កាលពីថ្ងៃទី១៣ ខែឧសភា ឆ្នាំ២០២៦ កន្លងទៅនេះ រដ្ឋបាលខេត្តសៀមរាប បានរៀបចំសិក្ខាសាលាថ្នាក់ជាតិដ៏មានសារៈសំខាន់មួយ ស្តីពី «ផែនការអភិវឌ្ឍន៍ប្រព័ន្ធស្បៀងប្រកបដោយនិរន្តរភាព និងសុវត្ថិភាពប្រចាំខេត្តសៀមរាប» នៅសណ្ឋាគារសុខាអង្គរ ។ សិក្ខាសាលានេះប្រព្រឹត្តទៅក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់ អ៊ឹង គឹមលាង អភិបាលរងនៃគណៈអភិបាលខេត្តសៀមរាប និងមានការចូលរួមពីតំណាងក្រសួងពាក់ព័ន្ធ ដៃគូអភិវឌ្ឍន៍ និងរដ្ឋបាលខេត្តនានា សរុបចំនួន ១២៤​(ស្រី៤០)។
គោលបំណងនៃសិក្ខាសាលានេះគឺផ្សព្វផ្សាយអាទិភាពគន្លឹះនៃផែនការអភិវឌ្ឍន៍ប្រព័ន្ធស្បៀង ដើម្បីធានាសង្គតិភាពគោលនយោបាយជាមួយថ្នាក់ជាតិ ។ បង្កើនការប្តេជ្ញាចិត្តពីគ្រប់ភាគីពាក់ព័ន្ធក្នុងការគាំទ្រដល់ការអនុវត្តផែនការសកម្មភាពនាពេលអនាគត ។
សិក្ខាសាលានេះទទួលបានការគាំទ្របច្ចេកទេសពីអង្គការ GRET, Agrisud និងហិរញ្ញវត្ថុពី AFD និងក្រុមប្រឹក្សាខេត្តអូដ៏សែន (CD92)។
គួររំលឹកផងដែរថា ផែនការនេះមិនមែនត្រឹមតែជាឯកសារយុទ្ធសាស្ត្រប៉ុណ្ណោះទេ ប៉ុន្តែជាផែនទីបង្ហាញផ្លូវដ៏ទូលំទូលាយដែលរៀបចំឡើងយ៉ាងសម្រិតសម្រាំងលើ៖
- ការដឹកនាំបែបអន្តរវិស័យ៖ រៀបចំឡើងក្រោមការសម្របសម្រួលដោយរដ្ឋបាលខេត្ត ដោយមានការចូលរួមពីមន្ទីរជំនាញជុំវិញខេត្ត និងក្រុមការងារតាមវិស័យរហូតដល់ ១០ ប្រធានបទ ។
- គោលដៅយុទ្ធសាស្ត្រ៖ ផ្តោតលើការដោះស្រាយបញ្ហាប្រឈម និងកំណត់អាទិភាពដើម្បីពង្រឹងប្រព័ន្ធស្បៀងឱ្យមានភាពរឹងមាំ ។
- សុវត្ថិភាព និងនិរន្តរភាព៖ ធានាឱ្យបាននូវការផ្គត់ផ្គង់ស្បៀងដែលមានសុវត្ថិភាពដល់អ្នកប្រើប្រាស់ ស្របពេលជាមួយនឹងការរក្សានិរន្តរភាពបរិស្ថាន និងលើកកម្ពស់សេដ្ឋកិច្ចមូលដ្ឋាន ។
- ភាពម្ចាស់ការក្នុងតំបន់៖ ពង្រឹងសមត្ថភាពសម្របសម្រួល និងភាពម្ចាស់ការរបស់រដ្ឋបាលថ្នាក់ក្រោមជាតិក្នុងការគ្រប់គ្រងប្រព័ន្ធស្បៀង ។

