Quarterly Meeting with Prison Officials in Closed Settings

During this quarter, PC Cambodia conducted quarterly coordination meetings with prison officials in four provinces: Kampong Chhnang, Kampong Speu, Takeo, and Kampot. The meetings were held on separate dates at the respective prison facilities as follows:

Kampong Chhnang Province: 20 August 2026
Kampong Speu Province: 24 August 2026
Takeo Province: 10 September 2026
Kampot Province: 15 September 2026

Participants included prison officials, PAST staff, Pre-ART/ART staff, Health Post staff, and PC Cambodia staff.

The purpose of these meetings was to review the progress of HIV/AIDS interventions in closed settings, discuss achievements and challenges, and identify practical solutions to improve program performance. The meetings also provided an opportunity for stakeholders to jointly address operational issues and ensure the smooth implementation of project activities.

In addition, the quarterly meetings strengthened collaboration and coordination among all stakeholders involved in HIV/AIDS care and treatment services, contributing to improved service delivery and support for prisoner PLHIV in closed settings.

Partners in Compassion Cambodia Organization (PC) conducted a quarterly meeting with Kampong Speu Prison on 25 May 2026. The meeting was attended by representatives from NCHADS, GDP, CRS, and the PC team.

The purpose of the meeting was to review the progress of project activities related to care and treatment for PLHIV, improve the rate of case investigation, and strengthen collaboration with prison officers and the CAA team for the HIV/AIDS program.

A representative from PC Cambodia attended a training on income diversification for community‑led organizations from 6 to 9 April 2026 in Phnom Penh.

The training aimed to strengthen the capacity of community‑led organizations working in HIV/AIDS by increasing awareness of strategies to reduce reliance solely on donor funding. It focused on identifying income‑diversification opportunities, donor mapping for proposal development, and risk management, with the goal of improving the resilience and long‑term sustainability of community‑led organizations.

A representative from PC participated in a meeting on promoting the implementation of the National AIDS Ending Policy and ensuring the sustainability of the AIDS Program for 2023–2028. The meeting was held from February 3–4, 2026, at the Independent Hotel in Preah Sihanouk City, Preah Sihanouk Province. It was led by the National AIDS Authority (NAA) and attended by representatives from relevant ministries and NGO partners. In total, 200 participants—including provincial and municipal HIV/AIDS committees-joined the meeting via Zoom, using 218 accounts.

The meeting aimed to promote the implementation of the National AIDS Ending Policy and to strengthen collective action to ensure the sustainability of the AIDS Program for 2023–2028. It also focused on identifying key indicators for ministries, institutions, and subnational authorities in alignment with the sustainability framework outlined in Annex 1 of the national policy.

Another key objective was to increase awareness among AIDS committees across ministries, institutions, capitals, and provinces to support effective implementation of measures that enhance the national response to HIV and AIDS. The meeting further sought to reinforce ownership of the multisectoral HIV response and to improve coordination mechanisms between national and subnational levels.
