்ளடக்கிய, பாதிக்கப்பட்டப் பொதுமக்களுடன் அர்த்தமுள்ள கலந்தாலோசனைகளை மேற்கொள்ளத் தவறியது. இச்செயலானது தனிநபர்களை வலுப்படுத்தி பொருளாதார முன்னேற்றத்தை ஏற்படுத்தும் சமூகமட்ட கடன் திட்டங்களின் வெற்றியை அச்சுறுத்துகின்றது.
பெண்கள் உள்ளூர் பொருளாதாரத்தை வலுப்படுத்தவும், கௌரவத்துடன் வாழ்வாதாரங்களை மீண்டும் கட்டியெழுப்பவும், வளமான குடும்பங்களை ஆதரிக்க உதவிய, பல ஆண்டுகளாக முன்னேற்றமான திட்டங்களை இச்சட்டம் செயலிழக்கச் செய்யகின்றது.
மேலும், அவசரமாக சட்டம் இயற்றப்பட்ட செயல்முறை மற்றும் வெளிப்படைத்தன்மையின் பற்றாக்குறையும், பாலியல் இலஞ்சம் உட்பட, தொடர்ச்சியான சுரண்டல் மற்றும் சூறையாடும் கடன் வழங்கும் நடைமுறைகளுக்கு சமூகங்களை பாதிப்புக்குள்ளாக்கும் ஒரு சட்டமாக மாறக்கூடும்.

The government’s failure to ensure meaningful consultations with civil society organisations, experts, and impacted members of the public, including women, before passing the Microfinance and Credit Regulatory Authority Act, No. 9, 2026, threatens the success of community-level credit programmes that empower individuals and enable economic prosperity. Effectively undoing years of progressive programmes that helped women strengthen local economies, rebuild livelihoods with dignity, and support thriving families. Furthermore, the rushed law-making process and lack of transparency may result in a law that leaves communities vulnerable to continued exploitation and predatory lending practices, including sexual bribery.

With support from the United Nations Trust Fund to End Violence Against Women and the Islamic Women's Association for Research and Empowerment (IWARE), the third workshop was conducted for 29 police officers in Batticaloa on the 9th and 10th of April.
