កុមារត្រូវបានបង្រៀនឱ្យទុកចិត្តលើមនុស្សពេញវ័យដែលជាអ្នកថែទាំ គ្រូពេទ្យ គ្រូបង្រៀន ឬអ្នកប្រកបវិជ្ជាជីវៈផ្សេងទៀតនៅក្នុងសង្គម។ ទំនុកចិត្តនេះជាអ្វីដែលធ្វើឱ្យពួកគេមានអារម្មណ៍ថាសុវត្ថិភាព ប៉ុន្តែវាក៏ជាអ្វីដែលបុគ្គលឆ្លៀតឱកាសអាចប្រើប្រាស់ក្នុងគោលបំណងកេងប្រវ័ញ្ចផងដែរ។

យោងតាមក្រមព្រហ្មទណ្ឌនៃព្រះរាជាណាចក្រកម្ពុជា មាត្រា ២៤៦ អំពើប្រទូស្តកេរខ្មាស ដែលរួមមានការប៉ះពាល់ ស្ទាប អង្អែលកេរភេទ ឬផ្នែកភេទផ្សេងទៀតរបស់បុគ្គលដទៃ ដោយគ្មានការយល់ព្រម ឬការបង្ខំបុគ្គលដទៃឱ្យប្រព្រឹត្តអំពើនេះមកលើខ្លួន ឬទៅលើបុគ្គលដទៃទៀតក្នុងគោលបំណងធ្វើឱ្យរំជួល​ ឬរីករាយដល់ចំណង់ផ្លូវភេទ ជាបទល្មើសព្រហ្មទណ្ឌ។

អង្គការ APLE Cambodia សូមរំលេចនូវចំណុចសំខាន់ៗចំនួន ៣ នៅពេលមានករណីបែបនេះកើតឡើង៖
១. បញ្ឈប់ការចែករំលែកវីដេអូ ឬរូបភាព៖ ទោះបីជាវីដេអូត្រូវបានបែកធ្លាយក្នុងចេតនាបែបណាក៏ដោយ ការចែករំលែកបន្តគឺជាការរំលោភលើសិទ្ធិឯកជនភាព និងបង្កផលប៉ះពាល់ផ្លូវចិត្តយ៉ាងធ្ងន់ធ្ងរដល់កុមាររយៈពេលវែង។ សូមរាយការណ៍ និងលុបមាតិកានោះចោល ជាជាងការចែករំលែកបន្ត ឬបញ្ចេញមតិដែលធ្វើឱ្យអត្តសញ្ញាណកុមារត្រូវគេស្គាល់។

២. ការពារ និងគាំទ្រជនរងគ្រោះ៖ កុមារដែលរងគ្រោះត្រូវការការគាំទ្រផ្នែកផ្លូវចិត្ត ជំនួយផ្នែកច្បាប់ និងការរក្សាការសម្ងាត់ជាអាទិភាព។ ការការពារកុមារពីការរងគ្រោះឡើងវិញ (Re-victimization) គឺជាកាតព្វកិច្ចរបស់អ្នកពាក់ព័ន្ធទាំងអស់។

៣. ស៊ើបអង្កេតប្រកបដោយតម្លាភាព៖ គ្រប់ការចោទប្រកាន់អំពីអំពើរំលោភបំពាននិងកេងប្រវ័ញ្ចផ្លូវភេទកុមារ ត្រូវទទួលបានការស៊ើបអង្កេតយ៉ាងហ្មត់ចត់ និងចាត់វិធានការតាមផ្លូវច្បាប់ជាធរមាន ដើម្បីធានាថាគ្មានបុគ្គលណាម្នាក់ស្ថិតនៅលើច្បាប់ឡើយ។

“Children are taught to trust, and that trust must be protected.”

Children are taught to trust adults in their lives, including caregivers, doctors, teachers, or other professionals in society. This trust is what makes them feel safe, but it is also what opportunists can misuse for exploitation.
Under Article 246 of the Cambodian Criminal Code, Indecent Assault, which includes touching, fondling, or caressing s*xual or private parts without consent, or coercing someone into such acts for s*xual gratification, is a punishable criminal offense.

APLE highlights three critical principles when such cases occur:
1. Stop Sharing Videos or Images: Regardless of how or why a video was leaked, sharing it violates a child's privacy rights and causes severe long-term psychological harm. Please report and delete such content rather than circulating it or making comments that expose the child's identity.

