ما أثر "الحرب الخطابية" على المشهد السياسي والأهلي؟ وكيف تعكس سرديات الأحداث خطين متضاربين في النظرة للمواضيع السياسية المطروحة؟

يتناول التقرير الثامن عشر من Trends Watch Alert تصاعد حدّة الخطاب السياسي في #لبنان، الذي بات أقرب إلى لغة #الحرب بما يحمله من صدامية وعنف وتبادل للاتهامات.

🟠 اقتراح العفو العام: مجلس النواب يتراجع أمام "الشارع"

يتناول التقرير السابع عشر من Trends Watch Alert تداعيات إسقاط مشروع قانون العفو العام تحت ضغط الاحتجاجات الشعبية، بعد مسار طويل من النقاشات والجلسات النيابية.

يرصد التقرير التوتّر الذي نجم عن التداول بمشروع القانون بالشكل الذي تبنّته اللجان النيابية، خصوصًا بعدما تبيّن أنّه لم يضمن الإفراج الفوري عن الشيخ أحمد الأسير، ما دفع إلى تحركات وقطع طرقات واعتصامات في عدد من المناطق اللبنانية، بالتزامن مع حالة غضب داخل سجن رومية.

في المقابل، شهدت الساحة تحركات مضادّة من أهالي شهداء عسكريين رفضوا أي عفو عن المتهمين بقتل أبنائهم، ما عكس اتجاهين متناقضين.

🔵 Competing Narratives of Governance and Accountability in Lebanon: The General Amnesty Law and the “Deep State” Concept

This report, the third in the Trend Watch Alert series, which covers the period from 8 to 22 May 2026, examines competing narratives on governance and accountability in through two interconnected debates: the renewed discussion surrounding the general amnesty law which emerged against the backdrop of prison overcrowding, delayed trials, and criticism of the judiciary, and the growing use of the concept of the “deep state” in political and media discourse to explain political stagnation, institutional obstruction, and governance failures.

The report highlights the narratives that emerged around these two issues, emphasizing common framings such as systemic distrust in state institutions, perceptions of institutional capture, and the influence of entrenched interests over governance, justice, and reform processes.

🔵 Gouvernance et responsabilité au Liban : récits concurrents autour de l’amnistie générale et de l’État profond

Ce rapport, troisième d’une série intitulée Trend Watch Alert, couvre la période du 8 au 22 mai 2026. Il analyse les récits concurrents sur la gouvernance et la responsabilité au à travers deux débats liés : d’une part, les discussions autour de la loi d’amnistie générale, dans un contexte de surpopulation carcérale, de lenteurs judiciaires et de critiques envers le système judiciaire ; d’autre part, l’usage croissant de la notion d’« État profond » dans le discours politique et médiatique pour expliquer la stagnation politique, les blocages institutionnels et les défaillances de l’Etat libanais.

Le rapport met en lumière les récits émergents autour de ces deux enjeux, en soulignant des cadres d'analyse récurrents, tels que la méfiance généralisée envers les institutions de l’État, la perception d’une mainmise des intérêts particuliers sur ces institutions, ainsi que leur ingérence dans le fonctionnement de l’État, de la justice et des processus de réforme.

Dans ce rapport, deux études de cas, l’opération sécuritaire de Saqiyat al-Janzir à Beyrouth et une vidéo satirique générée par intelligence artificielle diffusée par LBCI, illustrent comment des événements relativement mineurs ont joué le rôle d’éléments déclencheurs, donnant rapidement lieu à des polémiques à l’échelle nationale, marquées par des récits concurrents, des discours hostiles et une amplification numérique.
