The Invisible Majority: Displacement Outside Formal Shelters in Lebanon

When we think about , we often think about . But in , the majority of displaced people are not living in shelters at all.

An estimated 86–87% of displaced populations are staying in rented apartments, with host families, or in informal arrangements, often with limited visibility and inconsistent access to support. Meanwhile, systems remain largely designed around shelter-based assistance.

This brief explores the growing gap between where displaced people actually live and how assistance is delivered, highlighting the challenges faced by those who remain largely unseen by formal systems.

Community-led crisis recovery initiatives - Bekaa | المجتمع يقود مبادرات التعافي من الأزمات - البقاع

من خلال نهج الاستجابة بقيادة الناجين والمجتمعات المحلية (sclr)، بالشراكة بين بسمة وزيتونة وكافود، تحوّلت 21 مبادرة مجتمعية في #البقاع إلى خطوات عملية قادها أفراد المجتمع، وجمعت بين السكان والمتطوعين ومنظمات المجتمع المدني والبلديات لمواجهة التحديات وتعزيز تماسك مجتمعاتهم.

ومن تطوير المساحات العامة وخلق فرص لمشاركة الشباب، إلى تعزيز التعاون والقيادة المحلية، تُظهر هذه المبادرات قدرة المجتمعات على تحديد أولوياتها وصناعة التغيير الذي تحتاجه.

يوثّق هذا الفيديو أثر مشروع "المجتمع يقود مبادرات التعافي من الأزمات" في برّ إلياس والمرج - البقاع، ويُسلّط الضوء على كامل العملية من مرحلة الاختيار وحتى تنفيذ المبادرات المجتمعية.

Through the Survivor and Community-Led Response (sclr) approach, in partnership between Basmeh & Zeitooneh and CAFOD, 21 community initiatives in the transformed local ideas into action, bringing together community members, volunteers, civil society actors, and municipalities to address local challenges and strengthen community resilience.

From improving public spaces and creating opportunities for youth engagement to fostering collaboration and local leadership, these demonstrate the power of to identify their own priorities and lead meaningful change.

This video documents the impact of the Community-Led Crisis Recovery Initiatives project in Bar Elias and Mar - Bekaa, highlighting the full process from selection through to implementation of the community initiatives.

Urgent Financial Support and Advocacy needed

Lebanon is facing a new level of urgency. Despite the so-called ceasefire, continues to escalate, is rising, and civilians, shelters, hospitals, first responders, and humanitarian workers remain under growing threat. Evacuation orders have affected at least 122 villages across the South and Bekaa, while many families are left on the streets as shelters reach or exceed capacity.

Today, urgent financial support and advocacy are needed more than ever. Displaced families urgently need food assistance, hygiene kits, core relief items, baby supplies, kitchen equipment, seasonal items, and support to host communities. We call on our partners, allies, and supporters to stand with Lebanon by helping protect civilians, safeguarding humanitarian access, and ensuring that affected families receive the assistance and dignity they deserve.

Our ongoing has supported displaced families across all areas since March 2, 2026, including Beirut, Mount Lebanon, Akkar, North Lebanon, Bekaa, and South Lebanon.

ضمن جهودنا في مجال العمل الاستباقي تحسّبًا لاستمرار #النزوح في #لبنان، ولتقديم الدعم المبكر للعائلات المتضررة من الحرب بشكل مستمرّ، قام فريق بسمة وزيتونة باتخاذ ترتيبات استباقية لتوزيع حصص غذائية يومي الجمعة 22 والسبت 23 أيّار 2026، بالإضافة إلى فرشات ووسائد للعائلات النازحة من المناطق المستهدفة في البقاع الغربي وجنوب لبنان إلى منطقة جب جنين في #البقاع، بهدف المساهمة في تلبية احتياجاتها الأساسية فور وصولها.

كما قدّم الفريق أجهزة كهربائية أساسية شملت برّادين، وغسالتين، وفريزرًا واحدًا لاثنين من مراكز الإيواء الجماعية التي تستضيف عائلات نازحة، وذلك للمساهمة في حفظ المواد الغذائية والأدوية، وضمان الحد الأدنى من شروط النظافة في ظل ظروف الإقامة المكتظة، والحد من المخاطر الصحية المتوقعة مع ارتفاع درجات الحرارة واقتراب فصل الصيف.

نُفِّذت هذه الأنشطة ضمن مبادرة "العمل الاستباقي بقيادة محلية"، بتمويل من DEC وبالتعاون مع Christian Aid وCAFOD وHelpAge / Age International. وتُبرز هذه التدخلات المبكرة، التي تقودها الجهات المحلية، كيف يمكن للاستجابة الاستباقية أن تسهم في الحد من المخاطر، وصون كرامة المتضررين، والتخفيف من آثار النزوح على العائلات الأكثر هشاشة داخل مراكز الإيواء وخارجها قبل تفاقم الأوضاع.

As part of our anticipatory action to foreseen repeated in and to provide early support to families repeatedly affected by the war, Basmeh & Zeitooneh’s team made proactive arrangements to distribute food parcels on Friday, May 22, and Saturday, May 23, 2026, in addition to mattresses and pillows for families being displaced from targeted areas in Western Bekaa and South Lebanon to Jeb Jennine in the , helping to immediately meet their needs upon arrival.

The team also provided essential electrical appliances, including 2 refrigerators, 2 washing machines, and 1 freezer, to two collective shelters hosting displaced families, helping to preserve food items and medication, and to ensure hygiene in cramped living conditions and mitigate predictable health risks ahead of rising temperatures as summer approaches.

These actions were implemented under the "Locally Led Anticipatory Action" initiative, funded by Disasters Emergency Committee (DEC) in cooperation with Christian Aid, CAFOD, and HelpAge International / Age International. These actions demonstrate how early, locally led interventions can reduce risk, protect dignity, and ease the impact of displacement on vulnerable families living inside and outside of shelters before conditions worsen.
