The National Defence University of Malaysia (NUDM) and the International Committee of the Red Cross (ICRC) successfully organized the Advanced Operational Law Course, held in Kuala Lumpur, Malaysia, from 14–16 July.

This prestigious event brought together military personnel and experts from across the region, including Malaysia, Bangladesh, Cambodia, Laos, Thailand, and Vietnam, to discuss and deepen their understanding of operational law in today’s complex and evolving security landscape.

Through collaborative dialogue and knowledge-sharing, the course aimed to strengthen regional expertise and promote the integration of international humanitarian law (IHL) in military operations.

The ICRC extends its heartfelt gratitude to the Universiti Pertahanan Nasional Malaysia for their constructive partnership and invaluable expertise. We look forward to continuing this fruitful cooperation in the future.

កាលពីថ្ងៃទី ១៥ និង ១៦ កក្កដា ឆ្នាំ២០២៦ ក្រុមការងារវាយតម្លៃបទដ្ឋានជាតិវិជ្ជាជីវ:ព្យាបាលដោយចលនា (NSPT) ដែលមានសមាសភាពមកពីក្រសួងសង្គមកិច្ច អតីតយុទ្ធជននិងយុវនីតិសម្បទា (MoSVY) និងក្រសួងសុខាភិបាល (MoH) និង ICRC បានចុះជួបប្រធានមណ្ឌលស្តារកាយសម្បទាខេត្តកំពង់ស្ពឺ ប្រធានមន្ទីរពេទ្យបង្អែកខេត្តកំពង់ស្ពឺ ប្រធានមជ្ឈមណ្ឌលស្តារលទ្ធភាពពលកម្មកាយសម្បទាភូមិភាគ ខេត្តបាត់ដំបង មន្ទីរពេទ្យបង្អែកខេត្តបាត់ដំបង និងមណ្ឌលស្តារលទ្ធភាពពលកម្មអ្នកជំងឺរបួសខួរឆ្អឹងខ្នង (SCIC) ព្រមទាំងគ្រូពេទ្យព្យាបាលដោយចលនា បានធ្វើការវាយតម្លៃពីវឌ្ឍនភាពនិងកត្តាប្រឈមនៃការអនុវត្តបទដ្ឋានជាតិវិជ្ជាជីវ:ព្យាបាលដោយចលនា។ ក្រោយវាយតម្លៃ ក្រុមការងាររកឃើញថា មណ្ឌលស្តារលទ្ធភាពពលកម្មកាយសម្បទាទាំងពីរ មណ្ឌលស្តារលទ្ធភាពពលកម្មអ្នកជំងឺរបួសខួរឆ្អឹងខ្នង (SCIC) មន្ទីរពេទ្យបង្អែកខេត្តកំពង់ស្ពឺ និងមន្ទីរពេទ្យបង្អែកខេត្តបាត់ដំបង ភាគច្រើន បានអនុវត្តបទដ្ឋានជាតិវិជ្ជាជីវៈព្យាបាលដោយចលនានិងប្រើប្រាស់ឧបករណ៍នានា បានជាប់លាប់ និងល្អប្រសើរ។ ក្នុងនោះ ក្រុមការងាររកឃើញចំណុចមួយចំនួនដែលត្រូវធ្វើការកែតម្រូវ តាមរយៈការលើកផែនការអនាគតផងដែរ។

On 15–16 July 2026, the National Standard of Physical Therapy (NSPT) working groups from the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), the Ministry of Health (MoH), and the ICRC conducted an M&E visit to Kampong Speu Physical Rehabilitation Center (PRC), Kampong Speu Provincial Referral Hospital, Battambang Regional Physical Rehabilitation Center, Battambang Spinal Cord Injury Center (SCIC), and Battambang Provincial Referral Hospital to observe the progress and challenges of implementing the NSPT. After the monitoring and evaluation, the working groups found that the PRCs, SCIC, and hospitals have largely implemented the NSPT and its tools properly, with only minor improvements needing to be strengthened through future actions.

On 24 June 2026, the ICRC, in collaboration with the Cambodian Physical Therapy Association (CPTA) and the University of Health Sciences (UHS), and with the approval of the Siem Reap local authorities and the Provincial Department of Education, Youth and Sports (PoEYS), in partnership with 10 Makara and Angkor High Schools, conducted a Physical Therapy (PT) Awareness Event aimed at increasing student registration in this field. The event was attended by 259 Grade 12 students (182 female) and the directors of both schools. The ICRC is dedicated to promoting physical therapy and supporting aspiring healthcare professionals

នៅថ្ងៃទី ១៥ និង១៦ ខែមិថុនា កម្មវិធីស្តារលទ្ធភាពពលកម្មកាយសម្បទានៃគណៈកម្មាធិការអន្តរជាតិនៃកាកបាទក្រហម (ICRC) ដោយមានការគាំទ្រពីអ្នកវាយតម្លៃបច្ចេកទេសពីមណ្ឌលស្តារខេត្តបាត់ដំបងបានរួមគ្នាធ្វើការវាយតម្លៃ ទៅលើ ពត៌មានត្រឡប់ទូទៅពីអ្នកទទួលសេវាកម្ម និង ទៅលើបច្ចេកទេសប្រចាំឆ្នាំ។ការវាយតម្លៃនេះធ្វើឡើងតាមរយៈវិធីសាស្ត្រការសង្កេតដោយផ្អែកទៅលើភស្តុតាងផ្ទាល់ក្នុងគោលបំណងលើកកម្ពស់គុណភាពនៃសេវាកម្មដែលផ្តល់ជូនដោយមជ្ឈមណ្ឌលស្តារលទ្ធភាពពលកម្មកាយសម្បទាដែលគាំទ្រដោយ ICRC ដែលស្ថិតនៅក្នុងខេត្តកំពង់ស្ពឺ។ លទ្ធផលដែលបានរកឃើញនិង

