Since then, the NGO Forum has continued to evolve in response to changing internal and external conditions framing the development of Cambodia.

លោក ចាន់ វិចិត្រ ប្រធានកម្មវិធី វេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល ស្តីពីកម្ពុជា (NGOF) តំណាងឱ្យ NGOF បានចូលរួមក្នុងសិក្ខាសាលាថ្នាក់ជាតិ ស្តីពីការផ្តល់សុពលភាពលើ «ផែនទីបង្ហាញផ្លូវសម្រាប់ការត្រៀមខ្លួនលើកាបូនពណ៌ខៀវរបស់កម្ពុជា» នៅខេត្តកោះកុង។

សិក្ខាសាលានេះបានប្រព្រឹត្តទៅនៅថ្ងៃទី ១ និងទី ២ ខែតុលា ឆ្នាំ២០២៦ នៅសណ្ឋាគារ Asian Koh Kong និងតំបន់ទេសចរណ៍អេកូ ពាមក្រសោប។ សិក្ខាសាលាត្រូវបានរៀបចំដោយក្រសួងបរិស្ថាន សហការជាមួយកម្មវិធីអភិវឌ្ឍន៍អង្គការសហប្រជាជាតិ (UNDP) ក្រោមគម្រោង BIOFIN Phase II ហើយមានអ្នកចូលរួមសរុបចំនួន ៨៦ នាក់ ក្នុងនោះស្ត្រីមានចំនួន ២៥ នាក់។

នៅថ្ងៃទី ១ អ្នកចូលរួមបានស្តាប់បទបង្ហាញអំពីយុទ្ធសាស្ត្រនិងផែនការសកម្មភាពជាតិស្តីពីជីវៈចម្រុះ (NBSAP) និងទំនាក់ទំនងជាមួយកាបូនពណ៌ខៀវ ការវិភាគគោលនយោបាយ និងហិរញ្ញវត្ថុ ការវាយតម្លៃស្តុកកាបូនក្នុងព្រៃកោងកាងកម្ពុជា ព្រមទាំងផែនទីបង្ហាញផ្លូវកាបូនពណ៌ខៀវ។ បន្ទាប់មក អ្នកចូលរួមបានពិភាក្សាជាក្រុមលើប្រធានបទសំខាន់ៗ រួមមាន ការអភិរក្សនិងការស្តារ វិទ្យាសាស្ត្រ និងប្រព័ន្ធ MRV ការចូលរួមរបស់សហគមន៍និងជីវភាពរស់នៅ និងអភិបាលកិច្ចនិងបរិយាកាសអំណោយផល។

នៅថ្ងៃទី ២ អ្នកចូលរួមបានចុះទស្សនកិច្ចតាមដីឆ្នេរនៅតំបន់ទេសចរណ៍អេកូ ពាមក្រសោប ដើម្បីស្វែងយល់ដោយផ្ទាល់អំពីគោលដៅអភិរក្សនិងស្តារព្រៃកោងកាង។

ផែនទីបង្ហាញផ្លូវនេះជាក្របខ័ណ្ឌយុទ្ធសាស្ត្រ ១០ ឆ្នាំ ដែលមានគោលបំណងដឹកនាំកម្ពុជាពីការត្រៀមខ្លួន ទៅកាន់ការអនុវត្តពេញលេញ ដើម្បីអភិរក្ស ស្តារ និងគ្រប់គ្រងប្រព័ន្ធអេកូឡូស៊ីកាបូនពណ៌ខៀវ ឱ្យជួយដល់ជីវៈចម្រុះ ភាពធន់នឹងអាកាសធាតុ ជីវភាពប្រកបដោយចីរភាព និងការអភិវឌ្ឍសេដ្ឋកិច្ចសង្គមប្រកបដោយបរិយាបន្ន។

Mr. CHAN Vicheth, Program Manager of the NGO Forum on Cambodia (NGOF), represented NGOF at the National Validation Workshop on the Cambodia Blue Carbon Readiness Roadmap in Koh Kong Province.

The workshop took place on 1–2 October 2026 at the Asian Koh Kong Hotel and the Peam Krasoap Ecotourism Site. It was organized by the Ministry of Environment in partnership with the United Nations Development Programme (UNDP) under BIOFIN Phase II, and brought together 86 participants, 25 of whom were women.

