오늘 유엔인권사무소 서울사무소는 #조선민주주의인민공화국 인권 관련 활동을 하는 시민사회단체들과 만났습니다.

⚖️ “보상 실현을 향한 여정” 시리즈의 일환으로 북한감금피해자가족회와 북한인권정보센터는 대한민국에서 제기된 형사소송에 관한 소식을 전했습니다.

🌍또한 서울사무소는 유럽 지역의 국제 범죄 수사 및 소추 사례를 공유하며, 이를 조선민주주의인민공화국 책임 규명 활동에 반영할 수 있는 방법을 모색했습니다.

Today, the UN Human Rights Office - Seoul met with civil society organizations working on human rights.

⚖️ As part of our Pathways to Compensation series, NK Imprisonment Victims' Family Association and NKDB- Database Center For North Korean Human Rights shared updates on the criminal complaint filed in ROK.

🌍 The Office also shared European practices on investigating and prosecuting international crimes, exploring how these experiences could inform accountability efforts for the .

📚 어제 유엔인권사무소 서울사무소는 조선민주주의인민공화국 이탈 청년 등이 학업을 이어가고 있는 대안학교인 다음학교에 방문하여 조선민주주의인민공화국 내 인권에 대해 이야기 나누었습니다.

저희 사무소의 10년 평가 보고서를 바탕으로 하여 지난 10년간의 변화 및 최근 상황을 살펴보았습니다.

적극적으로 참여하고 사려깊은 생각을 나누며 통찰력있는 질문을 던져 준 모든 학생들에게 감사 인사를 전합니다. 👏

📚 Yesterday, UN Human Rights Office - Seoul visited DAUM School, an alternative school with young escapees, to discuss human rights in the DPRK.

Drawing on the 10-Year Assessment Report, we reflected on changes over the past decade and discussed the latest developments.

“저는 북한에 12명의 가족이 남아 있거든요. 지금 가장 간절한 것은 그 가족들을 죽기 전에 다시 만나는 것입니다.” – 가와사키 에이코

조선민주주의인민공화국의 소위 “지상낙원” 사업으로 수십 년간 고통을 겪은 수많은 가족이 있습니다. 해당 사업으로 인해 더 나은 삶을 누릴 수 있다는 거짓 약속을 믿고 9만 3천명 이상이 일본에서 조선민주주의인민공화국으로 이주했습니다.

도쿄지방법원은 2026년 1월 조선민주주의인민공화국이 원고를 호도하여 조선민주주의인민공화국으로 이주하게 하여, 이들에게 끼친 피해에 책임이 있다고 판결하며, 해당국으로 하여금 피해자에게 보상금을 지급하도록 명령했습니다.

해당 판결 이면에는 상실, 헤어짐 그리고 재회를 희망하는 지극히 개인적인 이야기가 있습니다.

대표 원고(lead plaintiff)인 가와사키 에이코와 후쿠다 겐지 변호사에게 소송과 관련하여 정의 구현을 향한 노력, 가족 분리가 미친 장기적 영향, 현재진행형인 책임 규명 노력에 대한 이야기를 들어보았습니다.

For decades, families have suffered the consequences of the DPRK’s so‑called “Paradise on Earth” campaign, which led more than 93,000 people from Japan to relocate to North Korea, many under false promises of a better life.

In January 2026, the Tokyo District Court ruled that the DPRK was responsible for causing harm to the plaintiff by misleading them to relocate to the DPRK and ordered the DPRK to pay compensation to the victims.

Behind this ruling are deeply personal stories of loss, separation, and the hope of reunion.

Hear from lead plaintiff Ms. Eiko Kawasaki and legal representative Mr. Kenji Fukudaas they reflect on: The search for justice. The lasting impact of family separation; and The ongoing search for accountability.

유엔 인권 전문가 엘리자베스 살몬은 서한을 통해 중국으로 하여금 국제 인권 의무를 준수하고 조선민주주의인민공화국 이탈자를 강제로 송환하지 않도록 촉구했습니다. 특히 송환금지 원칙을 강조하고 조선민주주의인민공화국으로 송환될 경우 위해를 입을 수 있는 심각한 위험을 언급했습니다.

The UN Human Rights expert Elizabeth Salmón, in a communication with China, urged to uphold its international human rights obligations and refrain from forcibly repatriating a DPRK escapee, highlighting the absolute principle of non-refoulement and the serious risk of harm upon return to DPRK.

이번주 유엔인권사무소 서울사무소는 포항과 공주를 방문하여, 학생들과 만나는 시간을 가졌습니다. 한동대학교에서는 유엔이 직접 들어갈 수 없는 국가를 대상으로 어떻게 원격 모니터링을 통해 증거를 수집하고 진상 조사를 실시하는지 설명했습니다. 국립공주대학교에서는 조선민주주의인민공화국 내 인권 상황과 관련한 유엔 인권 메커니즘을 설명했습니다.

인권 문제에 대해 참여하고 옹호 활동을 벌이며 주도적으로 나서는 다수의 청년들을 만날 수 있었습니다.

This week, UN Human Rights Office - Seoul travelled to Pohang and Kongju and met with university students. At Handong Global University, we discussed how the UN undertakes remote monitoring to collect evidence and conduct fact-finding in countries where we do not have access. At Kongju National University Kongju National University, we introduced UN human rights mechanisms relevant to the human rights situation in the DPRK.

We continue to witness many youths inspired to engage, advocate, and lead on human rights issues.

6∙25전쟁 중 잡혀가셨던 과거 국군포로의 작고 소식에 깊은 애도의 마음을 전합니다. 고인은 조선민주주의인민공화국에서 수십 년 간 강제노동과 인권 침해를 견뎌야 했습니다.

고인은 생전의 마지막 몇 해를 진실과 정의 실현에 바쳤습니다. 2026년 5월 대한민국 법원에 다섯 명의 과거 국군포로가 제기한 소송의 원고 중 한 분으로, 조선민주주의인민공화국에 의한 인권 침해에 대한 보상을 청구했습니다. 서울중앙지방법원은 2026년 5월 14일 원고 승소 판결을 내렸습니다. 바로 다음날 돌아가신 고인의 가슴 아픈 사연은 지연된 정의는 정의가 아니라는 것을 다시 한 번 상기시켜 줍니다.

조선민주주의인민공화국에서 대한민국으로 돌아온 80명의 국군포로 중 오직 다섯 분만 생존해 계십니다.

조선민주주의인민공화국에 아직 남아있는 국군포로의 생사 및 행방을 즉각 공개하고, 이들을 송환하고, 여전히 계속되고 있는 인권 침해를 중단할 것을 촉구합니다. 국제공동체 또한 피해자 및 가족의 진실 모색, 책임 규명, 명예 회복을 위해 조속히 행동을 취해야 합니다.

We extend our deepest condolences on the passing of a former Korean War POW who endured decades of forced labour and human rights violations in the DPRK.

He devoted his final years to seeking truth and justice. He was one of five former POWs who filed a lawsuit before a court in the ROK in March 2026, seeking compensation for human rights violations committed by the DPRK. On 14 May 2026, the Seoul Central District Court ruled in their favour. That he passed away just one day after this decision is a painful reminder that justice delayed is justice denied.

Only five of the 80 former POWs who returned from the DPRK remain alive in the ROK.

We call on the DPRK to immediately clarify the fate and whereabouts of all remaining POWs, ensure their return, and end ongoing violations. The international community must act with urgency to secure truth, accountability, and dignity for victims and their families.
