Mar Sophal, program manager for policy and legal influence at NGO Forum on Cambodia, said the new provisions offered some clarity to the revised law.

The family and housing benefits are a positive step, he said, but called on the government to ensure defense budget allocations are used with a high degree of transparency and accountability.

Sophal also urged relevant institutions to establish a clear complaint resolution mechanism. “This point is crucial to prevent corruption or bribery in exchanging service shifts,” he said.

NGO Forum Program Manager for Policy and Legal Influence and CSOs’ Working Budget Group Mar Sophal expressed strong concern over the setting of an “excessively high purchase price” for solar street lights.

“Bidding process [can] lack transparency or involve collusion between bidders and project officials,” he said.

“Exploiting community budgets seriously damages people’s trust in commune/sangkat councils and local leadership,” Sophal said.

“The government should take strict legal action, not just administrative action if corruption is found,” he said, adding that the Anti-Corruption Unit must send the case to court.

He called on the Interior Ministry to expand the investigation and review other local development nationwide because audits of commune/sangkat budgets would help ensure that decentralized funds transferred by the state to the local level are used effectively and transparently.

ការដឹងថាថវិកាសុខាភិបាលគួរតែត្រូវចំណាយទៅលើអ្វី គឺគ្រាន់តែជាផ្នែកមួយនៃសាច់រឿងប៉ុណ្ណោះ។ ការដឹងពីមូលហេតុដែលថវិកានោះមិនបានទៅដល់គោលដៅ ទើបជាផ្នែកដែលពិបាកជាង និងមានប្រយោជន៍ជាង។

កាលពីសប្តាហ៍មុននៅទីក្រុងណៃរ៉ូប៊ី (Nairobi) យើងបានជួបជុំដៃគូសង្គមស៊ីវិលចំនួន ៣០ មកពី ១៧ ប្រទេស សម្រាប់កម្មវិធីផ្លាស់ប្តូរការសិក្សារវាងដៃគូ ស្តីពីការឃ្លាំមើលការចំណាយលើវិស័យសុខាភិបាល។
ការងារនេះស្ថិតនៅក្នុងកម្មវិធី "កិច្ចសហប្រតិបត្តិការដើម្បីថវិកាបើកចំហ និងមានគណនេយ្យភាព" (COAB) របស់យើង ដែលគាំទ្រដោយគណៈកម្មការអឺរ៉ុប (European Commission) និងការងារថវិកាសុខាភិបាលដែលកំពុងលេចរូបរាងឡើងរបស់យើងជាមួយមូលនិធិ Gates Foundation។ រយៈពេលបីថ្ងៃ ដៃគូទាំងអស់បានអនុវត្តវិធីសាស្ត្រដោះស្រាយដែលផ្អែកលើបញ្ហាជាក់ស្តែង ដោយចាប់ផ្តើមចេញពីចន្លោះខ្វះខាតនៃការផ្តល់សេវាសុខាភិបាលជាក់ស្តែងមួយ ហើយស្វែងរកឫសគល់រហូតដល់ជួបឧបសគ្គនៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈដែលនៅពីក្រោយវា។

យើងក៏បានណែនាំនូវ ម៉ូឌុលជឿទុកចិត្តលើថវិកាសុខាភិបាល OBS ថ្មីរបស់យើង ដែលជួយវិភាគ និងវាយតម្លៃថា តើការចំណាយលើវិស័យសុខាភិបាលមានភាពខុសប្លែកគ្នាកម្រិតណាពីផែនការដែលបានគ្រោងទុក និងមើលថា តើរដ្ឋាភិបាលបានពន្យល់ពីគម្លាតទាំងនោះបានល្អកម្រិតណា។ ម៉ូឌុលនេះនឹងត្រូវធ្វើការសាកល្បងនៅតាមបណ្តាប្រទេសទាំងនេះនៅក្នុងឆ្នាំនេះ។
