We are grateful to artist Chung Guk An for inviting us to experience his work at Bank Art Fair. Thank you for welcoming us and sharing your artistic vision with us.

🌽 About the Art:
Bringing together cement and corn kernels, this artwork presents forms that resemble one another while occupying their own distinct places. Against the solid surface of cement, the kernels scatter and cluster, each revealing its own shape and leaving its own trace.

The artist draws a parallel between the countless kernels of corn and our own lives. Although we may experience similar routines, each of us leaves different traces in our own way. Even through repetition, differences do not disappear; they become more distinct.

💭 Our Thoughts:
Reflecting on this work also led us to think about how North Korean human rights are often approached. When we think about North Korea, we sometimes try to understand people through labels, statistics, or their background. Yet, even people who share similar circumstances have their own specific story and their own experiences, memories, and perspectives. No label can ever fully capture a person's life.

🧑‍🎨 From the Artist:
Artist Chung Guk An hopes that audiences will get to know him through his artwork first, allowing understanding and empathy to develop through their engagement with his work.

Even when we appear alike, no two people are exactly the same. Understanding begins when we recognize the individuality of each person's life and the traces they leave behind.

Art offers an opportunity to encounter another person's perspective and to listen to their individual story. This is also an essential part of truly understanding North Korean human rights: looking beyond labels and statistics to recognize the dignity and individuality of every person 🖼️ 👥

Our investigative report, “Financing Oppression and Weapons Program,” was recently referenced in an article by the major French newspaper Le Monde, titled “Four Years of Fruitful Cooperation Between Russia and North Korea Against the Backdrop of the War in Ukraine” (translated from French).

The article explores the growing ties between Russia and North Korea and highlights our findings on:

👷‍♂️ The employment of North Korean workers in Russia, including payments exceeding 2.7 billion rubles funded by at least 76 Russian companies.

💸 Financial networks linked to North Korean entities operating in Russia and transferring revenue to Pyongyang.

📊 북한인권시민연합의 보고서, MSMT 보고서에 인용

시민연합의 보고서 "무기개발과 사회억압을 지탱하는 자금구조:군·안보기관 산하 기업을 통한 북·러 협력 사업"이 9월 16일 발표된 다자간 대북제재 모니터링팀(MSMT)*의 신규 보고서에 두 차례 인용되었습니다. 9월 16일 발표된 이번 보고서는 유엔 제재로 금지된 북한의 해외 노동자 파견이 계속되고 있는 상황을 다루며, 북한의 해외 노동 프로그램과 이를 통한 제재 회피 실태를 살펴봅니다.

*다자간 대북제재 모니터링팀: 2024년 3월 해체된 유엔안보리 대북제재위원회 전문가패널에 대응하기 위해 만든 다자 감시 체계

1️⃣ MSMT는 시민연합의 연구를 인용하며 러시아 내 북한의 사업 활동과 연관된 110개 이상의 기업, 기관 및 개인을 확인된다고 밝혔습니다. 나아가 MSMT의 보고서에 인용된 시민연합의 연구는 러시아 내 기존 설립된 법인이 폐쇄될 때 새로운 계열 법인이나 대체 법인이 만들어지는 불투명한 ‘버섯 네트워크'를 확인할 수 있다고 밝히며, 이러한 구조가 북한 노동자의 지속적인 해외 파견을 가능하게 하는 데 이용되고 있다고 지적하였습니다. - 29페이지

2️⃣ 또한 MSMT는 시민연합 보고서에 언급된 소제이스비예 대학(Sodeystviye College)의 재정 자료를 인용했습니다. 해당 자료에 따르면 2023년 10월부터 2025년 6월까지 최소 76개의 러시아 기업이 북한 노동자 고용에 '장학금'의 명목으로 자금을 지원했으며, 북한 학생들에게 지급된 ‘장학금’은 총 27억 루블(약 3,000만 달러)을 넘었습니다. 일부 지급액은 러시아 교육기관의 평균 장학금보다 최대 66배 높았으며, 이는 ‘장학금’ 명목의 지급이 교육을 가장해 북한 노동자의 파견을 가능하게 하는 데 이용될 수 있음을 보여줍니다. - 37페이지

📊 NKHR’s findings cited in MSMT’s report

Our research report "Financing Oppression and Weapons Program: Russia-North Korea Joint Venture Through Military and Security Forces" has been cited twice in a new report by the Multilateral Sanctions Monitoring Team (MSMT).

