វិទ្យាស្ថានតស៊ូមតិ និងគោលនយោបាយ (API) បានសហការជាមួយសាកលវិទ្យាល័យគ្រប់គ្រង និងសេដ្ឋកិច្ច (UME) សាខាខេត្តកំពង់ចាម ដើម្បីរៀបចំសិក្ខាសាលាស្តីពី «កម្មវិធីស្វ័យសិក្សានិយាយពីអាជីវកម្ម (រកស៊ីឆាតបុត) និងសេវាសាធារណៈសំខាន់ៗរបស់រដ្ឋាភិបាល» ដោយមានការចូលរួមយ៉ាងកុះករពី សមណនិស្សិត និងនិស្សិត សរុបប្រមាណ ៣០០ អង្គ/នាក់។

សិក្ខាសាលានេះ រៀបចំឡើងក្នុងគោលបំណងលើកកម្ពស់ការយល់ដឹង និងជំរុញការចូលប្រើប្រាស់កម្មវិធីស្វ័យសិក្សាអាជីវកម្ម (រកស៊ីឆាតបុត) ព្រមទាំងសេវាសាធារណៈឌីជីថលសំខាន់ៗរបស់រាជរដ្ឋាភិបាល រួមមាន៖
១. ថ្នាលសេដ្ឋកិច្ចឌីជីថល៖ សម្រាប់គាំទ្រដល់អ្នកប្រកបរបរក្នុងសេដ្ឋកិច្ចក្រៅប្រព័ន្ធ។
២. ប.ស.ស (បេឡាជាតិរបបសន្តិសុខសង្គម)៖ ការយល់ដឹងពីអត្ថប្រយោជន៍ និងការចុះឈ្មោះប្រើប្រាស់បណ្ណ ប.ស.ស។
៣. យន្តការច្រកចេញចូលតែមួយ៖ ការស្វែងយល់ពីការផ្តល់សេវារដ្ឋបាលប្រកបដោយតម្លាភាព គណនេយ្យភាព និងភាពរហ័សទាន់ចិត្ត។

📢 Dissemination Workshop on "Business Self-Learning Program (Roksi Chatbot) and Key Digital Public Services" at UME Kampong Cham

The Advocacy and Policy Institute (API) collaborated with the University of Management and Economics (UME), Kampong Cham Branch, to organize a workshop on the "Business Self-Learning Program (RokSi Chatbot) and Key Government Public Services." The event saw active participation from approximately 300 students.

The workshop was organized to raise awareness and promote access to the Business Self-Learning Program (RokSi Chatbot) as well as the Royal Government's essential digital public services, which include:

Digital Economic Platform: To support workers in the informal economy.

NSSF (National Social Security Fund): Understanding the benefits and registering for the NSSF card.

One Window Service Office (OWSO) Mechanism: Understanding the provision of administrative services with transparency, accountability, and speed.

Digital technology plays a vital role in capacity development and daily life. Through this workshop, all students not only gained theoretical knowledge but also received hands-on practice with these programs and digital tools. This serves as an asset for developing their own businesses and utilizing public services more effectively.

When climate challenges hit, local capacity matters.

Floods, droughts, water scarcity and biodiversity loss affect people’s lives directly; their health, livelihoods, safety and future.

In Peru and Cambodia, stories from Voices of Change show how communities are organising to protect water, preserve biodiversity, strengthen livelihoods and prepare for climate challenges through local action.

These stories remind us that local resources are more than money; they are also knowledge, leadership, networks, trust and the ability to come together around shared priorities.

But communities should not face climate challenges alone. Local capacity does not replace public responsibility, fair funding or international cooperation.

It helps communities act, mobilise and advocate for the support they need.

🎉 National Public Forum on Public Participation in Strengthening Transparency, Accountability, and Credibility in the Public Financial Management Process.

API, invited 30 communities, local authorities and presented results of public procurement transparency and local budget analysis. APi and communities shared best practice of disclosing the budget, procurement, and public participation. APi presented the local budget analysis with a focus on social fund and natural resource allocation, and public procurement monitoring.
APi provided 3 recommendations:
1. Asking the Ministry of Interior, Ministry of Economic and Finance to monitor, and build capacity to sub-national on budget and procurement procedure, especially budget allocation on the social fund and natural resource, public participation, and accountability, and
2. Request to improve the disclosure of procurement at the national level,
3, request government to adopt the Access to Information Law soon.

On 28 May 2026, co-organized by CSOs’ Budget Working Group (BWG), chaired by SiLAKA, Deputy chaired by Oxfam and Secretariat at the NGO Forum, funded by EU on The Citizen Engagement and Oversight the Public Financial Management (SCOPE-PFM) project.

The National Public Forum brought together 262 participants from Senate, government institutions, local authorities, civil society organizations, development partners, the private sector, media, youth groups, and citizens.

This forum was organized under the SCOPE-PFM project with the financial support of the European Union (EU) through Oxfam.

API organized a 5-day Mobilizing Support Starter Course Training to strengthen the capacity of civil society organizations and practitioners in mobilizing community support, engaging stakeholders, and promoting social accountability.
The training brought together participants from API, Kdei Karuna Organization, Room to Read Cambodia, and Banteay Srei to enhance their knowledge and practical skills on key areas including problem and solution analysis, stakeholder engagement, mobilizing allies, complaint writing, negotiation skills, and understanding policy and decision-making processes. Through interactive learning, practical exercises, and role-play sessions, participants gained valuable tools and approaches to strengthen citizen engagement and advocacy efforts in their respective organizations and communities.
This training is part of the Change the Game Academy (CtGA) initiative, which aims to strengthen the sustainability and effectiveness of civil society organizations through capacity development and mobilizing local support. 📅 1–5 June 2026
