【Vientiane, Lao PDR – 21 September 2026】
The 3rd Stakeholder Meeting of the L’Initiative HIV Sustainability Project was held in Vientiane, Lao PDR, on 21 September 2026, hosted by the French Embassy and chaired by the Ministry of Health Department of Disease Control, with representatives of the French Embassy and the UNAIDS MCO serving as co-chairs.

Participants reviewed progress and recent highlights across HIV-related project activities, including the final draft of the HIV Sustainability Roadmap, discussed the current status and work plans, and identified challenges and next steps, including efforts to strengthen domestic financing and sustain community-led responses.

The meeting provided an important opportunity for stakeholders to take stock of achievements, identify challenges, and coordinate actions to advance a more sustainable and equitable HIV response in Lao PDR.

From 21-23 September 2026, UNAIDS Multi-Country Office for Cambodia, Lao PDR, Malaysia and Viet Nam contributed to the 10th International Workshop on Adolescence, SRHR & HIV 2026, showcasing lessons and results from innovative HIV programmes in Cambodia supported by the Australian Government through Partnerships for a Healthy Region.

The presentation highlighted how digital platforms, community outreach, and youth-friendly service models are transforming HIV prevention and care for young key populations. The interventions demonstrated how tailored digital engagement and integrated service delivery can increase demand for HIV testing, PrEP, and other essential s*xual and reproductive health services among young key populations who are often underserved by conventional approaches.

These experiences underscore the value of investing in digital innovation and community-led approaches to ensure HIV services are responsive to the needs and realities of young key populations, helping accelerate progress towards ending AIDS.

We thank the Australian Government for its financial support and acknowledge the collaboration of all the implementing partners in advancing youth-centered HIV services in Cambodia.

🍀សហគមន៍ស្ត្រីផ្ទុកមេរោគអេដស៍ ជំងឺអេដស៍កម្ពុជា (CCW) បណ្ដាញស្ត្រីធ្វើការតាមសេវាកម្សាន្ត(NEWN) និងបណ្ដាញអ្នករងផលប៉ះពាល់ដោយសារសារធាតុញៀន (CNPUD) គឺជាអង្គការដឹកនាំដោយសហគមន៍ ដែលធ្វើការដើម្បីលើកកម្ពស់សិទ្ធិ សុខភាព និងសមភាពយេនឌ័រ របស់ស្ត្រីរស់នៅជាមួយមេរោគអេដស៍ ស្ត្រីធ្វើការតាមសេវាកម្សាន្ត និងស្ត្រីរងផលប៉ះពាល់ដោយសារសារធាតុញៀន នៅកម្ពុជា។ ក្នុងនាមជាបេក្ខភាពដឹកនាំដោយសហគមន៍មួយក្នុងចំណោមបេក្ខភាពចំនួនបួនដែលទទួលបានជំនួយឥតសំណង UNAIDS SEED Grant ក្រោមគម្រោងហិរញ្ញប្បទានប្រកបដោយសមធម៌ CCW NEWN និង CNPUD កំពុងអនុវត្តគម្រោង Women Rise ដែលគាំទ្រការផ្តល់អំណាចផ្នែកសេដ្ឋកិច្ចដល់ស្ត្រី ដោយអនុវត្តគំរូអាជីវកម្មបែបសហគ្រាសសង្គមដែលផ្តោទៅលើ ផលិតផលអនាម័យនិងសុខភាពសម្រាប់ស្ត្រី តាមរយៈបណ្តាញដែលដឹកនាំដោយមិត្តភក្តិ រួមមាន CCW NEWN និង CNPUD។ គម្រោងនេះមានគោលបំណងបង្កើតធនធានសម្រាប់គាំទ្រសកម្មភាពសហគមន៍របស់ CCW NEWN CNPUD ព្រមទាំងពង្រឹងសមត្ថភាព និងឯករាជ្យភាពផ្នែកសេដ្ឋកិច្ចរបស់ក្រុមស្ត្រី និងប្រជាជនគន្លឹះដែលមានហានិភ័យខ្ពស់ចំពោះមេរោគអេដស៍។ ក្នុងអំឡុងពេលចុះទស្សនកិច្ចនេះ UNAIDS បានពិនិត្យវឌ្ឍនភាពនៃគម្រោង Women Rise និងពិភាក្សាអំពីឱកាសដើម្បីបន្តពង្រឹងគំនិតផ្តួចផ្តើមដែលដឹកនាំដោយសហគមន៍ និងដំណោះស្រាយប្រកបដោយនិរន្តរភាពសម្រាប់ស្ត្រីរស់នៅជាមួយមេរោគអេដស៍ ស្ត្រីធ្វើការតាមសេវាកម្សាន្ត និងស្ត្រីរងផលប៉ះពាល់ដោយសារសារធាតុញៀន នៅកម្ពុជា។

🔑The Cambodian Community of Women Living with HIV (CCW), the Network of Entertainment Workers (NEWN), and the Community Network of People Affected by Drug Use (CNPUD) are community-led organizations working to promote the rights, health, and gender equality of women living with HIV, women working in entertainment services, and women affected by drug use in Cambodia.

As three of the four community-led applicants awarded a UNAIDS SEED Grant under the Equitable Financing Project, CCW, NEWN, and CNPUD are implementing the Women Rise project, an initiative that promotes women’s economic empowerment through a social enterprise business model focused on feminine hygiene and health products. The initiative is implemented through peer-led networks involving CCW, NEWN, and CNPUD.

