Education Sector Joint Working Group Meeting

On September 30, 2026, at the invitation of the Oddar Meanchey Provincial Department of Education, Youth and Sport, the Community Translation Organization (CTO) participated in the Education Sector Joint Working Group meeting, presided over by Mr. Pech Ratana, Director of the Oddar Meanchey Provincial Department of Education, Youth and Sport.

The meeting was attended by representatives from relevant departments and partner organizations, heads of technical offices within the department, and heads of the Offices of Education, Youth and Sport from the five municipalities and districts of Oddar Meanchey province. This meeting was held at the Resource Meeting Hall of the Oddar Meanchey Provincial Department of Education, Youth and Sport.

During the meeting, representatives of relevant stakeholders shared information and updates on the status of the education sector, reviewed the progress of implemented activities, discussed challenges and actual needs at schools, and sought solutions while strengthening cooperation among the department, local authorities, and partner organizations to support more effective education sector development.

ក្រុមការងារអង្គការ CTO មានកិត្តិយស និងក្តីរីករាយយ៉ាងក្រៃលែង ដែលបានដឹកនាំតំណាងកសិករឆ្នើមផ្នែកកសិអេកូឡូស៊ីចំនួន ២ រូប ព្រមទាំងតំណាងក្រុមប្រឹក្សាសង្កាត់ចំនួន ១ រូប ចូលរួមកិច្ចសន្ទនាសង្គមថ្នាក់ជាតិដ៏មានសារៈសំខាន់នេះ!

🌱National Social Dialogue: "Climate Justice through Agroecology Implementation"

The CTO team was honored and delighted to lead a delegation—comprising two outstanding agroecology farmers and a commune council representative—to participate in this significant national social dialogue.

At the event, CTO also showcased and promoted natural products from the community to help boost the potential of local goods and directly support the community economy.

CTO extends its sincere gratitude and appreciation to ActionAid Cambodia for its leadership and seamless coordination with the 13 partner organizations in organizing this event.

This initiative has generated a tremendous positive impact on the community, particularly by prioritizing the needs of smallholder farmers who face various challenges related to agroecology implementation and climate change.

On September 24, 2026, the Community Translation Organization (CTO)—through the project "Building Community Resilience through Natural Resources in the Aftermath of Border Conflict," funded by ActionAid Cambodia—organized a training session on "Project Proposal Writing and Financial Reporting." The training was attended by 12 representatives (including 7 women) from four community committees: Ratanak rukha, Phnom Dangrek Samraek Prey Sros, Chhouk Meas, and Romdoul Veasna. CTO staff facilitated the session using a combination of presentations, discussions, and practical exercises.

The training aimed to: strengthen the community committees' capacity to identify community issues, needs, and priorities in order to formulate clear and appropriate project proposals; enhance skills in developing coherent and actionable objectives, expected outcomes, activities, indicators, and budgets; and improve capabilities in accurately and systematically recording income and expenses and preparing financial reports. This initiative aims to enhance the management of community budgets by ensuring transparency, accountability, and efficiency.

Key topics focus on project proposal development, identifying issues and needs, defining objectives and expected outcomes, planning activities and budgets, and managing financial record-keeping and reporting.

Upon completion of the training, participants strengthened their understanding and skills regarding project proposal development and financial reporting. Notably, they are now better equipped to systematically identify issues, objectives, activities, and budgets, as well as to record income and expenses and prepare financial documentation

២. សកម្មភាពដែលបានអនុវត្តនេះ គឺធ្វើការផ្សព្វផ្សាយខ្លឹមសារសំខាន់ៗនៃក្រមបរិស្ថាន និងបទប្បញ្ញត្តិពាក់ព័ន្ធ។ ពន្យល់អំពីផលប៉ះពាល់នៃការដុតបំផ្លាញព្រៃឈើ និងវិធានការការពារ។ ពិភាក្សាជាមួយប្រជាពលរដ្ឋអំពីបញ្ហាបរិស្ថាន និងការការពារធនធានធម្មជាតិក្នុងមូលដ្ឋាន។

