🎉 វេទិកាសាធារណៈថ្នាក់ជាតិ ស្តីពី «ការចូលរួមរបស់សាធារណជនក្នុងការពង្រឹងតម្លាភាព គណនេយ្យភាព និងភាពជឿទុកចិត្តនៃថវិកាជាតិ ក្នុងដំណើរការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ»បានបញ្ចប់ដោយជោគជ័យ
នៅថ្ងៃទី២៨ ខែឧសភា ឆ្នាំ២០២៦ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាលស្តីពីកម្ពុជា (NGOF) ដែលជាលេខាធិការដ្ឋាននៃក្រុមការងារថវិកា (BWG) នៃអង្គការសង្គមស៊ីវិលជាតិ និងអន្តរជាតិ បានរួមគ្នារៀបចំវេទិកាសាធារណៈថ្នាក់ជាតិ ក្រោមគម្រោង SCOPE-PFM ដោយមានការចូលរួមពីអ្នកតំណាងស្ថាប័ននីតិប្បញ្ញត្តិ រាជរដ្ឋាភិបាល អជ្ញាធរមូលដ្ឋាន អង្គការសង្គមស៊ីវិល ដៃគូអភិវឌ្ឍន៍ វិស័យឯកជន យុវជន ប្រព័ន្ធផ្សព្វផ្សាយ សហគមន៍មូលដ្ឋាន និងប្រជាពលរដ្ឋ សរុបចំនួន ២៦២ នាក់។
🔎 កិច្ចពិភាក្សាបានផ្តោតលើវឌ្ឍនភាពនៃការអនុវត្តថវិកាឆ្នាំ២០២៦ ការរៀបចំច្បាប់ថវិកាឆ្នាំ២០២៧ ការគ្រប់គ្រងបំណុលសាធារណៈ ការប្រមូលពន្ធ និងប្រសិទ្ធភាពនៃការចំណាយលើសេវាសង្គម និងសុខាភិបាល។
📍 អ្នកចូលរួមបានចែករំលែកទស្សនៈ និងអនុសាសន៍សំខាន់ៗ ដើម្បីលើកកម្ពស់តម្លាភាព គណនេយ្យភាព ភាពជឿទុកចិត្តនៃថវិកា និងអភិបាលកិច្ចប្រកបដោយបរិយាបន្ន ក្នុងដំណើរការរៀបចំ អនុវត្ត និងតាមដានថវិកាសាធារណៈ ទាំងនៅថ្នាក់ជាតិ និងថ្នាក់ក្រោមជាតិ។
🤝 វេទិកានេះក៏បានបង្កើតឱកាសសម្រាប់ការសន្ទនា និងការចូលរួមប្រកបដោយអត្ថន័យរវាងស្ថាប័នរដ្ឋ អាជ្ញាធរមូលដ្ឋាន អង្គការសង្គមស៊ីវិល វិស័យឯកជន ដៃគូអភិវឌ្ឍន៍ យុវជន និងប្រជាពលរដ្ឋ ក្នុងការរួមចំណែកពង្រឹងការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ និងការប្រើប្រាស់ធនធានសាធារណៈឱ្យកាន់តែមានប្រសិទ្ធភាព និងឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ។
🗣️ វេទិកានេះបានបញ្ជាក់ជាថ្មីថា ការចូលរួមប្រកបដោយអត្ថន័យរបស់ប្រជាពលរដ្ឋ យុវជន សហគមន៍ និងអង្គការសង្គមស៊ីវិល គឺជាកត្តាសំខាន់ក្នុងការពង្រឹងតម្លាភាព គណនេយ្យភាព ភាពជឿទុកចិត្តនៃថវិកា និងប្រសិទ្ធភាពនៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ។
💬 ឯកឧត្តម មាស សុខសេនសាន រដ្ឋលេខាធិការក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ បានគូសបញ្ជាក់ថា៖
"ក្នុងបរិបទដែលកម្ពុជាកំពុងប្រឈមនឹងបញ្ហាសេដ្ឋកិច្ច និងភូមិសាស្ត្រនយោបាយសកល ការប្រើប្រាស់ថវិកាសាធារណៈប្រកបដោយតម្លាភាព ប្រសិទ្ធភាព និងចំគោលដៅ គឺជាកត្តាសំខាន់ក្នុងការធានានិរន្តរភាពនៃការអភិវឌ្ឍ និងការឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ។"
💬 ឯកឧត្តមបានបន្ថែមថា៖
"ការពង្រឹងការកៀរគរចំណូលក្នុងស្រុក ការគ្រប់គ្រងបំណុលប្រកបដោយការទទួលខុសត្រូវ និងការផ្តល់សេវាសាធារណៈប្រកបដោយគុណភាព គឺជាមូលដ្ឋានសម្រាប់ការកសាងសេដ្ឋកិច្ចដែលមានភាពធន់ និងបរិយាបន្ន។"
💬 លោក សឿង សារឿន នាយកប្រតិបត្តិនៃអង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាលស្តីពីកម្ពុជា (NGOF) បានលើកឡើងថា៖
"ថវិកាជាបេះដូងនៃការអភិវឌ្ឍជាតិ ហើយការចូលរួមរបស់ប្រជាពលរដ្ឋ និងអង្គការសង្គមស៊ីវិល គឺជាកត្តាសំខាន់ក្នុងការធានាថា ការប្រើប្រាស់ធនធានសាធារណៈមានតម្លាភាព គណនេយ្យភាព និងឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ។"
💬 លោកបានបញ្ជាក់បន្ថែមថា៖
"ការលើកកម្ពស់តម្លាភាពថវិកា ការបញ្ចេញព័ត៌មានសាធារណៈ និងការចូលរួមពីភាគីពាក់ព័ន្ធ គឺជាមូលដ្ឋានគ្រឹះសម្រាប់ការកសាងភាពជឿទុកចិត្ត និងការអភិវឌ្ឍប្រកបដោយចីរភាព។"
💬 លោក Bryn FORNARI ប្រធានកិច្ចសហប្រតិបត្តិការ នៃសហភាពអឺរ៉ុប (EU) បានលើកឡើងថា៖
"ការចូលរួមរបស់ភាគីពាក់ព័ន្ធប្រកបដោយអត្ថន័យ និងទាន់ពេលវេលា ជួយពង្រឹងភាពជាម្ចាស់ តម្លាភាព និងភាពពាក់ព័ន្ធនៃគោលនយោបាយ។"

"ដំណើរការថវិកាដែលមានតម្លាភាព និងគណនេយ្យភាព មិនមែនជាការទទួលខុសត្រូវរបស់រដ្ឋាភិបាលតែមួយនោះទេ ប៉ុន្តែទាមទារឱ្យមានការចូលរួមយ៉ាងសកម្មពីប្រជាពលរដ្ឋ អង្គការសង្គមស៊ីវិល អ្នកបង់ពន្ធ និងសហគមន៍មូលដ្ឋាន។"
🙏 អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាលស្តីពីកម្ពុជា (NGOF) និងក្រុមការងារថវិកា (BWG) សូមថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះវាគ្មិន អ្នកចូលរួម ដៃគូពាក់ព័ន្ធ អ្នកសារព័ត៌មាន និងសាធារណជនទាំងអស់ ដែលបានចូលរួមចំណែកធ្វើឱ្យវេទិកានេះទទួលបានជោគជ័យ។