2. Protection and Victim Support: Children at the center of these cases require psychosocial support, legal aid, and strict confidentiality. Protecting children from re-victimization is a collective obligation for all stakeholders.

3. Transparent Investigation: Every allegation of child s*xual abuse and exploitation must be thoroughly investigated, and appropriate legal action taken to ensure no individual stands above the law.

As part of our 2026 team retreat in Siem Reap, the APLE Cambodia team was warmly welcomed at Pour un Sourire d'Enfant (PSE) to learn about their inspiring work in technical and vocational education and training (TVET) foryoung people. Our visit was a valuable opportunity to exchange experiences, explore shared challenges, and strengthen the civil society network that stands behind Cambodia's children.

We are grateful to the PSE team for their hospitality and their dedication, and we look forward to deepening collaboration among civil society organisations working toward a safer, brighter future for every child.

សកម្មភាពពង្រឹងសាមគ្គីភាពក្រុម និងសុខុមាលភាពបុគ្គលិក ក្នុងកំឡុងពេលរៀបចំកម្មវិធីប្រជុំប្រចាំឆ្នាំរបស់ អង្គការ APLE Cambodia ឆ្នាំ២០២៦

ការការពារកុមារគឺជាការងារដែលទាមទារការយកចិត្តទុកដាក់ និងកម្លាំងផ្លូវចិត្តខ្ពស់។ ក្នុងកម្មវិធីប្រជុំប្រចាំឆ្នាំរបស់អង្គការ APLE នៅខេត្តសៀមរាប (ពីថ្ងៃទី២៧ ដល់ថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៦) ក្រុមការងារ បានឆ្លៀតពេលដើម្បីជួបជុំគ្នា ស្តារកម្លាំងចិត្ត និងថែទាំគ្នាទៅវិញទៅមក។

សប្តាហ៍នេះបានចាប់ផ្តើមដោយការស្វាគមន៍យ៉ាងកក់ក្តៅ និងសកម្មភាពសាមគ្គីភាពក្រុមដែលនាំបុគ្គលិកឲ្យបង្កើតភាពស្និទ្ធស្នាលគ្នាកាន់តែខ្លាំង។ សកម្មភាពកម្សាន្ត និងពេលវេលារួមគ្នាបានធ្វើឲ្យបរិយាកាសរីករាយ និងចំណងសាមគ្គីភាពកាន់តែរឹងមាំ។

Caring for the People Who Protect Children. Team Building and Wellbeing at APLE's 2026 Retreat

Protecting children is demanding work. At our annual retreat in Siem Reap (27–31 July 2026), the APLE team took time to reconnect, recharge, and care for one another.

The week began with a warm welcome and team-building activities that brought colleagues together across teams and roles. Throughout the retreat, energizers and shared moments kept our spirits high and our bonds strong.

We also dedicated time to staff wellbeing, a facilitated session recognising that those who support survivors and confront difficult realities every day deserve support themselves. It was a space to reflect, share, and build the resilience that sustains our mission.

We closed the retreat with outdoor team-building activities and a moment of shared reflection, returning to Phnom Penh refreshed, connected, and united.

សិក្ខាសាលាផ្ទៃក្នុងដើម្បីឆ្លុះបញ្ចាំង និងពិនិត្យឡើងវិញផែនការយុទ្ធសាស្ត្រ៥ឆ្នាំ ២០២៦ - ២០៣០

ក្នុងអំឡុងពេលនៃសិក្ខាសាលាប្រចាំឆ្នាំរបស់អង្គការ APLE Cambodia នៅខេត្តសៀមរាប (ពីថ្ងៃទី២៧ ដល់ថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៦) ក្រុមការងារ បានជួបជុំគ្នា ដើម្បីឆ្លុះបញ្ចាំងការងារ កំណត់ទិសដៅ និងពង្រឹងប្រព័ន្ធការងាររបស់ខ្លួន។

ក្រុមការងារកម្មវិធីនីមួយៗនៃអង្គការ បានបង្ហាញពីសមិទ្ធផល មេរៀនដែលទទួលបាន និងអាទិភាពសម្រាប់ឆ្នាំខាងមុខ រួមជាមួយនឹងការត្រួតពិនិត្យលើការអនុវត្តផែនការហិរញ្ញវត្ថុ និងរដ្ឋបាល។ តាមរយៈកិច្ចពិភាក្សានេះ យើងបានកំណត់នូវចំណុចដែលធ្វើបានល្អ និងចំណុចដែលត្រូវពង្រឹងបន្ថែម។

Looking Back and Planning Ahead. APLE's 2026 Internal Workshop and Strategic Planning

During our annual retreat in Siem Reap (27–31 July 2026), the APLE team came together to review our work, sharpen our direction, and strengthen how we operate.