៣. លទ្ធផលសំខាន់ៗ ប្រជាពលរដ្ឋសរុប ៤៥នាក់ បានចូលរួម ទទួលបានព័ត៌មានអំពីក្រមបរិស្ថាន និងការការពារព្រៃឈើ។ អ្នកចូលរួមបានលើកឡើង និងពិភាក្សាអំពីបញ្ហាបរិស្ថានដែលពាក់ព័ន្ធនឹងការដុតបំផ្លាញព្រៃឈើក្នុងមូលដ្ឋាន។ មានការពង្រឹងកិច្ចសហការរវាង CTO មន្ទីរបរិស្ថាន អាជ្ញាធរមូលដ្ឋាន និងសហគមន៍ សម្រាប់ការងារការពារបរិស្ថានបន្ត។

On September 23, 2026, the Community Translation Organization (CTO)— through the project "Building Community Resilience with Natural Resources in the Aftermath of Border Conflict, funded by —collaborated with the Department of Environment and the authorities of Thmey Village, Trapeang Tav Commune, Anlong Veng District. we organized community outreach and educational activities regarding the Environment Code, natural resource protection, and the prevention of forest burning within the Sangk Rukhavavon Community Protected Area.

1. Objectives: To raise public awareness about the Environment Code and natural resource protection; to disseminate information on the impacts of forest burning and prevention measures; to encourage community participation in protecting and conserving natural resources; and to strengthen cooperation among stakeholders regarding local environmental protection.

2. Activities Implemented: Disseminating key contents of the Environment Code and relevant regulations; explaining the impacts of forest burning and protective measures; and discussing environmental issues and local natural resource protection with residents.

3. Key results: A total of 45 citizens participated and received information regarding the Environment Code and forest protection. Participants raised and discussed environmental issues related to the fire of forests in the local area. Cooperation among CTO, the Department of Environment, local authorities, and the community was strengthened for ongoing environmental protection efforts.

ថ្ងៃទី២២ ខែកញ្ញា ឆ្នាំ២០២៦ អង្គការកែប្រែសហគមន៍ (CTO) តាមរយះគម្រោង «កសាងភាពធនសហគមន៍ជាមូយធនធានធម្មជាតិក្រោយវិបត្តិសង្គ្រាមព្រំដែន» ដែលគាំទ្រថវិកាដោយអង្គកា បានចុះសិក្សាស្វែងយល់ពីបញ្ហានិងតម្រូវការរបស់នៅសហគមន៍ថ្មដាអូទឹកខៀវ ឃុំផ្អាវ ស្រុកត្រពាំងប្រាសាទ។ កិច្ចប្រជុំនេះមានការចូលរួមអង្គការកែប្រែសហគមន៍ (CTO) ១នាក់ និងមន្ទីរបរិស្ថាន ២នាក់ និងគណៈកម្មការ ១១នាក់ ស្រី២នាក់។

១.យើងបានសិក្សាស្វែងយល់ពីស្ថានភាពជាក់ស្តែង បញ្ហាប្រឈម និងតម្រូវការរបស់សហគមន៍ ក្នុងការគ្រប់គ្រង និងការពារធនធានធម្មជាតិ និងព្រៃឈើនៅក្នុងតំបន់។ ក្នុងអំឡុងពេលចុះសិក្សា ក្រុមការងារបានពិភាក្សា និងប្រមូលព័ត៌មានពីសហគមន៍ពាក់ព័ន្ធនឹងការការពារព្រៃឈើ ការគ្រប់គ្រងតំបន់សហគមន៍ ការទប់ស្កាត់បទល្មើសធនធានធម្មជាតិ និងតម្រូវការសំខាន់ៗសម្រាប់ពង្រឹងសមត្ថភាពរបស់គណៈកម្មការសហគមន៍។

