مشروع موازنة 2027 يرفع الإيرادات 14.2%، مدفوعًا بزيادة الإيرادات الضريبية 20.2%، مقابل تراجع ال الإيرادات غير الضريبية 12.2%.

وفيما يبقى العجز المعلن «صفراً» على الورق… يبقى السؤال: من يدفع كلفة التوازن؟

💰 Higher revenues… and higher taxes.

The 2027 draft budget increases revenues by 14.2%, driven by a 20.2% rise in tax revenues, while non-tax revenues decline by 12.2%.

And while the declared deficit remains “zero” on paper, the question remains: Who will bear the cost of balancing the budget?

On the government’s agenda today are files ranging from draft laws and legislative proposals to agreements, grants, financial matters, and administrative issues.

They include increasing Lebanon’s contribution to the capital of the European Bank for Reconstruction and Development, cooperation agreements with countries and international organizations, grants to security institutions and municipalities, as well as files related to energy, healthcare, and internal security.

🚌 20 حافلة نقل عام كهبة من سلطنة عُمان إلى لبنان.

يناقش مجلس الوزراء طلب وزارة الأشغال العامة والنقل الموافقة على قبول الهبة لصالح مصلحة سكك الحديد والنقل المشترك، مع إعفاء الحافلات من الضرائب والرسوم الجمركية كافة.

فهل تدخل الحافلات قريبًا في الخدمة وتدعم قطاع النقل العام في لبنان؟

🚌 20 public transport buses as a grant from the Sultanate of Oman to Lebanon.

The Council of Ministers is set to discuss a request by the Ministry of Public Works and Transport to approve the grant for the Railway and Public Transport Authority, with the buses exempted from all taxes and customs duties.

Will these buses enter service soon and help strengthen Lebanon’s public transport sector?

📱 مهلة جديدة من وزارة الاتصالات لتسوية أوضاع أجهزة لا تستقبل رسائل SMS تلقائيًا.

القرار يشمل أجهزة مثل إنترنت الأشياء (IoT)، المودم والراوتر، أجهزة GPS والتتبّع وغيرها من الأجهزة المخصّصة لاستخدامات تقنية أو مهنية، ويمنح الشركات المعنية 30 يومًا لاستكمال إجراءات التفعيل.

⚠️ المهلة لا تعفي من الرسوم أو المستندات أو الشروط المطلوبة.

📱 A new deadline from the Ministry of Telecommunications to regularize devices that do not automatically receive SMS messages.

The decision covers devices such as Internet of Things (IoT) equipment, modems and routers, GPS and tracking devices, and other devices intended for technical or professional use. Companies concerned are granted 30 days to complete the activation procedures.

⚠️ The deadline does not exempt them from any required fees, documents, or conditions.

🌿 حوافز بيئية موجودة منذ سنوات… لكن تطبيقها بقي محدودًا.

المصلحة الوطنية لنهر الليطاني طالبت وزيري المال والصناعة بتفعيل وتوحيد الحوافز الضريبية والجمركية للمؤسسات الصناعية الملتزمة بيئيًا، وربط الاستفادة منها بخطط معالجة معتمدة ونتائج قابلة للقياس في خفض التلوّث.

ولا يتعلّق الأمر بإعفاءات جديدة، بل بتفعيل ما أقرّه قانون حماية البيئة رقم 444/2002 والمرسوم رقم 167/2017، بهدف جعل الالتزام البيئي خيارًا اقتصاديًا مجديًا للصناعات.

🌿 Environmental incentives have existed for years… but their implementation has remained limited.

The Litani River Authority called on the Ministers of Finance and Industry to activate and standardize tax and customs incentives for environmentally compliant industrial institutions, while linking eligibility to approved treatment plans and measurable results in reducing pollution.

This is not about introducing new exemptions, but rather activating incentives already established under Environmental Protection Law No. 444/2002 and Decree No. 167/2017, with the aim of making environmental compliance an economically viable choice for industries.

💱 مصرف لبنان يعيد تنظيم عمل مؤسسات الصرافة، محدّدًا شروط الترخيص والخدمات المسموحة لكل فئة، مع حظر ممارسة الصرافة أو الإعلان عنها من دون ترخيص مسبق.

ويشمل القرار شروطًا تتعلّق بأهلية المؤسسين، وخدمات تتطلّب تراخيص إضافية وزيادة في رأس المال.

💱 Banque du Liban is reorganizing the work of exchange institutions, setting licensing requirements and defining the services allowed for each category, while prohibiting exchange activities or advertising them without prior authorization.

The decision also sets conditions related to the eligibility of founders, as well as services that require additional licenses and increases in capital.
