Ministry of Education, Youth and Sport and APLE begin piloting the teaching guide on preventing and responding to online child s*xual exploitation and abuse

Phnom Penh: On 4 September 2026, at Teacher Teaching College Phnom Penh, the Ministry of Education, Youth and Sport and APLE jointly organized a workshop on “Piloting the teaching guide on online child s*xual exploitation and abuse at the primary and lower secondary education levels.” The workshop was presided over by HE Dr. Soeur Socheata, Undersecretary of State of the Ministry of Education, Youth and Sport and attended by Mr. Samleang Seila, Executive Director of APLE and 200 teachers and pre-service teachers, with the purpose of collecting feedback to improve the teaching guide before it is fully implemented.

HE Dr. Soeur Socheata emphasized that as teachers, they must promote and teach students knowledge on the safe use of technology and the internet, in order to prevent online child s*xual exploitation abuse, and to ensure both the mental and physical safety of children in the digital era.

It should also be noted that the Legislation Department of the Ministry of Education, Youth and Sport and APLE have prepared the teaching guide on OCSEA at the primary and lower secondary levels, to help facilitate learning and teaching of this subject in the online environment.

A new UNICEF report, Through Children's Eyes (released 3 September 2026), finds that across 21 countries — Cambodia among them — an estimated 20 million children aged 12–17 were subjected to at least one form of technology-facilitated s*xual exploitation and abuse in a single year.

In Cambodia:

សូមបញ្ជាក់ផងដែរថា មូលនិធិ WeProtect បានប៉ាន់ប្រមាណថា មានកុមារជាង ៣០០លាននាក់ នៅទូទាំងសកលលោក បានទទួលរងផលប៉ះពាល់ពីការកេងប្រវ័ញ្ចផ្លូវភេទតាមប្រព័ន្ធបច្ចេកវិទ្យាក្នុងរយៈពេលត្រឹមមួយឆ្នាំ។ ដោយឡែក បណ្តាញរាយការណ៍ INHOPE បានដំណើរករណីសម្ភារៈរំលោភបំពានផ្លូវភេទកុមារចំនួនជាង ៤,៧លានករណី ក្នុងឆ្នាំ២០២៥ (កើនឡើង៤៥០% ប្រសិនបើប្រៀបធៀបនឹងឆ្នាំ២០២៤)។ បណ្តាញ INHOPE មាន៥៧ហតឡាញក្នុងចំណោម៥២ប្រទេស។

Kandal Provincial Administration and APLE jointly strengthen the capacity of frontline social service workforce to respond to child s*xual exploitation and abuse.

The Secretariat of the Provincial Committee for Counter Trafficking (PCCT) of Kandal Provincial Administration and APLE jointly organized a training on “Preventing and responding to online child s*xual exploitation and abuse” with 46 frontline social service officials from all 13 municipalities and districts on September 2, 2026.

The training was presided over by HE Mrs. Srun Sreyneang, Deputy Governor and Permanent Vice Chair of the Provincial Committee for Counter Trafficking, and HE Mrs. Nuon Neardey, Chairperson of the Provincial Committee for Women and Children Consultation of Kandal.

HE Srun Sreyneang said: “This training is truly important in helping strengthen the capacity of local officials so they can clearly understand prevention and response work related to online child s*xual exploitation and abuse. It also serves as a platform for sharing experiences and foundational knowledge for carrying out our roles and responsibilities, while continuing to adapt more effectively to the real situations in each of our local communities.”

It should also be noted that the WeProtect estimated that more than 300 million children around the world were affected by technology-facilitated s*xual exploitation within just one year. Separately, the INHOPE reporting network processed more than 4.7 million cases of child s*xual abuse material in 2025, an increase of 450% compared with 2024. The INHOPE network has 57 hotlines across 52 countries.

Executive Director, Mr Seila Samleang, proudly represented APLE at the Youth, Technology & Virtual Communities Conference (YTVC), held from 24 August 2026 at Bond University, Australia.

The conference gathered international law enforcement agencies, NGOs, and technology companies to address online child s*xual exploitation and abuse that crosses borders, with offenders, platforms, and evidence based outside Cambodia.

Direct contact with international law enforcement agencies and technology companies helps APLE stay informed of new investigation methods and emerging risks, and strengthens the networks that support its cross-border collaboration.

Cambodian National Police and APLE Cambodia Continue to Strengthen the Capacity of Specialized Police Officers to Combat Online Child Sexual Exploitation and Abuse

Phnom Penh, 27–28 August 2026: In collaboration with the General Commissariat of National Police, APLE Cambodia organized a two-day specialized training on "Victim-Centered Investigation of Online Child Sexual Exploitation and Abuse (OCSEA)", under the chairmanship of H.E. Lieutenant General Chiv Phally, Deputy Commissioner-General of the Cambodian National Police.

The training brought together 45 senior leaders and specialized police officers from the Anti-Human Trafficking and Juvenile Protection Department and its offices, together with the Phnom Penh and Kandal Provincial Police Commissariats. It aimed to strengthen participants' knowledge and practical skills in investigating cases, collecting and managing evidence, and applying child-friendly, trauma-informed approaches when responding to OCSEA cases.