សកម្មភាពសំខាន់ៗក្នុងកម្មវិធីរួមមាន៖
១. ការបង្ហាញលទ្ធផលនៃក្រុមការងារអន្តរវិស័យ ដោយលោក ចឹក គឹមជុន នាយករងរដ្ឋបាលខេត្ត។
២. ការចែករំលែកបទពិសោធន៍ជាក់ស្តែងក្នុងការរៀបចំផែនការប្រព័ន្ធស្បៀងខេត្តសៀមរាបដោយ លោក ឡុង វ៉ាន់សាក់លោកប្រធានការិយាល័យនៃមន្ទីរផែនការខេត្ត។
៣. វេទិកាពិភាក្សាដោះដូរយោបល់៖ អង្គសិក្ខាសាលាបានជជែកដេញដោលលើប្រធានបទសំខាន់ៗដូចជា ការពង្រឹងកិច្ចសហការចម្រុះភាគី តួនាទីអង្គការសង្គមស៊ីវិល និងការគាំទ្រផ្នែកគោលនយោបាយ និងហិរញ្ញវត្ថុពីថ្នាក់ជាតិ ។
៤. ការតាំងបង្ហាញផលិតផល ដែលផលិតនៅក្នុងខេត្តសៀមរាប ដែលបង្ហាញពីវឌ្ឍនភាពនៃប្រព័ន្ធស្បៀងក្នុងខេត្ត។
Workshop: Safe and Sustainable Food System Development Plan for Siem Reap Province
On May 13, 2026, the Siem Reap Provincial Administration organized a significant national workshop on the "Safe and Sustainable Food System Development Plan for Siem Reap Province (2025-2029)" at the Sokha Angkor hotel. The workshop was presided over by H.E. Ung Kimleang, deputy governor of Siem Reap province , with participation from representatives of relevant ministries, development partners, and various provincial administrations​ in total 124 (F=40).
The primary objectives of this workshop were to promote the key priorities of the Food System development plan to ensure policy consistency with national frameworks. Increase the commitment of all stakeholders to support the implementation of future action plans.
This workshop received technical support from GRET Cambodia and Agrisud International, and financial support from AFD and the Hauts-de-Seine Departmental Council (CD92). It is important to note that this plan is not merely a strategic document but a comprehensive roadmap carefully prepared based on:
- Inter-sectoral leadership: developed under the coordination of the Provincial Administration, with close cooperation from technical departments around the province and representatives from working groups covering 10 key food system themes.
- Strategic goals: focused on addressing challenges and defining priorities to strengthen the provincial food system.
- Safety and sustainability: ensuring the supply of safe food to consumers while maintaining environmental sustainability and promoting the local economy.
- Regional ownership: strengthening the coordination capacity and ownership of sub-national administrations in managing the food system.

Key activities of the program included:
1. Presentation of inter-sectoral results: An overview of the participatory planning process and key achievements of the 10 thematic working groups by Mr. Chek Kimchun, deputy director of the provincial administration.
2. Sharing practical experiences: Insights into the development of the Siem Reap food system plan, inter-sectoral linkages, and implementation perspectives by Mr. Long Vansak, from the provincial planning department.
3. Panel discussion forums: In-depth debates on key topics, including strengthening multi-stakeholder collaboration, the role of civil society and development partners, and policy and financial support from the national level.
4. Product exhibition: A showcase of products produced in Siem Reap province, reflecting the progress and innovation within the provincial food system.

On May 14, 2026, the f***l sludge treatment station welcomed a visit from the Groupe Initiative (GI), bringing together several member organizations active in Cambodia: AVSF, GRET, GERES, and AGRISUD. The visit highlighted ongoing initiatives focused on waste valorization and the innovative solutions being developed locally to transform f***l sludge into valuable resources for agriculture.

Discussions focused on the environmental and public health challenges related to waste management, as well as on opportunities to promote a circular economy adapted to the Cambodian context. Participants were able to discover the activities implemented at the treatment station, the treatment processes currently being tested, and the ongoing reflections regarding the agricultural use of biosolids.

This visit is part of the Groupe Initiative’s geographical hub dynamic in Cambodia, which aims to strengthen synergies between member organizations around shared thematic priorities and to encourage experience-sharing among development actors.

Following the field visit, a working meeting was held between the participating organizations to discuss upcoming joint GI activities in Cambodia. Exchanges also focused on the preparation and organization of the Francophonie Summit scheduled for next November, identified as an important opportunity to showcase local initiatives, partnerships, and innovative solutions led by Groupe Initiative member organizations in Cambodia.

On 12th May 2026, the technical team of the PROFERTIL Project and Mr. Seng Picheth, Country representative of Agrisud International Cambodia, participated in the Steering Committee Meeting and the presentation of work achievements by the international technical assistant of AIMF on the implementation of the Faecal Sludge Management Project Phase II.

The meeting was presided over by H.E. ING Kimleang, Deputy Governor of Siem Reap Province, representing H.E. Prak Sophorn, Governor of the Board of Governors of Siem Reap Province. The meeting was also attended by Ms. Arianna ARDESI, Director of Cooperation and Partnerships of AIMF, Mr. Amédé, International Advisor of AIMF, representatives of SIAAP, the Deputy Director of Administration of the Provincial Hall, the Deputy Governor of Siem Reap City, representatives from relevant provincial departments, provincial administration offices and units, and representatives from Green PROFERTIL. Participants joined both in person and online, with a total of 15 participants, including 1 woman.

