Muslim Women's Research And Action Forum - MWRAF MWRAF was started in 1976 by a few Muslim women who gathered to discuss critical Muslim Women’s issues in Sri Lanka.

Later on we evolved as a formal organization in 1986 and registered as an NGO in 1990. In 1978, in the Muslim Women's Organisations there was significant absence of professionals and the idea arose that the women professionals should be invited to be involved with the organisation. In 1978, 9 women got together and formed an informal group calling themselves the Muslim Women's Research Group. The

story of Muslim Women’s Research And Action Forum begins with the need to instill new thinking in the minds of women and men in the Muslim community. The organization was constituted as a formal body in 1986. The reasons behind its formation were the challenging socio-political and cultural context, which denied women in Muslim communities full participation in the development process and the need to move out of the ‘exclusive Muslim identity’ that was being promoted by extremist elements within the community. These twin purposes underpinned our work in the initial years which focused mainly on –
• Muslim personal law reforms – [looking at the law and practice] striving to bring about justice and equity in the implementation process.
• Research and documentation – dissemination of information critical to expanding the knowledge base of the Muslim community [men and women], highlighting the diverse, multi layered and multi faceted nature of work undertaken by muslim women across the country. Overtime there emerged the need to further expand the mwraf constituency through legal literacy training, building a pool of barefoot counselors in selected areas [outside Colombo] setting up the Legal clinic to take up cases of affected women in the appeal courts. Parallel to this, the training and research work extended to displaced communities and war affected regions in the East. The biggest challenge to our work comes in the wake of the escalation of war and violence, polarization and sectarianism. Peacebuilding, reconciliation and co-existence amongst the ethnic communities has become intrinsic to mwraf work. With the onset of the tsunami that swept across the eastern region and ravaged the lives and livelihoods of coastal communities, we had to reckon with the reality of building women’s livelihoods with the hope of building peace from below. The handloom weavers of Maruthamunai, Kalmunai, Pandirrupu, had to virtually pick up the pieces of their traditional weaving occupation. The revival and recovery process was supported by mwraf through the various donors. Today the women weavers are able to support their families and dependents through the weaving industry which is slowly returning to near normalcy. Mwraf is facilitating their recovery, giving them the necessary skills to enhance their potential in design and quality while also motivating them to form into their own women’s cooperative, assert their rights to bargain and further develop their socio-economic status while also emphasising the importance of ethnic co-existence, mutual sharing and understanding.

Training of Trainers on Gender-Based and Domestic Violence Prevention – Ampara
Held simultaneously at Ariyawansa Hotel, Ampara, this workshop focused on empowering selected men and women from five villages. Conducted in Sinhala by resource person Mr. Prema Gamage, the training was highly successful.
Participants were tasked with developing a detailed action plan to address gender-based and domestic violence in their communities, with a commitment to implement these plans over the next three years. To strengthen follow-up and coordination, MWRAF selected a champion from each village to monitor progress and support ongoing efforts.
These trainings underscore MWRAF’s commitment to fostering strong, informed, and proactive community leaders to combat violence and uphold the rights and dignity of women and families in the Ampara district.

Training on the Prevention of Domestic Violence Act (PDVA) – Kalmunai
Held at Bawa Roya Hall, Kalmunai, this two-day session was expertly led by Ms. Shafana Gul Begum, Attorney at Law. Participants included midwives, WDFA agents, counsellors, and child protection officers. The workshop was conducted in Tamil with Sinhala interpretation, ensuring full understanding by all.
Through group discussions and practical exercises, participants shared their experiences handling cases, discussed challenges, and explored solutions within the framework of the PDVA Act. This was MWRAF’s second PDVA workshop in Kalmunai and was very effective in building the capacity of duty bearers to protect victims and promote justice.

Snapshots from our World Environment Day celebration – Thanks to everyone who joined hands to make a difference!

Understanding that our planet is home to over 8 billion people, along with countless other species, highlights the importance of recognizing the vast unpolluted ecosystems that provide us with abundant natural resources. Unfortunately, the inequitable exploitation of these resources and harmful practices stemming from human ignorance have deprived both people and wildlife of essential elements like clean air, water, and soil. If we fail to take action, we risk an alarming temperature rise of 8 to 10 degrees Celsius. To combat this issue, we have partnered with local community, the Department of Education, the Department of Environmental protection, the Police Department and the Department of Disaster Management to organize a significant rally in the Kalmunai region of the Eastern Province of Sri Lanka , with the valuable support of Diakonia Asia.

Menstrual Hygiene | 🌸
Access to safe, affordable menstrual products is still a challenge for many girls and women — a reality we’ve witnessed first-hand during our awareness programs.
🩸 Some girls shared that they miss school during their periods simply because they can’t afford sanitary pads.
🩸 Community women told us that receiving free pads felt like a big relief — a basic need they often had to sacrifice.
Through our initiative, we’ve trained and supported women from vulnerable backgrounds to produce biodegradable sanitary pads — a solution that not only protects the environment but also offers dignity and affordability.
💠 We take the initiative to distribute free pads during awareness sessions and introduce low-cost options to ensure accessibility for all.
💠 We also provide essential menstrual hygiene items — cleaning materials, basic medicine, and other supplies — to support girls’ health and comfort.
💠 Each school is given an illustrated poster on menstrual hygiene to be placed in their washrooms as a daily reminder and guide for safe practices.
Our school and community programs continue to break taboos, share practical knowledge, and empower women and girls to manage their periods with confidence and dignity.
Let’s build a world where menstruation is normal, supported, and never a barrier to education, health, or opportunity.

