This year, 222 survivors participating in our project in Cambodia sat down together to shape what collective healing could look like for them.

Out of these conversations came a museum, a community hall with a prayer room, and sculptures honouring those forced into marriage during the Khmer Rouge regime. Known as collective interim reparative measures, these initiatives answer different needs and wishes, but are all created by and for survivors.

This process, of deciding and leading together, turns support into survivor agency and aims to make them feel truly seen.

អស់រយៈពេលជាច្រើនឆ្នាំ ខ្ញុំបានស៊ូទ្រាំនឹងការខកចិត្តនៃឱកាសដែលគេយកពីខ្ញុំក្នុងអំឡុងរបបខ្មែរក្រហម។ តាមរយៈគម្រោងវិធានការសំណងក្រៅប្រព័ន្ធតុលាការ ខ្ញុំបានចូលរួមបណ្តុះបណ្តាលទាក់ទងនឹងជំនាញភាពជាអ្នកដឹកនាំ ការកៀរគរការគាំទ្រ ការសម្របសម្រួល និងការប្រើប្រាស់បច្ចេកវិទ្យាឌីជីថល។ បទពិសោធន៍ទាំងនេះ បានជួយខ្ញុំឲ្យរកឃើញឡើងវិញនូវសមត្ថភាព ដែលខ្ញុំមិនដឹងថាខ្ញុំនៅតែមាន។

សព្វថ្ងៃនេះ ខ្ញុំជួយរៀបចំសកម្មភាពសមាគមមនុស្សចាស់ក្នុងភូមិខ្ញុំ និងចូលរួមផ្តល់ជាគំនិតយោបល់ដែលគាំទ្រដល់អ្នករស់រានមានជីវិតពីរបបខ្មែរក្រហមដទៃទៀត។ អ្វីដែលជាការចាប់ផ្តើមដោយភាពច្បាស់លាស់ បានក្លាយជាប្រភពនៃមោទនភាព។ គម្រោងវិធានការសំណងក្រៅប្រព័ន្ធតុលាការ បានជួយខ្ញុំឲ្យមានទំនុកចិត្ត គោលបំណង និងអារម្មណ៍សម្រេចបានឡើងវិញ។

"The Confidence to Lead"

For many years, I carried the disappointment of opportunities that were taken away from me during the Khmer Rouge regime. Through “Interim Reparative Measures” (IRM) Project, I participated in training on leadership, advocacy, facilitation, and digital skills. These experiences helped me rediscover abilities I did not know I still had.

Today, I help organise activities for my village's Older People's Association and contribute ideas that support other survivors. What began with uncertainty has become a source of pride. The IRM project helped me regain confidence, purpose, and a sense of achievement.

Kampot Province (26-27 June 2026): A regional programme officer for Asia from Global Survivors Fund (GSF) continued to conduct the field monitoring and met survivors to understand the impact of “Interim Reparative Measures (IRM)” project in the target area of Angkor Chey district. She also visited the selected site for the implementation of collective IRM in Angkor Chey.

Please note that IRM project focuses on the survivors of Conflict-Related Sexual Violence (CRSV) under the Khmer Rouge regime. This project is being co-implemented by Kdei Karuna Organization and TPO Cambodia with financial support from Global Survivors Fund.

ខេត្តកំពត (២៥ មិថុនា ២០២៦)៖ មន្ត្រីកម្មវិធីប្រចាំតំបន់អាសុីនៃមូលនិធិអ្នករស់រានមានជីវិតសកល ដែលធ្វើការយ៉ាងជិតសិ្នទ្ធជាមួយក្រុមការងារគម្រោង “វិធានការសំណងក្រៅប្រព័ន្ធតុលាការ” នៅកម្ពុជា បានចុះត្រួតពិនិត្យ និងជួបសមាជិកគណៈកម្មការសមាគមមនុស្សចាស់ នៅក្នុងតំបន់គោលដៅសង្កាត់ត្រើយកោះ។ ក្រុមការងារគម្រោង ក៏បានបង្ហាញទីតាំងដែលបានជ្រើសរើសសម្រាប់ការអនុវត្តគម្រោងសំណងសមូហភាព នៅក្នុងតំបន់ត្រើយកោះផងដែរ។

Kampot Province (25 June 2026): A regional programme officer for Asia from Global Survivors Fund (GSF), who works closely with the project team of “Interim Reparative Measures” (IRM) in Cambodia, conducted field monitoring and met with the committee members of the Old People Association (OPA) in the target area of Sangkat Treuy Koh. She also visited the selected site for the implementation of collective IRM in Treuy Koh.

The findings from the field monitoring were actively discussed with the steering committee members, delivering some recommendations to the project team in implementing the collective IRM that responds to the needs of survivors and focuses on sustainability.

“Beyond Dealing with the Past”

My livelihood has improved since I joined the Interim Reparative Measures (IRM) Project. The project helped me regain the hope I had lost. In addition to helping me cope with the trauma of the Khmer Rouge regime, it gave me the confidence and support to build a better future. With the financial reparative support I received, I started raising crabs and chickens, which provided me with an income that allowed me to improve my home. Today, I feel proud to have greater financial security and a proper place to live with my family. I no longer face the same hardships as before.

“I no longer feel troubled since I started working.”
The Khmer Rouge regime caused suffering and hardship that still affects us today. When we came through that period and survived it, we finally felt some relief. Whenever I think about those experiences, I feel like I am stuck in them. But when the team from your organization came and helped me, I was able to forget about them. I am happy because your organization helped me - happy, very happy.

Phnom Penh (1-5 June 2026) Last week, three representatives of Khmer Rouge survivors from Kampot province actively participated in a five-day training on mobilizing support organized by the Advocacy and Policy Institute (API) in Phnom Penh. The participation of survivors with this training is a part of project “Interim Reparative Measures” (IRM ) strengthening their capacity in identifying problems and solutions as well as mobilizing support from stakeholders.

With technical support from HelpAge Cambodia, the Old People Association (OPA) in Angkor Chey district of Kampot province conducted monthly meeting along with activities of puzzle and exercise as well as aged-friendly livelihood.
