تخيّل أن تُستدعى إلى المحكمة بسبب رسائل سبّ وقذف أُرسلت من رقم مسجّل باسمك، رغم أنك لم ترسلها يوماً.

هذه ليست قصة افتراضية، بل واقعة حدثت فعلياً في مصر، وتتقاطع مع ما كُشف مؤخراً عن تسجيل خطوط هاتف بأسماء مواطنين من دون علمهم، ما دفع الجهاز القومي لتنظيم الاتصالات إلى إحالة شركات المحمول الأربع إلى النيابة العامة.

لكن الحل الذي طُرح لمعالجة هذه الثغرات فتح نقاشاً أكثر حساسية تجاه الخصوصية، إذ تمثّل بالتحقق البيومتري.

شاركت منظمة "سمكس"، بصفتها شريكاً للهيئة الوطنية لحقوق الإنسان، في اللقاء التشاوري الذي نظمته الهيئة يوم أمس الخميس، تحت عنوان "أثر انضمام لبنان إلى اتفاقية منظمة العمل الدولية بشأن العمل اللائق في اقتصاد المنصات الرقمية"، بمشاركة عدد من الشركاء وجمعيات المجتمع المدني.

وخصص اللقاء لمناقشة التحولات المتسارعة التي يشهدها اقتصاد المنصات الرقمية، وانعكاساتها على حقوق العاملين في قطاعات متعددة، من بينها النقل والتوصيل، والخدمات المنزلية والمهنية، والرعاية، والخدمات الرقمية، والعمل الحر المنجز عبر الإنترنت.

وخلال اللقاء، شدد مدير برنامج الإعلام في "سمكس"، عبد قطايا، على أن حماية العاملين عبر المنصات لا تكتمل من دون حماية بياناتهم الشخصية وخصوصيتهم الرقمية. وأوضح أن المنصات تجمع كميات واسعة من البيانات المتعلقة بالموقع الجغرافي، والحركة، وساعات العمل، وأنماط السلوك والتواصل، والتقييمات، مشيراً إلى أن هذه البيانات قد تُستخدم لبناء ملفات رقمية تؤثر في توزيع المهام والدخل وتصنيف العاملين وحتى في استمرارهم في العمل.

وأكد قطايا ضرورة التزام المنصات بمبادئ الضرورة والتناسب وتحديد الغرض عند جمع البيانات ومعالجتها، إلى جانب ضمان حق العاملين في الوصول إلى بياناتهم وتصحيحها، ومعرفة كيفية استخدامها والجهات التي تتم مشاركتها معها.

ويأتي اللقاء في أعقاب اعتماد اتفاقية منظمة العمل الدولية رقم 193 لعام 2026، خلال مؤتمر العمل الدولي في جنيف، والتي تمثل أول معاهدة دولية ملزمة تُعنى بصورة شاملة بتوفير الحماية القانونية والاجتماعية للعاملين عبر المنصات الرقمية.

Your family's WhatsApp group is full of the things algorithms struggle to understand: your Arabic dialect, sarcasm, cultural references, and inside jokes only this group can understand.

But as the EU extends Chat Control 1.0, automated systems used to scan private communications could misinterpret exactly these kinds of conversations, putting communities, like the Arabic-speaking community and other minority language users at greater risk of false positives and unjustified restrictions.

Parliament's decision to refer the draft law establishing a Ministry of Artificial Intelligence and Technology for further review is an opportunity that should not be wasted.

If Lebanon wants to engage with AI, it must do so through accountable governance, not by concentrating broad powers in a single ministry. Without strong data protection laws, reliable digital infrastructure, and meaningful public participation, institutional expansion risks deepening existing governance challenges instead of solving them.

أطلقت وزارة الإعلام السورية مشاورات لإعداد مسودة قانون إعلام جديد، لكن العملية أثارت تساؤلات بشأن شمولية المشاركة، إلى جانب مخاوف من أن تُفرز هذه المشاورات عن قانون يحدّ من حرية الإعلام.

"الاتصالات والخدمات الرقمية تُعد حقاً أساسياً من حقوق الإنسان، ولا ينبغي التعامل معها كضريبة غير مباشرة".

هذا ما أكده مدير قسم الإعلام في "سمكس"، عبد قطايا، خلال مشاركته في لقاء مفوض الأمم المتحدة السامي لحقوق الإنسان، فولكر تورك، مع ممثلي وممثلات المجتمع المدني في بيروت.
وخلال اللقاء، شدد قطايا على أن "مبادرات الذكاء الاصطناعي في لبنان، شريطة البدء بتطوير البنية التحتية كخطوة أولى تفتح المجال أمام خطوات أخرى".

"Technology has never been valuable simply because it was new." - Mohamad Najem, SMEX's Executive Director.

Throughout history, societies embraced new technologies because they solved real problems, improved people's lives, expanded opportunities, and strengthened public institutions.

Today, however, AI is increasingly being adopted because it is seen as innovative or inevitable, not always because it serves the public interest. Governments and companies are deploying AI systems at scale, often without sufficient transparency or oversight.

Technology was meant to serve people. Has AI changed that principle?

"سمكس" مشاركة في اجتماع "اللجنة الوزارية لترشيد استخدام الأطفال للإنترنت"

شاركت منظمة "سمكس" بصفتخا عضواً باللجنة الوزارية المشتركة المُكلفة إعداد الخطة الوطنية الشاملة لترشيد استخدام الأطفال للإنترنت وتطبيقاته، في الاجتماع الأوّل للجنة. وتناول الاجتماع عرض أهداف اللجنة وآلية عملها، والإطار العام لإعداد الخطة الوطنية، بدعوة من وزارة الإعلام اللبنانية.

وأشار المتحدّث في الاجتماع، عبد قطايا من "سمكس" إلى أنه "يجب تعزيز إجراءات حماية سلامة الأطفال على الإنترنت دون وضع حظر شامل، وذلك بسبب المخاوف التي تتعلق بانتهاك الخصوصية، تقييد الحقوق الأساسية، وصعوبة التنفيذ العملي". وأكّد إلى أن "الحل الأمثل يكمن في التمكين الرقمي بدلاً من معاقبة المستخدمين وعزلهم".

وكانت نقاشات الحاضرين والحاضرات مثمرة وغنيّة بالأفكار والمقترحات، حتّى أنّ بعض المؤسسات بدأت بالفعل بمثل هذه المجهودات، مما يتطلّب التنسيق بين مختلف أصحاب المصلحة المتعدّدين.

وفي السياق، تؤكد "سمكس" أنّها تواصل جهودها في العمل على سياسات رقمية تضع حقوق الإنسان أوّلا، كذلك السعي لحماية الاطفال عبر الانترنت من دون المساس بحقوقهم الرقمية، بما يضمن حقّهم بالخصوصية والوصول إلى المعلومات والمشاركة الآمنة عبر الإنترنت.