The purpose of the meeting was to review the progress, challenges, solutions, and lessons learned from the implementation of the organic fertilizer production project of the Siem Reap Provincial Administration. The discussions aimed to gather inputs for improving the implementation of future action plans and activities in order to achieve better results.

•គោលបំណងនៃការពិសោធន៍៖
ដើម្បីតាមដាន និងកំណត់ថា ផ្នែកណាមួយនៃ Phragmites Australis សមស្របបំផុតសម្រាប់យកទៅដាំឡើងវិញនៅក្នុងអាងផ្សេងៗនៅ FSTP។

On 09th May, 2026, the technical team of the PROFERTIL Project from Agrisud International Cambodia, together with the team from the F***l Sludge Treatment Plant (FSTP) of Green PROFERTIL company, Cambodia, conducted an experiment on the growth parts of Phragmites Australis for additional planting in other treatment beds.

For this experiment, three types of physiological growth parts of Phragmites Australis were collected from Bed 4B as follows:

• Rhizome: grown at a biosolid depth of 20–30 cm below the biosolid surface.
• Stem close to the rhizome: grown at a biosolid depth of 10–15 cm below the biosolid surface.
• Stem part: collected after the stem close to the rhizome, with a length of 15–20 cm above the biosolid surface.

Objective of the experiment:
To monitor and determine which part of Phragmites Australis is most suitable for replanting in different beds at the FSTP.

AGRITER III & DELFI Seminar: A Week of International Exchanges on Agroecology, Value Chains, and Territories
From May 3 to 8, 2026, the AGRITER III and DELFI program teams met in La Palmyre, France, for an international seminar dedicated to agroecology, sustainable value chains, and territorial development.
This event brought together representatives from numerous partner countries: Cambodia, Benin, Brazil, Côte d'Ivoire, Haiti, Madagascar, Morocco, Senegal, Vietnam, and the Democratic Republic of Congo, as well as the Agrisud International headquarters team and several institutional and technical partners.
Over several days, participants shared their field experiences, innovations, and the challenges encountered in project implementation. Discussions focused on several key themes:
• the agroecological transition;
• the development of inclusive and sustainable value chains;
• communication and promotion of field activities;
• the territorial approach and multi-stakeholder governance;
• methods for assessing the impact of Agri360° actions.
The seminar alternated between:
• plenary sessions,
• thematic workshops,
• group work,
• meetings between partners,
• and team-building activities for the international teams.
Cambodia was represented by Picheth Seng (Agrisud Cambodia), Dinary Tann (Green Farmers Association),Vireak Veth (Technical coordinator) and Clément Vialade (Technical assistant). This participation highlighted the initiatives developed in Siem Reap around agroecology, local value chains, support for producers, and territorial development carried out with local partners.
The discussions also strengthened ties between the various country teams and international partners, in a shared commitment to promoting more sustainable, inclusive, and resilient agricultural models. This seminar was a key moment for consolidating collaborations, sharing best practices and preparing the next steps of the AGRITER III and DELFI programs.

•អាង ៧A៖ ប្រមូលពីថ្ងៃទី ០២ ដល់ថ្ងៃទី ០៣ ខែឧសភា ឆ្នាំ២០២៦ ទទួលបានទិន្នផលសរុប ១៧.២៥ តោន/អាង។
•អាង ៦A៖ ប្រមូលពីថ្ងៃទី ០៣ ដល់ថ្ងៃទី ០៤ ខែឧសភា ឆ្នាំ២០២៦ ទទួលបានទិន្នផលសរុប ៣០ តោន/អាង។
•អាង ២A៖ ប្រមូលពីថ្ងៃទី ០៤ ដល់ថ្ងៃទី ០៥ ខែឧសភា ឆ្នាំ២០២៦ ទទួលបានទិន្នផលសរុប ២២.៥ តោន/អាង។

• សរុប ទិន្នផលភក់ដែលប្រមូលបានពីអាងទាំង ៤ មានចំនួនសរុប ៨៨.៥ តោន។

From 30th April to 05th May, 2026, the technical team of the PROFERTIL Phase II Project of Agrisud International in Cambodia, in collaboration with the Green PROFERTIL Company, Cambodia team and relevant stakeholders, including representatives of the Siem Reap Provincial Administration as project donor as well as international consultants from the AIMF Association of the French Republic, carried out sludge harvesting activities from four treatment beds: 7B, 7A, 6A, and 2A.