The project aims to generate resources to support the organizations’ community activities while strengthening the capacity and economic independence of women’s groups and key populations at higher risk of HIV. During the visit, UNAIDS reviewed progress on Women Rise and discussed opportunities to further strengthen community-led initiatives and promote sustainable solutions for women living with HIV, women working in entertainment services, and women affected by drug use in Cambodia.

【Vientiane, Lao PDR – 18 September 2026】
UNAIDS, together with the Ministry of Health's Department of Disease Control and Prevention (DDC) and Department of Planning and Financing, led a consultation meeting with the Sustainability Core Group to finalize comments on the draft HIV Sustainability Roadmap. The meeting brought together key members to review and refine the roadmap, marking an important step toward a sustainable, nationally owned HIV response in Lao PDR.

【September 11th, AUA Visit】
🍀The ARV Users Association - AUA Cambodia អេយូអេ is a community-led and women-led organization supporting people living with HIV in Cambodia through treatment adherence, peer support, stigma reduction, and community empowerment. For over two decades, AUA has played a vital role in strengthening Cambodia’s HIV response.

As one of four community-led organizations awarded a UNAIDS SEED Grant under the Equitable Financing Project, AUA successfully secured funding after participating in training on income diversification, business planning, and project management. The grant is helping AUA put its sustainability plans into action and strengthen its long-term capacity.

Now, it is time to see the seed begin to grow. During the visit, UNAIDS reviewed project progress, visited AUA’s business site, and explored opportunities to strengthen digital storytelling and community engagement. Together, we remain committed to supporting community-led solutions for a sustainable HIV response in Cambodia.

🤝សមាគមអ្នកប្រើប្រាស់ថ្នាំ ARV (AUA) គឺជាអង្គការដឹកនាំដោយសហគមន៍ និងស្ត្រី ដែលគាំទ្រអ្នករស់នៅជាមួយមេរោគអេដស៍នៅកម្ពុជា តាមរយៈការលើកកម្ពស់ការប្រកាន់ខ្ជាប់ការព្យាបាល ការគាំទ្រពីមិត្តភក្តិ ការកាត់បន្ថយការមាក់ងាយ និងការរើសអើង ព្រមទាំងការពង្រឹងសិទ្ធិអំណាចរបស់សហគមន៍។ អស់រយៈពេលជាងពីរទសវត្សរ៍មកហើយ AUA បានដើរតួនាទីយ៉ាងសំខាន់ក្នុងការពង្រឹងការឆ្លើយតបរបស់កម្ពុជាចំពោះមេរោគអេដស៍។

ក្នុងនាមជាអង្គការដឹកនាំដោយសហគមន៍មួយក្នុងចំណោមអង្គការចំនួនបួនដែលទទួលបានជំនួយឥតសំណង SEED Grant ពី UNAIDS ក្រោមគម្រោងហិរញ្ញប្បទានប្រកបដោយសមធម៌ AUA បានទទួលមូលនិធិដោយជោគជ័យ បន្ទាប់ពីបានចូលរួមក្នុងការបណ្តុះបណ្តាលស្តីពីការធ្វើពិពិធកម្មប្រភពចំណូល ការរៀបចំផែនការអាជីវកម្ម និងការគ្រប់គ្រងគម្រោង។ ជំនួយនេះកំពុងជួយឱ្យ AUA អនុវត្តផែនការរបស់ខ្លួនសម្រាប់និរន្តរភាព និងពង្រឹងសមត្ថភាពរបស់អង្គការសម្រាប់រយៈពេលវែង។

ឥឡូវនេះ ដល់ពេលដែលត្រូវមើលឃើញថា “គ្រាប់ពូជ” ចាប់ផ្តើមលូតលាស់ហើយ។ ក្នុងអំឡុងពេលចុះទស្សនកិច្ចនេះ UNAIDS បានពិនិត្យវឌ្ឍនភាពនៃគម្រោង ចុះទស្សនកិច្ចទីតាំងអាជីវកម្មរបស់ AUA និងស្វែងរកឱកាសដើម្បីពង្រឹងការនិទានរឿងតាមប្រព័ន្ធឌីជីថល និងការចូលរួមរបស់សហគមន៍។ ជាមួយគ្នានេះ យើងនៅតែប្តេជ្ញាចិត្តគាំទ្រដំណោះស្រាយដែលដឹកនាំដោយសហគមន៍ ដើម្បីឆ្ពោះទៅរកការឆ្លើយតបប្រកបដោយនិរន្តរភាពចំពោះមេរោគអេដស៍នៅកម្ពុជា។

🔎AIDS-related deaths have declined significantly in Cambodia, yet an average of three people still die from AIDS-related causes every day. These deaths remind us that the HIV response must continue to reach people with timely testing, treatment, and care. Ending AIDS means ensuring that everyone living with HIV can access the services they need, wherever they are.

AIDS has not gone away, and it can continue to spread without protection during s*x. Using condoms can prevent HIV and unplanned pregnancies—they're safe, easy to use, and available everywhere. We, as young people, sharing accurate information and working together to end the stigma against those living with HIV is our job!
This year’s theme reminds us how we can tackle the challenges we face and improve our fight against AIDS. The Royal Government of Cambodia is working hard to raise awareness among young people through education that includes essential knowledge of HIV infection, prevention and treatment, including building youth support networks, peer education groups and other outreach activities in communities and the key young population.

Thanks to the UN Joint Programme on HIV and UNFPA Cambodia for supporting UNYAP in spreading awareness about AIDS in schools and communities.
