Thoughtful infrastructure and partnerships deliver long-term benefits for communities and the environment.

During her mission to Sri Lanka, UNOPS Global Procurement Director Anne-Claire Howard visited two recently completed projects that highlight how infrastructure and smart procurement can support sustainable development.

She visited the LEED Gold certified headquarters of the South Asia Co-operative Environment Programme (SACEP)🌿, funded by the World Bank Sri Lanka. Designed with energy efficiency and environmental responsibility in mind, the building reflects a shared commitment to greener, more sustainable infrastructure in the region. Beyond the headquarters, UNOPS also supported the management of regional grants across South Asia aimed at reducing plastic pollution entering rivers and seas.

She also visted the 👩‍🔬National Plant Quarantine Services (NPQS) building at the Port of Colombo, funded by 🇰🇷KOICA Sri Lanka Office / 코이카 스리랑카 사무소, UNOPS supported the construction and procurement of a modern facility equipped with advanced technology. The new building will help Sri Lanka carry out faster and more efficient plant import and export inspections, strengthening biosecurity and trade.

UNOPS Global Procurement Director Visits De Soysa Maternal Hospital.🏥🧑🏽‍⚕️

Today, UNOPS Global Procurement Director, Anne-Claire Howard, visited De Soysa Maternal Hospital, accompanied by Charles Callanan, Director of UNOPS South Asia together with Dr. Ajith Dantanarayana, Director, De Soysa Maternity Hospital and his team.

✨De Soysa is Sri Lanka’s first dedicated maternal hospital and only the second in Asia focused exclusively on maternal health. It is one of 30 hospitals that will undergo digital transformation under this phase of the initiative by the Ministry of Health and Mass Media.

🫱🏽‍🫲🏾This initiative is made possible through strong partnerships with the Global Fund and the 🇩🇪 Germany’s Debt2Health initiative. Together with the 🇱🇰 Ministry of Health’s Health Informatics team, UNOPS has completed the implementation of national data centers and continues working toward the primary national digital platform, relevant software and supportive infrastructure

✨This project will enable patient-centered digital health records nationwide and support the digital transformation of a network of 30 hospitals (under this phase).

UNOPS welcomed the new Project Director for the Health Information & Quality Improvement Project, Dr. Vindya Kumarapeli.

Dr. Kumarapeli met with the Director of the UNOPS South Asia
Multi-Country Office, Mr. Charles Callanan, along with the UNOPS team supporting Sri Lanka’s health digitalization initiative.

During the meeting, Dr. Kumarapeli engaged with the team to review progress achieved to date, discuss key challenges, and reflect on lessons learned. She also shared her vision for the next phase of the project, emphasizing the importance of collaboration, sustainability, and delivering long-term impact for Sri Lanka’s health sector.

As of 31 December 2025, UNOPS has ✅completed the implementation of national data centers and continues 📈 working toward the primary national digital platform which will enable the nation's health connectivity and the initial digital transformation of 30 national hospitals across Sri Lanka. This project is funded by the Global Fund under Germany's Debt2Health collaboration.
