📢 국제인도법 토크에 초대합니다. ICRC가 올해 들어 처음 여는 국제인도법 토크의 주제는 바로 「국제인도법과 평화」입니다.

전 세계적으로 현재 130건이 넘는 무력 충돌이 발생하고 있는 가운데, 평화를 어떻게 구축하고 유지할 것인가는 그 어느 때보다 중요한 과제입니다.
#국제인도법 은 무력 충돌 피해자들을 보호하고 교전 방식을 규제함으로써, 무력 충돌이 초래하는 피해를 제한하고자 하는 법체계입니다. 국제인도법을 준수하는 것은 무력 충돌 중 인도적 고통을 줄일 뿐만 아니라, 평화를 구축하는 데 기여하는 환경을 조성하는 데도 도움이 될 수 있습니다.

With more than 130 armed conflicts taking place around the world today, the question of how to build and sustain peace remains as relevant as ever.

#국제적십자위원회(International Committee of the Red Cross, ICRC), 서울역사박물관 - Seoul Museum of History, 주한 스위스 대사관은 지난 4일 대한민국의 제네바협약 가입 60주년을 기념하는 특별전 『전쟁에도 선은 있다』 의 개막식을 개최했습니다. 이날 행사에는 외교부·국방부 등 정부 부처를 비롯해 각국 외교공관과 국제기구 관계자 등 50여 명이 참석해, 전쟁 속에서도 인간의 존엄과 인류애를 지키기 위해 마련된 제네바협약의 의미를 되새겼습니다.
이번 전시는 ICRC와 서울역사박물관과 공동 주최하고, 주한 스위스대사관이 협력 기관으로 참여하며, 대한민국 외교부와 대한적십자사가 후원합니다. 전시는 오는 8월 9일까지 서울역사박물관 로비에서 관람할 수 있습니다.

The International Committee of the Red Cross (ICRC), the Seoul Museum of History, and the Embassy of Switzerland in the Republic of Korea, last Thursday, held the opening ceremony for the special exhibition 『Even War Has Limits』, which commemorates the 60th anniversary of the Republic of Korea’s accession to the Geneva Conventions. Around 50 guests attended the event, including representatives from government ministries such as the Ministry of Foreign Affairs and the Ministry of National Defense, as well as members of diplomatic missions and international organizations. The ceremony served as an opportunity to reflect on the significance of the Geneva Conventions, internationally agreed rules on humanity in war, as well as our shared responsibility to uphold them.
The exhibition is jointly organized by the ICRC and the Seoul Museum of History, in cooperation with the Embassy of Switzerland in the Republic of Korea. It is sponsored by the Ministry of Foreign Affairs and the Korean Red Cross. The exhibition will be open to visitors in the lobby of the Seoul Museum of History through August 9.

The ICRC and the Seoul Museum of History, in partnership with the Embassy of Switzerland in the Republic of Korea, has opened 『Wars Have Limits』 — a special exhibition marking the 60th Anniversary of the Republic of Korea’s accession to Geneva Conventions — at the Seoul Museum of History.
The reality today is that wars are raging, devastating lives around the world. While humanitarian needs are growing, the resources that can help people are shrinking fast. Against this backdrop, the exhibition invites visitors to reflect on a principle the entire world has agreed on—that even in war, there are limits. These limits are embodied in the Geneva Conventions, one of the few treaties that are universally ratified. We hope that through this exhibition, the visitors—however distant war may feel to them, physically or psychologically—will have an opportunity to revisit the meaning and relevance of the Geneva Conventions. #국제적십자위원회(International Committee of the Red Cross, ICRC)는 오늘 서울역사박물관 - Seoul Museum of History과 ‘전쟁에도 선은 있다’ 전시 공동 주취를 위한 업무협약서를 체결했습니다. 해당 전시는 대한민국 제네바협약 가입 60주년을 기념하는 특별 전시로 오는 15일(금) 개막합니다.
제네바협약은 전쟁 중 인류애를 지키기 위해 체결되었으며, 전 세계가 비준한 보기 드문 국제적 합의입니다. 전쟁이 더욱 빈번하고 격렬해지는 지금 본 전시가 '전쟁 중일지라도 반드시 지켜야 할 최소한의 선'이 존재함을 다시금 일깨우는 소중한 기회가 되기를 바랍니다.

The International Committee of the Red Cross today signed a partnership agreement with the Seoul Museum of History to co-organise an exhibition to mark the 60th anniversary of Republic of Korea's accession to the Geneva Conventions.
The Geneva Conventions is internationally agreed rules on humanity in war. They are one of few treaties that are universally ratified. In today's world where wars are raging in terms of frequency and severity, it’s worth taking a step back and ponder on something that the entire world has agreed on when it comes to war.
The exhibition—titled "Wars Have Limits"— starts on 15 May. The Embassy of Switzerland in the Republic of Korea is the partner organization for this meaningful event. Stay tuned for more updates.