Key topics included:
▪️ Investigation techniques in accordance with legal principles and types of evidence
▪️ Open-source investigation and digital evidence collection
▪️ Fundamentals of forensic interviewing of children
▪️ Trauma-informed responses to the psychological impact of abuse

The training was financially supported by Bread for the World (BfdW), Germany, and Free A Girl, the Netherlands.

APLE Cambodia extends its sincere thanks to the Bar Association of the Kingdom of Cambodia, and in particular to Attorney KE Chhardaphas, Director of the Legal Aid Department, for the meeting on 20 August 2026 on the Child-Friendly Lawyer Training Program and cooperation in providing legal assistance to children who have experienced s*xual exploitation and abuse.

Children who go through the justice system need to be represented by lawyers trained in child-friendly practice so that seeking justice does not become a second source of harm.

APLE Cambodia looks forward to continuing this partnership with BAKC to strengthen access to justice for children in Cambodia.

The workshop was co-organised by the PCCT-Kandal Secretariat and APLE Cambodia, bringing together 29 participants from the Secretariat and all six technical working groups.

It created a space for practitioners to share practical experience, discuss challenges and solutions, and put forward recommendations, drawing on real case studies and the perspectives of children who have experienced CSEA.

Participants exchanged knowledge, identified shared priorities, and agreed to strengthen child-friendly practice in responding to child s*xual exploitation and abuse, keeping children's safety, rights and best interests at the centre.

Teacher Charged with Sexual Offences Against Four Students in Phnom Penh as APLE Warns of Abuse within Children's Circle of Trust

Following an investigation involving APLE Cambodia and the Cambodian National Police (Anti-Human Trafficking and Juvenile Protection Department), a 28-year-old Cambodian man has been arrested and charged by the Phnom Penh Municipal Court for multiple s*xual offences against four minor girls.

The identification and protection of the survivors were made possible through timely reporting to our hotline and strong inter-agency cooperation. The survivors are currently receiving professional care and psychosocial support.

This case serves as a crucial reminder for all institutions working with children to maintain robust safeguarding policies, safer recruitment, and clear reporting mechanisms.

“Global evidence is clear: most child s*xual abuse is not committed by strangers. It happens within a child's circle of trust - by people children know, depend on and are taught to trust. That is exactly why reporting matters. A report allows early intervention, stops abuse from continuing, prevents other children from being harmed, and ensures that those already affected are protected and supported. We urge any child or young person who has been harmed, and any adult who suspects that a child is being abused, to come forward. Reporting is not a betrayal of trust - it is how we protect children,” said Mr. Samleang Seila, Executive Director of APLE Cambodia.

APLE Organizes a Forum on Strong Families, Safe Children, and Access to Appropriate Support Services

Phnom Penh: On 19 August 2026, Action Pour Les Enfants (APLE), in collaboration with the Chbar Ampov District Office of Social Affairs and Serve Cambodia Organization, organized a Family Consultation Forum on “Promoting Children’s Rights and Appropriate and Effective Support Services for Children.” The forum brought together 49 parents, caregivers, and family members.

The forum focused on strengthening families’ understanding of the psychological impacts of child s*xual exploitation and abuse (CSEA) and promoting positive, supportive, and child-centred approaches to supporting children.
Participants shared experiences and discussed:

🔹 Understanding and responding to psychological trauma
🔹 Building trusting relationships with children
🔹 Identifying and accessing appropriate support services
🔹 Building resilience and promoting self-care among caregivers

Through discussion and experience-sharing, families explored practical ways to help children feel safe, supported, heard, and respected, while promoting their well-being.
The forum was organized by APLE in collaboration with the District Office of Social Affairs, local authorities, and partner organizations, with support from Free a Girl and the World Childhood Foundation (WCF).

Child Protection Department and APLE continue to strengthen the capacity of frontline officials on the implementation of minimum standards for alternative care for children

The Child Protection Department of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and APLE continued to organize a two-day training on minimum standards for alternative care for children on August 17 and 18, 2026, presided over by HE Mr. Toch Channy, Secretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation, and attended by 80 participants from Phnom Penh, Siem Reap, Battambang, Banteay Meanchey, Ratanakiri, Kampot, Kampong Thom, Takeo and Prey Veng provinces with funding from the Bread for the World.

H.E Mr. Toch Channy stated that the training was organized after the Ministry of Social Affairs, Veterans and Youth Rehabilitation revised the minimum standards for alternative care for children after the old minimum standards were implemented almost 20 years ago. As a signatory to these international conventions and instruments, the Royal Government of Cambodia has implemented various national laws, policies and action plans, such as the National Social Protection Policy Framework 2024-2035, the National Policy on Child Protection Systems 2019-2029, the Law on Juvenile Justice, the Law on Intercountry Adoption and other relevant legal acts, along with the Child Protection Law, which is currently being drafted.

APLE continues to engage with the Ministry of Social Affairs, Veterans Affairs and Youth Rehabilitation, especially the Department of Child Protection, to strengthen the capacity of social service agencies to provide support services to children in need, especially children who are victims of online s*xual exploitation and abuse.
