【4/20 UNJT quarterly meeting】
The Joint UN Team on HIV (UNJT) convened its regular quarterly meeting to reflect on progress and challenges of the UNJT's support, and to align priorities for the the 2026 UN Joint Plan on HIV.
The discussion included updates on implementation progress, key bottlenecks, and a deeper dive into health and HIV financing—highlighting its critical link to the long-term sustainability of the HIV response.

The meeting reaffirmed the importance of strong UN coherence and joint actions of the UNJT, committing to work together to provide coordinated technical and policy support to the country, ensuring that HIV response remain inclusive, resilient, and sustainable.
Through continued collaboration, the Joint UN Team on HIV remains committed to supporting national efforts to sustain progress and accelerate the path toward ending AIDS.

On 9 April, UNAIDS and National Center for HIV/AIDS, Dermatology and STD (NCHADS) held our regular quarterly coordination meeting to review progress and align key priorities for the months ahead.

UNAIDS warmly appreciates the strong partnership and leadership of NCHADS and reaffirms its commitment to continued collaboration across priority areas in the coming months, including but not limited to HIV prevention innovation, differentiated and friendly service delivery, finalization and costing of the National Strategic Plan, and the Global Fund Cycle 8 process.

NCHADS also expressed its appreciation for UNAIDS’ continued technical and strategic support to Cambodia’s HIV response.

【4/8 Costing of National HIV Strategic Plan】
On April 8, NCHADS, UNAIDS and key partners gathered at NCHADS to discuss the National HIV Strategic Plan's costing for the 2026-2030.

The costing is essential to provide an overview in term of resource needs for the next five years for Cambodia's HIV response in the health sector.

The National Strategic Plan and the costing will be used to inform the prioritization for Cambodia's funding request for the Global Fund Cycle 8.

On April 8, a consultative workshop on the Standard Operating Procedures (SOP) for integrated HIV, harm reduction, and mental health services for key populations in Cambodia was jointly convened by the National Center for HIV/AIDS, Dermatology and STD (NCHADS), the Department of Mental Health and Substance Abuse of the Ministry of Health (MoH), and UNAIDS, with financial support from the Australian Government.

The workshop provided an important platform to gather final feedback and technical inputs before submission of the SOP to the Ministry of Health for official endorsement. UNAIDS is pleased to support this important work and remains committed to providing ongoing technical and strategic assistance to advance integrated and people‑centered services for key populations, especially people who engage in sexualized drug use in Cambodia.

【4/6 Community and CSO consultation for GC8】
Today, a pre-consultative meeting for integration into the GC8 country dialogue was held with civil society organizations (CSOs), community-based organizations, people living with HIV, and networks of key populations to discuss priority areas, implementation challenges, and practical recommendations to be reflected in the GC8 funding request.

A wide range of feedback is received from participants on community-led HIV prevention, treatment, and care support services; human rights and gender-sensitive approaches; the sustainability of local systems; and the monitoring of stigma and discrimination. This helped to identify where barriers remain and what needs to change to ensure that no one is left behind.

Communities are not merely beneficiaries but essential partners in shaping effective and sustainable AIDS responses. Together with partners, UNAIDS will continue working to ensure that the Global Fund’s Eighth Grant Cycle (GC8) country dialogues are grounded in on-the-ground realities and sincerely respond to the voices of those most affected by HIV, tuberculosis, and malaria.

The Sustainability Working Group meeting was co‑chaired by His Excellency Ieng Mouly, Senior Minister and Chair of the National AIDS Authority, and Ms. Patricia Ongpin, UNAIDS Country Director for Cambodia, Lao PDR, and Malaysia.

Together, we discussed the updated multisectoral HIV Sustainability Roadmap, the joint HIV/Tuberculosis (TB) Transition and Sustainability Plan, and preparations for GC8.

✨Build a sustainable community-led system for HIV response✨

❤People living with HIV and key populations community representatives led community-led monitoring from designing the data collection tools to using the results for advocacy for policy and programmatic changes, and service adaptations.
💙These surveys target local communities, covering topics such as HIV prevention, testing, treatment, and STI services, mental health, stigma and discrimination, and gender-based violence, and the findings are shared with stakeholders to drive policy changes and service improvements.
💚The initiative has already been implemented in 12 provinces across Cambodia.

On March 25th, the UNAIDS Multi-country Office for Cambodia, Lao PDR, and Malaysia actively participated in a full-day workshop on HIV Prevention hosted by NCHADS.

This workshop brought together a diverse range of participants, including national and local leaders, program implementers, representatives from civil society and local communities, and development partners, each of whom contributed important perspectives to Cambodia’s HIV prevention agenda.

Through presentations that delved into the current situation and group discussions on practical solutions, participants discussed how to sustain and strengthen HIV prevention and testing services - a national priority - over the long term.

The insights and recommendations gained from the workshop will be directly fed into the upcoming validation of the “National Strategic Plan on HIV and Sexually Transmitted Infections (STIs) Prevention and Care (2026–2030)” and will also contribute to Cambodia’s preparations for the Global Fund Grant Cycle 8.
