Can today's plans deliver different results unless we understand yesterday's failures?

Across Africa, governments have developed ambitious national development plans spanning 10, 20, and even 30 years. At the continental level, the African Union's Agenda 2063 provides a shared vision for a prosperous, integrated, and sustainable Africa.
These plans demonstrate commitment, vision, and leadership. Yet an important policy question remains:

What distinguishes plans that transform nations from those that fall short of their intended outcomes?
Countries such as Singapore and South Korea also pursued long-term national development strategies over several decades. Their success was not simply the result of having a vision, but of building strong institutions, maintaining policy continuity, investing in human capital, fostering accountability, and adapting implementation based on evidence and changing circumstances.
As African countries continue to implement and refine their development strategies, there is an opportunity to learn not only from global success stories but also from Africa's own experiences. Understanding the factors that have constrained implementation in the past can help improve the effectiveness of today's and tomorrow's policies.

At Waresa Cesua Think Tank (Center for Sustainability Analysis), we believe that evidence-based policy dialogue is essential for transforming ambitious plans into measurable and lasting development outcomes.

We invite policymakers, researchers, development partners, and practitioners to join this important conversation:
