The Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Ministry of Economy and Trade (MoET), have organized a National Roundtable Meeting on Monday, February 16, 2026, at the conference room at the Grand Serail within the framework of the project: "National Policy Dialogues for Reforms: Socio-Economic Policy Dialogue in Lebanon".

The meeting was an occasion where the project prominent and senior experts have presented their final findings on the topics of “1) Mechanisms to Re-activate the Special Economic Zones (SEZs) and 2) Pension System Reform.”

The meeting brought together at the opening session, Norwegian Ambassador in Lebanon H.E. Hilde Haraldstad, Minister of Economy and Trade H.E. Dr. Amer Bsat, and Dr. Antoine Messarra from LFPCP.

The Ministers; Joe Issa el khoury, Kamal Shehade, Charles Hage, Mohammad Haidar, Haneen el Sayed, and the MPs; Fadi Alame, Farid el Boustany, and Alain Aoun have contributed to the different sessions at the meeting.

A Number of Ministers, Parliamentarians, Representatives of Governmental Entities, Judges, Lawyers, Chambers of Commerce, Entrepreneurs, Business Leaders, Experts, Academia and Civil Society Organizations participated and contributed at the discussions of the workshop.

Note that this project is with the support of the Norwegian Embassy in Lebanon.

The Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Ministry of Economy and Trade (MoET), have organized a National Roundtable Meeting on Monday, February 16, 2026, on the topics of “1) Mechanisms to Re-activate the Special Economic Zones (SEZs) and 2) Pension System Reform.” The event was held in the conference room at Grand Serail in Beirut, and brought together at the opening session, Norwegian Ambassador in Lebanon H.E. Hilde Haraldstad, Minister of Economy and Trade H.E. Dr. Amer Bsat, and Dr. Antoine Messarra from LFPCP.

The 1st Panel was titled: Mechanisms to Re-activate the Special Economic Zones (SEZs). It was moderated by MP Dr. Fadi Alame, and included the Minister of Technology H.E. Dr. Kamal Shehade, Minister of Industry H.E Mr. Joe Issa el Khoury, Minister of Telecom H.E. Mr. Charles Hage, and the head of the parliamentary committee on commerce and trade H.E. Dr. Farid Boustany.

The 2nd Panel was titled: Mechanisms for Pension System Reform. It was moderated by MP H.E. Alain Aoun, and included the Minister of Labor H.E. Dr. Mohammad Haidar, Minister of Social Affairs H.E. Mrs. Haneen El Sayed, and the regional representative of ILO in MENA Mrs. Ruba Jaradat.

Also Dr. Hassan Dennaoui Chair of TSEZ had provided a detailed presentation on the Tripoli Special Economic Zone, and Mr. Sami Zoughaib had provided a detailed presentation on the reforms needed for the Pension System in Lebanon.

A number Ministers, Parliamentarians, representatives of governmental entities, judges, lawyers, chambers of commerce, entrepreneurs, business leaders, experts, academia and civil society organizations participated and contributed at the discussions of the workshop.

This National Roundtable Meeting was organized within the framework of the project titled "National Policy Dialogues for Reforms: Socio-Economic Policy Dialogue in Lebanon. This project is with the support of the Norwegian Embassy in Lebanon.

نظمت المؤسسة اللبنانية للسلم الأهلي الدائم و وزارة العدل يوم الاربعاء في 17 كانون الاول 2025، جلسة نقاش وحوار عن "اللامركزية الادارية الموسعّة: ما أهميتها؟ وما المنهجية المقترحة؟ وهل من ضرورة لها اليوم من الناحية الإنمائية او الإجتماعية او السياسية؟ " وذلك ضمن مشروع "بناء مستقبل لبنان: مقاربة متعددة الاتجاهات لبناء الدولة والتعافي"، وذلك بحضور ومشاركة معالي وزير العدل الاستاذ عادل نصار، وسعادة النواب: طوني فرنجية، سامي الجميل، وجيمي جبور، و رئيس ديوان المحاسبة القاضي محمد بدران، وعدد من القضاة الحاليين والسابقيين، محاميين، وخبراء قانونيين ومنظمات المجتمع المدني.
يذكر أن المؤسسة اللبنانية للسلم الأهلي الدائم تنظم سلسلة من اللقاءات الحوارية في السياسات العامة مع اللجان النيابية و الوزارات وكافة المعنيين من القطاعات المختلفة.

The Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Ministry of Justice has organized a 2nd Round table discussion meeting at the Conference Room at the Ministry of Justice on Wednesday 17th of December 2025 on “Political / Constitutional Reforms” with the participation of the Minister of Justice Maitre Adel Nassar, MP Samy Gemayel, MP Tony Frangieh, MP Jimmy Jabbour, President of the Audit Court Judge Mohammad Badran, in addition to a number of constitutional and State Judges, experts, Academia, International organizations and civil society organizations.

The Project Expert(s) had presented the situational analysis and steps needed as well as the recommendations on: the implementation of the Decentralization as per the Taif Agreement - Challenges and Pathways, and a discussion followed on it.

This Round table meeting is within the framework of the project titled; "Building Lebanon’s Future: A Multi-Sector Approach to State-Building and Recovery".

The Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Ministry of Justice has organized the 1st Round table discussion meeting at the Conference Room at the Ministry of Justice on Friday 12th of December 2025 on “Political / Constitutional Reforms” with the participation of the Minister of Justice Maitre Adel Nassar, MP Samy Gemayel, MP Marwan Hamade, MP Melhem Khalaf, MP Cesar Abou Khalil, President of the State Council Judge Youssef Gemayel, in addition to a number of constitutional and State Judges, experts, Academia, International organizations and civil society organizations.

The Project Expert(s) had presented the situational analysis and steps needed as well as the recommendations on: the implementation of the Article 95 of the Lebanese Constitution and Establishing of a new Senate House as per Taif Agreement - Challenges and Pathways, and a discussion followed on it.

This Round table meeting is within the framework of the project titled; "Building Lebanon’s Future: A Multi-Sector Approach to State-Building and Recovery".