Released on September 16, the report on North Korea’s overseas labour program examines the continued deployment of North Korean workers abroad despite UN sanctions prohibiting the practice.

1️⃣ MSMT referred to our report’s identification of over 110 companies, organizations, and individuals associated with North Korean business operations in Russia. Our research documented an opaque “mushroom network,” in which new affiliated or replacement entities are created as existing ones are established or closed, facilitating the continued deployment of North Korean workers - Page 29.

2️⃣ MSMT also cited our financial data on Sodeystviye College, showing that more than 2.7 billion rubles (approx. US$30 million) in “scholarships” were paid to North Korean students between October 2023 and June 2025, funded by at least 76 Russian enterprises. The unusually large payments (66 times higher than the average scholarship) support the findings of how “scholarship” payments can facilitate the deployment of North Korean workers under the guise of education - Page 37.

These findings are part of NKHR’s ongoing work to expose North Korea’s overseas labour networks and the financial systems supporting them.

지난 토요일 오전 7시 30분, KBS 「남북의 창」에서 ‘북에서 온 속삭임’ 전시와 북한인권시민연합의 활동이 소개되었습니다.

🔎 방송에서는 생존자들의 증언과 그림을 바탕으로 제작된 새로운 VR 체험 ‘Remember the Voiceless’를 소개하고, VR 체험이 어떻게 제작되었는지 살펴보았습니다.

NKHR on KBS’s ‘Window Between North and South’! 📺 🎥

Last Saturday at 7:30 AM, KBS’s Window Between North and South featured “Whispers from North Korea” and the work of NKHR.

🔎 The segment introduced our new VR experience, “Remember the Voiceless,” including a look at how the experience was created using survivor testimonies and drawings.

📚 The KBS team then visited our office to discuss the realities of North Korea’s political prison camps, enforced disappearances, forced labour, the wider human rights issues connected to them, and NKHR’s reports and advocacy work.

⚖️ The segment highlighted how forced labour inside the camps can be connected to North Korea’s international trade and the movement of resources outside the country, showing that these human rights violations extend beyond the prison camps themselves.

🎨 Whispers from North Korea: Bringing Survivor Stories to Life Through Art and Virtual Reality

From August 28 to 30, NKHR hosted “Whispers from North Korea”, a the three-day exhibition brining together survivor stories, art, and immersive VR to help visitors understand the harsh realities of North Korea’s political prison camps.

➡️ Survivor stories through art:
The drawings of Kim Hye-Sook, survivor of Political Prison Camp No. 18, were at the heart of the exhibition. Through her art, she documents the experiences she survived and witnessed inside the camp.

➡️ Survivor stories through writing:
Kang Cheol-Hwan, survivor of Political Prison Camp No. 15, wrote 'The Aquariums of Pyongyang' about his life in the camp. His story became the main inspiration for NKHR’s new VR experience.

➡️ Survivor stories through VR:
At the exhibition, NKHR launched our new VR experience 'Remember the Voiceless', giving participants a glimpse of the harsh realities of daily life inside the camps through an immersive experience.

Across three days, the exhibition welcomed visitors, walk-ins, foreign tourists, and representatives from multiple media outlets.

8월 28일부터 30일까지, 시민연합은 서울 인사동 KOTE 갤러리에서 「북에서 온 속삭임」 전시를 개최했습니다. 3일간 진행된 이번 전시는 예술과 몰입형 VR을 통하여 관람객들이 북한 정치범 수용소의 가혹한 현실을 이해할 수 있도록 마련되었습니다.

