Première Urgence Internationale is a non-profit, non-political, non-religious international NGO.

Present in Lebanon since 2003, Première Urgence Internationale is currently implementing a wide range of activities related to health, protection, shelter and livelihoods, in an integrated approach. Projects are implemented in the governorates of Akkar, North Lebanon, Beirut, Mount Lebanon, South Lebanon and Nabatieh. The NGO operates from two bases located in Halba (Akkar governorate) and Saida (

South Lebanon governorate) while the coordination is located in the capital of the country, Beirut. PUI supports 35 primary health care centers across Lebanon through the implementation of the Flat Fee Model (FFM), enabling individuals of all nationalities, communities and religions to access primary health care services (consultations, LIDT, chronic top up medication, radiology and tests, etc…) in exchange for 3,000 LBP, while PUI subsidizes the remaining costs. Through this approach, PUI aims to promote social cohesion, reduce barriers to access health services and increase health and hygiene awareness of the population in the targeted areas. In the framework of its health action, PUI also contributes to the national response against the COVID-19 pandemic through the provision of personal protective equipment (PPEs) and hygiene kits to persons of concern. Finally, PUI is also working towards the development and implementation of the long-term primary healthcare subsidization protocol (LPSP), a harmonized safety net led by the MoPH, which will be implemented in all the primary healthcare centers within the network in the coming years. Moreover, PUI addresses the shelter needs of the vulnerable populations in Lebanon through a two-phased shelter rehabilitation modality, aiming to ensure adequate living conditions for vulnerable households, while taking into account protection risks and adopting all the adequate measures to mitigate risks of abuse, exploitation and gender-based violence. PUI also ensures the rehabilitation of its supported primary health care centers when needed in order to enhance their accessibility and better respond to the patients’ needs. PUI responds as well to the protection needs identified among vulnerable populations in the targeted areas through a wide range of activities including the provision of emergency cash assistance, cash for rent, social counselling and case management. These activities aim at responding and mitigating immediate protection risks/threats including exposure to abuse/violence, tenancy security, psychosocial distress and lack of accessibility to needs and services. Finally, in the framework of its livelihoods’ activities, PUI supports vulnerable farmers and gardeners through the distribution of inputs (seeds, fertilizers), agricultural kits, and the rehabilitation of greenhouses. Several training on good agricultural practices including the use of pesticides are also delivered to the supported individuals in collaboration with the Lebanese Agricultural Research Institute (LARI).

قصة فادية: الأمومة الآمنة في ظل النزوح
لا يزال النزوح الجماعي وتصاعد النزاع والمصاعب الاقتصادية تؤثر بشدة على صحة المراة المستضعفات في لبنان.
فادية، البالغة من العمر 21 عامًا وأم لطفلين، نزحت من محافظة النبطية إلى محافظة جبل لبنان خلال اشتداد النزاع عام 2026. ومثل العديد من العائلات التي أُجبرت على مغادرة منازلها، وصلت إلى بيئة غير مألوفة، حيث واجهت مصاعب مالية كبيرة وحالة من عدم اليقين. ظل الحصول على سكن مستقر وتلبية الاحتياجات الأساسية لعائلتها صراعًا يوميًا في أعقاب النزوح.
خلال المراحل الأخيرة من حملها، عانت من ضغوط شديدة بسبب ارتفاع تكلفة الولادة في المستشفى، ومحدودية الوصول إلى الرعاية، وتزايد الضعف الطبي، وتدهور الوضع الأمني الناجم عن الصراع المستمر.
بفضل الدعم المالي من المساعدات الإنسانية للاتحاد الأوروبي، تمكنت فادية من الحصول على خدمات الولادة الآمنة وتخفيف العبء المالي للرعاية الأمومية.
وأنجبت فادية طفلتها بسلام في مستشفى مدعوم من منظمة الاغاثة الأولية الدولية، حيث تم تغطية تكاليف الولادة بالكامل. ومكّنها هذا الدعم من الحصول على الرعاية الصحية الأساسية للأمهات وضمن لها ولادة آمنة على الرغم من الصعوبات التي تسبب بها النزوح والأزمة المستمرة.
تستحق كل امرأة الرعاية الصحية للأمهات، حتى في أكثر حالات الطوارئ خطورة.

Fadia’s Story: Safe Motherhood Amid Displacement
Mass displacement, intensified conflict, and economic hardship continue to severely impact maternal health for vulnerable women in Lebanon.
Twenty-one-year-old Fadia, a mother of two, was displaced from Nabatieh Governorate to Mount Lebanon Governorate during the 2026 conflict. Like many families forced to flee their homes, she arrived in an unfamiliar setting facing significant financial hardship and uncertainty. Securing stable housing and meeting her family’s basic needs remained a daily struggle in the aftermath of displacement.
During the final stages of her pregnancy, she experienced severe stress due to the high cost of hospital delivery, limited access to care, heightened medical vulnerability, and the deteriorating security situation resulting from the ongoing conflict.
With funding support from the EU Civil Protection & Humanitarian Aid, Fadia was able to access safe childbirth services and reduce the financial burden of maternal care.
Fadia safely gave birth to her baby girl at a PUI-supported hospital, where delivery costs were fully covered. This support enabled her to access essential maternal healthcare and ensured a safe delivery despite the hardships brought on by displacement and the ongoing crisis.
Every woman deserves maternal care, even in the most critical emergency settings.