It should be noted that this sludge harvesting activity was the second operation following the first implementation conducted in 2025. The activity aimed to monitor and evaluate the effectiveness of sludge treatment processes generated from the daily use of residents and tourists in Siem Reap City. In addition, the harvested sludge will be processed into organic fertilizer to contribute to the promotion of the agricultural sector both locally and throughout Cambodia.

The sludge yields obtained from each treatment bed are as follows:

• Bed 7B: Harvested from April 30 to May 02, 2026, with a total yield of 18.75 tons/bed.
• Bed 7A: Harvested from May 02 to May 03, 2026, with a total yield of 17.25 tons/bed.
• Bed 6A: Harvested from May 03 to May 04, 2026, with a total yield of 30 tons/bed.
• Bed 2A: Harvested from May 04 to May 05, 2026, with a total yield of 22.5 tons/bed.

• In total, the sludge harvested from all four beds amounted to 88.5 tons.

ដោយយោងលើការតាំងចិត្ត និងស្រលាញ់អាជីវកម្មនេះលោក ឡុងគាង និងគ្រួសារបានផលិតដីបណ្ដុះនេះតាំងពីឆ្នាំ ២០១៨ និងផ្គត់ផ្គង់សម្រាប់កសិករនៅក្នុងសហគមន៍របស់គាត់។ បន្ទាប់មកនៅឆ្នាំ ២០២០ ដល់ឆ្នាំ ២០២១ក្រោមការជ្រោមជ្រែងដោយអង្គការអភិវឌ្ឍន៍កសិកម្មបានបង្រៀន និងចងក្រងជារូបមន្តជី ដោយផ្អែកលើការពិនិត្យគុណភាព និងឧបត្ថម្ភជាម៉ាស៊ីនកែច្នៃមួយចំនួនក្នុងការបង្កភាពងាយស្រួលក្នុងផលិតកម្ម និងបានអភិវឌ្ឍន៍មកជាសិប្បកម្មជាលក្ខណៈគ្រួសារមកដល់បច្ចុប្បន្នផងដែរ។
On 06th May, 2026, the technical team of the PROFERTIL Phase II Project of Agrisud International Cambodia conducted a field visit to Mr. Long Kean’s family-based seedling substrate production enterprise located in Ou Torteung Village, Preah Dak Commune, Banteay Srei District, Siem Reap Province. The objectives of the visit was as follow:
• To study and gain a better understanding of the production chain of seedling substrate/fertilizer and the machinery used for processing, from the initial stage through to packaging and marketing.
Driven by strong commitment and passion for this business, Mr. Long Kean and his family have been producing seedling substrate since 2018 and supplying it to farmers within their community. Later, from 2020 to 2021, with the support of an agricultural development organization, they received training and technical guidance to develop standardized fertilizer formulas based on quality assessments, as well as support in the form of processing machinery to facilitate production activities. Since then, the enterprise has continued to develop into the family-based production business it is today.

នៅថ្ងៃទី ០៤ ខែឧសភា ឆ្នាំ ២០២៦ មានកិច្ចប្រជុំពីរដែលបានធ្វើឡើងនៅពេលព្រឹក និងរសៀលក្រោមការសម្របសម្រួលដោយលោក ចឹក គឹមជុន ជានាយករងរដ្ឋបាលសាលាខេត្ត និងជាអនុប្រធានគម្រោង PROFERTIL ដើម្បីតាមដាន និងសម្របសម្រួលក្នុងការអនុវត្តន៍គម្រោងអោយកាន់តែប្រសិទ្ធភាព។

ដោយកិច្ចប្រជុំពេលព្រឹកធ្វើឡើងក្នុងគោលបំណង២សំខាន់ៗដូចជា៖
១. ពិភាក្សាអំពីនិតិវិធីនៃការចុះបញ្ជីការជីមមោគ។
២. ពិគ្រោះយោបល់ និងអនុញ្ញាតពីម្ចាស់គម្រោងដើម្បីសម្របសម្រួលដំណើរការជាមួយក្រសួងពាក់ព័ន្ធ។

ក្នុងកិច្ចប្រជុំមានអ្នកចូលរួមដូចជា នាយករងរដ្ឋបាលសាលាខេត្ត និងជាអនុប្រធានគម្រោង PROFERTIL និងជំនួយការរដ្ឋបាលតំណាងរដ្ឋបាលខេត្តសៀមរាប អង្គការអាគ្រីស៊ុតអន្តរជាតិប្រចាំប្រទេសកម្ពុជា តំណាងមន្ទីរពាក់ព័ន្ធជំនាញ ដូចជា មន្ទីរកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទខេត្ត មន្ទីរឧស្សាហកម្ម បច្ចេកវិទ្យា វិទ្យាសាស្រ្ត និងនវានុវត្តន៍ខេត្ត មន្ទីរបរិស្ថានខេត្ត និងសរុបវត្តមានអ្នកចូលរួមចំនួន ០៧នាក់ ក្នុងនោះស្រ្តី ចំនួន ០១នាក់។

