នៅថ្ងៃទី១៨-១៩ ខែឧសភាព ឆ្នាំ២០២៦ ក្រោមជំនួយឧបត្ថមគំាទ្រដោយមូលនិធិកុមារពិភពលោក (World Childhood Foundation) អង្គការអូអាយស៊ីកម្ពុជា សហការណ៍ជាមួយអគ្គស្នងការនគរបាលជាតិ បានរៀបចំវគ្គបណ្តុះបណ្តាលរយៈពេលពីរថ្ងៃស្ដីអំពីការប្រើប្រាស់ទម្រង់រាយការណ៍ដោយប្រើប្រាស់រូបភាព ដើម្បីជួយដល់កុមារមានពិការភាពការប្រាស្រ័យទាក់ទងក្នុងកិច្ចការពារកុមារ។ ដោយបានអញ្ជើញជាអធិបតី ក្នុងពីធីបើកវគ្គបណ្ដុះបណ្ដាលរបស់ ឯកឧត្តម ឧត្តមសេនីយ៍ឯក ជីវ ផល្លី អគ្គស្នងការរងនគរបាលជាតិ។ វគ្គបណ្តុះបណ្តាលនេះ ប្រារព្ធធ្វើនៅសណ្ឋាគារ សាន់វ៉េ ដោយមានការចូលរួមពីលោកឧត្តមសេនីយ៍ទោ សុក សំបូរ ប្រធាននាយកដ្ឋានប្រឆាំងការជួញដូរមនុស្ស និងការពារអនីតិជន និងលោក ឃាល លាង នាយកប្រតិបត្តិអង្គការអូអាយស៊ីកម្ពុជា និងមន្រ្តីនគរបាលជំនាញ នៃនាយកដ្ឋានប្រឆាំងការជួញដូរមនុស្ស និងការពារអនីតិជនចំនួន២៥រូប។
ជាកិច្ចចាប់ផ្តើម លោក ឃាល លាង នាយកប្រតិបត្តិអង្គការអូអាយស៊ីកម្ពុជា បានថ្លែងអំណរគុណដល់ ឯកឧត្តម នាយឧត្តមសេនីយ៍ អគ្គស្នងការនគរបាលជាតិ និងឯកឧត្តម ឧត្តមសេនីយ៍ឯក ជីវ ផល្លី អគ្គស្នងការរងនគរបាលជាតិ ដែលបានអនុញ្ញាតឲ្យមានវគ្គបណ្តុះបណ្តាល ស្តីពីការប្រើប្រាស់ទម្រង់រាយការណ៍ដោយប្រើប្រាស់រូបភាព ដើម្បីជួយដល់កុមារមានពិការភាពការប្រាស្រ័យទាក់ទងក្នុងកិច្ចការពារកុមារសម្រាប់ជាឧត្តមប្រយោជន៍ ដល់មន្រ្តីនគរបាលជំនាញនៃនាយកដ្ឋានប្រឆាំងការជួញដូរមនុស្ស និងការពារអនីតិជន។ លោកបន្តថា វគ្គបណ្តុះបណ្តាលនេះ មានគោលបំណង ៖ -យល់ពីមូលដ្ឋានគ្រឹះនៃពិការភាព, -យល់ពីមូលដ្ឋានគ្រឹះលើការប្រាស្រ័យទាក់ទង, -ចេះប្រើប្រាស់ឧបករណ៍ជំនួយបន្ថែម និងជំនួសការប្រាស្រ័យទាក់ទង (AAC), -យល់ពីការប្រើប្រាស់ទម្រង់រាយការណ៍ និងការផ្តល់ព័ត៌មានសម្រាប់គាំទ្រដល់កុមារមានពិការភាព ។
ឯកឧត្តម ឧត្តមសេនីយ៍ឯក ជីវ ផល្លី អគ្គស្នងការរងនគរបាលជាតិ តាងនាម ឯកឧត្តម នាយឧត្តមសេនីយ៍ ស ថេត អគ្គស្នងការនគរបាលជាតិ ពិតជាមានសេចក្តីសោមនស្សរីករាយសម្រាប់ការចូលរួមជាអធិបតី និងបានពាំនាំប្រសាសន៍ផ្តាំផ្ញើសួរសុខទុក្ខដោយក្តីនឹករលឹកជូនដល់ លោក ឃាល លាង នាយកប្រតិបត្តិអង្គការអូអាយស៊ីកម្ពុជា និងសហការី ព្រមទាំងសិក្ខាកាមទាំងអស់។ ឯកឧត្តមអគ្គស្នងការរង បានគូសបញ្ជាក់ថា វគ្គបណ្តុះបណ្តាលនេះ គឺពិតជាមានសារសំខាន់ណាស់ សម្រាប់ជាឧត្តមប្រយោជន៍ដល់មន្រ្តីនគរបាលជំនាញនៃនាយកដ្ឋានប្រឆាំងការជួញដូរមនុស្ស និងការពារអនីតិជន ដើម្បីជួយសង្រ្គោះដល់កុមាររងគ្រោះពីការរំលោភបំពានផ្លូវភេទ និងឈ្វេងយល់ពីការចេះប្រើប្រាស់ឧបករណ៍ជំនួយបន្ថែម និងជំនួសការប្រាស្រ័យទាក់ទងពីការប្រើប្រាស់ទម្រង់រាយការណ៍ និងការផ្តល់ព័ត៌មានសម្រាប់គាំទ្រដល់កុមារមានពិការភាព៕
On May 18–19, 2026, with the financial support of the World Childhood Foundation, OIC Cambodia, in collaboration with the General Commissioner of the National Police, organized a two-day training workshop on "Using picture-based tools to help children with communication disabilities in Child Protection."
The opening ceremony of the training workshop was presided over by His Excellency Lieutenant General Chiv Phally, Deputy General Commissioner of the National Police. The event took place at Sunway Hotel, with the participation of Major General Sok Sambo, Head of the Department of Anti-Human Trafficking and Juvenile Protection, Mr. Kheal Leang, Executive Director of OIC Cambodia, and 25 specialized police officers from the Department of Anti-Human Trafficking and Juvenile Protection.
To kick off the event, Mr. Kheal Leang, Executive Director of OIC Cambodia, expressed his deep gratitude to His Excellency Lieutenant General Chiv Phally, Deputy General Commissioner of National Police, for permitting this training workshop. He highlighted that the initiative on using visual reporting forms to support children with communication disabilities in child protection is of great benefit to the specialized police officers of the Department of Anti-Human Trafficking and Juvenile Protection. He added that the training workshop aimed to: 1. Understand the fundamentals of disabilities; 2. Understand the fundamentals of communication; 3. Learn how to use Augmentative and Alternative Communication (AAC) tools; 4. Understand the use of reporting and information-sharing forms to support children with disabilities.
On behalf of His Excellency Lieutenant General Chiv Phally, Deputy General Commissioner of National Police, he expressed his great pleasure in presiding over the event. He also conveyed warm greetings and regards to Mr. Kheal Leang, Executive Director of OIC Cambodia, his colleagues, and all participants. The Deputy General Commissioner emphasized that this training workshop is vital and highly beneficial for the specialized police officers of the Department of Anti-Human Trafficking and Juvenile Protection in rescuing child victims of sexual abuse, as well as understanding how to effectively use alternative communication tools and reporting formats to support children with disabilities.