이번 전시의 중심에는 북한 제18호 북창 수용소 생존자 김혜숙 님의 그림이 있었습니다니다. 김혜숙 씨는 자신의 예술을 통해 수용소에서 직접 겪고 목격한 경험을 기록하고 있습니다.

제15호 요덕 수용소 생존자 강철환 님은 저서 「수용소의 노래(The Aquariums of Pyongyang)」를 통해 수용소에서 겪은 삶을 전달하였습니다. 강철환 님이 수용소에서 겪은 어린시절의 이야기는 시민연합이 개발한 VR 체험의 바탕이 되었습니다.

이번 전시에서는 시민연합이 새롭게 개발한 VR 체험 「Remember the Voiceless」가 처음 공개되었습니다. 참가자들은 몰입형 VR을 통해 어린 아이의 시선에서 정치범수용소에서의 가혹한 일상을 직접 간접적으로 체험하며, 수용소의 현실을 엿볼 수 있었습니다.

6일, 북한인권시민연합(NKHR)의 호사냑 부국장이 폴란드의 인기 다큐멘터리 프로그램 「세상 끝의 여자」(Kobieta na krańcu świata)에 출연했습니다. 해당 프로그램은 폴란드 TVN Warner Bros. Discovery를 통해 방송되었습니다.

💬 진행자 마르티나 보이치에호프스카와의 대화에서 호사냑 부국장은 북한의 강제노동수용소, 북한을 탈출한 사람들의 상황, 특히 인신매매의 위험에 노출된 북한 여성들의 현실에 대해 말하며 북한에서 생산된 상품이 '중국산' 라벨을 달고 세계 시장에 유통되는 문제를 야기했습니다. 또한 북한이탈주민들이 한국 사회에서 겪는 정착과 수용의 어려움에 대해서도 이야기를 나눴습니다.

🇵🇱 NKHR Featured on Polish TV Documentary Program (Link below)

This Sunday, our Deputy Director, Dr. Joanna Hosaniak, was featured on “A Woman at the End of the World” (Kobieta na krańcu świata), a popular Polish documentary program broadcast by TVN Warner Bros. Discovery.

💬 In a conversation with host Martyna Wojciechowska, Dr. Hosaniak discussed North Korea’s forced labor camps, the situation of people fleeing North Korea (especially women at risk of human trafficking), and how goods produced in North Korea can reach global markets under a “Made in China” label. They also discussed the challenges North Korean refugees continue to face in seeking acceptance in South Korea.

The documentary reached nearly 1 million viewers within just a few hours of its broadcast.

혁은 가족과 함께 이유도 모른 채 북한 정치범수용소로 강제 이송됩니다. 소년이 가져갈 수 있었던 것은 가장 소중하게 여기던 물고기 어항 하나뿐이었습니다.

소년은 강제노동과 극심한 굶주림을 겪으며 북한 정치범수용소의 가혹한 현실을 마주합니다. 그러면서 자신뿐만 아니라 자신의 물고기까지 살아남을 수 있도록 온 힘을 다합니다.

💬 Bringing Survivor Stories to Life Through VR

At NKHR, we wanted to find a new way to help people understand the reality of North Korea’s political prison camps. That’s why we created an immersive VR experience based on survivor testimonies.

🐟 The story:
You step into the life of a nine-year-old boy who, together with his family, is forcibly sent to a North Korean political prison camp without knowing why - bringing only his fishbowl with him.

The boy experiences forced labor, extreme hunger, and the harsh realities of life inside North Korea’s political prison camps, while doing everything he can to make sure that not only he survives, but his fish do too.

🎨 During our recent exhibition, visitors, as well as representatives from multiple media outlets, tried the experience for the first time. For many, it offered a different way to learn about the realities of political prison camps by stepping into the story rather than simply reading about it.