Our programme teams presented their achievements, lessons learnt, and priorities for the year ahead, alongside a review of our financial and administrative practices. Together we identified what is working well and where we can grow stronger.

We then looked to the future, reviewing our Strategic Framework 2026–2030 and developing the activity plan that will guide our work in the coming year. These sessions reaffirmed our shared commitment to protecting children from s*xual exploitation and abuse, both online and offline.

The week also marked an important step forward in how we work. Our team received hands-on training in new digital work management tools, followed by a practical session applying these systems to real tasks — strengthening our efficiency, collaboration, and data-driven decision-making.

We left the workshop with clearer priorities, stronger systems, and a shared plan for the year ahead.

កិច្ចជំនួបពិភាក្សាការងារ ស្វែងរកចំណុចរួម និងពង្រឹងកិច្ចសហការក្នុងការបង្ការ និងប្រយុទ្ធប្រឆាំងអំពើជួញដូរមនុស្ស និងការកេងប្រវ័ញ្ចលើកុមារ

នៅរសៀលថ្ងៃព្រហស្បតិ៍ ទី៣០ ខែកក្កដា ឆ្នាំ២០២៦ ក្រុមការងារនៃអង្គការសកម្មភាពដើម្បីកុមារ (APLE) បានទទួលការអនុញ្ញាតចូលជួបសំដែងការគួរសម និងពិភាក្សាការងារជាមួយលេខាធិការដ្ឋាននៃគណៈកម្មាធិការប្រយុទ្ធប្រឆាំងអំពើជួញដូរមនុស្សខេត្តសៀមរាប (គ.ខ.ប.ជ) នៅសាលប្រជុំសាលាខេត្តសៀមរាប។

Meeting to Explore Common Ground and Strengthen Collaboration in Preventing and Combating Human Trafficking and Child Exploitation

On the afternoon of Thursday, 30 July 2026, the APLE team was received by the Secretariat of the Siem Reap Provincial Committee for Counter Trafficking (PCCT) for a courtesy meeting and working discussion at the Siem Reap Provincial Hall.

The meeting was chaired by H.E. Morny Rangsey, Deputy Provincial Governor and Permanent Vice-Chair of the PCCT, with the participation of the heads of all six technical working groups and their colleagues, alongside the APLE team led by Executive Director Mr. Samleang Seila.

Both sides agreed to continue strengthening and supporting their cooperation in implementing the National Strategic Plan against Human Trafficking, aligned with APLE's five-year Strategic Plan (2026–2030). The discussion focused on protecting children from online s*xual exploitation and abuse and preventing the s*xual exploitation of children in travel and tourism, with a shared commitment to expanding education and awareness efforts across public and private educational institutions, local communities, and tourism areas.

APLE extends its sincere appreciation to the PCCT for its leadership and coordination, and to the six technical working groups for their active engagement, and remains committed to deepening this partnership to advance the protection of children.

APLE Meets with Siem Reap Provincial Police Commissioner to Strengthen Child Protection Partnership

On Thursday, 30 July 2026, APLE Team led by its Executive Director, Mr. Samleang Seila, was received by Major General Hout Sothy, Commissioner of the Siem Reap Provincial Police Commissariat, for a courtesy meeting and working discussion.

The meeting provided an important opportunity to learn about the Commissariat's ongoing efforts and the challenges it faces in combating human trafficking and child s*xual exploitation and abuse in Siem Reap Province. The discussion highlighted a shared commitment to strengthening the cooperation between the two institutions across key areas, including capacity building, technological support, the promotion of child-friendly practices, case referral coordination, and crime prevention campaigns.

APLE Cambodia deeply appreciates the Commissariat's leadership and dedication to protecting children, and looks forward to continuing this valued partnership.

National Police Training of Trainer Course on Victim-Centred Response and Investigation of Online Child Sexual Exploitation and Abuse (OCSEA) Successfully Concluded

Kandal Province: From 30 June to 1 July 2026, the Police Academy of Cambodia, in collaboration with APLE, successfully conducted a National Police Training of Trainer Course on Victim-Centred Response and Investigation of Online Child Sexual Exploitation and Abuse (OCSEA). The training was attended by 25 national police trainers.