២. បញ្ហាប្រឈមដែលបានរកឃើញ តាមការសិក្សា និងពិភាក្សាជាមួយសហគមន៍ បានរកឃើញថា:
 បទល្មើសធនធានធម្មជាតិ និងព្រៃឈើ នៅតែជាបញ្ហាដែលសហគមន៍ត្រូវបន្តយកចិត្តទុកដាក់ និងទប់ស្កាត់។
 បញ្ហាភ្លើងឆេះព្រៃ ជាពិសេសនៅរដូវប្រាំង ដែលអាចបង្កផលប៉ះពាល់ដល់ធនធានព្រៃឈើ និងជីវចម្រុះ។
 ការកំណត់ព្រំប្រទល់សហគមន៍ មិនទាន់មានភាពច្បាស់លាស់គ្រប់ទីតាំង និងត្រូវការការកំណត់បង្គោលព្រំប្រទល់បន្ថែម។
 ផ្លាកសញ្ញាសម្គាល់ និងផ្សព្វផ្សាយការពារតំបន់ នៅមានកម្រិត និងត្រូវការបន្ថែមនៅតំបន់សំខាន់ៗ ដើម្បីបង្កើនការយល់ដឹង និងការការពារ។
 សមត្ថភាពគណៈកម្មការសហគមន៍នៅមានកម្រិត ជាពិសេសចំណេះដឹង និងជំនាញពាក់ព័ន្ធនឹងការគ្រប់គ្រងធនធានធម្មជាតិ ការចុះល្បាត ការកត់ត្រាបទល្មើស ការរាយការណ៍ និងការសហការជាមួយអាជ្ញាធរមូលដ្ឋាន និងសមត្ថកិច្ចពាក់ព័ន្ធ។

៣. តម្រូវការសំខាន់ៗរបស់សហគមន៍: ផ្អែកលើបញ្ហាប្រឈមដែលបានកំណត់ សហគមន៍បានបង្ហាញពីតម្រូវការសំខាន់ៗ រួមមាន៖

Meeting to Assess Issues and Needs of the Thma Da O Tuek Khiev Community Protected Area

On September 22, 2026, the Community Translation Organization (CTO)—through the project "Building Community Resilience with Natural Resources in the Aftermath of Border Conflict," funded by ActionAid Cambodia—conducted a field assessment to understand the issues and needs of the Thma Da O Tuek Khiev community in Ph'av Commune, Trapeang Prasat District. The meeting was attended by one representative from CTO, two officials from the Department of Environment, and eleven committee members (including two women).

1. We examined the actual situation, challenges, and needs of the community regarding the management and protection of local natural resources and forests. During the field visit, the team discussed and gathered information from the community concerning forest protection, community area management, the prevention of natural resource-related offenses, and key requirements for strengthening the capacity of the community committee.

2. Challenges identified through studies and community discussions include:
 Natural resource and forestry offenses remain issues requiring the community's continued attention and prevention efforts.
 Forest fires, particularly during the dry season, pose a threat to forest resources and biodiversity.
 Community boundaries are not yet clearly defined in all locations, necessitating the installation of additional boundary markers.
 Signage for area identification and protection is limited; additional signs are needed in key areas to enhance awareness and protection.
 The capacity of the community committee is limited, particularly regarding knowledge and skills related to natural resource management, patrolling, recording offenses, reporting, and collaborating with local authorities and relevant agencies.

3. Key community needs:
Based on the identified challenges, the community has outlined key needs, including:
* Support for defining and installing community boundary markers in areas where boundaries are currently unclear. * Provision and installation of protection and boundary identification signage in key areas. * Strengthen forest patrols and monitoring to prevent illegal activities.
* Establish measures for forest fire prevention and response.
* Build the capacity of the community committee through training and guidance.

4. Key findings from this field visit enabled the CTO team and the Department of Environment to gain a clearer understanding of the actual situation, challenges, and needs of the Thma Da O Teuk Khiev community protected area.

5. Following the meeting, proposals and recommendations were made to further strengthen cooperation among the Department of Environment, local authorities, and the community committee in order to develop specific, prioritized action plans for community support. In particular, efforts should focus on capacity building for the committee, organizing patrol schedules, preventing forest fires, demarcating boundaries, and installing signage, thereby contributing to the effective and sustainable management of the community's natural resources.

On September 22, 2026, the Community Translation Organization (CTO)—through the project "Building Community Resilience through Natural Resources in the Aftermath of Border Conflict," funded by —collaborated with the Department of Environment and the authorities of Samakki Village (Trapeang Prey Commune, Anlong Veng District). Together, we organized community outreach and educational activities regarding the Environment Code, natural resource protection, and the prevention of illegal forest fired for residents of the Samakki Community Protected Area.