On Day 1, participants heard presentations on the National Biodiversity Strategy and Action Plan (NBSAP) and its link to blue carbon, policy and finance analysis, mangrove carbon stock assessment, and the Blue Carbon Readiness Roadmap. Participants then joined group discussions on conservation and restoration; science, MRV and knowledge systems; community participation and livelihoods; and governance and the enabling environment.

On Day 2, participants visited the Peam Krasoap Ecotourism Site for a mangrove walk and reflection, connecting the roadmap's goals with the realities on the ground.

The roadmap is a 10-year strategic framework to move Cambodia from readiness to full-scale implementation. It aims to conserve, rehabilitate and manage blue carbon ecosystems to support biodiversity, climate resilience, sustainable livelihoods and inclusive socio-economic development.

កម្មវិធីនេះរៀបចំឡើងក្នុងគោលបំណងដើម្បី៖ ១) លើកកម្ពស់គោលនយោបាយ បទដ្ឋានគតិយុត្ត និងបទពិសោធន៍ ដែលទាក់ទងនឹងការគ្រប់គ្រងធនធានធម្មជាតិ ជលផល និងប្រតិបត្តិការធុរកិច្ចប្រកបដោយទំនួលខុសត្រូវតំបន់ធ្នេរ ពីអ្នកចូលរួមពាក់ព័ន្ធ។២)ពិភាក្សា និងចែករំលែកពីបញ្ហាប្រឈម និងសំណូមពរផ្សេងៗ សម្រាប់ចូលរួមដោះស្រាយបញ្ហាប្រឈម សម្រាប់បណ្តាញ និងសហគមន៍តំបន់ឆ្នេរ។៣) ស្វែងរកយន្តការសមស្រប និងការចូលរួមពង្រឹងកិច្ចសហការ ដើម្បីប្រសិទ្ធភាពក្នុងការគ្រប់គ្រងធនធាន ដីធ្លី និងលើកកម្ពស់អភិបាលកិច្ច សេដ្ឋកិច្ចប្រកបដោយការទទួលខុសត្រូវសម្រាប់សហគមន៍តំបន់ឆ្នេរ។
នៅក្នុងកម្មវិធីនេះមានការចូមរួពីតំណាងក្រសួងស្ថាប័ន និងមន្ទីរពាក់ព័ន្ធ អាជ្ញាធរ វិស័យឯកជន មន្ត្រីជំនាញ អង្គការសង្គមស៊ីវិល វិស័យឯកជន ទីប្រឹក្សា បណ្តាញសហគមន៍នេសាទ និងសហគមន៍ តំបន់ឆ្នេរ សរុបចំនួន ៩៧ នាក់ (ស្រី១៤នាក់)។
ជាលទ្ធផលវាគ្មិននៃកម្មវិធី និងអ្នកចូលរួមបានចែករំលែកមេរៀនជាបទពិសោធន៍ល្អៗ បញ្ហាប្រឈម និងអនុសាសន៍ សម្រាប់ការការគ្រប់គ្រងធនធាននិងសហកមន៍ និងសេដ្ឋកិច្ចតំបន់ឆ្នេរប្រកបដោយចីរភាព។ ជារួមមានខ្លឹមសារសំខាន់ចំនួន៤ ដែលជាបញ្ហាលេចឡើងជារួមក្នុងខេត្តតំបន់ឆ្នេរក្នុងកិច្ចពិភាក្សា គឺ៖១)បទល្មើសនេសាទ និងធនធានធម្មជាតិ ២)ការគ្រប់គ្រងដីធ្លី និងដែនសហគមន៍ ៣) ប្រតិបត្តិការធុរកិច្ចប្រកបដោយទំនួលខុសត្រូវ ៤) ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ និងជីវភាព ត្រូវបានលើកដែលកើតមានឡើងនៅតំបន់ឆ្នេរ។