올해 세계 적십자의 날 테마는 바로 입니다. 삶의 모습도, 처한 위기도 다르지만, 결국 사람 마음은 같기 때문이지요. 도심 한복판에서 외딴 임시 거처에 이르기까지 적십자 운동 직원과 봉사원들은 이웃, 친구, 그리고 가족을 위해 지금 이 시간에도 힘쓰고 있습니다. 그리고 이 헌신적인 마음이 그들과 그들이 섬기는 사람들을 하나로 잇습니다. 이것이 바로 적십자 정신입니다. #5월8일 #세계적십자의날

📍Iran | In the face of rising humanitarian consequences triggered by the recent escalation of conflict in Iran, the International Committee of the Red Cross (ICRC) is scaling up its operational response to meet needs on the ground, to the extent possible, in the country and the wider region.

Present in Iran since 1977, we are a neutral, impartial, and independent organization with an exclusively humanitarian mandate. We work closely with our privileged partner, the Iranian Red Crescent Society (IRCS).

With thousands killed, many more injured, and thousands of homes destroyed in Tehran and across the country, and with civilian infrastructure—including hospitals—damaged or destroyed, the civilian population is paying a heavy price. People do not know whether the worst is behind them or yet to come. Access to essential services, in particular healthcare, has become increasingly challenging. People are concerned not only about their immediate safety, but also about their financial ability to weather this crisis.

At the forefront of the humanitarian response in Iran, and since the very beginning of this round of escalation, the IRCS’s extensive network of teams has been working tirelessly. They are providing emergency relief and life-saving medical assistance, carrying out search and rescue operations, and extending all possible support to affected communities. The commitment of IRCS staff and volunteers to helping others—even in the most difficult conditions—reflects the true spirit of humanity, and the ICRC fully supports them in every way it can.

Notably, we are supporting the critical IRCS response, including through the provision of restoring family links services. Earlier this week, we dispatched 171 metric tonnes of essential relief items to the IRCS. They include vital household items sufficient to meet the needs of nearly 25,000 people. The remaining shipment will be handed over to the IRCS later this week.

ICRC는 중립적이고 공평하며 독립적인 인도주의 기관으로, 오로지 인도적 임무를 수행하고 있습니다. 이란에서는 1977년부터 활동해 왔으며, 함께 적십자운동의 구성원인 이란적신월사(IRCS)와 긴밀히 협력하고 있습니다.

이번 사태 초기부터 이란 내 인도적 대응의 최전선에 있는 이란적신월사는 광범위한 네트워크를 바탕으로 밤낮없이 활동하고 있습니다. 이들은 긴급 구호와 생명을 구하는 의료 지원을 제공하고, 수색 및 구조 활동을 수행하며, 피해를 입은 지역사회에 가능한 모든 지원을 제공하고 있습니다. 극도로 어려운 상황 속에서도 타인을 돕기 위해 헌신하는 이란적신월사 직원과 자원봉사자들의 노력은 인도주의 정신을 잘 보여주며, ICRC는 가능한 모든 방식으로 이들을 전폭적으로 지원하고 있습니다.

특히 ICRC는 이란적신월사의 핵심 대응 활동을 지원하는 한편, 가족찾기 서비스 제공도 함께 지원하고 있습니다. 아울러 ICRC는 최근 총 171톤의 필수 구호 물자를 이란적신월사에 전달 완료했습니다. 여기에는 2만 5천 여명의 필요를 충족하기에 충분한 필수 가정용 물품이 포함되어 있습니다. 나머지 물자도 이번 주 내 이란적신월사에 인도될 예정입니다.

#국제적십자위원회(International Committee of the Red Cross)와 #홍콩적십자사 가 지난 11일에서 14일 동안 홍콩에서 개최한 ‘제24회 적십자 국제인도법 모의재판 아시아·태평양지역대회’에서 한국의 한동대학교(Handong Global University) 국제법률대학원팀이 우승했습니다.
해당 대회에서 한국팀이 우승한 것은 최초이며, 한동대팀 소속 이동현 학생이 최우수 변론상까지 수상하는 쾌거를 이뤘습니다.
한동대팀은 지난해 9월 ICRC와 Korean Red Cross 인도법연구소가 공동 주최하고 대한민국 외교부, 대한민국 법무부(Ministry of Justice), 대한민국 국방부, Korea University 법학연구원이 후원한 국내 대회에서 우승을 차지해 외교부 장관상을 수상했으며, 이에 따라 아태지역 대회에서 대한민국을 대표하게 됐습니다.

