អង្គភាពប្រឆាំងអំពើរពុករលួយ (ACU)នៃប្រទេសកម្ពុជា និង វិទ្យាស្ថានតស៊ូមតិ និងគោលនយោបាយ (API), អង្គការតម្លាភាពកម្ពុជា TIC ខេមបូចា (CamboJA), និងអង្គការសម្ព័ន្ធភាពដៃគូរដើម្បីអភិវឌ្ឍន៍តាមបែបប្រជាធិបតេយ្យ (CPDD) ជួបគ្នានៅព្រឹកថ្ងៃទី ១៧ សីហា ២០២៦។
ការប្រឆាំងអំពើពុករលួយ មិនអាចសម្រេចបានដោយស្ថាប័នមួយតែឯងឡើយ តែត្រូវការទាំងច្បាប់ ស្ថាប័ន ការអនុវត្ត និងសំខាន់បំផុត គឺការចូលរួមរបស់សង្គម។
ក្នុងស្មារតីនេះ មានជំនួបមួយ រវាង អង្គភាពប្រឆាំងអំពើពុករលួយ (អ.ប.ព.) ជាមួយនាយិកា/នាយកប្រតិបត្តិអង្គការមិនមែនរដ្ឋាភិបាលចំនួន៤ ដែលធ្វើការលើវិស័យតម្លាភាព អភិបាលកិច្ច គោលនយោបាយ និងលទ្ធិប្រជាធិបតេយ្យ។ ជំនួបនេះ មិនមែនគ្រាន់តែជាការជួបសម្ដែងការគួរសមទេ ប៉ុន្តែជាវេទិកានៃការបើកចំហ ផ្លាស់ប្តូរបទពិសោធ និងស្វែងរកចំណុចរួមសម្រាប់ការងារ ការប្រយុទ្ធប្រឆាំងអំពើពុករលួយ ជាពិសេស ការអប់រំ បង្កាទប់ស្កាត់ ហើយចូលលម្អិតទៅក្នុងការងារលទ្ធកម្មនៅថ្នាក់ក្រោមជាតិ។
មុនកិច្ចពិភាក្សា ប្រធាន អ.ប.ព. បាននាំប្រតិភូទស្សនាផ្នែកមួយចំនួនរបស់ អបព ដូចជាបន្ទប់វិភាគពាក្យប្តឹង បន្ទប់ឃាត់ខ្លួន បន្ទប់ស្តាប់ចម្លើយ បន្ទប់រក្សាឯកសារប្រកាសទ្រព្យសម្បត្តិ និងបំណុល។
ក្នុងកិច្ចពិភាក្សា អង្គការទាំង៤ បានស្វែងយល់អំពីរចនាសម្ព័ន្ធ និងយន្តការប្រឆាំងអំពើពុករលួយរបស់ អ.ប.ព. ដែលគ្របដណ្តប់គ្រប់រូបភាព គ្រប់វិស័យ និងគ្រប់ជាន់ថ្នាក់ តាមរយៈ ការអប់រំ ការបង្ការ ការទប់ស្កាត់ និងការអនុវត្តច្បាប់បង្ក្រាបបទល្មើសដោយគ្មានការរើសអើង ជាពិសេស ការទទួល និងដោះស្រាយបណ្តឹង ត្រូវបានផ្តោតការយកចិត្តទុកដាក់យ៉ាងខ្លាំង។ ពាក្យប្តឹងមួយ មិនមែនគ្រាន់តែជាក្រដាសមួយសន្លឹកចូលអង្គភាពទេ ប៉ុន្តែជាសក្ខីកម្មនៃការចាប់ផ្តើមស្វែងរកការពិត វិភាគដោយវិជ្ជាជីវៈ និងការដោះស្រាយតាមច្បាប់ គឺជាផ្នែកមួយនៃការកសាងទំនុកចិត្តរបស់សាធារណជនចំពោះស្ថាប័នប្រឆាំងអំពើពុករលួយ។ អ.ប.ព ក៏បានចែករំលែកបទពិសោធកន្លងមកយ៉ាងពិស្តាក្នុងការការពារសាក្សី ការពារអ្នករាយការណ៍ កាពារប្រភព ផងដែរ។
ចំណុចសំខាន់មួយទៀត គឺកិច្ចប្រជុំ អ.ប.ព. និងអង្គការសង្គមស៊ីវិលទាំ៤នាព្រឹកនោះ បានឈានពី «ការផ្លាស់ប្តូរយោបល់» ទៅ «កិច្ចសហការជាក់ស្តែង»។ លោកស្រី ស៊ិន ពុទ្ធារី នាយិកាប្រតិបត្តិ អង្គការតម្លាភាពកម្ពុជា (Transparency International TI Cambodia) និងលោក ឡាំ សុជាតិ នាយកប្រតិបត្តិ អង្គការវិទ្យាស្ថានតស៊ូមតិ និងគោលនយោបាយ លោក ណុប វី នាយក ខេមបូចា (CamboJA), និងលោក សុន ប៉ែន នាយកអង្គការសម្ព័ន្ធភាពដៃគូរដើម្បីអភិវឌ្ឍន៍តាមបែបប្រជា ធិបតេយ្យ (CPDD) បានស្នើសុំកិច្ចសហការដោយផ្ទាល់ជាមួយ អ.ប.ព. លើនីតិវិធីការងារ ដើម្បីរួមចំណែកពង្រឹងតម្លាភាព និងសុចរិតភាព ជាពិសេសនៅថ្នាក់មូលដ្ឋាន និងក្នុងវិស័យលទ្ធកម្ម។ នេះជាសញ្ញាដ៏មានន័យ ព្រោះ ការប្រឆាំងអំពើពុករលួយ មិនមែនជាកិច្ចការរបស់អ្នកអនុវត្តច្បាប់តែប៉ុណ្ណោះទេ ប៉ុន្តែជារបៀបវារៈរួមរបស់ស្ថាប័នរដ្ឋ សង្គមស៊ីវិល និងប្រជាពលរដ្ឋ។
ថ្នាក់ដឹកនាំអង្គការបានសម្តែងការរីករាយចំពោះបទពិសោធ មេរៀន និងអនុសាសន៍ល្អជ្រាលជ្រៅ ពីប្រធាន អ.ប.ព. ហើយបានចាត់ទុកជំនួបនេះថា ជា «ការផ្លាស់ប្តូរថ្មីមួយនៃបរិបទប្រយុទ្ធរកសុចរិតភាព»។ បរិបទថ្មីនេះ គឺពីការមើលគ្នាពីចម្ងាយ មកជួបគ្នានៅតុតែមួយ; ពីការយល់ឃើញតាមរយៈព័ត៌មាន មកជាការស្គាល់យន្តការដោយផ្ទាល់ និងពីការមានគោលដៅស្រដៀងគ្នា មករកវិធីធ្វើការជាមួយគ្នាឱ្យកាន់តែមានប្រសិទ្ធភាព។ នេះគឺជាភាពខុសគ្នារវាង «ការនិយាយអំពីតម្លាភាព» និង «ការធ្វើការដើម្បីបង្កើតតម្លាភាព»។

ACU និង TI ក៏ធ្លាប់បានចូលរួមជាមួយគ្នា ដោយមានគោលដៅរួមក្នុងការលើកទឹកចិត្តប្រជាពលរដ្ឋឱ្យ បដិសេធអំពើពុករលួយ និងលើកកម្ពស់សុចរិតភាពនៅក្នុងប្រទេសកម្ពុជា។
ដូច្នេះ ជំនួបថ្ងៃទី១៧ ខែសីហា ឆ្នាំ២០២៦ មិនមែនគ្រាន់តែជាកំណត់ត្រានៃកិច្ចប្រជុំមួយព្រឹកទេ វាជាសារមួយថា៖ «នៅពេលស្ថាប័នរដ្ឋ និងសង្គមស៊ីវិលអាចអង្គុយជុំវិញតុតែមួយ និយាយដោយត្រង់ ស្តាប់គ្នាដោយបើកចិត្ត និងស្វែងរកវិធីធ្វើការជាមួយគ្នា—តម្លាភាពនឹងមិននៅត្រឹមជាពាក្យស្លោកទៀតឡើយ។ វាអាចក្លាយជាវប្បធម៌នៃការអនុវត្ត» ៕
Anti Corruption Unit, Advocacy and Policy Institute (API), Transparency Cambodia (TIC), Cambodia (CamboJA), and the Coalition for Partnership in Democratic Development (CPDD) met on the morning of August 17, 2026.