28 May marks Menstrual Hygiene Day and the International Day of Action for Women’s Health calling attention to menstrual health as a fundamental right for all women and girls.

In Lebanon, escalating displacement and worsening economic conditions in 2026 continue to deepen period poverty, limiting access to essential menstrual hygiene products and services among vulnerable and crisis-affected communities.

With the support of donors, Première Urgence Internationale provides integrated health and emergency interventions to address menstrual health and hygiene needs across the governorates of Akkar, North Lebanon, Beirut and Mount Lebanon, South Lebanon, Nabatiyeh, and Baalbek-Hermel.

Since the onset of the conflict in Lebanon in March 2026, PUI has provided:

🩸PUI distributed over 1,500 Female Hygiene Kits and Menstrual Hygiene Management (MHM) kits.

👩‍⚕️ PUI reached over 250 women and girls through menstrual hygiene management awareness sessions.

📢 PUI conducted awareness-raising and sensitization activities to promote safe hygiene practices, reduce stigma, and strengthen dignity, health, and well-being.

Every woman and girl deserves dignity, safety, and the right to manage her menstrual health without barriers or stigma.

يصادف يوم ٢٨ مايو «يوم الصحة النسائية» و«اليوم الدولي للعمل من أجل صحة المرأة»، اللذين يسلطان الضوء على الصحة النسائية باعتبارها حقاً أساسياً لجميع النساء والفتيات.

وفي لبنان، لا يزال تفاقم النزوح وتدهور الأوضاع الاقتصادية في عام ٢٠٢٦ يؤديان إلى تفاقم «فقر الدورة الشهرية»، مما يحد من حصول المجتمعات الضعيفة والمتضررة من الأزمات على منتجات وخدمات النظافة الصحية الأساسية.

وبدعم من المانحين، تقدم منظمة الاغاثة الأولية الدولية تدخلات صحية وطوارئ متكاملة لتلبية احتياجات الصحة والنظافة أثناء الدورة الشهرية في محافظات عكار، وشمال لبنان، وبيروت وجبل لبنان، وجنوب لبنان، والنبطية، وبعلبك-الهرمل.

منذ اندلاع النزاع في لبنان في آذار ٢٠٢٦، قدمت منظمة الاغاثة الأولية الدولية:

🩸وزعت منظمة الاغاثة الأولية الدولية أكثر من ١٥٠٠ مجموعة من مستلزمات النظافة النسائية ومستلزمات إدارة النظافة أثناء الدورة الشهرية
👩‍⚕️ وصلت منظمة الاغاثة الأولية الدولية إلى أكثر من ٢٥٠ امرأة وفتاة من خلال جلسات توعية حول إدارة النظافة أثناء الدورة الشهرية

📢 قامت منظمة الاغاثة الأولية الدولية بأنشطة توعية وتثقيف لتعزيز ممارسات النظافة الآمنة، والحد من الوصم، وتعزيز الكرامة والصحة والرفاهية.

تستحق كل امرأة وفتاة الكرامة والأمان والحق في إدارة صحتها أثناء الدورة الشهرية دون عوائق أو وصف بالعار.

Across the country, large-scale displacement is deepening an already fragile humanitarian situation. Tens of thousands of women and girls have been forced to flee their homes and are facing growing health risks as access to pregnancy care, family planning, and other essential health services is disrupted. Their situation was made worse by poor sanitation and lack of privacy in shelters.
These conditions also increase their exposure to gender-based violence.
Première Urgence Internationale (PUI) is on the ground ensuring that the most vulnerable women and girls continue to access essential healthcare and protection services by:
• Providing sexual and reproductive health services through primary healthcare satellite units in collective shelters
• Supporting safe deliveries through cash assistance and referrals
• Strengthening the role of female health workers in conflict-affected areas
• Offering antenatal and postnatal care and health awareness sessions
• Delivering sessions on gender-based violence and dignity kits
This International Women’s Day, PUI stands with women and girls affected by conflict, working every day to ensure they can access the healthcare, protection, and dignity they deserve.

في جميع أنحاء البلاد، يؤدي النزوح الواسع النطاق إلى تفاقم الوضع الإنساني الهش بالفعل. فقد أُجبرت عشرات الآلاف من النساء والفتيات على الفرار من ديارهن ويواجهن مخاطر صحية متزايدة بسبب تعطل الوصول إلى رعاية الحمل وتنظيم الأسرة والخدمات الصحية الأساسية الأخرى. وقد تفاقمت أوضاعهن بسبب سوء الصرف الصحي وانعدام الخصوصية في الملاجئ.
كما أن هذه الظروف تزيد من تعرضهن للعنف القائم على النوع الاجتماعي.
تعمل منظمة الإغاثة الأولية الدولية (PUI) على الأرض لضمان استمرار حصول النساء والفتيات الأكثر ضعفاً على خدمات الرعاية الصحية والحماية الأساسية من خلال:
• توفير خدمات الصحة الجنسية والإنجابية من خلال وحدات الرعاية الصحية الأولية الفرعية في الملاجئ الجماعية
• دعم الولادات الآمنة من خلال المساعدة النقدية والإحالات
• تعزيز دور العاملات الصحيات في المناطق المتضررة من النزاع

