The Friedrich Naumann Foundation for Freedom (FNF) is a German foundation devoted to the promotion of liberal principles and to political education. FNF was established in 1958 by Prof. Theodor Heuss, the first President of the Federal Republic of Germany. The goal of the foundation is to advance the principles of freedom and dignity for all people in all areas of society, both in Germany and abro

ad FNF promotes individual freedom and liberalism in cooperation with local partners through civic education, international political dialogue and political counseling programs. FNF is active in over 60 countries around the world, spanning Europe, Africa, Asia, North and Central America. Within these project countries, our regional offices work to support human rights, rule of law, and democracy. In order to achieve these aims, the foundation seeks to foster both international and transatlantic dialogue through conferences, study tours, and publications, among other means. In addition, the foundation supports local, regional, and national initiatives which advance the rights of minorities, the democratic control of security forces, and the strengthening of international human rights coalitions. FNF Lebanon and Syria promotes liberal thinking and liberal policies in cooperation with local partners by organizing activities of civic education, seminars, conferences, supporting publications, and international political dialogues. We provide political consulting mainly to liberal political parties in order to improve their programmatic basis, their strategic orientation and their political communication with citizens. The reason why we cooperate with political parties worldwide is our belief in election-based democracy.

Lebanon in Transition: War, Reform, Reconstruction

Hundreds of thousands displaced, a destroyed infrastructure in the south, a state at its limit.

The war has pushed Lebanon to the brink of collapse while raising an old question anew: who bears responsibility for security and the future in a country that barely knows its own state?

Lebanon remains a key country in the region. For Europe, its stability or lack thereof has direct consequences.

Can economic interdependence reduce conflict?
Our latest policy brief explores how Lebanon and Syria can transform fragmented border economies into structured systems of trade, production, and investment that raise the cost of instability and create incentives for long-term stability.

Classrooms Without Borders

Part of the Stability Under Fire series on Lebanon’s wartime economy.

As displacement disrupts schooling across Lebanon, the risk is not only interruption, but inequality. Access to education is becoming uneven across regions and communities.

This policy brief shows how the state can preserve equal access without new spending, through administrative action, system coordination, and flexible policies.

The challenge is not only capacity, but coherence.

April 13 is a reminder that the past is never far away. The Lebanese civil war showed how quickly differences can turn into deep fractures when tensions rise and public discourse becomes divisive.

Today, this memory highlights the importance of rejecting polarization and reaffirming that all groups must see themselves as part of the state, working through democratic institutions rather than outside them.

Especially in difficult moments, choosing responsibility and engagement over escalation is essential.

can only be preserved through the solidarity of its people, and can only move forward by learning from its past and placing the country's interest above all else.

Coverage Without Cost 💊

Part of the Stability Under Fire series on Lebanon’s wartime economy 🇱🇧

As displacement reshapes access to healthcare across Lebanon 🚑, gaps are widening between those who can navigate the system and those who cannot ⚖️. Yet the constraint is not only financial 💸❌

This policy brief shows how the state can expand healthcare access without public spending 📊, by mobilizing private providers 🏥, aligning incentives 🤝, and improving coordination across the system 🔗

The issue is not only capacity, but how it is organized 🧩

Part of the Stability Under Fire series on Lebanon’s wartime economy 🇱🇧

As prices surge 📈 and markets grow more volatile, the instinct is often to look for financial solutions 💸. But in Lebanon’s current context, the state’s most effective tools may not be fiscal.

This policy brief shows how regulation, enforcement, and transparency ⚖️ can stabilize prices and protect consumers — even without public spending. From price visibility 👀 to stronger market oversight, governance remains a powerful lever.

Because inflation is not only an economic issue — it’s a governance challenge.

Part of the Stability Under Fire series on governing under constraint ⚖️🔥

As displacement increases across Lebanon 🇱🇧, responses remain fragmented, with responsibility often shifting away from the state. But fiscal constraint does not mean institutional paralysis 🚫🏛️

This policy brief shows how the Lebanese government can lead the displacement response without new spending 💡, by repurposing public assets 🏢, coordinating actors 🤝, and creating transparent systems 🔍 that restore accountability.

The challenge is not resources, but governance 🧭

Stability Under Fire: Governing Lebanon’s Wartime Economy 🇱🇧

In the midst of war, what can the state still do?

This policy brief series explores how Lebanon can act under extreme fiscal constraint 💸, using governance tools rather than public spending. Anchored in the idea of Governing Under Constraint, it highlights practical, no-cost measures to stabilize systems ⚖️ and maintain access to essential services 🏥📚.

The series follows two tracks:
* Immediate wartime responses to manage disruption ⚠️
* Post-war actions to support recovery from day one 🔄

Across displacement 🏚️, prices 📈, healthcare 🏥, and education 📚, the core message is clear: the challenge is not only financial. Even in collapse, the state retains the capacity to act — if it governs effectively.

Stay tuned to explore the full series 👀