Responsible Business for Community Sustainable Resources

Regional Conference on ‘Resource Governance, Economics, and Responsible Business for Coastal Communities’ was organized on 30 September 2026 in Kampot Province, led by the NGO Forum on Cambodia, together with project partners, CNRO, MPC, CWDCC, AAC and so on, which supported by EU through SCAEG project.
The conference was organized with the aim of: 1) Promoting understanding on policies, legal framework, experiences and practices, related to the management of natural resources, fisheries, and responsible business in coastal areas from relevant participants. 2) Discussing and sharing challenges and suggestions for participating in addressing challenges for coastal networks and communities. 3) Finding appropriate mechanisms and strengthening collaboration for effective land resource management and promoting responsible economic governance for coastal communities.
The program was attended by representatives of relevant ministries, institutions and departments, authorities, private sector, experts, civil society organizations, private sector, consultants, fishing community networks and coastal communities, a total of 97 people (14 women).
As a result, the speakers and participants shared lessons learned, good experiences and practices, challenges and recommendations for sustainable management of coastal resources and communities and economies. It included four main themes that indicates common problems in coastal provinces: 1) Fishing issues and natural resource 2) Land and community boundary 3) Responsible business conduct 4) Infrastructure and livelihood developments.

«ព័ត៌មានដែលអាចទុកចិត្តបាន សម្រាប់ថវិកាបើកចំហ!» ជាសារដែលលើកឡើងដោយ កញ្ញា ឆាយ តុលា មន្ត្រីសម្របសម្រួលគម្រោង វេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល ស្តីពីកម្ពុជា (NGO Forum) តំណាងលេខាធិការដ្ឋានក្រុមការងារថវិកា (BWG) នៅក្នុងសិក្ខាសាលាថ្នាក់ជាតិ ស្តីពី «ការធានាសុចរិតភាពព័ត៌មាន និងតម្លាភាពនៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈនៅកម្ពុជា» ដែលបានប្រព្រឹត្តទៅនៅថ្ងៃទី២៨ ខែកញ្ញា ឆ្នាំ២០២៦ ក្នុងរាជធានីភ្នំពេញ។
សិក្ខាសាលានេះបានប្រមូលផ្តុំអ្នកចូលរួមចំនួន ១៦៥នាក់ (ស្ត្រី ៥៣នាក់) មកពីក្រសួង-ស្ថាប័នរដ្ឋាភិបាល រដ្ឋបាលថ្នាក់ក្រោមជាតិ ដៃគូអភិវឌ្ឍន៍ អង្គការសង្គមស៊ីវិល យុវជន ប្រព័ន្ធផ្សព្វផ្សាយ និងវិស័យឯកជន ដោយមានអ្នកចូលរួមតាមអនឡាញចំនួន ៣៧នាក់។
📊 ក្នុងព្រឹត្តិការនោះដែរ កញ្ញា តុលា ក៏បានចែករំលែកនូវ ធាតុចូលរបស់ក្រុមការងារថវិកា (BWG)សម្រាប់រៀបចំថវិកាឆ្នាំ២០២៧ផងដែរ ដែលរួមមាន៖
• រក្សាថវិកាអប់រំយ៉ាងហោចណាស់ ២០% និងឆ្ពោះទៅ ៣០% សម្រាប់រដ្ឋបាលថ្នាក់ក្រោមជាតិ
• ថវិកាឆ្លើយតបនឹងយេនឌ័រ និងជនមានពិការភាព ព្រមទាំងពង្រីកការគាំពារសង្គម