From 15–16 June, the ICRC Physical Rehabilitation Program, with the assistance of PO CAT I from Battambang, undertook the bi-annual Beneficiary Feedback and Technical Assessment (BF and TA). The assessment, which was conducted using an evidence-based observation method, aimed to enhance the quality of services offered at the ICRC-supported center in Kampong Speu. The results and recommendations were presented to the technical staff and both management teams. A new action plan was developed based on the evaluation results, which showed a slight improvement in performance, and it will be implemented immediately. Overall, the quality of performance has slightly increased.

On 11 June 2026, the ICRC, in collaboration with the Cambodian Physical Therapy Association (CPTA) and the University of Health Sciences (UHS), and with the approval of the local authorities and the Provincial Department of Education, Youth and Sports (PoEYS), conducted a Physical Therapy (PT) Awareness Event in partnership with Decho Sen Tbong Khmum High School and Hun Sen Char Thmey High School. The event aimed to increase student enrollment in physical therapy education programs. A total of 132 Grade 12 students, including 72 females, and the school directors participated in the event. The ICRC is dedicated to promoting physical therapy and supporting aspiring healthcare professionals.

On 10 June 2026, the ICRC, in collaboration with the Cambodian Physical Therapy Association (CPTA) and the University of Health Sciences (UHS), and with the approval of the local authorities and the Provincial Department of Education, Youth and Sports (PoEYS), conducted a Physical Therapy (PT) Awareness Event in partnership with Samdech Bun Rany Hun Sen Veal Toch High School and Hun Sen Dambae High School. The event aimed to increase student interest and enrollment in physical therapy studies. A total of 162 Grade 12 students, including 96 females, as well as the school directors, participated in the event. The ICRC is dedicated to promoting physical therapy and supporting aspiring healthcare professionals.

កាលពីថ្ងៃទី២៩ ខែឧសភា ឆ្នាំ ២០២៦ ទីប្រឹក្សាគំរោងបរិយាបន្នសង្គមនៃគណៈកម្មាធិការអន្តរជាតិនៃកាកបាទក្រហម (ICRC) បានចូលនៅទីស្តីការក្រសួងសង្គមកិច្ច អតីតយុទ្ធជន និងយុវនីតិសម្បទា។ គោលបំណងនៃកិច្ចប្រជុំនេះ គឺធ្វើការផ្សព្វផ្សាយ និងប្រកាសដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការនូវ «គោលការណ៍ណែនាំស្តីពីអត្តសញ្ញាណកម្មពិការភាពតាមគំរូសង្គម និងសិទ្ធិជាមូលដ្ឋាន» ដែលមានការចូលរួមពីបណ្តាថ្នាក់ដឹកនាំក្រសួងពាក់ព័ន្ធ អង្គការដៃគូជាតិ និងអន្តរជាតិ។

On 29 May 2026, the Social Inclusion Advisor of the International Committee of the Red Cross attended a meeting at the Ministry of Social Affairs, Veterans and Youth Rehabilitation. The objective of the meeting was to conduct the national dissemination and launch of the social and rights-based disability identification guideline, which was held in MoSVY’s cabinet with the participation of management representatives from various related national and international partners.

On 28 May 2026, the National Standard of Physical Therapy (NSPT) working groups, comprised of representatives from the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), Ministry of Health (MoH), and ICRC, conducted an M&E visit to the Kratie Physical Rehabilitation Center (PRC) and Provincial Referral Hospital to observe the progress and challenges in implementing the NSPT at both facilities. Following the monitoring and evaluation, the working groups found that both the PRC and hospital have been implementing the NSPT and its tools properly, with only a few areas requiring further improvement and strengthening through future actions.

Security discussions must always leave room for humanity.

The ICRC will bring the humanitarian perspective to the Shangri-La Dialogue and reminding leaders that even amid evolving security challenges, respect for international humanitarian law remains essential.

Why is the ICRC participating in the Shangri-La Dialogue?

This week, defence, security, and political leaders from across the world are gathering in Singapore for the Shangri-La Dialogue - one of the Asia-Pacific’s most important platforms for discussions on regional security challenges.

While these conversations often focus on geopolitics, military competition, and emerging security threats, the ICRC believes humanitarian consequences must also remain part of the discussion.

ICRC President, Ms Mirjana Spoljaric is participating in this year’s Dialogue to engage regional leaders on the importance of respecting international humanitarian law (IHL) amid rapidly evolving security challenges, from maritime tensions and urban warfare to cyber operations and AI in conflict.

Her participation will also highlight the Global IHL Initiative, a global effort aimed at strengthening political commitment to IHL and reversing the erosion of respect for the rules of war [https://www.upholdhumanityinwar.org/].

The ICRC is there to bring the humanitarian perspective to the table — ensuring that, even in matters of defense, the humanity Is never forgotten.