វេទិកានេះត្រូវបានរៀបចំឡើងក្រោមគម្រោង SCOPE-PFM ដោយមានការគាំទ្រផ្នែកហិរញ្ញវត្ថុពីសហភាពអឺរ៉ុប (EU) តាមរយៈអង្គការអុកស្វាម។
🎉 National Public Forum on Public Participation in Strengthening Transparency, Accountability, and Credibility in the Public Financial Management Process
On 28 May 2026, The NGO Forum on Cambodia (NGOF) as Secretariat of CSOs’ Budget Working Group (BWG), under the SCOPE-PFM project, convened a National Public Forum bringing together 262 participants from Senate, government institutions, local authorities, civil society organizations, development partners, the private sector, media, youth groups, and citizens.
🔎 Discussions focused on the implementation progress of the 2026 national budget, preparations for the 2027 Budget Law, public debt management, tax collection, and the effectiveness of public spending on social and health services.
📍 Participants exchanged perspectives and recommendations to strengthen transparency, accountability, budget credibility and inclusive governance throughout budget planning, implementation, and monitoring processes at both national and sub-national levels.
🤝 The forum also provided an important platform for constructive dialogue among parliament/Senate, government institutions, local authorities, civil society organizations, development partners, private sector, youth, and communities/citizens to promote stronger public financial management and more effective use of public resources for sustainable and inclusive development.
🗣️ The discussions reaffirmed that meaningful participation by citizens, youth, communities, and civil society is essential for strengthening transparency, accountability, budget credibility and the effectiveness of public financial management.
💬 H.E. Meas Sok Sen San, Secretary of State of the Ministry of Economy and Finance, highlighted that:
"At a time when Cambodia is facing multiple economic and geopolitical challenges, transparent, efficient, and targeted use of public resources is essential to ensuring sustainable development and responding effectively to citizens’ needs."
💬 He further emphasized:
"Strengthening domestic revenue mobilization, ensuring responsible debt management, and delivering quality public services are fundamental to building a resilient and inclusive economy."
💬 Mr. Soeung Saroeun, Executive Director of The NGO Forum on Cambodia (NGOF) stated that:
"The national budget is the heart of national development, and the participation of citizens and civil society is essential to ensuring that public resources are used transparently, accountably, and in ways that respond to people's needs."
💬 He further noted:
"Promoting budget transparency, public access to information, and stakeholder participation are key foundations for building public trust and achieving sustainable development."
💬 Mr. Bryn FORNARI, Head of Cooperation of the European Union (EU) highlighted that:
"Early and meaningful stakeholder engagement enhances ownership, transparency, and policy relevance."
💬 He further emphasized:
"A transparent and accountable budget process is not the sole responsibility of government—it requires active citizenship."