• បើកចំហព័ត៌មានលទ្ធកម្ម ទិន្នន័យអនុវត្តថវិកា និងស្ថិតិបំណុលសាធារណៈឱ្យទាន់ពេល
✅ គួរកត់សម្គាល់ថា ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ បានឆ្លើយតបជាផ្លូវការចំពោះអនុសាសន៍ ១២ ចំណុចរបស់ BWG ដែលក្នុងនោះ ៨ ចំណុចត្រូវបានទទួលយក ឬយល់ស្រប។ ឯកឧត្តម រស់ សីលវ៉ា រដ្ឋលេខាធិការ និងជាអគ្គលេខាធិការនៃ អ.គ.ហ. បានបញ្ជាក់ថា ក្រសួង «នឹងបន្តកិច្ចសហប្រតិបត្តិការជាមួយ NGOF និងអ្នកពាក់ព័ន្ធ អំពីតម្លាភាពថវិកា… ការតាមដាន និងវាយតម្លៃក្នុងពេលអនាគត»។
👥 សំឡេងយុវជនមេត្រី (METRI Youth)
តំណាងយុវជនមេត្រីបានចែករំលែកបទពិសោធន៍ជាក់ស្តែងលើការបង្ហាញព័ត៌មាន និងការចូលរួមរបស់សាធារណជនក្នុងថវិកាថ្នាក់ជាតិ និងថ្នាក់ក្រោមជាតិ៖
• យុវជន វណ្ណ អូដាយ ការទទួលបានព័ត៌មានត្រូវតែមានបរិយាបន្ន សម្រាប់ជនមានពិការភាព ស្របតាមអនុសញ្ញាស្តីពីសិទ្ធិជនមានពិការភាព ជាពិសេសការបញ្ចូលភាសាសញ្ញាសម្រាប់ជនថ្លង់។
• យុវជន សុខ សម្បត្តិ បានស្នើ «សុំឱ្យរាជរដ្ឋាភិបាល និងរដ្ឋបាលឃុំ-សង្កាត់ បើកលំហបន្ថែមសម្រាប់យុវជនចូលរួមក្នុងដំណើរការថវិកាជាតិ»។
🔑 នៅក្នុងសុន្ទរកថាស្វាគមន៍ លោក ឡាំ សុជាតិ នាយកប្រតិបត្តិនៃ API បានរំលឹកថា កម្ពុជាមានសេចក្តីព្រាងច្បាប់ស្តីពីសិទ្ធិទទួលបានព័ត៌មានរួចហើយ ហើយការដាក់ឱ្យច្បាប់នេះចូលជាធរមាន នឹងនាំមកនូវប្រយោជន៍ដល់សាធារណជនទាំងមូល។
កម្មវិធីនេះសហការរៀបចំដោយវិទ្យាស្ថានតស៊ូមតិ និងគោលនយោបាយ (API) ក្រុមការងារសិទ្ធិទទួលបានព័ត៌មាន (A2IWG) និងវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាលស្តីពីកម្ពុជា (NGO Forum) ដោយមានការគាំទ្រថវិកាពីសហភាពអឺរ៉ុប តាមរយៈអង្គការអុកស្វាម ក្រោមគម្រោង SCOPE-PFM។

📢 Reliable Information for Open Budgets! on the International Day for Universal Access to Information 2026

“Reliable Information for Open Budgets!” was the message raised by Ms. Chhay Tola, Project Coordinator of the NGO Forum on Cambodia (NGOF), representing the Budget Working Group (BWG) Secretariat, at a National Workshop under the theme “Ensuring Information Integrity and Public Financial Management Transparency in Cambodia,” held on 28 September 2026 in Phnom Penh.
The workshop brought together 165 participants (53 women) from government line ministries and institutions, sub-national administrations, development partners, civil society organizations, youth, media and the private sector, including 37 virtual participants.
📊 At the event, Ms. Tola also shared the BWG’s inputs for the 2027 budget preparation:
 Keep education at 20% or more, and move toward 30% for sub-national administrations
 Gender- and disability-responsive budgeting, and wider social protection
 Fair taxation, including tax exemptions for equipment used by persons with disabilities
 Open procurement information, budget ex*****on data and timely public debt statistics
✅ The Ministry of Economy and Finance formally responded to the BWG’s 12 recommendations, accepting or agreeing with 8 of them. H.E. Ros Seilava, Secretary of State and Secretary-General of the General Secretariat of the PFM Reform Steering Committee (GSC), said the Ministry “will continue to cooperate with NGOF and stakeholders on budget transparency… monitoring and evaluation in the future.”
👥 Voices from METRI Youth
METRI Youth representatives shared their real experiences of budget disclosure and public participation at national and sub-national levels:
 Vann Oudai: “Access to information must include persons with disabilities, in line with the Convention on the Rights of Persons with Disabilities, especially through sign language for deaf people.”
 Sok Sambath called on the Royal Government and commune/sangkat administrations to open more space for youth to participate in the national budget process.
🔑 In his welcome remarks, Mr. Lam Socheat, Executive Director of the Advocacy and Policy Institute (API), recalled that Cambodia already has a draft Access to Information Law, and that bringing it into force would benefit the whole public.
The event was co-organized by the Advocacy and Policy Institute (API), the Access to Information Working Group (A2IWG) and the NGO Forum on Cambodia (NGOF), funded by the European Union through Oxfam under the SCOPE-PFM project.