ចំណែកឯការប្រជុំពេលរសៀលជាការពិភាក្សារវាងដំណើរទស្សនៈកិច្ចនៃទីប្រឹក្សាអន្តរជាតិ ដោយលោក Amede នៃសមាគមន៍ AIMF និងលោក ចឹក គឹមជុន ជានាយករងរដ្ឋបាលសាលាខេត្ត និងជាអនុប្រធានគម្រោង PROFERTIL និងអ្នកពាក់ព័ន្ធជំនាញដូចជា សាលាក្រុងសៀមរាប អង្គការអាគ្រីស៊ុតអន្តរជាតិប្រចាំប្រទេសកម្ពុជា អ្នកតំណាងក្រុមហ៊ុនGreen PROFERTIL អ្នកតំណាងមន្ទីរបរិស្ថានខេត្ត សរុបចំនួន ០៨នាក់ ស្រី ០នាក់។

ការប្រជុំមានគោលបំណង៖ ពិភាក្សា និងសម្របសម្រួលលើនីតិវិធី ការអនុវត្តច្បាប់ និងការកែលម្អប្រព័ន្ធគ្រប់គ្រងសំណល់ភក់ ដើម្បីធានាសុវត្ថិភាព អនាម័យ និងប្រសិទ្ធភាពនៅក្នុងក្រុងសៀមរាប។

On 4th May, 2026, two meetings were held in the morning and afternoon under the coordination of Mr. Chek Kimchun, Deputy​ Director of the Provincial Administration and the Vice Chair of PROFERTIL Project, to monitor and improve the effectiveness of project implementation.

The morning meeting had two main objectives:
1. To discuss the procedures for registering humus fertilizer products.
2. To seek consultation and approval from the project owner to facilitate coordination with relevant ministries.

Participants in this meeting included the Deputy​ Director of the Provincial Administration and the Vice Chair of PROFERTIL Project and an administrative assistant representing the Siem Reap Provincial Administration, Agrisud International Cambodia, and technical representatives from relevant departments such as the Provincial Department of Agriculture, Forestry and Fisheries; the Department of Industry, Science, Technology and Innovation; and the Provincial Department of Environment. A total of 7 participants attended, including 1 woman.

The afternoon meeting focused on discussions during a field visit by the international advisor Mr. Amede from the AIMF Association, together with Mr. Chek Kimchun, Deputy​ Director of the Provincial Administration and the Vice Chair of PROFERTIL Project, and other relevant stakeholders, including Siem Reap City Hall, Agrisud International Cambodia, representatives of Green PROFERTIL Company, and the Provincial Department of Environment. A total of 8 participants 0 woman attended.

The objective of the afternoon meeting was to discuss and coordinate procedures, law enforcement, and improvements to the sludge management system in order to ensure safety, sanitation, and efficiency in Siem Reap City.

កិច្ចប្រជុំនេះមានគោលបំណងដើម្បីពិនិត្យលើវឌ្ឍនៈភាព បញ្ហាប្រឈម ដំណោះស្រាយ ដើម្បីជម្រុញការអនុវត្តន៍ការងារអោយទទួលបានលទ្ធផលល្អប្រសើរ និងជាពិសេសលើការងារផលិតជីមមោកដែលបានពីសំណល់ភក់បង្គន់ អោយស្របទៅតាមសង្ដ់ដារនៃបទប្បញ្ញត្តិដែលបានកំណត់ដោយក្រសួងពាក់ព័ន្ធនៃព្រះរាជាណាចក្រកម្ពុជា។

On 29th April, 2026, H.E. ING Kimleang, Deputy Governor of the Province and the high representative of H.E. Prak Sophorn, Governor of the Siem Reap Provincial Administration, chaired the kickoff meeting for the technical mission of the AIMF Association on the implementation of Phase II of PROFERTIL project.

The meeting was attended by the Deputy Director of the Provincial Administration, the Country representative of Agrisud International Cambodia, representatives from Green PROFERTIL Company, relevant technical of provincial departments, representatives from the Siem Reap City Administration, technical advisors of the project, with a total of 14 participants, including 2 women.

The purpose of this meeting was to review progress, challenges, and solutions in order to enhance the effective implementation of the project. In particular, it focused on the production of organic fertilizer derived from f***l sludge, ensuring compliance with the standards and regulations set by the relevant ministries of the Kingdom of Cambodia.
