Fulfilling The Dream’s of Migrants

អង្គការអន្តរជាតិទេសន្តរប្រវេសន៍ (IOM) ត្រូវបានបង្កើតឡើងនៅក្នុងឆ្នាំ១៩៥១ ជាអង្គការអន្តររដ្ឋាភិបាលនាំមុខក្នុងវិស័យទេសន្តរប្រវេសន៍ ហើយជាអង្គការពាក់ព័ន្ធមួយរបស់អង្គការសហប្រជាជាតិ។ អង្គការ IOM មានរដ្ឋជាសមាជិកចំនួន ១៧២ រដ្ឋ មានរដ្ឋជាអ្នកសង្កេតការណ៍ចំនួន ០៨ រដ្ឋ មានការិយាល័យនៅក្នុងប្រទេសចំនួនជាង ១០០ ប្រទេស។ អង្គការ IOM ប្តេជ្ញាអនុវត្តគោលការណ៍ទេសន្តរប្រវេសន៍ដោយប្រកបដោយភាពមនុស្សធម៌ និងស្របច្បាប់ ដើម្បីផលប្រយោជន៍ជនទេសន្តរប្រវេសន្ត និងសង្គម។ ក្នុងនាមជាអង្គការអន្តររដ្ឋាភិបាលមួយ អង្គការ IOM ធ្វើសកម្មភាពជាមួយដៃគូនៅក្នុងសហគមន៍អន្តរជាតិ ដើម្បី៖ ជួយដោះស្រាយបញ្ហាប្រឈមក្នុងការងារប្រតិបត្តិនៃដំណើរការទេសន្តរប្រវេសន៍ បង្កើនការយល់ដឹងអំពីបញ្ហាទេសន្តរប្រវេសន៍ លើកកម្ពស់ការអភិវឌ្ឍន៍សង្គម និងសេដ្ឋកិច្ចតាមរយៈការធ្វើទេសន្តរប្រវេសន៍ ព្រមទាំងលើកកម្ពស់ភាពថ្លៃថ្នូរ និងសុខុមាលភាពរបស់ជនទេសន្តរប្រវេសន្ត។ អង្គការ IOM អនុវត្តការងារទាំងនេះតាមរយៈការផ្តល់សេវា និងយោបល់ដល់រាជរដ្ឋាភិបាល អង្គការដៃគូរ និងជនទេសន្តរប្រវេសន្ត។

នៅកម្ពុជា អង្គការ IOM ត្រូវបានបង្កើតឡើងនៅក្នុងឆ្នាំ ១៩៩២ ដោយព្រះរាជាណាចក្រកម្ពុជាបានក្លាយជារដ្ឋសមាជិកក្នុងឆ្នាំ ២០០២ ហើយកិច្ចសហប្រតិបត្តិការជាមួយរាជរដ្ឋាភិបាលត្រូវបានពង្រីកគ្របដណ្តប់គ្រប់ផ្នែកទាំងអស់នៃទេសន្តរប្រវេសន៍ រួមទាំងប្រទេសជិតខាង ដោយផ្តោតទៅលើទេសន្តរប្រវេសន៍ការងារ សុខភាពទេសន្តរប្រវេសន៍ កិច្ចការពារនិងជំនួយទេសន្តរប្រវេសន៍ ការប្រឆាំងអំពើជួញដូរមនុស្ស ជំនួយសង្គ្រោះបន្ទាន់និងក្រោយវិបត្តិ ការរួបរួមគ្រប់គ្រងព្រំដែន ទេសន្តរប្រវេសន៍និងការស្រាវជ្រាវ សន្តិសុខនិងការអនុវត្តច្បាប់ ទេសន្តរប្រវេសន៍និងការអភិវឌ្ឍ។ យុទ្ធសាស្រ្តរបស់អង្គការ IOM សម្រាប់ប្រទេសកម្ពុជា ត្រូវបានរៀបចំឡើងស្របតាមគោលការណ៍ ក្របខណ្ឌនៃអភិបាលកិច្ចទេសន្តរប្រវេសន៍ (MiGOF) និងមានគោលដៅរួមចំណែកអនុវត្តន៍ឆន្ទៈជាសកលដែលបានលើកឡើងខាងលើ និងក្របខណ្ឌពាក់ព័ន្ធ ដូចជា របៀបវារៈ២០៣០ សម្រាប់ការអភិវឌ្ឍប្រកបដោយចីរភាព និងកតិកាសញ្ញាពិភពលោកស្តីពីទេសន្តរប្រវេសន៍។

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and is a related organization of the United Nations. With 172 Member States, a further 8 States holding Observer status and offices in over 100 countries. IOM is committed to the principle that humane and orderly migration benefits migrants and society. As an intergovernmental organization, IOM acts with its partners in the international community to: assist in meeting the operational challenges of migration; advance understanding of migration issues; encourage social and economic development through migration; and uphold the human dignity and well-being of migrants. It does so by providing services and advice to governments, partners and migrants.

In Cambodia, IOM was established in 1992 and with the Kingdom of Cambodia joining as a member state in 2002 and cooperation with the Royal Government of Cambodia has expanded to cover all aspects of migration including labour migration, migration health, migration protection and assistance, counter trafficking, emergency and post crisis, integrated border management, migration and research, security and law enforcement, migration and development. IOM’s strategy for Cambodia is aligned with the Migration Governance Framework (MiGOF) and aims to contribute to the implementation of the above-mentioned global commitments and frameworks such as the Agenda 2030 for Sustainable Development and the Global Compact on Migration.