Korea's Handong International Law School team has won the 24th Red Cross International Humanitarian Law(IHL) Moot (Asia-Pacific Region), held in Hong Kong from 11 to 14 March and jointly organized by the International Committee of the Red Cross (ICRC) and 香港紅十字會 Hong Kong Red Cross.
This marks the first time a Korean team has won the competition, with team member Donghyun Lee recognized as the Best Mooter.
The Handong team had previously won the national round held in September last year, co-hosted by the ICRC and the International Humanitarian Law Institute of the Republic of Korea National Red Cross, and sponsored by the Ministry of Foreign Affairs, Ministry of Justice, Ministry of National Defense, and the Korea University Legal Research Institute. The team clinched the Minister of Foreign Affairs Award and subsequently went on to represent the Republic of Korea at the Asia-Pacific regional competition.

분쟁 남긴 가장 깊은 상처, 결코 아물지 않는 상처 — '실종.'

한국의 이산가족들도 이 고통을 직접 겪었고 여전히 겪고 있습니다.

#국제적십자위원회 (International Committee of the Red Cross, ICRC)는 150여 년을 넘게 무력 분쟁으로 인한 실종 문제를 다뤄왔습니다. 가족이 제공하는 정보에 따라 실종자 찾는 것을 돕는 것은 물론, 남겨진 가족을 심리적, 경제적, 법률적 등 다각적으로 지원하고 있습니다. 무엇보다 실종자 가족의 지역적, 글로벌 연대의 장을 마련하고, 이들이 각자의 경험을 나누며 혼자가 아니라는 것을 느끼게 돕습니다.

14년간 이어진 #시리아 분쟁으로 많은 시리아인이 실종됐으며, 가족들은 부모, 자식, 형제 등 사랑하는 이들의 생사 여부도 모른 채 길게는 십수 년을 고통 가운데 지내고 있습니다. 한국 정부와 한국국제협력단(Korea International Cooperation Agency)은 '분쟁취약국 지원 프로그램'을 통해 시리아와 인근 국가인 요르단, 레바논에서의 ICRC의 실종자 관련 지원 활동을 지원하고 있습니다.

One of the deepest wounds caused by conflict is the separation of families. It is an open wound, the worst kind of wound.

The Republic of Korea — from its experience of Korean War — has also experienced this.

The International Committee of the Red Cross (ICRC) has been helping families separated by conflicts, or those whose families went missing, for more than 150 years. Besides taking steps to locate the missing with the leads provided by the families, the ICRC also provides the families of the missing with psychosocial, financial and legal support, depending on their circumstances. The ICRC also helps the families form solidarity and share each other’s experiences, which helps them realize that they are not alone with some even rising above their personal suffering to help and encourage other families.
In Syria —where armed conflicts prolonged for about 14 years — many people went missing and their families have been living without knowing where their loved ones are or what happened to them. The Korean government and KOICA have been supporting the ICRC activities around the families of the missing in Syria and neighboring Jordan and Lebanon, with deep empathy to the pain of not knowing drawing on the country's own experience of separated families.

#국제적십자위원회(International Committee of the Red Cross, ICRC)는 대한민국 해군 Republic Of Korea Navy과 함께 12월 2일에서 4일까지 3일간 성남 #밀리토피아 호텔에서 제 8회 아시아태평양 해군전 심포지엄을 열고 있습니다. 22개국에서 50여 명의 해군·해경·국제법 전문가가 한자리에 모여, 해상에서 무력충돌이 발생할 경우 다양한 법체계와 국가기관들 간 상호작용의 복잡성에 대해 논의합니다. 이 심포지엄은 ICRC가 2014년부터 싱가포르, 중국, 스리랑카 등에서 개최해 온 것으로, 올해는 해군 80주년을 맞아 한국에서 최초로 열리게 됐습니다.

The International Committee of the Red Cross and Republic of Korea Navy are co-hosting the 8th Naval Warfare Symposium in Militopia Hotel in Seongnam for three days from 2 Dec. Around 50 commanders of navies, coast guards, martime law enforcement agencies as well as international law experts from 22 countries have gathered to discuss the complexities of interaction between different bodies of laws and different state agencies in the event of an armed conflict at sea. The ICRC has been holding this symposium since 2014 in countries like Singapore, China and Sri Lanka. It's being held in the Republic of Korea for the first time, and it's meaningful that ROK Navy celebrates is 80th anniversary this year.
