[English Below] នៅថ្ងៃទី១៨ ខែឧសភា ឆ្នាំ២០២៦ នេះ អង្គភាពការពារកុមារ (CPU) បានរៀបចំពិធីបើកវគ្គបណ្តុះបណ្តាលពិសេសរយៈពេលមួយសប្តាហ៍ ស្តីពី «ការគ្រប់គ្រងស៊ើបអង្កេតបទល្មើសកម្រិតធ្ងន់» (Major Crimes Management) នៅមជ្ឈមណ្ឌលផ្កាឈូក (Lotus Centre)។ វគ្គបណ្តុះបណ្តាលនេះ មានការអញ្ជើញចូលរួមពីមន្ត្រីនគរបាលជាតិមកពីគ្រប់រាជធានី-ខេត្តទាំង ២៥ ដើម្បីពង្រឹងសមត្ថភាពលើផ្នែកជំនាញឯកទេស ការយល់ដឹង និងការប្រើប្រាស់មធ្យោបាយស៊ើបអង្កេត ក្នុងការឆ្លើយតបទៅនឹងបទល្មើសធ្ងន់ធ្ងរផ្សេងៗនៅប្រទេសកម្ពុជា។

ខ្លឹមសារសំខាន់នៃវគ្គបណ្តុះបណ្តាលនេះ ផ្តោតទៅលើបច្ចេកទេសស៊ើបអង្កេតបទល្មើសធ្ងន់ធ្ងរ រួមមាន៖ ការវិភាគទិន្នន័យ ការប្រមូលភស្តុតាង ការធ្វើកោសល្យវិច័យឌីជីថល (Digital Forensics) និងបច្ចេកទេសសួរចម្លើយផងដែរ។

Today, the 18th of May, 2026, the CPU conducted the opening ceremony of a one-week special training course at the Lotus Centre on Major Crimes Management. Cambodian National Police officers have been invited from all 25 provinces to strengthen skills, awareness, and investigative tools in responding to major crimes in Cambodia.

This training focuses on techniques for major crimes investigations, including data analysis, evidence collection, digital forensics, and interviewing techniques.

We are very grateful to the seven international instructors whose distinct professional experience and specialised expertise collectively enrich this training. Nick Rose-Deputy Director of the CPU, former Australian Federal Police officer and current Australian military reservist, Jeff Maher-Senior Instructor Detective Training School Victoria Police (Australia), Mike Smith-Former Australian Federal Police Superintendent and Manager of Investigations at CPU, Mark Fower-former UK police officer and member of CPU Advisory Committee, Lance Lueck-retired Supervisory Criminal Investigator at Homeland Security Investigations (HSI), Marty Allison-retired Detective Inspector for the Victoria Police (Australia), and Yeang Sokleang-Manager of CPU’s Forensic Services.

For presiding over the opening, we would like to thank Lieutenant General Song Ly, Deputy General Commissioner of the Cambodian National Police, in charge of the Department of Central Security and the High Representative of His Excellency General Sar Thet, Commissioner General of the Cambodian National Police (CNP).

We also wish to express our gratitude to H.E Major General Hun Kimcheat, Head of the Central Judicial Department of the CNP, H.E Lieutenant General Ngeng Chour, Head of the Criminal Department of the CNP, H.E Lieutenant General Chhun Chansokha, Head of the Technical and Forensic Department of the CNP, and H.E Lieutenant General Tho Saroeun, Head of the Anti-Terrorism and Transnational Crime Department of the CNP for their attendance at the ceremony.

In January, the body of an unidentified boy, aged 3-5, was found along National Road 6, Prek Leap Commune, Chroy Changva. He was wearing a pink, long-sleeved fuzzy sweater with a Miffy character on it, and a red string necklace.

He deserves to be known. He deserves justice.

A second suspect has been charged in connection with the kidnapping and murder of a 5-year-old girl in Kandal Province.

The 27-year-old wife of the previously accused male suspect involved in the kidnapping, ransom, and subsequent murder of his distant relative has been taken into custody following ongoing investigative efforts by Kandal Police Command and cooperating units.

The additional arrest comes as investigators continue to examine evidence and the circumstances surrounding the tragic death of the young victim.

The woman has appeared before the Kandal Court of First Instance and has been charged with being an accomplice to kidnapping, aggravated unlawful detention, and aggravated murder.

Police have arrested a male suspect and have taken another female in for questioning in connection with a kidnapping, ransom, and murder investigation in Kandal Province, following the discovery of the body of a 5-year-old girl.

On May 10th, at approximately 11:30am, the mother of the 5-year-old victim reported her missing and stated that she had received a message demanding money for the safe return of her daughter.

Investigators from Kandal Police Command, under the direction of His Excellency Chheourn Socheth, Commissioner of Kandal Police, immediately commenced a search to locate and safely recover the child but despite their tireless efforts, the matter has ended in a heartbreaking and senseless loss of life. Investigators involved in the case have been left devastated by the tragic outcome.

While searching a property in Prek Ambel Commune, S’Ang District, police found the child deceased. The CPU Forensics and Homicide Investigation Team, with the Department of Technical and Scientific Police, in cooperation with Kandal Police Command, conducted an examination of the crime scene and the deceased child.

Authorities believe the suspect was involved in the kidnapping and ransom demands before the child was murdered. The male suspect, aged 35, will face the Kandal Court of First Instance where he will be charged with the kidnapping and murder of a Child.

“Investigators worked tirelessly to save this innocent child. This is a senseless and devastating tragedy that has deeply affected everyone involved in the investigation. I wish to thank the Commissioner and Kandal Police for their quick response and action. My thoughts and condolences are with the family of the victim,” said James McCabe, Director of the CPU.

This investigation is ongoing.

A 20-year-old male from Kampong Speu province has been arrested and charged with the production and distribution of child po*******hy. Seven child victims, aged between 8 and 12 years old, have so far been identified.

The arrest is the result of a joint operation between the Cambodian National Police under the leadership of H.E. Commissioner General Sar Thet, H.E. Major General Khim Sokkhai Kampong Speu Commissioner, Prosecutor H.E. Sin Virak, Deputy Commissioner of the Anti-Human Trafficking and Juvenile Protection Office, Homeland Security Investigations (HSI), and the Child Protection Unit (CPU).

“The Cambodian National Police has demonstrated a strong commitment to preventing, identifying, and prosecuting crimes against children, particularly those carried out online,” said James McCabe, Director of the CPU. “This operation sends a clear message that the production and distribution of child sexual abuse material will not be tolerated in Cambodia.”