The course aimed to strengthen the capacity of national police trainers so they can deliver future training to police cadets and law enforcement officers, equipping them with the knowledge and skills to respond professionally to OCSEA cases.

The training covered key topics, including digital evidence collection, investigation of online child s*xual extortion (Sextortion), forensic interviewing of children, and trauma-informed practice and methodologies for using the training manual in future training delivery.

During the closing ceremony, Lieutenant General Dr. Lay Sopheak, Vice President of the Cambodia Police Academy, congratulated the participants on successfully completing the course. He highlighted that protecting children in the digital environment requires law enforcement officers to have the right knowledge, technical skills, and victim-centred approaches to ensure effective investigations while protecting the rights and best interests of every child.

របាយការណ៍ថ្មីមួយដោយវេទិកាសន្តិសុខតាមអ៊ីនធឺណិតសកល និង WeProtect Global Alliance បង្ហាញឱ្យឃើញថា បរិយាកាសលេងហ្គេមបានក្លាយទៅជាប្រព័ន្ធអេកូសង្គមដ៏ស្មុគស្មាញ ដែលកុមារភ្ជាប់ រៀន និងប្រឈមមុខនឹងហានិភ័យពិតប្រាកដ។

ការរកឃើញនេះគឺគួរឱ្យចាប់អារម្មណ៍៖ ប្រហែល 2/3 នៃកុមារចំណាយពេលក្នុងការលេងហ្គេមអនឡាញ ហើយជាមួយនឹងកុមារប្រហែល 1នាក់ ក្នុងចំណោម 12នាក់ បានជួបប្រទះនូវទម្រង់នៃការរំលោភបំពានលើអនឡាញមួយចំនួន គ្រោះថ្នាក់ដែលទាក់ទងនឹងការលេងហ្គេមបានប្រសព្វដោយផ្ទាល់ជាមួយនឹងហានិភ័យកាន់តែធំធេង។ ជនល្មើសកេងប្រវ័ញ្ចចន្លោះប្រហោងនៃថ្នាលឌីជីថល ដោយផ្លាស់ចេញពីថ្នាលហ្គេមអនឡាញទៅកាន់វេទិកាផ្ញើសារឯកជនដែលការត្រួតពិនិត្យនៅទន់ខ្សោយជាង ហើយការលួងលោមអាចឈានដល់ការរំលោភបំពានក្នុងរយៈពេលត្រឹមប៉ុន្មានម៉ោងប៉ុណ្ណោះ។

Online Games Are Social Spaces And Children Need Protection in Them

Online gaming is no longer just play. A new report by the Global Cybersecurity Forum and WeProtect Global Alliance reveals that gaming environments have become complex social ecosystems where children connect, learn — and face real risks.

The findings are striking: around two-thirds of children spend time in online gaming, and with approximately 1 in 12 children experiencing some form of online abuse, gaming-related harms directly intersect with wider risks. Offenders exploit gaps between services, moving quickly from games to messaging platforms where oversight is weaker and grooming can escalate to abuse within an hour.

At APLE, we see these patterns. Through our daily work responding to OCSEA cases, we know that children are often the most digitally skilled person in their household, yet shame and low trust prevent them from reporting when something goes wrong.

The report’s recommendations echo what APLE advocates for: safety built into platforms from the start, children’s voices included in policy and design, and stronger coordination between governments, tech companies, civil society, and communities.

Protecting children online means protecting them in every digital space they use, including the games they play.

APLE Welcomes G7 Leaders' Call for a Safer Digital World for Children

On June 17, 2026, G7 leaders, joined by Brazil, Egypt, India, Kenya, and the Republic of Korea, issued a joint call demanding that digital platforms be safe, private, and age-appropriate for all children and youth. The call makes clear that producing, distributing, and generating child s*xual abuse material, as well as online grooming and s*xual exploitation of children, must be eliminated without exception.

APLE, working directly with child victims of online s*xual exploitation and abuse in Cambodia, welcomes this commitment. The G7 call aligns with what we raised at the 35th session of CCPCJ in Vienna earlier this month that OCSEA is escalating rapidly and demands a whole-of-society response from governments, tech companies, civil society, and communities alike.

Through our project with the Ministry of Education, Youth and Sport and our IMPACT program with Mission Alliance Cambodia, we are already building the local systems this global commitment calls for: digital literacy for children, stronger child protection coordination, and empowered communities that keep children safe both online and offline.

Global promises matter, but they must reach every child, including children in Cambodia. APLE remains committed to working with national and international partners to turn these commitments into real protection for every child.