🌍 Cambodia Rises for COP31: Uniting Voices, Strengthening Climate Action! 🌱
The Cambodia National Preparatory Consultation for COP31, held 📍 at Hotel Cambodiana in Phnom Penh, brought together 79 participants — including 42 women 👩‍🦱👨 — representing civil society organizations, community-based organizations, the private sector, government institutions, development partners, embassies, people with disabilities, youth, Indigenous Peoples, and community people. Diverse voices, one united direction!
🤝 The consultation was organized by the NGO Forum on Cambodia (NGOF) and Oxfam, in collaboration with the Ministry of Environment, EU FFF, relevant line ministries, UN agencies, the private sector, civil society organizations, communities, and academia.
🌱 Morning: Knowledge in motion! Participants deepened their understanding of the international climate change architecture and key COP31 agenda items, and reviewed the draft CSO Position Paper to shape recommendations. 💬 Afternoon: High-level decisions! Representatives from the Ministry of Environment, line ministries, and key partners worked to finalize Cambodia's joint Country Position Paper for COP31.
🌾 The biggest outcome: Cambodian CSOs united around top priorities, including:

✔️ Community-led climate resilience, food and water security

📢 Cambodia's Budget Transparency Score Hits an All-Time High!

Open Budget Survey (OBS) 2025 said: Transparency score sharply increases from 43 to 54 while public participation and oversight scores modestly increase!
🎤 H.E. Meas Soksensan, Secretary of State of the Ministry of Economy and Finance (MEF) and Deputy Secretary-General of the General Secretariat of the PFM Reform Steering Committee (GSC), representing H.E. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, said in his opening remarks that, to further strengthen Cambodia's score, MEF will consider publishing the explanatory statement of the draft finance law, and preparing and publishing a supporting document to the draft finance law, ahead of OBS 2027.
🎤 Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia and Secretariat of the Budget Working Group (BWG)expresses congratulations on achieving a significant increase in transparency scores and requesting the Royal Government to increase Officer of IBP, presented the OBS 2025 global and regional results, noting that Cambodia has gained 46 points since 2015 and that the next step is a comprehensive Mid-Year Review and Year-End Report that show what was done. She stressed that participation is the region's greatest opportunity: "opportunities for citizens as well as civil society organizations pushing for public participation to take part in national and subnational budget formulation, ex*****on and monitoring processes more vibrant, broaden consultation with the Parliament, and recognize civil society as a full member of the GSC — especially participating in prioritizing processes and sequencing reforms under CAP 4+3 (2028–2030) and monitoring PFMRP implementation.

🎤 Mr. Bryan FORNARI, Head of Cooperation of the EU Delegation to Cambodia, congratulated Cambodia on this progress and encouraged it to reach the "recommended sufficient level" of 61 and above, stressing: "Publishing the budget is important; showing what happened afterwards is equally important."

Cambodia's OBS 2025 results were launched on 22nd September 2026 in Phnom Penh, under the theme "Enhancing Public Participation, Oversight, and Transparency in Public Finance." The Launching and Dialogue was co-organized by the NGO Forum on Cambodia (NGOF) and the International Budget Partnership (IBP), with financial supports from the European Union through Oxfam under the SCOPE-PFM project.

📊 Key results:
✅ Budget transparency rose 11 points, from 43 (2023) to 54 (2025) — Cambodia's highest score to date
✅ Above the Asia-Pacific average (49) and the global average (45)
✅ Budget oversight up 2 points, from 41 to 43
✅ Public participation in the budget process unchanged at 2 points, the same as 2023
✅ As of 2026, 10 ministries/institutions have prepared a Citizens' Budget, and 7 ministries have held public forums on the annual budget package

👥 The event brought together 175 participants (65 women) from government’s line ministries, development partners, civil society, youth, media and the private sector, with presentations by IBP, MEF and NGOF followed by an open Q&A session.

Phnom Penh, Kingdom of Cambodia, 22 September 2026 – Cambodia has posted its strongest result to date in the Open Budget Survey (OBS) 2025, with a transparency score of 54 out of 100 — substantially higher than its 2023 score of 43. The result places Cambodia above the global average of 45 and above the Asia and the Pacific regional average of 49.