The outreach event was attended by a total of 42 participants and focused on the following key points:
* Disseminating and explaining the key contents of the Environment Code and the importance of complying with laws related to environmental protection.
* Raising awareness about the impacts of forest burning and the consequences for natural resources, public health, and citizens' livelihoods.
* Encouraging citizens to participate in the protection and conservation of local forests and natural resources.
* Discussing and gathering feedback from citizens regarding environmental issues and forest protection within the community. * Promote cooperation among local authorities, environmental officials, and citizens to prevent offenses and activities that harm the environment.

Through these activities, we have achieved significant results, such as:
* Citizens and participants gained a clearer understanding of the Environment Code and the importance of enforcing environmental laws.
* Participants became aware of the impacts and risks associated with forest burning.
* Community participation in the protection and conservation of natural resources was enhanced.
* Cooperation among CTO, the Department of Environment, local authorities, and citizens regarding environmental protection efforts was strengthened.

"The Power of Community Solidarity: Self-Reliance to Take Ownership of Our Forest's Destiny"

"The forest is our livelihood; protecting it is a shared responsibility for us all."

Community forests are invaluable natural assets that provide water sources, a healthy climate, and forest products, while supporting the daily livelihoods of all the local people living in the surrounding areas. To date, the preservation and sustainability of these forests have been made possible through the voluntary dedication of time and effort by community committees, alongside financial and technical support from development partners and various donor organizations.

However, "external aid cannot last forever." Eventually, aid projects will come to an end, yet our forests and our communities must continue to coexist. If we remain entirely dependent on external funding, both the forest and the community will face serious risks once that support ceases. Therefore, our organization/community appeals to you and encourages a spirit of "self-reliance" by establishing a "community contribution fund," driven by the solidarity and voluntary spirit of our own citizens.

Why is this small financial contribution important?

1. Demonstrates a sense of ownership: Your financial contribution—even a small amount (equivalent to the cost of a cup of coffee or a single meal per month)—is a declaration that "we own this forest, and we determine our community's destiny ourselves."

2. Boosts morale and shares the burden with the volunteer team: The community committee team sacrifices their time and faces dangers in the forest to protect our shared source of food and livelihood. Your contributions will be used with the utmost transparency to provide packed meals, motorbike fuel, drinking water, and essential patrol equipment. "You may not be patrolling the forest yourself, but your small contribution becomes the packed meals that sustain the strength of those who do."

3. Building Sustainability and Independence: Having our own fund grants our community independence, allowing us to take immediate initiative in forest protection planning without having to wait for or rely solely on external aid budgets.

Establishing this fund is not a burden; rather, it is an "investment in the safety and future livelihoods of our children." The fund will be managed based on principles of "transparency, accountability, and clear reporting of expenditures" to both the community members and local authorities on a regular basis.
We earnestly call upon local authorities at all levels to support and encourage this solidarity movement, and we invite all community members to contribute according to their means—with pride and a strong sense of responsibility.

"Small acts of solidarity, when united, become a robust and enduring shield for our forests!"

Following this dissemination meeting, we received enthusiastic support from the community, and the collected funds have been deposited into the community's bank account to ensure transparent management.

The Phnom DangRek Samraek Prey Sros Community Forestry covers an area of ​​1,604 hectares and is home to the Ta Krabei Temple.

More than eight months after the ceasefire, the community committee received authorization to inspect and monitor the condition of their office and the tree plantation established in 2024.

On September 21, 2026, the Community Translation Organization (CTO)—through the project "Building Community Resilience through Natural Resources in the Aftermath of Border Conflict," funded by ActionAid Cambodia—collaborated with the Department of Environment and local authorities from Tumnub Village, Trapeang Trav Commune, Anlong Veng District. We organized an outreach and awareness-raising activity regarding the Environment and Natural Resources Code, as well as measures to prevent forest burning and the destruction of natural resources​ in the Sangk Rukhawon Community Protected Area.

The activity aimed to raise public awareness about laws and regulations concerning environmental protection, forest conservation, and the sustainable use of natural resources. It also sought to encourage community participation in protecting and preventing activities that could harm natural resources, specifically engaging residents who rely on the natural resource from the Samakki Community Protected Area; a total of 52 people participated in the event.