Starting the 2nd of March, renewed airstrikes in Lebanon have forced families to flee their homes, resulting in widespread destruction and large-scale displacement. Premiere Urgence Internationale has been among the first humanitarian actors to respond on the ground, rapidly activating medical services in 44 collective shelters through 12 primary healthcare center satellite units (PHCC PSUs) across Baalbek/Hermel, Beirut, and South Lebanon, with ongoing plans to expand support to new locations and reach even more affected families. In line with its emergency interventions, PUI is starting to support new PHCCs located in areas experiencing increased internally displaced persons (IDPs) arrivals.
In parallel, since the onset of the escalation, PUI field teams have been deployed to assess conditions, identify urgent cases, and strengthen referral pathways to ensure continuity of care for the most vulnerable.
Additionally, PUI has completed several humanitarian convoys across Hasbaya, Qaa, Hermel and Saida, delivering much needed medications, hygiene kits, drinking water and core relief items to support over 300 displaced families.
PUI remains firmly committed to responding to the evolving needs of affected communities and will continue to scale up its humanitarian assistance in close coordination with local partners and authorities, ensuring sustained support to those most impacted by the crisis.

ابتداءً من 2 آذار، أجبرت الغارات الجوية المتجددة في لبنان العائلات على الفرار من منازلها، مما أدى إلى دمار واسع النطاق وتشريد على نطاق واسع. كانت منظمة الإغاثة الأولية الدولية من بين أوائل الجهات الإنسانية التي استجابت على الأرض، حيث قامت بتفعيل الخدمات الطبية بسرعة في 44 مأوى جماعي من خلال 12 عيادات نقالة تابعة لمراكز الرعاية الصحية الأولية (PHCC PSUs) في بعلبك/الهرمل وبيروت وجنوب لبنان، مع وجود خطط مستمرة لتوسيع الدعم إلى مواقع جديدة والوصول إلى المزيد من العائلات المتضررة. وتماشياً مع تدخلاتها الطارئة، بدأت منظمة الإغاثة الأولية الدولية في دعم مراكز الرعاية الصحية الأولية الجديدة الموجودة في المناطق التي تشهد زيادة في أعداد النازحين داخلياً.
وبالتوازي مع ذلك، منذ بداية التصعيد، تم نشر فرق ميدانية تابعة لمنظمة الإغاثة الأولية الدولية لتقييم الأوضاع وتحديد الحالات العاجلة وتعزيز مسارات الإحالة لضمان استمرارية الرعاية للأشخاص الأكثر ضعفاً.
بالإضافة إلى ذلك، أكملت منظمة الإغاثة الأولية الدولية عدة قوافل إنسانية عبر حاصبيا والقاع والهرمل وصيدا، حيث قامت بتسليم الأدوية ومستلزمات النظافة ومياه الشرب والمواد الإغاثية الأساسية التي تشتد الحاجة إليها لدعم أكثر من 300 أسرة نازحة.
تظل منظمة الإغاثة الأولية الدولية ملتزمة التزاماً راسخاً بالاستجابة للاحتياجات المتغيرة للمجتمعات المتضررة وستواصل توسيع نطاق مساعداتها الإنسانية بالتنسيق الوثيق مع الشركاء والسلطات المحلية، لضمان استمرار الدعم لأولئك الأكثر تضرراً من الأزمة.

Invited to continue her analysis on FRANCE 24, Elsa Softic, Deputy Director of Operations at Première Urgence Internationale, warns of a major deterioration in the regional situation. As the fronts multiply, there is a risk of media oblivion.

There is hardly any mention of Gaza and the West Bank anymore, even though humanitarian access there remains a constant struggle. From Lebanon to Palestine, via Yemen and Syria, the reality remains one of closed borders and trapped populations.

Faced with this complexity, our thoughts tonight go out to all the Première Urgence Internationale teams in the Middle East. In every field, they are doing extraordinary work, while themselves being the first victims of these conflicts.

International Migrants Day is an opportunity to acknowledge the reality of people on the move.

Migrants are individuals who make difficult choices in search of stability, a better future and sometimes safety. Their journeys are shaped by challenges, but also by strength and determination.

At Première Urgence Internationale (PUI), we support migrants through Primary Healthcare Centers (PHCCs), offering primary healthcare services to everyone, regardless of nationality.

Support and humanity should have no borders.

اليوم الدولي للمهاجرين هو فرصة للاعتراف بواقع الأشخاص الذين الذين اضطروا إلى الانتقال القسري.
المهاجرون هم أفراد يتخذون قرارات صعبة بحثًا عن الاستقرار، ومستقبل أفضل، وأحيانًا عن الأمان. تتشكل رحلاتهم بالتحديات، لكنها تتسم أيضًا بالقوة والإصرار.