Workshop on Gender-Based Violence (GBV) and Domestic Violence (DV)
MWRAF recently conducted a highly successful workshop focused on addressing Gender-Based Violence (GBV) and Domestic Violence (DV), with an emphasis on the Prevention of Domestic Violence Act (PDVA) 2005.
The workshop brought together 30 duty bearers from the Ampara district, including Divisional Secretariat, Women Development Officers (WDOs), Civil Society Organization (CSO) representatives, police officers managing women’s desks, Mithuru Piyasa DV/GBV units based in hospitals, and court officials handling DV cases.
The resource person, Ms. Shafana Gul Begum, Attorney-at-Law, delivered the sessions in Tamil, with interpretation in Sinhala for enhanced understanding. The program featured interactive group activities where participants explored real-life inquiries related to DV, discussed the challenges they face, and shared methods to handle cases effectively.
Many participants gained new insights, especially on how to act in certain situations they were previously unaware of. The workshop was an excellent platform for sharing knowledge and building capacity to support DV survivors more effectively.
The event was held at Royale Bawa Hall, providing a conducive environment for learning and collaboration.

TOT for Colombo School Teachers and Principals
As part of the Pathways for Women’s and Girls’ Wellbeing project, we conducted a two-day Training of Trainers (TOT) session on 16th and 17th December 2024 at the ADIC Hall in Colombo. The program brought together approximately 25 participants, including school principals and teachers, from eight schools.

The sessions, led by Dr. Zahra Sarafdeen, shed light on menstrual hygiene management (MHM) and its far-reaching implications. Initially, some participants questioned the need for such a session, considering menstrual hygiene a topic every woman is familiar with. However, by the end of the training, they acknowledged how much there was to learn and the critical gaps in their knowledge.

Key highlights of the training included:

Myths and Taboos: Challenging misconceptions such as avoiding certain foods or activities during menstruation and addressing stigmas that perpetuate silence and shame.
Nutrition and Health: Emphasizing balanced dietary practices during menstruation and debunking food-related myths that can impact girls’ health and development.
Impact on Fertility and Childbirth: Highlighting how poor menstrual hygiene can lead to infections and complications that affect reproductive health.
School Facilities: Discussing the importance of improving washroom amenities, ensuring access to menstrual products, and creating a supportive environment for students.
The training also emphasized the urgent need to incorporate menstrual hygiene education into the school curriculum. By addressing this topic systematically, schools can:

Normalize conversations about menstruation.
Educate students on managing their health and well-being.
Break down social taboos and equip both boys and girls with knowledge to foster understanding and empathy.
Ensure students are better prepared to advocate for their rights to health and dignity.
Interactive group work allowed participants to share their experiences, identify gaps in their schools, and propose actionable improvements. Teachers left with a renewed commitment to advocate for better menstrual hygiene practices and champion the inclusion of MHM in educational programs.

This TOT was an important step toward building awareness and empowering educators to lead change, ensuring schools become safe and supportive spaces for all students.

Empowering Schools for Better Hygiene: A Step Towards Dignity and Well-being
On 24th December 2024, we successfully organized an impactful event at Christa Hall, Kalmunai, with the participation of school principals, zonal directors, teachers, students, and SDS members from 17 schools across the Ampara district.
The event featured an inspiring keynote speech by Dr. Zahra Sarafdeen, who highlighted the critical importance of menstrual hygiene management (MHM) and its role in ensuring the health and dignity of schoolgirls. The event also included valuable contributions from school principals and teachers, who shared their insights on the significance of MHM in schools and its positive impact on students' well-being.
We were honored by the presence of representatives from the MOH, PHI officers, who emphasized the importance of prioritizing MHM in schools and provided additional support to the initiative.
Under our "Pathways for Women’s and Girls’ Wellbeing" project, We provided disinfectant liquids, hand wash, toilet cleaning liquids, brushes, mops, buckets, dustbins, mopping liquids, medicines, menstrual pads and other essential supplies and educational posters designed for girls’ washrooms. Some schools also received support for washroom repairs, including door installations, to improve privacy and functionality.
This collaborative event served as a platform to exchange valuable ideas and foster collective commitment toward creating healthier and more supportive environments for girls.
We extend our gratitude to all participants for their enthusiasm and contributions, making this event a meaningful step toward empowering young girls.

The Community women’s group that worked in a cluster were happily harvesting their recent yield in their community Garden. They say as a result of the training they received from the Agrarian Department and for the support of Diakonia, they were able to utilize the new farming techniques while conserving the environment that gave them a good yield. MWRAF held a two-day program on 28th and 29th September 2024 at the Colombo Ecumenical Institute, focusing on basic counseling skills for our Vernathee Colombo group. The sessions, supported by RFSU, were conducted by Dr. Sarafdeen from Kalmunai Base Hospital. MWRAF successfully conducted its second Training of Trainers (TOT) on Menstrual Hygiene Management (MHM) on 28th and 29th September 2023 at Christa Illam, Kalmunai, supported by RFSU. Led by Dr. Zahra Sarafadeen, the program gathered 31 participants, including school teachers, CSOs, and WDOs, focusing on menstrual care, school hygiene, and safe disposal of pads while challenging menstrual myths. Each participant received a pack of Sinidu Menstrual Pads for feedback, and they are now set to lead awareness programs in their schools and communities, promoting MHM.