Fighting corruption cannot be achieved by one institution alone, but requires laws, institutions, implementation, and most importantly, the participation of society.
In this spirit, the Anti-Corruption Unit (ACU) met with the directors/executive directors of four non-governmental organizations working in transparency, governance, policy, and democracy. The meeting was not just a courtesy call, but a forum to open up, exchange experiences, and find common ground for the fight against corruption, especially education, prevention, and delving into the details of public procurement work at the sub-national level.
Before the discussion, the ACU President took the delegation to tour some of the ACU’s departments, such as the complaint analysis room, the detention room, the interrogation room, and the asset and debt declaration file storage room.
During the discussion, the four organizations learned about the structure and anti-corruption mechanisms of the CPC, which cover all aspects, sectors, and levels through education, prevention, suppression, and enforcement of laws to suppress crimes without discrimination. In particular, receiving and resolving complaints is given great attention. A complaint is not just a piece of paper filed with the organization, but a testimony of the beginning of truth-seeking, professional analysis, and legal resolution, which is part of building public confidence in anti-corruption institutions. The CPC also shared its past experiences in protecting witnesses, protecting reporters, and protecting sources.
Another important point is that the CPC and the four civil society organizations’ meeting that morning moved from “exchange of ideas” to “practical cooperation.” Ms. Sin Puthery, Executive Director of Transparency International Cambodia (TI Cambodia), and Mr. Lam Socheat, Executive Director of Advocacy and Policy Institute , Mr. Nop Vy, Director of CamboJA, and Mr. Son Pen, Director of the Partnership for Democratic Development (CPDD) requested direct collaboration with the OPC on working procedures to contribute to strengthening transparency and integrity, especially at the grassroots level and in the procurement sector. This is a meaningful signal because fighting corruption is not only the task of law enforcement, but is a common agenda of state institutions, civil society and citizens.
The leaders of the organizations expressed their pleasure at the experience, lessons and profound recommendations from the OPC President and considered the meeting as “a new change in the context of the fight for integrity”. This new context is from seeing each other from afar to meeting at the same table; From informational insights to direct knowledge of mechanisms and from having similar goals to finding ways to work together more effectively. This is the difference between “talking about transparency” and “working to create transparency.”
The meeting was attended by Sin Putheary, TI Director, Socheat Lam, APi Director, Nop Vy, Executive Director of CamboJa, Mr. Son Pen, Executive Director of CPDD, and Mr. Sien Bunrith, Deputy Executive Director of Transparency International Cambodia.
ACU and TI have also joined forces in the past, with the shared goal of encouraging citizens to reject corruption and promote integrity in Cambodia.
So the meeting on August 17, 2026 was not just a record of a morning meeting, it was a message: “When state institutions and civil society can sit around the same table, talk honestly, listen openly, and find ways to work together—transparency will no longer be a slogan. It can become a culture of practice.”
