The CD-Center purports to make contributions to the sustainable progress of the Kingdom of Cambodia's human resource capacity building and national policy development in the context of deepening globalization and regionalism as well as an increasingly volatile and complicated international political developmen

ឯកឧត្តម កែវ​ ពង្ស គឺជាប្រតិបត្តិករផ្ទាល់ ក្នុងដំណើរនៃសមាហរណកម្មកងកម្លាំងប្រដាប់អាវុធខ្មែរក្រហមជាមួយរាជរដ្ឋាភិបាលកម្ពុជា ក្រោមមគ្គុទ្ទេសក៍នៃ «នយោបាយឈ្នះ-ឈ្នះ» ដឹកនាំដោយ សម្តេចតេជោ ហ៊ុន សែន កាលពី៣០ឆ្នាំមុន។

ឆ្លៀតក្នុងឱកាសនេះ ឯកឧត្តមនាយកប្រតិបត្តិ បានថ្លែងសេចក្តីគោរព មោទនភាព និងដឹងគុណយ៉ាងជ្រាលជ្រៅចំពោះវីរភាព និងការលះបង់របស់ឯកឧត្តមដែលជាថ្នាក់ដឹកនាំប្រកបដោយការលះបង់ និងតាំងចិត្តខ្ពស់ចំពោះជាតិ និងពិសេសបានចូលរួមចំណែកផ្ទាល់ក្នុងការនាំសុខសន្តិភាព ពេញលេញដល់ប្រទេសជាតិ។

ASEAN Framework for an Integrated ICT Talent & Skill Qualifications

The Framework presents key findings from a regional assessment of ICT skills, education systems, and labour market dynamics across 11 ASEAN Member States. It highlights growing demand for advanced digital competencies–particularly in AI, data analytics, and cybersecurity–alongside persistent skills gaps and mismatches between training systems and industry needs.

Developed as a regional reference, the Framework aims to harmonise ICT skills standards, strengthen alignment between education and labour market demands, and support workforce mobility across ASEAN.

Structured around five key pillars, it promotes a more integrated, inclusive, and future-ready ICT talent ecosystem, while strengthening regional cooperation in digital skills development.

Cambodia Development Center extends sincere appreciation to H.E. Dr. Seng Sopheap, President of the Cambodia Academy of Digital Technology (CADT), and the distinguished representative of H.E. Chea Vandeth, Minister of the Ministry of Post and Telecommunications, for his insightful closing remarks at the Regional Dissemination Workshop on the ASEAN Framework for an Integrated ICT Talent & Skill Qualifications.

We extend our gratitude to the moderator, Mr. Sokhan Darapy, Deputy Director of CD-Center, and to all discussants including Dr. Cheab Sovuthy, Ms. Tho Moniza, Mr. Chhort Chhorravuth, and Ms. Seng Rothsethamony for their valuable insights and contributions.

Regional Dialogue on the ASEAN Framework for an Integrated ICT Talent & Skill Qualifications

Cambodia Development Center (CD-Center) organized the Regional Dialogue on the ASEAN Framework for an Integrated ICT Talent & Skill Qualifications in a hybrid format, bringing together policymakers, technical experts, academia, and youth representatives to exchange insights on ICT talent ecosystems and workforce readiness.

The session was moderated by Mr. Sokhan Darapy, Deputy Director of CD-Center, and featured distinguished discussants: Dr. Cheab Sovuthy, Dean, School of Digital Engineering, CADT; Ms. Tho Moniza, Research Associate, Cambodia 4.0 Center; Mr. Chhort Chhorravuth, Managing Director, MR Training & Jobs Center; and Ms. Seng Rothsethamony, CEO & Co-Founder, Bamnang Holdings Pte. Ltd.

The dialogue concluded with remarks by H.E. Dr. Seng Sopheap, President of CADT and distinguished representative of H.E. Chea Vandeth, Minister of MPTC, emphasising regional cooperation, harmonised ICT skills standards, and alignment between education and labour market needs.

Cambodia Development Center organized the Regional Dissemination Workshop on the ASEAN Framework for an Integrated ICT Talent & Skill Qualifications, via hybrid format on 31 March, 2026.

This project is implemented by CD-Center in close coordination with the Ministry of Post and Telecommunications with the support from the ASEAN ICT Fund, and was endorsed by ASEAN Digital Ministers in 2025, to support the ADM2025–particularly Desired Outcome 2 on upgrading broadband infrastructure and EA2.8, which calls for regional mechanisms to encourage skills in integrated and end-to-end services. The workshop served as the project’s completion activity and represents Cambodia’s contribution to ASEAN’s digital transformation.

Grounded in a regional assessment of ICT skills, education systems, and labour market dynamics across ASEAN, the Framework identifies persistent skills gaps–particularly in advanced and specialised domains–and underscores the need for stronger alignment between education, training systems, and industry demand. As a voluntary regional reference, it aims to strengthen ICT talent development, enhance workforce readiness, and promote greater regional cooperation and mobility.
